Inglewood: A Love Story

A

bout 1,400 people turned out for the City of Inglewood’s annual State of the City Address, held at the Fabulous Forum on April 21. It was the largest SOTC in Inglewood history. The annual fundraiser for the Inglewood Airport Area Chamber of Commerce featured Mayor James Butts as the keynote speaker, joined onstage by emcee and KCBS sports director Jim Hill and KNBC sports anchor Fred Roggin.

The lightning-fast speed in which the city has been growing could be considered a fairy tale, only better. It is the story of what can happen when commitment and hard work meet (Continued on page 8)

uring last week’s State of The City Address, Inglewood High School senior, Naomi Hephzibah, who was recently awarded a 4-year scholarship to Marist College in Poughkeepsie, New York, received an additional $1000 scholarship and award for academic excellence.

Spotlight on Centinela Hospital CEO Linda Bradley

A

ward-winning Centinela Hospital CEO and Chair of the Governing Board, Linda Bradley has built a solid reputation in the technology-driven hospital services industry and in the newly evolved city of Inglewood.

Linda Bradley, RN/JD has proudly earned Centinela Hospital many accolades and awards over a number of recent years.

Bradley’s history of success hails from an obvious right start beginning in her near perfect years of youth.

“I could not have asked for a better childhood. I am blessed with amazing parents who instilled in us that it is a tough world and you have to work hard and show people your very best, and earn what you have, not expect it to be handed to you,” she said.

Bradley currently holds degrees in nursing and law.

She has been rooted in Inglewood for over half a decade. As an Inglewood stakeholder, she is happy with how the city of Inglewood’s path towards the future is shaping.

“I have been CEO of Centinela Hospital Medical Center for six years,” Bradley shared.

“Inglewood’s image is that of a forward thinking city on the move.

With the re-opening of the Fabulous Forum, the Hollywood Park redevelopment project and the relocation of the Los Angeles Rams, the city is on the verge of an historic renaissance.”

As of recent, people from both far and near are pondering over just how Inglewood has changed over the last ten years. The city of Inglewood has noticeably orchestrated a total 180 degree turn from past perceptions.

“As Mayor Butts recently stated in his State of the City address, the City was close to bankruptcy ten years ago with an infrastructure that was failing its citizens. Now, the city has climbed out of its deficit, is re-building its infrastructure and is home to

Linda Bradley a great community of people, in addition to the Los Angeles Rams and a soon-to-be-launched beautiful stadium to house the team. It now also can be proud of national award winning healthcare provided by Centinela employees and physicians.”

Inglewood is the home to legends and everyday folks alike, but all want what’s best for the city and Bradley is happy to gist about what she’s done for Inglewood lately.

“Centinela prides itself on being a community partner. To better understand current health needs in our community, Centinela Hospital conducts a comprehensive needs assessment regularly. The findings inform the direction of our community mission and the scope of our community health work.”

“We’ve also contributed to the well-being of Inglewood through our award winning care. Centinela Hospital has been recognized by numerous national organizations.”

“The hospital has been named a 100 Top Hospital in the United States five years in a row by Truven Health Analytics. It has been named a Distinguished Hospital for Clinical Excellence and Patient Safety three years in a row by Healthgrades—

which places Centinela Hospital in the top 5% for quality care of all hospitals in the nation. It consistently receives “A” ratings from the Leapfrog group in patient safety; and Centinela hospital has also been awarded the Joint Commission’s Top Performer on Key Quality Measures award for 2013, 2014 and 2015.”

Bradley is thoroughly invested in Inglewood, cares about its brand and even has her own vision for the future home of Champion’s Stadium.

“I believe that the City is well on its way to becoming one of the great cities in Los Angeles County if not all of California. It has served as a model for the turn-around for ailing cities across the country,” Bradley said.

“I would like to see Inglewood continue this trend and accelerate its growth and prosperity in the future. I’d also like to see Inglewood recognized as one of the healthiest cities to live!”

As Bradley continued to lay out her thoughts about the current state of Inglewood, she began to make some predictions.

“I see an amazing opportunity for growth within the city. Growth in the sales tax base, growth in job opportunities, growth in business startups, growth in property values and an overall growth in city services.”

“I also see people coming into the area and being impressed by the community of hard working and talented people, many who have persevered through the tough times and are motivated to take the city to even higher levels,” Bradley added.

The accolade rich CEO wants to especially have an important lasting impression on Inglewood based Centinela Hospital.

