Hall’s Request to Audit IUSD Approved

C

alifornia’s Joint Legislative Audit Committee (JLAC) approved an audit request Wednesday by Senator Isadore Hall, III (DSouth Bay) of the state’s receivership of the Inglewood Unified School District.

The Inglewood Unified School District currently serves over 11,000 students in Los Angeles County and supports 10 elementary, two K-8, two middle, and three high schools, along with a continuation high school. In 2012, the Inglewood Unified School District was facing fiscal insolvency. The Legislature approved and the Governor signed into law SB 533 (by former Sen. Roderick Wright) which provided a $55 million dollar emergency loan to the District and placed it under state receivership. The legislation also spelled out a pathway to help the District return to fiscal solvency, improve test scores and help Inglewood students find a pathway to college or a career.

President Obama’s Mandatory Voting Idea Debated

T

he moment President Obama announced his proposal for mandatory voting in America, it sparked fireworks.

Scholars from different political parties did not hesitate to offer their input, including legal knowledge, according to Fox News, CBS, Washington Post, etc.

To quickly illustrate, a number of scholars from prominent law universities made it crystal clear that mandatory voting is illegal in the USA, as it violates American citizens’ constitutional rights, especially the First Amendment that entails a person’s free speech.

As an example, the First Amendment declares that a person has freedom of religion. Perhaps that may explain why some religious people refuse to vote. Voting, in their eyes, violates some people’s religious beliefs.

President Obama explained what prompted him to introduce the idea of mandatory voting in the USA, according to Washington News. The President emphasized that mandatory voting would draw more young,

middle-class and working-class Democrats to the polls to vote in the mid-term elections. To paraphrase, Mr. Obama said, some young people tend to stay at home during the midterm elections. That has eventually led to Republicans taking control of both the House and Senate.

As an example, statistics show that nearly 37% of Democrats voted in the 2014 mid-term elections. Obama debated constructively.

From my viewpoint, I can understand why President Obama’s idea of mandatory voting in the USA may have some merit. Yet, I feel that some debaters may have overreacted. By conventional wisdom, President Obama, a former Harvard Law School scholar, is fully aware that it will most likely take some action by the Supreme Court and/or Congress to amend the US Constitution under most circumstances.

Mami Jolly proprietor Amber said, “As a vegetarian, a few years ago, I was putting this paste like fruit spread on my jams and I was like, this is all fillers and preservatives and it’s not good for me. So I decided to make my own jam, its real chunks of fruit, and it’s healthier. I always wanted to do a Farmer’s Market for Earth Day because I’m so into the organic, reduce, reuse, recycle (stuff), so I’m very big into the environment, so I wanted to

come out and support.”

Executive Director of the Social Justice Learning Institute Dr. D’Artagnan Scorza said, “Looking around at the health disparities we have in communities like Inglewood’s, with the 405, the 105 and the 110 (which create disparities for people to breathe, and eat healthy), we realized that not only was it important to increase awareness of the folk in our community, but to make sure they were educated.”

“Without additional reasonable suspicion, the officer must allow the seized person to depart once the purpose of the stop has concluded,” Justice Ruth Bader Ginsburg wrote in the majority opinion.

Lower courts had found that a wait of less than ten minutes constituted only a minimal intrusion on the driver’s Fourth Amendment rights, which prohibit unreasonable search and seizure, and therefore did not outweigh the government’s compelling interest in thwarting the illegal-drug trade. But Tuesday, the Supreme Court said the duration of the stop could only last as long as necessary to conclude its

purpose. “The critical question is not whether the dog sniff occurs before or after the officer issues a ticket, but whether conducting the sniff adds time to the stop,” Ginsburg wrote.

Justices Samuel Alito, Clarence Thomas and Anthony Kennedy dissented.

The most common reason for contact with the police is being a driver in a traffic stop. According to the Bureau of Justice Statistics (www.bjs.gov), in 2008 an estimated 44% of face-to-face contacts that U.S. residents had with police occurred for this reason.

For black drivers, traffic stops are also the tipping point for a disproportionate number of arrests, searches and seizures and—as shown in recent high profile cases—unwarranted violence by police. About 74% of black drivers

believed police had a legitimate reason for stopping them compared to 86% of white and 82% of Hispanic drivers. Black drivers (12.3%) were about three times as likely as white drivers (3.9%) and about two times as likely as Hispanic drivers (5.8%) to be searched during a traffic stop in 2008.

A report by the Missouri Attorney General’s Office revealed that of the 5,384 total traffic stops the Ferguson police made in 2013, 4,632 involved black residents.

Only 686 involved white ones.

