Annual Comment on City of Inglewood Excerpts from Moody’s Investors Service

LAST CALL FOR STARBUCKS LADERA HEIGHTS IS OCTOBER 21ST Francis Taylor, Asst. Editor

By Francis Taylor, Asst. Editor

The City of Inglewood has a population of 10,116,705 and a population density of 2,493 people per square mile. Inglewood has a solid credit position with an A1 rating. The financial position of the city is robust and the cash balance as a percent of revenues of 41.9 percent is stronger than the U.S. median. Moreover, the fund balance as a percent of operating revenues of 46.4 percent far surpasses other Moody’s rated cities nationwide and saw an impressive increase from 2011 to 2014. Overall, the economy and tax base of the City of Inglewood are strong and are largely consistent with its A1 rating. The total full value of $7.2 billion is materially above the U.S. median. Full value per capita of $65,555, matches the U.S. median and rose between 2011 and 2014.

With a relatively new drive-through Starbucks at the corner of LaBrea and Centinela and another inside the Ralph’s market across the street, Starbucks Corporation, operator of the popular coffeehouse chain, has announced that the last call for coffee at their Ladera Heights location at 5301 W. Centinela Ave. will be Oct. 21st. Regulars at the popular coffee shop have known about the closure for some time and many have speculated that one of the reasons Starbucks decided to close this location was in response to the numerous complaints they have received from the mostly male regular patrons

who usurp the patio seating area with chess and domino games, loud music and aggressive and disrespectful remarks directed at female patrons. “It is not surprising that the Ladera Starbucks will close,” said one regular patron who chose not to be identified, “I have been coming here every day for years and there have been many problems that store management has had to deal with. The customer cited heavy management turnover, fights, stabbings and even gun fire on the patio; domino and chess players who dominate the tables and chairs and subject other patrons to

loud music; individuals subjecting nonsmokers to odorous cigar smoke; and, cat calls and whistles to attractive female patrons. With all of the problems they have encountered, as well as a declining customer base that can get their morning, afternoon and evening coffee more conveniently from the drive-through across the street, it became obvious to the regular patrons that Starbucks probably had plans to close the Ladera Starbucks for some time. There has been much speculation among the ‘patio regulars’ about what type of enterprise will occupy the corner space that is situated across from a T.G.I.

APPLAUDS STUDENTS’ VICTORY IN BORROWER DEFENSE RULING

ASSISTANT EDITOR Francis Taylor

By Francis Taylor, Asst. Editor

Congresswoman Maxine Waters, representing the 43rd District, including the City of Inglewood, applauded a federal judge ruling that an Obama-era set of consumer protections for defrauded students, known as the Borrower Defense Rule, will go into effect immediately, after repeated attempts by the Trump Administration and the for-profit college sector to delay the regulation. “Students and student loan borrowers just won a monumental victory in federal court. For almost two years, Education Secretary Betsy DeVos and the Trump Administration have done everything they possibly could to block the 2016 Borrower Defense Rule—a set of regulations which allow students who have been defrauded by predatory schools to have their loans forgiven, and prevent schools from forcing students into binding arbitration. In defense of students nationwide, attorneys general from 19 states, including Attorney General Xavier Becerra from California, sued the Department of Education and Betsy DeVos. I am

extremely pleased that their efforts prevailed, and that tens of thousands of students who were taken advantage of by for-profit colleges will once again be able to receive the student loan debt relief they so desperately need and deserve. Congresswoman Waters continued, “the Borrower Defense ruling follows another recent court victory for students. In September 2018, Federal District Court Judge Randolph Moss ruled that Betsy DeVos’ attempts to get rid of the Borrower Defense Rule were without merit and illegal. Following this ruling, and fearing that the Borrower Defense Rule would go into effect, the for-profit college industry – in lock step with the Trump Administration -- sued to prevent the regulation from becoming law. Students and advocates were forced to wait for debt relief as the implementation of the 2016 pro-student Borrower Defense Rule was once again put on hold. However, the wait is now over. Donald Trump and Betsy DeVos’ shameful efforts to enrich private companies at the expense of