Sweep for Trump, Near Sweep for Clinton

I

t was good to be Donald Trump on Tuesday night, as the Republican front runner swept all 5 states in Northeast primaries. Despite Texas Sen. Ted Cruz and Ohio Gov. John Kasich teaming up to try and stop him, the New York tycoon added a total of 109 delegates to his pile, winning in CT, DE, MD, RI and PA. He now has a total of 954 of the 1,273 needed to qualify as the party’s nominee.

“As far as I’m concerned, it’s over,” Trump said at Trump Tower in New York. “This is a far bigger win than we even expected—all five.”

Victory is also clearly in sight for Hillary Clinton in the Democratic race. She won all primaries except RI, defeating Sen. Bernie Sanders in CT, DE, MD and PA. With her eyes focused on the general election, Clinton sent a message to Sanders supporters, hoping to win their votes: “I applaud Sen. Sanders…There is much more that unites us than divides us,” Clinton said to a crowd in PA. Clinton put a total of 204 delegates in her win column, even with the RI loss. She needs 2,383 del-

egates to win the nomination. She has 2,151.

Sanders vowed to keep going despite nearly impossible odds of winning the Democratic nomination.

“The reason that we are generating this enthusiasm is because we are doing something very unusual in contemporary American politics,” Sanders said. “We are telling the truth,” he said, without mentioning Clinton by name.

Primary elections will continue May 3 in Indiana.

Prince: Inglewood’s Own for 21 Days

I

t’s always hard saying goodbye to iconic figures like Prince Rogers Nelson. We feel we know them, even if we don’t, and want to claim a piece of them in some small way.

This is why record sales of Prince’s music shot up by 2.3 million within 24 hours. It is why we’ll be hearing countless stories of the music legend’s last days, and those who knew him personally will share their memories.

I don’t remember the exact date, but five years ago, sometime between April 14 and May 4, 2011, I was fortunate to catch Prince’s 21-day concert at the Forum. This was before Madison Square Garden bought the venue, and not much was going on.

Word spread quickly about the $25 tickets, which was truly unheard of. So when my friend Ray invited me to the concert, I was more than ecstatic.

“I know this is last minute,” he said, “but I have an extra ticket to see Prince tonight, and I was wondering if you’re not too busy…”

“Absolutely yes!” I said. “Why are we still talking Ray? I’m on my way now. I’ll text you from the Forum parking lot.” To this day, it ranks as one of the best concerts

I remember coming home that night, thinking what a generous soul he was and tweeting my appreciation: “Dear Prince, Thanks for being so generous and allowing us to enjoy your show for $25. Good lookin’ out. Love you.”

In the coming days, there will be much talk about Prince’s estate.

There will be speculation around the singer’s highly valued music vault, which is said to contain hundreds of unpublished songs.

Prince at the Forum

I’ve attended—more precious now that he’s gone.

Minnesota will forever claim Prince as its native son, and rightfully so. He will long be remembered as one of the coolest neighbors in Chanhassen—one who hosted impromptu dance parties at his Paisley Park estate. Word is that Minnesota is even considering changing its state color to purple.

But what Prince gave to Inglewood is also pretty special. He put his money where his heart was and has always been—with the people.

He brought A-class entertainment to an iconic venue at a time that it desperately needed resurrection.

He gave the same level of performance for $25 that could have easily demanded hundreds of dollars.

He did that for the community.

While Inglewood can claim one

of Prince’s last biggest runs, it is obvious that Prince claimed Inglewood too. According to a Rolling Stone article, during Prince’s opening night performance, he shouted “Inglewood is mine!”

Prince loved the Forum and commented that it was one of his favorite places to play. He said he came there for the first time to see the Jackson Five; then he sang a medley of Michael Jackson songs.

Two and a half hours later, he ended the set, and appeared minutes later dressed in a gold lame suit with matching heels. The crowd went crazy and chanted: “More! More!”

The Purple One didn’t seem a bit tired, so he kept playing.

“Y’all just don’t want to go home, do you?” he said.

“No! No!” the crowd yelled back.

But more important than Prince’s financial fortune, however (said to be worth around $300 million) is the value of his impact on others.

His legacy inspired the courage to be authentic, and unique. This is something we can all claim for ourselves.

