Inglewood’s Emma’s Snack Shop Continues to Serve Loyal Customers

While the COVID-19 Pandemic has forced the closure of many businesses as a result of having fewer customers, others are ‘weathering the storm,’ like Emma’s Snack Shop, by serving the customers who remained loyal.

Located at 205 South Market Street in Inglewood Emma’s Snack shop has been operating from the same location for over 20 years.

The small business landscape throughout the city, and indeed the region, has changed with businesses that have been shut down, temporarily and permanently. As the stores on both sides of Emma’s Snack Shop are closed and boarded up until further notice, Emma has figured out a strategy to with stand the pandemic after being closed for nearly three weeks. Her store is now open Monday-Saturday from 7am -5pm, which represents a two hour cut from normal operating hours because of the loss of 40 percent of her usual client base.

Emma is proud to be a member of and a business owner in otherwise thriving and rapidly growing Inglewood Community.

Congresswoman Maxine Waters (CA-43) was joined by Rep. Nannette Barragán (CA-44) and Rep. Jimmy Gomez (CA-34) in a united message challenging the Trump Administration and vowing to fight for the United States Postal Service (USPS) and its employees on Aug. 17 at the USPS headquarters located on Central Ave. in Los Angeles.

The government agency, which is responsible for the nation’s mail delivery has been under siege by President Trump who has threatened to deny an essential $25 billion funding to the USPS. The president has falsely alleged that mail in balloting inspires fraud and would taint the Nov. 3 general election.

“For four years this president and his administration has undermined the civil service, the courts, the press, free speech, the rule of law, the armed forces and even our system of checks and balances, “ Waters She accused Trump of infectecting nearly every sector of our society including the United States Postal Service, which Waters hailed as a cornerstone of American ingenuity and identity.

gather for an event at the same time, which made this particular confab most unique and significant.

Barragán elected in 2016, serves as the Second-Vice Chair of the Congressional Hispanic Caucus, is member of the Progressive Caucus and also serves on the House Committee on Homeland Security and was appointed to the exclusive House Committee on Energy and Commerce, becoming the first Latina in 10 years to hold a seat on this prestigious committee and only the second Latina ever to do so.

Gomez proudly serves an Assistant Whip in the 116th Congress and a member of the House Committee on Oversight and Reform and the powerful House Committee on Ways and Means. He is also a member of the Congressional Hispanic Caucus (CHC), Congressional Asian Pacific American Caucus (CAPAC), Congressional Progressive Caucus (CPC) and a ViceChair of the Future Forum.

However, hours after the trio of local congressional members held their presser, DeJoy moved to halt changes that were viewed as a threat to mail-in voting, but the outcry over his leadership as postmaster general continues.

Following the national Democratic Convention, Speaker Nancy Pelosi will ordered the U.S. House of Representatives to reconvene on Aug. 22nd to vote on the Delivering for America Act which would prevent DeJoy from implementing any changes to operations or service standards that existed on January 1, 2020, until the COVID-19 pandemic has ended.

In the meantime the representatives said their constituents have been lodging complaints regarding the lack of service from USPS. Local USPS workers and representatives alleged that the stench of rotting food from mail trucks, the removal of mailboxes are among the increasing concerns.

“I want this president and I want his lackey to get those blue boxes back in our neighborhoods,” Waters demanded.

Asm. Cooper Calls Out Environmental Orgs’ Racism

Assemblymember Jim Cooper (D-Sacramento) inked a two-page open letter to leaders of environmental organizations, calling out racism and the lack of diversity in their organizations.

Cooper, who represents the 9th District and is Chair of the Assembly’s Budget Subcommittee No. 4 on State Administration, released the letter through his Twitter account, stating that

“It’s time we have a discussion about environmental racism.”

The Sierra Club California (SCC), the California League of Conservation Voters (CLCV), the National Resources Defense Council (NRDC), and Environment California “have long had all White or (mostly) leadership teams,” Cooper wrote.

“These organizations from their leaders to their funders, are nearly all White, and attempt to trade on race issues by branding their efforts as: ‘environmental justice’ — for which they do not apologize,” Cooper wrote in the letter dated Aug. 3.