This week’s city council meeting got underway on time and with the usual packed-house in the council chambers. The council adopted and approved a resolution for Final Tract Map No. 77077 for the conversion of six attached units to condominiums located at 907 North Inglewood Avenue. They pulled from the agenda the recommendation to approve an Exclusive Negotiating Agreement by and between the City of Inglewood and 317 La Brea LLC, for the disposition of City-owned properties. Related to the Finance Department, the council approved an agreement with Mesquemai, Inc., dba OLYMPIQUE Façade Access Consulting to provide professional engineering and consulting services for the design of an exterior building façade access unit on the rooftop of the City Hall. They also adopted a resolution authorizing the City to apply for and receive grant funds from the California Department of Transportation for a South Bay Slow Speed Feasibility Study. The council authorized the Mayor to execute up to ten Temporary Construction Easements on behalf of the City as required for the reconstruction of Century Boulevard as needed between the periods of October 17, 2018, to December 31, 2019. The council approved a public hearing be set to consider an Ordinance amending the Inglewood Municipal Code to amend Parking Permit District No. 14 by adding the following streets to the District: Long Street (between 66th Street and 68th Street), and 67th Street (between Gay Street and West Boulevard) and the introduction of an Ordinance to amend the Inglewood Municipal Code adding an Article (Article 7) to Chapter 3 prohibiting the parking placement or abandonment of shared on demand mobility devices on a public right-of-way within the City. The council approved a new Library

Commissioner for the City of Inglewood. During the public comments, council meeting attendees were advised to dismiss the untruthful, negative and inflammatory propaganda that has been distributed to Inglewood voters. He urged citizens to do their own research

either online or with their inquiry to the appropriate city department to get the truth about the city’s budget condition and other matters that may affect their vote. A local real estate broker, who has been operating in the ‘great city of Inglewood’ for over 40 years, said that there has never been a better time for business owners to operate in the City of Inglewood. Lady Crystal took the podium to invite Inglewood residents to attend her Walk on the Bridge of City Hall, while trombonist Kenny Pickens provides musical entertainment, on Monday, October 22nd from 12 noon to 1:00 p.m., at the Inglewood Library Lecture Hall, located adjacent to the library. The event is intended to help bring Inglewood families together. An Inglewood resident complained about some trees that appear to be dying in her community. Mayor Butts explained that Inglewood is a treerich city but the problem is that some tree’s roots grow laterally making them unstable and water droughts contribute to other trees being overcome by parasites. He announced that any resident who has a concern or complaint about trees should report their concern the Public Works Department. Elizabeth Dionna, owner and producer of Hum-

mingbird butterfly Productions, thanked the city council for their support. During the City Clerk’s report, Clerk Horton reminded everyone that the last day to register to vote in the November 6 election is October 22nd. She also displayed the new voting form and encouraged voters to review and complete the items as necessary on the front and back of the form. Finally, she urged everyone to VOTE. City Treasurer Brown announced that no more than 20 students will participate in her department’s financial academy which will begin on October 18th. Council Member Padilla applauded the opening and significant turn-out at the Grand Opening Celebration of Pan

Dulce #2, now serving Mexican baked goods, coffee, and champurrado that recently opened in the City of Inglewood and the 35th Anniversary of the Serving Spoon, the Inglewood landmark that has been serving ‘No Better Breakfast’ for 35 years. Council Member Morales added that the owners of Pan Dulce #2 are a young couple who live only two blocks from their new store, noting that is good that Inglewood residents are opening new businesses in the City of Inglewood. Member Padilla invited the community to attend the Dia De los Muertos Cultural Festival celebration on Sunday, October 21st, from 12 p.m. – 4:00 p.m., at the Inglewood Park Cemetery, where he will serve as Master of Ceremonies for this celebration of life event.

COMMUNITY PUBLISHER’S MESSAGE INGLEWOOD TODAY ENDORSES

MAYOR JAMES T. BUTTS

SEPTEMBER 14TH – NOVEMBER 29TH 2018

For Extraordinary Leadership

INGLEWOOD TODAY is proud to report to the citizens of Inglewood, that under the leadership of Mayor Butts, the city of Inglewood has made extraordinary progress that is second-to-none in the United States. When Mayor Butts’ first term began in 2011, Inglewood was on the verge of bankruptcy with an $18 million structural deficit and only $11 million in reserves. The mayor orchestrated immediate steps including the reduction of 64 employees and placing the remaining staff on a 10 percent furlough every pay period. With the council’s endorsement he eliminated an unfunded Lifetime Retiree Medical program for employees and a dependent and outsourced tree trimming, parking control and street sweeping to cut expenses. The city’s financial position is now robust and is notably strong compared to its A-1 rating and its cash balance, as a percent of revenues at 41.9 percent, which is stronger than the median throughout the nation. Furthermore, the fund balance as a percent of operating revenues of 46.4 percent far surpasses other Moody’s-rated cities nationwide and saw an impressive increase from 2011 to 2014. Further bolstering the city’s fiscal health are sales and property tax receipts which have risen steadily. With the mayor’s forward thinking, the city negotiated for all construction contracts that materials in excess of five million dollars would have a point of sale in the City of Inglewood, boosting overall sales tax receipts dramatically. In addition, Mayor Butts has engaged in entrepreneurial advertising collaborations that have resulted in income for the city, notably the full motion digital boards on Manchester, LaCienega and Century Boulevards. The dated perception that the City of Inglewood is unsafe is no longer accurate. The city is in its eighth consecutive year of the lowest annual crime totals in recorded history. Crime has dropped nearly 70 percent compared to the peak year of 1981. The city has a top-tier Chief of Police, has assembled a first-class command staff and has invested $10.7 million in the