Burke Introduces Pay Equity Bill for Reproductive Research

AB 2531 lifts the ban on compensation for egg donation in medical research

ssemblywoman Autumn R. Burke (D-Inglewood) introduced AB 2531, which ends the prohibition on compensation for women participating in oocyte (egg) donation for medical research. The bill establishes parity in California’s medical research arena where all other research subjects can be compensated for their participation in research studies.

“It’s perfectly legal for a woman to get paid when advertising through Craigslist to provide eggs for infertile couples, but she can’t get paid for a donation in medical research,” said Burke. “It’s insulting to women, and it keeps California’s research institutions in the dark ages. Instead of leading the way on women’s health, we’re stuck behind 47 other states all because of a mis-

guided ban that assumes women shouldn’t be allowed to make their own decisions.”

Clinical research participants are routinely compensated for their participation, with one exception —women when providing oocytes for research. In place since 2006, the prohibition has had a chilling impact on reproductive research in California. Without the ability to offer compensation, researchers are unable to recruit participants. One institution spent $100,000 on outreach and was only able to recruit a single participant.

“We are pleased that Assemblywoman Burke has introduced this very important legislation,” stated Rick Paulson, MD, President-elect of the American Society for Reproductive Medicine. “It is vital that

California maintain its status as a leader in biomedical research, and as a state that protects women’s ability to make their own decisions.”

AB 2531 allows a woman participating in research to be paid for her time, discomfort, and inconvenience in the same manner as other research subjects. Existing California law already requires an extensive review by both human subject research panels and institutional review boards to ensure that participants are educated about their rights, the risks of participation, and provided necessary health care and services before, during, and after treatment. Those same protections will remain in place if AB 2531 becomes law.

“The California Hepatitis C Task Force supports an equitable ap-

proach to improve access to scientific, stem cell, bio-medical research for transplantation and the development of treatments and cures from persons donating their eggs, bone marrow, blood, specimens, tissues and organs, said Bill Remak, Chairman of the California Hepatitis C Task Force. “Impeding the altruistic donation by denying an appropriate and reasonable compensation for expenses to the donor constitutes an unreasonable disincentive to participate.

AB 2531 is sponsored by the American Society for Reproductive Medicine. The bill will go through its first policy committee hearing later this spring.

t Tuesday’s council meeting, a public hearing was set for May 3, 2016 at 2pm. The public will have an opportunity to comment on priorities for community development and housing needs to be included in the FY 2016-2017 Consolidated Plan and Annual Action Plan.

The council agreed to reject all bids and authorize rebidding for the Vincent Park Swimming Pool Tank Replacement Project. The action will allow modifications to bid specifications. The Hollywood Park Casino Public Art Plan was approved.

Publisher’s Message

SOTC: A Moment of Magic

I

t’s not that often that the stars align themselves so well that you want to pinch yourself to make sure it’s real. Last week’s State of the City Address at the Forum was one of those magical moments.

I have heard Mayor Butts speak many times, comparing the Inglewood of yesterday to the Inglewood of today. Most of you are aware how this city is evolving.

Even if you don’t have the numbers to measure progress in Inglewood, you have probably felt the differences that have taken place since 2010.

If nothing else, you know that the city is undergoing major external improvements, evidenced by all the construction going on along La Brea, Prairie, Century and other streets. You have noticed streets and sidewalks are being repaired, and may have finally had your home sound-insulated after a long delay.

Hearing Butts talk about Inglewood’s transformation at the Forum, which was itself a major renovation project, was a double revelation. If you haven’t made it to the new Forum yet, it’s a beautiful space that rivals the venue in New York. It is even more glamorous now than it was when the Lakers played here.

The long list of achievements in Inglewood cover every aspect of life. And although the new stadium holds the top spot, there is so much more to celebrate: record low crime, significantly higher property values, paved streets, 2,000 homes being sound-insulated, a triple increase in City rev-

To fully appreciate how far this city has come, you would merely need to observe who occupied the stage with Mayor Butts last Thursday—billionaire NFL team owners Stan Kroenke (L.A. Rams) and Jerry Jones (Dallas Cowboys).

Men of their wealth and stature don’t come to Inglewood everyday (yet). And to hear Jones say he was born in Inglewood—well, that just literally confirmed this stadium deal was meant to be.

Inglewood, we are experiencing a moment that few people ever get a chance to experience—an environmental renaissance of epic proportions. I invite you to take a moment to enjoy the view. Inglewood History – Centinela Springs

O

ur little town has much history of which to be proud. We’ve been around since 1875 and incorporated in 1908. This is the first in an occasional series titled Inglewood History. In the series we will explore various aspects of our past.