Cooper backed his allegations, adding, “these organizations consistently push legislation that is designed to ‘protect or improve’ the environment,’ but fall way below addressing the needs of disadvantaged communities,” he wrote.

In the letter, Cooper included information provided by the Public Policy Institute of California (PPIC), an independent nonprofit research institution based in San Francisco.

PPIC reported that California residential electric power rates are 55.8% higher than the average of other states. The report also says that California drivers are dishing out more at the pump to pay for the secondhighest gasoline prices in the nation at 98 cents per gallon (47% higher than the average of the 49 other states).

“These higher costs impact disadvantaged communities, especially those who live in areas like the Central Valley, and force them to pay more for energy costs than coastal community households do,” Cooper stated.

“These disadvantaged communities throughout the state are mostly comprised of Black and Brown people.”

Cooper penned the letter after the Sierra Club California recently announced its commitment to invest $5 million of its budget into initiatives to diversify its staff and environmental and racial justice efforts.

Michael Brune, the Executive Director of the Sierra Club California, released a statement on July 22. In it,

he apologized for his organization’s “substantial role in perpetuating white supremacy.”

The Sierra Club California is the legislative and regulatory advocacy arm for Sierra Club chapters in California. It is one of the nation’s oldest and largest environmental organizations.

The Sierra Club California has chapters in every state and a national membership that exceeds 1 million.

California is unique among states in that it has 13 chapters of the organization, representing more than 400,000 members and supporters.

“It’s time to take down some of our own monuments, starting with some truth-telling about the Sierra Club’s early history,” Brune stated. “That will be followed by posts on how we’ve had to evolve on issues of immigration and population control, environmental justice, and Indigenous sovereignty.”

Cooper commended the 128-yearold organization for the public apology and putting up funds to address internal and external racial issues. But the Assemblyman still pointed out the Sierra Club’s timing.

Recent and continuing racial strife in the country, including the death of George Floyd on May 25, played heavily into the environmental organization’s decision, Cooper said.

“I have to ask why it took the murder of an unarmed Black man, nationwide civil unrest, and protest?” Cooper stated.

In his July 22 letter, Brune also admitted that SCC was an exclusive organization that catered to certain members and “screened out any applicants of color” from 1892 to the 1960s.

One of SCC’s founding members is environmentalist and naturalist John Muir, the “Father of the National Parks.”

Muir Woods National Monument near Mill Valley, Calif., is named in honor of the Scottish American.

“The Whiteness and privilege of our early membership fed into a very dangerous idea -- one that’s still circulating today,” Brune wrote. “It’s

the idea that exploring, enjoying, and protecting the outdoors can be separated from human affairs. Such willful ignorance is what allows some people to shut their eyes to the reality that the wild places we love are also the ancestral homelands of Native peoples.”

Before joining the Assembly in 2014, Cooper served as a Captain in the Sacramento County Sheriff’s Department for 30 years and spent 15 years as Elk Grove’s founding mayor and councilmember.

Elk Grove, located 15 miles south of downtown Sacramento, is the secondmost populous city in Sacramento County with more than 172,000 residents.

In response to Cooper’s Aug. 3 letter, “Environmental Racism and Lack of Diversity,” and Brune’s July 22’s press release, “Pulling Down Monuments,” the assemblyman engaged in some back-and-forth dialogue with Mary Nichols.

Nichols is the Chair of the California Air Resources Board (CARB). CARB is charged with protecting the public from the harmful effects of air pollution and developing programs and actions to fight climate change.

On Nichols’ Twitter account, which has since been removed, she posted a disturbing message in regard to the death of George Floyd, who died when a Minneapolis, Minnesota, police officer pinned his knee on his neck for nearly nine minutes.

Nichols posted on June 1, “‘I can’t breathe’ speaks to police violence, but it also applies to the struggle for clean air.

Environmental racism is just one form of racism. It’s all toxic. Government needs to clean it up in word and deed.”

Cooper responded by tweeting, “How dare you use a dying man’s plea for help as a way to discuss your agenda. Have you no shame?”

Nichols later issued an apology via Twitter, stating “I apologize for speaking at the wrong time about the wrong topic. Racism comes in many forms and I believe we must fight every instance of it in our society.”