past seven years replacing police vehicles, equipment, and adding police officers. Mayor Butts’ performance on behalf of the citizens of Inglewood has been extraordinary by all measures. Following are only a few more of the most significant accomplishments that have been realized by Mayor Butts and his council colleagues that some Inglewood residents may not be familiar with:

We are excited to announce the 2nd ANNUAL BEST OF INGLEWOOD will take place from September 14TH through November 29TH 2018. He is one that, from the beginning of his first term, has known the way, has gone the way and has shown the way for the city to move forward. A very few in the city have found it very hard to look up to Mayor Butts as he has kept his ears to the ground. He has demonstrated the confidence to stand where others have been unable to stand before him, the courage to make

By Steve Finley The two Los Angeles professional basketball teams kick off their regular season this week. The Clippers started their season with three straight home last Wednesday against Denver. On Friday they face Oklahoma City at 7:30 p.m. and Sunday they battle Houston at 6 p.m. The Lakers open their season on Thursday in Portland against the Trail Blazers on TNT at 7:30 p.m. On Saturday they play their home opener against Houston at 7:30 p.m. On Monday they play another home game when they face the San Antonio Spurs at 7:30 p.m. Both teams are looking for improvement from last year. If the Clippers can stay healthy they will surprise a lot of people. They were 5-0 in the preseason although they played overseas teams like the Sydney Kings and the Macabbi Haifa. They did have wins over the Lakers, Minnesota and Denver.

Three of the Clippers starting five are set but the other two are still up in the air. Coach Doc Rivers will begin his starting five with guard Patrick Beverly, forward Danilo Gallinari and forward Tobias Harris. Other players who will start or get playing time are guard Avery Bradley, guard Shai Gilgeous-Alexander, center Marcin Gortat, forward Wesley Johnson, center Boban Marjanovic, forward Luc Mbah a Moute, guard Jerome Robinson and guard Lou Williams. During the preseason the Clippers played hard and they seem to like each other. That’s important for any team but especially on the professional level. Good locker and off the court chemistry creates a winning atmosphere. The Lakers will improve with the addition of probably the best player in the world in LeBron James. The 6’8, 250 pound forward appears to be ready to take the Lakers to the next level. The next level for the Lakers means they will make the playoffs in the tough Western Conference. Can he take the Lakers to the highest level to match the Golden State Warriors is a different story. Their starting lineup during the preseason was Brandon Ingram and James at forwards, JaVale McGee at center, and Josh Hart and Rajon Rondo at the guard positions. Ingram looks big-

ger and stronger and if he plays like he did in the preseason the Lakers will have the player they always wanted when the drafted him in second overall in 2016. Where the Lakers have really improved are their bench players. Some of their bench players will be starting some games but right now Lonzo Ball, Michael Beasley, Kentavious Caldwell-Pope, Kyle Kuzma, Lance Stephenson and Ivica Zubac will be coming off the bench. With the addition of James it will be show time once again in Laker land.

Mayor Butts had the last word and reiterated the City of Inglewood’s strong fiscal health with a $28 million surplus at the end of the current fiscal year and unobligated funds amounting to $53 million. tough decisions and the compassion to listen to the needs of others. He set out to be the mayor of the city that he loved and where he previously served as a police officer and became one of the best mayors the city has ever had by the quality of his actions, the integrity of his intent and the results he was able to achieve. Mayor Butts has not only done things right, he continues to do the right thing for the City of Inglewood and its residents. His effectiveness is not about making speeches or being liked, even though he is well respected and admired. His true leadership is defined by the results he has been able to achieve. It has been said that the highest of distinctions of a leader is service to others and Mayor James T. Butts has undeniably earned that distinction among the residents of the City of Inglewood and I am proud to extend my hearty endorsement on behalf oF INGLEWOOD TODAY.