Our reason for being is the Centinela Springs in Edward Vincent, Jr Park. Before the Spanish, Mexicans, and whites got here, the American Indians, the Tongva tribe, recognized the importance of the springs for their survival and for grazing sheep and cattle. As the Spanish and Mexicans pushed north, they too, discovered the springs. Before that, even prehistoric animals came to the springs for water.

The Centinela Springs are artesian springs that have flowed since the Pleistocene Era, lasting from about 2,588,000 to 11,700 years ago. As recently as the 1950s, half of Inglewood’s water was supplied by the springs. Even today, approximately 35% of our water comes from them. The springs and valley

Anne Cheek La Rose were named for sentinels guarding cattle in the area. Now you know why Inglewood High students are called the Sentinels. There is also Centinela Elementary School; the oldest elementary school in the city.

The springs flowed westward from the outcropping in the park.

That rather low point on Centinela Ave., before it ascends to Florence Ave., is the natural path of the waters. They flowed across what is now Beach Ave., crossed La Brea Ave.,

and made their way through today’s Oak Industrial Park. That low point on La Cienega Blvd., as you drive south toward the 405 south entrance and Manchester Blvd., is another bit of topography created by Centinela Creek, as it was called. If you look to the right as you drive La Cienega at this point, you will see the concrete channel. This is the only place where the natural path of the Creek is visible, as it made its way to mingle with the waters of Ballona Marsh.

Don’t know how true it is, but there is a sweet little anecdote I’ve heard about the creek. Seems that in the late 19th and possibly the very early 20th Century, folks from the west of us would boat over to our creek and spend the day picnicking on what is now Beach Ave., west of Centinela. Supposedly, this is how Beach got it name.

The Springs are documented in the two markers at the Springs—a non-working water fountain erected in 1939 and an historical plaque in 1970 noting the Springs as Cali-

fornia Landmark No 363. They are also represented in art by the 1937 large mahogany carved relief, “Centinela Springs”, by Archibald Garner on the west wall of our main post office on Hillcrest Blvd. This work was created during the Great Depression under the Treasury Section of the Fine Arts (TRAP), similar to the Works Progress Administration program. Garner, true to his art, designed a work that was larger than he was being paid for, so he spent his own money on the expensive mahogany to create the work we see.

Five Aids for Inglewood First Time Homebuyers

hen working with new buyer clients in Inglewood— especially the first-time homebuyers—I usually find myself fielding more than one question about what they should expect as they progress through the process of buying a home. Everyone already knows the big picture, of course, but

What first-time homebuyers experience differs from other purchasing situations. How it differs is something the National Association of REALTORS (NAR) seems to have accidentally answered through their latest study of homebuyers and sellers. The NAR was trying to determine what buyers want from their agents.

To answer that, they compiled homebuyers’ five biggest expectations.

First is the help we provide in finding the right home to purchase.

The Inglewood market is an everchanging target. Properties arrive and disappear almost daily, and each is uniquely appropriate or not, depending on a given purchaser’s (especially a first-time home buyer’s) needs and expectations. Knowing the details of every qualified home that is currently up for sale in Inglewood is pretty nearly a full-time job all by itself. Especially for a firsttime homebuyer, having a knowl-

edgeable pro to provide the legwork is a reassuring place to start.

Once an appealing new home has been found, it’s invaluable to have help in negotiating the price.

It’s usually much more comfortable (and likely to succeed) when professionals do the negotiating.

They minimize the emotional factors that tend to surface whenever large amounts of money are in discussion. By determining what comparable homes are selling for, your agent gives first-time homebuyers (and all homebuyers, for that matter) the most important starting reference point and a reasonable basis from which to proceed.

The same is true when it comes to providing help negotiating terms of the sale. An experienced professional has been through many sales— experience that alerts them to many details that are easy to overlook, but become major issues in the months and years following the sale.

ne of the simple rules of business is, never talk about religion or politics at work.

And generally I would agree. But when it comes to real estate and mortgages, a lot of what happens in the voting booth really affects what will happen to interest rates and home prices.

Beat Belly Bloat Before You Hit the Beach

hether you’re heading on a spring break vacation or gearing up for a summer of sunshine, getting back into a swimsuit after a long winter is becoming a reality. What’s more frustrating is that stubborn belly bloat that leaves you feeling uncomfortable. The good news is there are simple tips to help you combat bloating and leave you feeling better than ever.

