Celebrating Black History Month Mayor James T. Butts Jr. saved Inglewood from the abyss City is now a model of hope and prosperity for America

By Kenneth Miller, Publisher

As the region continues to reel from the tragic death of Kobe Bryant, Black History Month arrives for the purpose of reflections and historical perspective and there is no greater destination than the City of Inglewood and Mayor James T. Butts Jr. Inglewood has endured 12 mayors since being incorporated in 1908 and did not elect its first Black mayor until Edward Vincent in 1983. Under Vincent, Inglewood became the first California city to declare Dr. Martin Luther King Jr. birthday as a holiday. It was also during this decade, whites left the city in increasing numbers. The late Vincent left the mayor office to run for Assembly and his unexpired term was fulfilled when Judge Roosevelt Dorn was elected as mayor in 1997. Dorn won a full term in 1998 and again from 2003-2007 when he resigned under the cloud of a criminal complaint. Councilman Daniel Tabor assumed his remaining three months and was defeated soundly in his re-

election bid by Butts. During 1980s through 2007, Inglewood was best known for the lyrics in Dr. Dre’s “California Love” as one of bars rips “Inglewood always up to no good” as crime rates increased and economic opportunity decreased. Butts got his professional start in

Inglewood joining the police force in 1972, subsequently holding several positions as a police officer, commander of a SWAT team, an undercover officer, and homicide detective. He was promoted to Sergeant in 1981, to Lieutenant in 1984, and then to Commanding Officer of the narcot-

ics division in 1986. He left Inglewood for Santa Monica Police Department where he quickly rose through the ranks in 1986 and became the first African American Chief of Police for the city. “When they offered me the job I was stunned because it was not civil service and it was at will and at 37 (years of age) and I would have to make it to 53 to fully maximize the retirement system, and 16 years is a long time,” Butts recalled. He bounced the job offer off individuals he trusted such as former KCBS talk-show host Truman Jacques, who was the communications director for the City of Inglewood during the time. Jacques told Butts to climb high while his legs were young and strong and Butts has never looked back. He served as the longest term as chief of police in Santa Monica for 15 years, cutting the crime rate by 64 percent during his tenure. With strong young legs as Jacques would describe them, Butts kept climbing. He was offered a position as assistant Continued on page 2 general manJOIN US ON

ager of Los Angeles World Airports (LAWA) where he supervised 1,100 employees and was in charge for $115 million budget, responsible for public safety, counter terrorism and traffic control at four airports, which included LAX. LAX had been under intense scrutiny following a KCAL9 news expose’ that detailed LAX as being unsafe. Butts eventually transformed LAX and by the time he left the airport was rated number one in nation in aviation security by the Transportation Security Administration. Meanwhile, the City of Inglewood was marred in turmoil and despair. Hence, community stakeholders approached Butts about running for mayor, on the merits of what he had previously accomplished he would be a Godsend. “They told me the current mayor (Dorn) was going to step down and the city was in danger of going bankrupt, the police department would probably be dissolved and the Sherriff would be contracted, the fire department would be dissolved,” Butts stated. However, this challenge would become his greatest one yet. Butts inherited a City on the brink of insolvency, one that may not be able to pay their bills in the coming months following election. He also took over a city that was much like the one that Dr. Dre described in that infamous rap song “California Love”.

In addition Butts would have to accept a more than 50 percent pay cut as Mayor of Inglewood. “I thought that I owed the city because this is where I got my first start to prove myself where the other agencies would find me desirable.” Butts had made bids in four other elections, but the only one he was successful at was when won for may of the Inglewood in 2010. Inglewood was in serious trouble with an $18 million structural deficit, and on a straight-line projection to not make payroll. He had never intended to become an elected official, but by golly here he is. His strength in management provided him with the talent and experience to make the necessary decisions, tough decisions to furlough workers, outsource task the city could not afford to pay for and ultimately save Inglewood. Today, Inglewood sits on a surplus and is on the cusp of becoming the sports and entertainment capitol of the world, a goal that Butts had in mind when he became mayor. In 2020 the City will have a grand opening of the nearly $5 billion Sofi Stadium, the Rams and Chargers will both call home. “The common ask of a team that is relocated in the NFL is that you (a city) would spend somewhere between $300 and $500 million and cities justifying it,” Butts added. That philosophy almost never works, and cities are left holding the bag until the team leaves for greener pastures, but Butts managed to bring two NFL teams to Inglewood for $18 million that would only have to be paid back when the city makes $25 million. In addition to the NFL, the NBA Clippers are on trek to come by 2024, the Super Bowl in 2022, the College Football Championship in 2021, the opening ceremony of the Olympics in 2028. The City of Inglewood has come a long way from its bleak past and as Mayor James T. Butts Jr. will tell you not close to fulfilling its ultimate promise. A more appropriate song for Inglewood, the City of Champions, is the Carpenters “We’ve Only Just Begun.”