City Treasurer Appears to Lack Understanding of Generally Accepted Accounting Principles

The weekly city council meeting got underway on schedule and one of the first persons to speak, on what should have been about any item on the agenda, and was the city treasurer who was allowed to remotely address the meeting. Among other false accusations, Ms. Brown stated that the city is swimming in red ink, referring to the city’s fiscal health, decried the city’s decision to write off uncollectable accounts receivables, and hurled scurrilous remarks against the mayor and others. Mayor Butts immediately asked a city financial staffer to address her false financial assertions, which seemed to indicate that either the treasurer does not understand generally accepted accounting principles or is intentionally interested in misleading the public about the city’s fiscal health.

Generally accepted accounting principles (GAAP) refer to a common set of accounting principles, standards, and procedures issued by the Financial Accounting Standards Board (FASB).

GAAP aims to improve the clarity, consistency, and comparability of the communication of financial information.

There are three fundamental rules associated with GAAP: debit the receiver and credit the giver debit what comes in and credit what goes out, and debit expenses and losses, credit income and gains.

The financial staffer rebutted the treasurers remarks indicating that writing off uncollectible accounts receivables is reasonable after all collection efforts

have been exhausted; that the city has $64 million in reserves; and the City of Inglewood has a AA bond rating.

The council authorized writing-off accounts receivable items which could not be collected after thorough collection attempts and procedures, in the amount of $1,189,901.

The council authorized the payment to Ocean Blue Environmental Services, Inc. for emergency services rendered to clean-up areas at Edward Vincent Park.

The council accepted the La Cienega Inglewood Art Fence donation constructed along the east sidewalk area of La Cienega Boulevard between Manchester Boulevard and Florence Avenue from WOW Media, Inc. The bold sign welcomes drivers to the City of Inglewood.

The council approved and awarded a Staff report recommending award of contract and approval of an agreement for the construction of the Inglewood Intelligent Traffic Systems (ITS) Gap Closure Improvement Project: Construction per Bid No. CB-20-06.

The council approved an agreement with the Los Angeles County Flood Control District to receive annual Safe Clean Water Program tax revenues allocated to the City of Inglewood.

The council set a public hearing to consider approval of a Disposition and Development Agreement between Murphy’s Bowl LLC and the City of Inglewood regarding development of the Inglewood Basketball and Entertainment Center (IBEC) for September 8, 2020.

During the council member comments, Member Dotson urged the public to remember how far the city has come in terms of its fiscal health. He also announced his document shredding event on September 12.

Member Padilla noted the phrase, ‘no good deed goes unpunished,’ suggesting that while the vast majority of Inglewood residents support the council’s actions and decisions, there is a small percentage of those who are not supportive. He announced that the treasurer appears to be unfamiliar with GAAP and noted that the weekly meetings are for council members. He also felt compelled to speak out against the treasurer for continuing to express factual misstatements.

Member Franklin said the treasurer’s ‘red-ink’ assertion was completely false reminding everyone that the annual

Many of her original customers have shared her information on Social Media which has resulted in a large number of new customers. “I am incredibly thankful for the support and appreciate every single tag, share and repost,” she concluded.

He further stated that it is unfortunate that our treasurer does not understand writeoffs and the significance of bond ratings and chooses to lie about Inglewood’s financial health in a public forum.

Black Lawmakers Push Package of Bills to Regulate Police Brutality Manny Otiko | California Black Media

Last week, the California Supreme Court ruled that Los Angeles County had to pay $8 million to the family of Darren Burley, an unarmed Black man who died under circumstances similar to George Floyd.

In 2012, Deputy David Aviles placed his knee on Burley’s neck and back while restraining him. Aviles weighs 200lbs. Burley died 10 days later in the hospital.

The violent murder of George Floyd in Minneapolis at the hands of police has inflamed the country and sparked protests in California and around the nation and the world.

But the disproportionate use of excessive police force against Black men, too often ending up fatally, is not new to California.

“From Rodney King in 1991 to Stephon Clark in 2018, California

has a bad history with excessive use of force by police officers,” said Assemblymember Chris Holden (DPasadena) in a news release.

In response to this, the California Legislative Black Caucus (CLBC) has authored a series of bills to reign in police violence. Those bills include: AB 1196, which would ban the use of the chokehold. It passed in the State Assembly and is now under review in the Senate Appropriations Committee.