In Rodriguez’s case, the Supreme Court only examined the issue of whether police officers could keep him detained beyond the scope of the moving violation. They didn’t address whether Struble had reasonable suspicion to conduct the search. That determination has been remanded to the Eighth Circuit.

Bobby Kristina Has ‘Irreversible’ Brain Damage

B

obbi Kristina Brown, the daughter of Bobby Brown and Whitney Houston, has “global and irreversible brain damage,” according to her grandmother.

Though the 22-year-old is no longer in a medically induced coma, she remains unresponsive, Cissy Houston said in a statement Monday after visiting her granddaughter.

“Meeting with the doctors and understanding that she can live in this condition for a lifetime truly saddens me,” Houston said. “We can only trust in God for a miracle at this time.”

Houston’s statement matched that from a source with knowledge of Brown’s condition, who told CNN on Monday that she remained in the same neurological state she has been in for nearly three months.

She does not respond to visitors or familiar voices, and her eyes do not follow a person around the room, the source told CNN. She also has a tracheostomy in her throat, the source said.

The reports come two days after Brown’s father, Bobby Brown, said his daughter’s condition had improved.

In a statement Monday, an attorney for the Brown family said that Bobbi Kristina Brown’s condition has improved but that the kind of life she will lead remains to be seen.

“Doctors have indicated that she will have a long life,” attorney Christopher Brown said. “However, Bobbi Kristina is presently embarking on a rehabilitation process, and the quality of her life will not be known for years to come.”

Metro Rail Coming Through

he Inglewood City Council agenda for Tuesday was light.

First up was a public hearing, led by Public Works Director Louis Atwell, with regard to partial street closures.

Mayor James Butts and council members approved a request by Metro to vacate segments of Railroad Place, Redondo Boulevard, Cable Place, and a portion of Florence Avenue to make way for the Crenshaw/LAX Light Rail project, due to begin operating in 2018.

“Metro is constructing the Crenshaw/LAX light rail system,” Atwell said. “The transit line will connect the Expo Line and Green Line.

New Bill Aimed at ‘Wage Theft’

N

ew legislation from the state Senate was introduced on Tuesday to crack down on employers who pay less than the legal minimum wage. According to the U.S. Department of Labor, California workers are paid less than the legal minimum wage about 372,000 times every week.

According to the L.A. Times, “Their employers are seldom called to account. Even when they are ordered to pay back wages by the state, only a fraction of the employees ever collect what they are owed.”

The new bill would give state authorities more power to go after employers who commit “wage theft,” and collect back wages.

Senate leader Kevin de Leon (DLos Angeles) introduced the bill that would require companies to post a $150,000 bond toward employees’ back wages if the firms fail to pay what the state orders.

Companies that don’t post the bond could face a stop-work order or a lien from the Labor Commissioner’s office that would attach to property owned by the employer.

The legislation would also allow the state to issue citations directly to business owners, a move intended to prevent violators from forming shell companies to avoid legal judgments.

As many as 60% of wage judgments issued by the state involved instances in which a company had changed names or dissolved, according to a 2013 report by the UCLA Labor Center.

The 2013 UCLA Labor Center study also found that between 2008 and 2011 only 17% of workers who obtained a judgment against their employer ever collected any of the money.

Another Labor Center survey of low-wage workers in Los Angeles County found that nearly 30% reported being paid below the minimum wage in the previous week.

Minimum-wage violations in California drove as many as 41,000 families below the poverty line, according to a December study by the U.S. Department of Labor.

De Leon’s bill will be up for consideration next week in the Senate Labor and Industrial Relations committee.

California’s Drought Now a Crisis

e, as a state, are in the 4th year of a serious drought— since record keeping began about 100 years ago—with no end in sight. The time has come to get serious about cutting our water usage. At the beginning of this month, Governor Jerry Brown issued mandatory cuts to cities’ water usage across the state. Though Inglewood has no official water conservation policy in place, it is coming.

I drove around my neighborhood last week and noticed that more and more front yards have done away with the traditional grass lawn. I saw lovely, interesting, and well thought-out xeroscape and California native drought-tolerant plantings gracing the former stretches of green.

It was satisfying to turn a corner and see a new landscape.

Yards such as these perform more service than just cutting water usage. They cut down on maintenance (another money saver), add interest to the passerby, show the homeowner’s creativity and imagination, and allow visitors to

Small adjustments can make a big difference. Implement as many of the following tips as possible and watch your water usage go down.