Wings & Pot Chicken Wings and Loaded Potatoes

“Load up & Get Saucy”

By Francis Taylor, Senior Writer

Wings & Pot, nestled in the middle of a small shopping strip at the corner of Manchester and Cimmaron at 2108 W. Manchester Blvd., is one of Inglewood’s culinary treasures. Offering a delicious selection of chicken wings and loaded baked potatoes and fries, complemented by a broad choice of sauces and toppings, Wings & Pot has been serving Inglewood and Los Angeles residents since February, 2018. Restaurant owner and established food service provider, Willie Washington, who also owns several Fatburger restaurants, created Wings & Pot to

provide comfort food that caters to everyone’s palate. The loaded potatoes and fries are offered with signature descriptions including the ‘Ma Dear’ that is stuffed with fried chicken, buffalo sauce and nacho cheese or the ‘Rosie’s Garden’ that is stuffed with sautéed onions, sautéed mushrooms, olives, broccoli, salsa and green peppers, to name a few. Similarly, the wings offerings, with serving sizes from ten to 100 pieces, have several signature descriptions including ‘Gramp’s Garlic Parm,’ that is drenched in garlic parmesan, ‘Barbara Ann BBQ,’ drenched in house made barbecue sauce or the ‘Tasty Leon-

tine’s’ or ‘Zesty Zakai,’ with spicy garlic and lemon pepper, respectively. A total of seven signature items are listed on the menu for the loaded potatoes and fries and wings. And, for those who prefer vegetarian-style loaded potatoes or fries, Wings & Pot allow patrons to choose up to four veggies from olives, sautéed mushrooms, sautéed onions, green peppers, jalapenos, cilantro, broccoli, green onions, or salsa. Meat choices include shredded beef, pulled pork, fried chicken, grilled chicken, bacon, and chili. Dressing choices include ranch, blue cheese, nacho cheese, buffalo sauce, or BBQ sauce.

Mayor Butts Explained the City’s Healthy Fiscal Position Council Members Applaud Pickle Ball Court and Norm’s Restaurant

By Francis Taylor, Senior Writer

During this week’s council meeting the members swiftly discharged official city business before Mayor Butts reassured those in attendance that the City of Inglewood is in sound fiscal position, despite comments to the contrary, and that the city has the most favorable bond rating that that any city in America can attain, before the council member’s individual remarks that focused on the new pickle ball field and the Norm’s Restaurant opening. The council clarified actions taken regarding the December 17, 2019 award of a Contract (Agreement No. 20-085) to Griffith Company, Inc. for the Transit Center Project for $5,480,500.00 (inclusive of the Contractor’s bid of $4,982,273.00 plus a 10% City controlled contingency of $498,227.00) per the terms, conditions and provisions of the Bid Documents for Bid No. CB-19-18. The council also set a public hearing for February 25, 2020, at 2:00 pm, to consider an appeal of Planning Commission Denial of Special Use Permit No. 2019-014 (SP-2019-014) to allow the sale of beer and wine for off-site consumption from an existing convenience market at 400 West Manchester Boulevard. Member Dotson announced his district’s February 12 meeting where the new voting apparatus will be on display and residents will be able to learn how the new system works before the next election. He invited the entire community to attend. Member Padilla echoed the Mayor’s explanation about the city’s finances and said that fiscally, the City of Inglewood is doing a great job. He also thanked everyone who was involved in the grand opening of the Pickle Ball Court and those in the community who participated. He also extended congratulations to Norm’s Restaurant for their grand opening.

Member Franklin also commented on the city’s sound fiscal position indicating that the city Manager and his staff deserve special recognition for providing the council with the information necessary to make decisions that are in the city’s best financial interest which has resulted in the City of Inglewood achieving the highest bond

rating any city can achieve. He also commented on the quality of food and service at Norm’s Restaurant. Member Morales reminded the community that the city has launched the little league program for the first time in six years and young people, ages nine to eleven are urged to sign

up. Mayor Butts assuaged the concerns anyone may have about Inglewood’s financial position reiterating that the city enjoys the highest bond rating of any city in the United States. He closed the meeting in honor of Kobe Bryant.