AB 1506. This would require police shootings to be investigated by a division of the Department of Justice. The State Assembly passed the legislation. It is currently under review in the Senate Appropriations Committee.

AB 2342. This would allow parolees to reduce their terms by attending college or volunteering. It passed in the Assembly and is now under review in the Senate Appropriations Committee.

AB 1022. This bill would require

officers to report incidents of excessive force. The bill passed in the Assembly and the Senate Public Safety Committee. It is under review in the Senate Appropriations Committee.

AB 1185. This would require an oversight board for sheriff’s departments. It passed in the Assembly and is now under review in the Senate Public Safety Committee.

California Attorney General Xavier Becerra praised Holden’s AB 1022, which is also called “the George Floyd” law.

“Americans across the nation demand more accountability in our criminal justice system,” said Becerra.

“It’s going to take sustained, thoughtful reform like Assembly Bill 1022 to help answer the call. At the California Department of Justice, we’re committed to partnering with our legislators and stakeholders across the state to help get the job done.”

Becerra said he commends Holden and the bill’s other legislative supporters for getting it through the Senate Public Safety Committee. It’s time for important policies like a peace officer’s duty to intervene to be more than just recommendations. We’re ready for them to be the law of the land.”

Holden said Americans were shocked that officers didn’t intervene when they saw Minneapolis police officer Derek Chauvin choking the life out of Floyd.

Instead, they formed a protective cordon around him and held off the crowd.

“We were outraged when we watched the killing of George Floyd by a Minneapolis police officer from a knee to the neck,” said Holden. “Equally disturbing, was the lack of intervention from the police officers who witnessed a clear use of excessive force.”

In 1969, the CSU system established the first and only school of Ethnic Studies in the nation. This was a result of the longest student-led strike in the nation at San Francisco State University. Since then, 22 of 23 CSU

campuses already maintain some level of ethnic studies. AB 1460 reflects 50 years of student, faculty, and community advocacy for curriculum reflective of the diverse demographic of the state.

“What we learn before college can be either oversimplified or just plain wrong,” continued Bradford.

“It is important that all students are accurately exposed to different cultures and histories. I hope we will see Community Colleges and even the UC adopting this change in the future.”

Those are big ifs and can imagine the Chargers seeking to discover if Herbert is the long term answer for the franchise. During camp he towers over Taylor at 6’6, but at this level there is no simulation for game speed and experience.

Thankfully for the Chargers this may also be a season without fans, saving for what could potentially become a nightmarish campaign.

Buy, hey this is training camp where hope springs eternal and all teams in the NFL are undefeated with expectations of something spectacular.

The bring spot for this football team will be the defense which will be anchored by all world defensive end Joey Bosa, who in year five is already being projected as one of the great linebackers in the history of the franchise which produced the late Junior Seau.

Bosa just inked a whopping five-year, $135 million extension, which includes $78 million fully guaranteed at signing and $102 million guaranteed.

The 6’5 Bosa is one of those rare talents that just stands out from a crowd even during camp. If you didn’t know who he was you’d tend to think he was an undrafted rooking trying to make the team, but all of his motions on driving through the dummies is effortless.

At 25 he just came off an eye popping season where he recorded 11.5 sacks On the opposite end is another terror in 9 year veteran Melvin Ingram who is coming off a brilliant 39 tackle, 7 sack season in 2019.

Rookie Oklahoma linebacker Kenneth Murray is already receiving rave reviews from defensive coordinator Gus Bradley.

Head coach Anthony Lynn is going to need all he can get from them and then some because points on the offensive side is going to be a premium, especially since the reps are far and few in between this season.

COSTA MESA--A little more than a month from now the Chargers will kick-off the 2020 NFL season when they visit the Buckeye State for a date with the Cincinnati Bengals on Sept.

13th.

However before then, there are an abundance of decisions to be made for a team that finished in the basement of the American Football Conference West Division with an abysmal 5-11 record.

As the team resumed training camp this week and allowed the media to get a glimpse of the framework of a roster formula during the COVID-19 pandemic, there appears to still be more questions than answers.