Eat slowly. You’ve heard this advice for a bunch of different reasons —such as to help you feel fuller faster or be more mindful of your meal.

But as it turns out, taking your time at the table can help with bloating as well. When you scarf down a meal or drink something quickly, you’re likely to swallow too much air. You might get the hiccups, or the gas may build up in your stomach and intestines and lead to bloating. Take your time and chew well while eating.

Cut back on sodium. The U.S. Department of Agriculture (USDA) recommends that the general healthy adult population limit sodium intake to 2,300 milligrams a day. However, reports indicate that the average American eats about 3,300 mg of sodium a day -- which means chances are good that you are consuming

more sodium than you should. And, given that excess salt intake can be to blame for water retention, your salt habit could be causing midsection puffiness. Try cutting back on your salt intake or consider a program like Nutrisystem, which falls within the USDA’s sodium recommendation and can be customized to contain even less sodium.

Ease in more fiber. Fiber helps keep things moving through the intestines, which aids digestion and helps prevent constipation. But many highfiber foods—like beans, brussels sprouts and broccoli—are also pretty potent gas producers. Upping your fiber intake too quickly can cause bloating, so start slowly and work your way to your daily fiber goal over the course of a few weeks.

Get moving. Ideally you want to work in some exercise on most days, but even taking a short walk after eating can help. The most important thing to remember is to just get moving. Melissa Joan Hart, who lost 40 pounds on Nutrisystem, gives this advice about getting in a good workout: “I’m very much driven by working out with peers or working out with my husband, (Continued on page 11)

5 Tips to Avoid Hidden Credit Card Fees

any consumers are trying to be wiser with their credit cards.

They avoid splurging on gifts during the holiday season. They don’t apply for a store credit card every time they’re offered 10 percent off their purchase. Yet hidden charges and overlooked terms and conditions might be covertly padding some consumer credit card balances.

Annual fees are rising. On average, Americans paid more than $17 for these fees last year, up 70 percent from $10 in 2010, according to CardHub.com. Average maximum late fees also have risen to more than $35 over the same period.

“Many people are using credit responsibly—they’re working hard to keep balances down, but they may be undermining that effort over time by overlooking the fine print,” says Mikel Van Cleve, USAA personal finance advice director.

When evaluating cards for unnecessary fees, he says to first make sure it doesn’t charge a fee for something you do often.

“For example, USAA Bank recent-

ly eliminated foreign transaction fees on all of our credit cards. If you frequently travel abroad, a card with no foreign transaction fees could provide significant savings,” Van Cleve says.

In addition to foreign transaction fees, Van Cleve also recommends keeping an eye on sneaky fee fine print: Changes in APR. Many cards offer an attractive “introductory” interest rate but may hike the rate up significantly after the promotion expires. If you plan on keeping a balance on the card, make sure you look for a card with a low A PR after the introductory rate expires.

Penalties on late payments. Credit cards often have a penalty APR when you pay late. Check out the terms of your account to ensure you aren’t getting an interest rate hike due to a late payment.

Balance transfer fees. Credit cards usually come with a fee to move a balance from another card.

First Black LAPD Chief Dead at 72

Willie Williams

W

illie L. Williams, the first black police chief, both in Philadelphia and in Los Angeles died in Fayetteville, Georgia on Tuesday evening, his daughter-inlaw Valerie Williams said. He was 72 and died of pancreatic cancer.

Williams was selected in April 1992 to succeed Los Angeles Police Chief Daryl Gates, in the midst of controversy surrounding the videotaped beating of black motorist Rodney King by 4 white officers. Their acquittals sparked riots that left

parts of the city in ashes.

Williams’ term was also marked by the O.J. Simpson murder case, which was dogged by accusations of sloppy evidence handling and racism in the department.

In 1997, the police commission unanimously denied Williams a second five-year contract.

Williams was appointed federal security director at Hartsfield-Jackson Atlanta International Airport, the world’s busiest airport in 2002.

SUMMARY OF THE CONSOLIDATED PLAN AND ANNUAL ACTION PLAN The FY2016-17 Consolidated Plan and the Annual Action Plan for the City of Inglewood serves as the grant application to the U. S. Department of Housing and Urban Development (HUD) for its federally funded entitlement grant programs. The Consolidated Plan and the Annual Action Plan will request funding for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs. These CDBG and HOME programs address issues such as housing, public services (i.e. senior meals and summer camps), and public facilities (i.e. parks, streets, sidewalks).