Where do we go from here? By Tamara Latta, Contributing Writer

A heartfelt tribute to Kobe Bryant at Staples Center brought out emotions, tears, unanswered questions and Kobe chants. The basketball God was known as a real superhero and superheroes don’t die- so the world will never heal from Bryant’s death, but will have to find ways to deal with it. The past week has been very rough. We’ve seen many important celebrities pass away, and never ever have we seen one’s death have an impact of this magnitude across the globe. This death has taught us to learn humility, do good, love one another and support each other’s struggle going forward. Bryant’s death has been an eyeopener and has brought people all over the world together. As everyone continues to mourn the sudden loss of Bryant- the Lakers are leaning on one another and growing closer during this difficult time to play basketball. Though, past and current athletes made it very transparent that getting over this inevitable death is nearly impossible. “I don’t know if I can get over this, I really don’t,” said Jerry West. Dirk Nowitzki told the Dallas morning news he could not stop thinking about the death of Kobe Bryant: “ I

can honestly say there hasn’t been a single minute of any day that I haven’t thought about it. It’s so sad. It’s something I don’t think I’ll ever get over.” But the question still remains, where do we go from here? The answer is nowhere honestly. And the saddest part about this horrific loss is, there’s not

one athlete walking this earth that can fill Bryant’s void he left in everyone’s heart. The thought of not hearing Bryant’s voice or seeing his infectious smile again- makes you weep all over again. Kobe and death in the sentence is just hard to comprehend. The only thing

that can give grieving fans a slight relief is, a championship trophy by the Lakers. The timing of Bryant’s death came about seven days before Black History Month, which makes matters worse as we as we will have to remember his funeral being held at such a historical time. There’s so much black history attached to Bryant’s name. He was the first African American player in sports to have two jerseys retired. He was also retired as the first player in league history dedicating 20 seasons to a one franchise. The history continues; Bryant was the youngest player in NBA history when he was drafted at just 17-yearsold. Lastly, Bryant scored 60 points in his final game before departing ways with basketball. He added so much relevance to Black History and life in general. This is why the world will never know how to get over the future hall of famer’s death. He left us with too many memories to move on with life. It will forever be viewed as tragic devastating incident to get over. This is one situation that you truly cannot say life goes on.

Pursuant to Section 15087

City of Inglewood, Planning Division One West Manchester Boulevard, 4th Floor Inglewood, CA 90301 E-Mail: ibecproject@ cityofinglewood.org A legal notice was also published in the Los Angeles Times on December 27, 2019. This notification is provided here for informational purposes. Project Location The Project Site is located in the southwestern portion of the City of Inglewood within Los Angeles County, approximately 10 miles south/southwest of downtown Los Angeles. The Project Site is approximately 28 acres, divided into four sites. The main portion of the Project Site (the Arena Site) is approximately 17 acres and is bounded by West Century Boulevard on the north, South Prairie Avenue on the west, South Doty Avenue on the east, and an imaginary straight

line extending east from West 103rd Street to South Doty Avenue to the south. The Project Site includes three additional areas: the West Parking Garage Site on an approximately 5-acre site bounded by West Century Boulevard to the north, hotel and residential uses to the west, South Prairie Avenue to the east, and West 102nd Street to the south; the East Transportation and Hotel Site on an approximately 5-acre site bounded by West Century Boulevard to the north, industrial and commercial uses to the east and west, and West 102nd Street to the south; and the Well Relocation Site on an approximately 0.2-acre parcel located at 3812 West 102nd Street, surrounded by vacant land to the west and south and bounded by residential uses to the east. The Project Site is located immediately to the south of the Hollywood Park Specific Plan (HPSP) area. Project Description The Proposed Project is a Public/Private partnership between Murphy’s Bowl LLC, a private applicant, and the City and would consist of an approximately 915,000-square foot (sf) arena designed to host the LA Clippers basketball team with up to 18,000 fixed seats for National Basketball Association (NBA) games. The arena could also be configured with up to 500 additional temporary seats for events such as family shows, concerts, conventions, corporate events, and non-LA Clippers sporting events. The Arena Structure would include an approximately 85,000-sf team practice and athletic training facility; approximately 71,000 sf of LA Clippers team office space; and an

approximately 25,000 sf sports medicine clinic. Development on the Arena Site would also include an outdoor plaza with approximately 80,000 sf of circulation and gathering space, approximately 48,000 sf of retail/restaurant uses on two levels, up to 15,000 sf of community uses that could accommodate community and youth-oriented programing, and an outdoor stage. A parking garage with 650 spaces would be located immediately south of the Arena Structure within the Arena Site. An existing City of Inglewood groundwater well that is located within the Arena Site would be relocated to the Well Relocation Site as part of the Proposed Project. The LA Clippers currently play their games at the Staples Center in downtown Los Angeles, and the LA Clippers’ team offices are currently located at 1212 South Flower Street within two blocks of Staples Center. The team’s existing practice and athletic training facilities are located in the Playa Vista neighborhood of Los Angeles, at 6854 South Centinela Avenue. Upon completion of the Proposed Project, those uses would be relocated to the Project Site. Annually, it is expected that the LA Clippers would host up to five preseason games in October; 41 regular season games from October to midApril; and an average of three playoff games from April to June based on NBA team averages. Other events such as concerts, family shows, conventions and corporate or civic events, and nonLA Clippers sporting events would take place in the Arena throughout the year, with attendance ranging from small events of up to 2,000 attendees