We can assume that veteran Tyrod Taylor will line-up behind center and wer are most certain that Taylor will be frequently targeting star wide receiver Keenan Allen who caught 104 passes from since departed Phillip Rivers for 1199 yards and six touchdowns.

Allen is a load and on Aug. 19 proved that he may already be in mid season from by hauling in a splendid over the shoulder touchdown from Taylor during a pad less scrimmage.

Dude is a absolute workhorse and the pulse of the offense in the post Rivers era, but the question remains who will be his primary thrower.

Best guess for now is Taylor, similar to what Taylor was in Cleveland when the Browns drafted Baker Mayfield in 2018.

Back then all things seem to be going according to plan under then head coach Hue Jackson, but Taylor got injured, Mayfield took over and has been the face of the Browns franchise.

I was in Cleveland when it all transpired and now with the Chargers, Taylor will have to hold off another high quarterback draft pick Justin Herbert, the No. 6 pick in the 2020 NFL draft.

Herbert is not ready and without a snap in the since cancelled preseason will likely have his clock reset to next season.

That is if Taylor can physically hold up and the Chargers can win enough games to stay attractive and competitive in their new home at SoFi Stadium.

This week the entire Nation has been tuned into The Democratic National Convention (DNC). Next week, will be The Republican National Convention (RNC).

Presently, our country is divided into two Nations, Donald Trump’s Nation and Joe Biden’s Nation. From the onset of Joe Biden’s campaign he made it clear, he wants to unite this country into one Nation in what will go down in history as, “The Battle for The Soul of America”.

Coretta Scott King once said, “Women, if the soul of the Nation is to be saved, then we must become its soul”. This past Monday night, Michelle Obama became our soul.

“We have to vote like our lives depend on it”, she said “So we can look our children in the eye the next day...” Her speech was loud and clear, Donald Trump is not fit to lead this country during this moment.

Members of Congress Demand Answers About California DMV $50M Personal Data Sale Manny Otiko | California Black Media

When news broke about Facebook collaborating with data mining companies during the runup to the 2016 presidential election, it may have broken the damn. Now almost four years later, more citizens are raising concerns about their data and who’s sharing it.

Several members of California’s delegation to the United States Congress, including Rep. Barbara Lee (D-CA-13), who is a member of the Congressional Black Caucus, are demanding information from the California Department of Motor Vehicles (DMV). They say the DMV has been selling California drivers’ personal data.

According to Motherboard, a tech publication that’s part of the Vice network, the DMV generates about $50 million a year from selling drivers’ data.

“We’re troubled by press reports about the California DMV’s disclosure of vast quantities of data which could enable invasive biometric policing and be a symptom of a deeper privacy

malady. The California DMV receives more than $50 million annually from selling the personal information of Californians, according to press reports.

The individuals whose data are being sold are reportedly not informed of this practice or given the opportunity to optout. What information is being sold, to whom it is sold, and what guardrails are associated with the sale remain unclear,” said the letter addressed to Steve Gordon, Director, California Department of Motor Vehicles. Eleven U.S. Representatives from California singed the letter. House Speaker Nancy Pelosi (D-CA-12) and Hon. David S. Kim, Secretary, California State Transportation Agency.

The letter also addressed concerns about data possibly being shared with federal agencies such as Immigrations and Customs Enforcement (ICE) and the FBI. Since California allows undocumented immigrants to gain driver’s licenses, their personal data may be used by ICE to track and deport people in the country illegally.

“What types of organizations has the DMV disclosed drivers’ data to in the past three years? In particular, has

the DMV sold or otherwise disclosed data to debt collection agencies, private investigators, data brokers, or law enforcement agencies?” the letter inquired.

According to a statement responding to the letter, the DMV says the money generated from the data sale helps offset some of the agency’s operating costs.

The practice is not only confined to California. Both Virginia and Wisconsin DMVs also sell driver personal data.

The practice is sanctioned under the Driver’s Privacy Protection Act (DPPA), which was passed in the 1990s.

“In this day and age, unfortunately, government entities don’t resist the lure of selling Americans’ personal information for private exploitation.

This problem will only get worse as cities, trying to be ‘smart,’ collect more information about what we do and where we go,” said Lee Tien, senior staff attorney at the Electronic Frontier Foundation, in an e-mail to Motherboard.