• Use the shortest cycle and only wash full loads of dishes and laundry • Keep a pitcher of water in the refrigerator instead of letting water run to cool off for drinking • In the shower, lather up then turn water off till you are ready to rinse off • While brushing your teeth or washing your face and hands, turn water off until you are ready to rinse • Install aerators on all sink faucets and low-flow showerheads to reduce water used • Repair leaks and drips promptly • Check for a leak in your toilet by placing a few drops of food dye in the tank, watch for a few minutes

and if the color shows up in the bowl, there is a leak • Keep an eye on your water bill to see if there is a greater water usage from month to month—this could signal a leak where you can’t see it • Use a broom to clean driveways, patios, and sidewalks (bonus is a bit of exercise) • Use a bucket of water to wash the car instead of letting the hose run • Shorten the sprinkler cycle to about 10 minutes and adjust the timer to go on in the middle of the night and only three days a week • Adjust sprinkler heads to water only the yard, not sidewalks and driveway • Look for a damaged or non-working sprinkler heads and replace • Cut grass leaving an inch to an inch and a half and leave the cuttings—they act as mulch to keep moisture in • Install drip hoses for flower beds Make some adjustments and you’ll see that it won’t be as bad as you think.

New Murals Adorn Bennett-Kew

early 30 people showed up at Bennett-Kew Elementary after school on April 14 to help sketch and paint two inspirational murals. Every teacher, parent, community leader, and friend that came to support the event was successful in producing amazing pieces of artwork that has brought a lot of pride and love to the halls of the school.

The art event organizer, Playworks, has served school communities across the nation for nearly two decades, and Bennett-Kew Elementary has had a Playworks coach for the last five years. Coaches work hard to empower students and staff to play in an inclusive, respectful, and fun way.

This year, Coach Ashley Cole at Bennett-Kew decided to complete two murals on campus, which brought the art projects to a grand total of nine. The first mural encourages all who read it to follow through with their promises. The second mural pays homage to the wonderful teachers at Bennett-Kew, and displays several college logos along its border.

Fourth District Councilman Ralph Franklin and Republic Services Co. who sponsored paint and other items, lent their assistance in making the murals a permanent fixture at the school.

“When stressed, the body

releases substances such as cortisol and adrenaline that affect every organ and can cause muscle tension, insulin secretion and increased heart rate,” said Arthur Hayward, M.D., a geriatrician and the clinical lead physician for elder care with Kaiser Permanente’s Care Management Institute.

“You can’t avoid stress, but managing it can help preserve your health and well-being,” Dr. Hayward added. He recommends identifying and understanding the cause of your stress and finding ways to relieve it, such as these eight tips: 1. Pace yourself. Don’t take on too much. Be aware of your limitations.

2. Set realistic goals and expectations, and don’t be afraid to ask for help.

3. Plan time for yourself. Recharge your bat-

teries.

4. Exercise and eat a balanced diet. Get plenty of fruits, vegetables and whole grains.

5. Try relaxation techniques such as meditation or yoga.

6. Get enough sleep. If you have problems sleeping, talk to your doctor.

Drinking caffeinated beverages and alcohol can affect your ability to get a good night’s sleep.

7. Talk with a loved one or write in a journal.

8. Stay positive. Positive thoughts can make a difference, such as “I am hopeful” or “Things will be better.”

Inglewood Man Arrested in Palms Shooting

A

n Inglewood man, identified as James Pickens, 37, has been arrested and booked on suspicion of murder and attempted murder for 5 shootings in the Palms district of Los Angeles on April 16.

The shootings near Cheviot Hills, which left one man dead and 4 others wounded occurred in three separate locations.

Bail was set for $1 million on April 17, according to the Los Angeles Police Department. The department also said the case was to be presented to the district attorney on Tuesday for filing consideration on Tuesday.

The motive was not made public, and details are still sketchy. However, gunfire was first reported just before 3 p.m. on April 16, when two men were shot at Woodbine Park, near Overland Avenue at the 10 Freeway.

The man who was pronounced dead at the park was later identified as Justin Aguilar, 27, whose hometown was not known. The other victim was taken to a hospital in unknown condition.

Moments after the park shooting,

another man was shot and critically wounded at Motor and Vinton avenues. Then, two other men were shot at Overland Avenue and National Boulevard, Richter said. Two of the three noncritical victims were released after hospital treatment, police said.

Police went on tactical alert about 3:30 p.m. Thursday to allow for deployment of resources as needed.

Palms Middle School and Palms Elementary School were placed on temporary lockdown due to the shooting, according to Los Angeles school police.

It was unclear what prompted the gunfire or if it was gang-related.

West Bureau homicide detectives asked anyone with any information about the shootings to call 213-3829470.