(average of 300 attendees) to full Arena capacity. A six-story parking structure containing 3,110 parking spaces would be located within the West Parking Garage Site. A 17-foot-high pedestrian bridge would span South Prairie Avenue, connecting the West Parking Garage to the Arena Site to provide pedestrian access between the second floor of the parking garage to the second floor of the westernmost building in the plaza. The East Transportation and Hotel Site would include a parking garage (365 spaces) and transportation hub to accommodate private vehicle parking, private or charter bus staging, and Transportation Network Company staging, pick-up and drop-off. The Proposed Project would also include a limited-service hotel use with up to 150 rooms on an approximately 1.3-acre portion of the East Transportation and Hotel Site. The hotel could include amenities such as a lobby, business center, a fitness room, a guest laundry facility, a market pantry, and/or an outdoor gathering area. The hotel would be approximately six stories, with a maximum height of approximately 100 feet. Circulation improvements including driveways, signals, a crosswalk, bicycle parking, relocation of two bus stops, improved sidewalks, and a 17-foot tall pedestrian bridge crossing South Prairie Avenue would be included as part of the Proposed Project. A portion of West 102nd Street between South Prairie Avenue and South Doty Avenue would be vacated and included within the Arena Site. Approximately 350 linear feet of West 101st Street would be vacated and

developed as part of the West Parking Garage Site. The primary vehicular access to the Project Site would be provided along the major corridors of South Prairie Avenue and West Century Boulevard. Before, during, and after LA Clippers basketball games and other large events, the Proposed Project would provide shuttle service that would connect the Project Site to the Metro Green Line’s Hawthorne/ Lennox Station and the Metro Crenshaw/LAX Line’s La Brea/Florence Station. The shuttle service would drop off and pick up attendees at the proposed shuttle pick-up and drop-off location on the west side of the Arena Site along South Prairie Avenue. The Proposed Project would also include identification and advertising signage, graphic display panels or systems, potential illuminated rooftop signage, and wayfinding signage. The EIR also considered the potential environmental impacts associated with two Project Variants to circulation infrastructure: the West Century Boulevard Pedestrian Bridge Variant and the Alternate Prairie Access Variant. These Project Variants are proposed in order to provide flexibility to allow the City to approve them as part of the Proposed Project, if desired. Each Project Variant would include the same land use program, parking/loading, mechanical equipment, vehicular circulation, streetscape improvements, and sustainability features as the Proposed Project. Environmental Topics Evaluated/Potentially Significant Impacts The Draft EIR examines the potential impacts that

would be generated by the Proposed Project in relation to the following environmental topics: Aesthetics; Air Quality; Biological Resources; Cultural & Tribal Cultural Resources; Energy Demand & Conservation; Geology & Soils; Greenhouse Gas Emissions; Hazards & Hazardous Materials; Hydrology & Water Quality; Land Use & Planning; Noise & Vibration; Population, Employment, & Housing; Public Services; Transportation & Circulation; and Utilities & Service Systems. Potentially significant impacts have been identified in these topics except for Energy Demand & Conservation; Land Use & Planning; Population, Employment, & Housing; and Public Services. In addition, the Draft EIR evaluates seven project alternatives: No Project, Reduced Project Size, City Services Center Alternative Site, Baldwin Hills Alternative Site, The District at South Bay Alternative Site, The Hollywood Park Specific Plan Alternative Site, and The Forum Alternative Site. The Project Site was included on the following list compiled pursuant to Section 65962.5 of the California Government Code: (1) “Various City Properties”, 3900 West 102nd Street, National Pollutant Discharge Elimination System (NPDES) database for discharges associated with demolition and construction activities; (2) Well No. 6, 3901 West 102nd Street, State Water Resources Control Board (SWRCB) Enforcement Action and SWRCB Waste Discharge System databases; (3) Inglewood Redevelopment Agency, 3901 West 102nd Street, DTSC Hazardous Waste Manifest database; (4) Well No. 1NA 2NA 4 &
