The officials have not ruled out the possibility of arson, or the possibility that the fires are related. “There is clearly something happening in this community,” State Fire Marshal H. Browning said in a statement on Thursday. “That is why it is imperative that the citizens of this community be part of our effort to figure out what it is.” The three fires occurred on March 26, April 2 and April 4 in St. 4 Landry Parish, north

Coast hero,” Harris-Dawson said in a statement. “Nipsey’s genuine nature allowed him to be a light to everyone he interacted with, from family, friends, fans and his larger community. “As a father, brother and son, Nipsey was a rock helping to build an empire that will continue through generations. This week it was reported that unhealthy diets account for almost 20% of all deaths world-wide. That’s an estimated 20 million people. Trump wants to make that number rise by at least three-quarters of a million people. 750,000. That’s how many are likely to lose food assistance later this year under a new proposal by the White House administration. The proposal is meant to encourage Able Bodied Adults Without Dependents (ABAWDs) to go to work, but it’s based on the wrong assumption that these people are lazy and haven’t already been seeking jobs. It’s not only a classist sentiment; it’s also racist. Craig Gundersen, professor of agriculture and consumer economics at the University of Illinois, said, tells NPR, “This idea that people are ripping off the system or something, that’s just not true.” The payoff isn’t that

be remembered for delivering a pure, authentic Los Angeles sound; his numerous philanthropic efforts; his innovative, community-focused business mindset; and his humble heart.” A petition to get the intersection named in Hussle’s honor circulated online soon after he was killed and garnered almost 500,000 signatures, from fans across the world.

ence celebrating black Los Angeles, came from Hussle, according to the councilman’s office. Hussle advocated for the area, saying that “Crenshaw should be a destination.” In January, Hussle and real estate investor David Gross bought an Lshaped shopping center off Slauson Avenue — the one that houses Master Burger and Hussle’s store, Marathon Clothing — for $2.5 million, according to property records.
Hussle invested heavily in South L.A., including through his Marathon Clothing “Smart Store,” his ownership and redevelopment plans for the property on Slauson Avenue, his investment in skating rink World on Wheels, and his co-founding of Vector90 — one of the first co-working space in South L.A. — and its STEM program for youth.

big for someone looking to ‘cheat the system’. According to statistics from the Center on Budget and Policy Proposals, the average monthly for the Supplemental Nutrition Assistance Program (SNAP) benefit, formerly known as Food Stamps, was only $126 per person in 2016. It is true however, that selling SNAP benefits for cash is illegal and considered to be defrauding the government. This method of “fraud” is on the rise. But many feel that exchanging a $125 dollar food voucher in order to have cash to pay other bills, or other means of survival, isn’t behavior worthy of being demonized or criminalized; it’s a method of survival for those who need help the most. Supporters of the bill claim it should be easy to find jobs in this better economy and job market; but the bill ignores the barriers to work that many people face. Parents, for instance, are often limited to finding employment that won’t conflict with their kid’s school schedule because the cost of before/after school programs is outrageous. Many poor people can’t afford cars to travel to work (or a volunteer site, or job training), and in rural areas public transportation often isn’t available. Formerly incarcerated people are ineligible or overlooked for many positions; the homeless, drug-addicted, and mentally ill struggle as well. With this newly proposed plan, SNAP assistance would stop after three months for those without disability unless they find employment, get job
training, or volunteer, for at least 20 hours a week. That’s not a new law; the requirement has been in place for years. Still, many states waive the requirement because they understand how cruel it would be to those who genuinely need the assistance. The Trump administration now wants to make waivers much harder to get. The proposed bill is poorly conceived in other ways too. For instance, if almost one million people are forced into job training programs as planned, it would overload training offices that weren’t designed to handle the masses of people now facing this requirement. A backlog would quickly ensue. Food justice advocates agree that solutions to hunger are systemic, not personal. Most people using food assistance have been pushed to the margins of society through unjust systems, not through lack of trying. These oppressive systems and administrators are not simply “unaware” of the devastating effects they’ve had. Pull yourself up by the bootstraps legislation like this one threatens to leave our most vulnerable communities in real danger, and they know this. Congressional democrats have threatened to sue if the bill passes, but this bill hasn’t stood alone. It’s part of a broader effort by this classist and racist administration to make government aid of any kind harder to come by. Last week a federal judge blocked Kentucky and Arkansas from enforcing the Medicaid work rule, calling it “arbitrary and capricious.”

of Lafayette. A fourth fire, a small blaze that officials said was “intentionally set,” was reported on Sunday at a predominantly white church in Caddo Parish, about a three-hour drive north. “But just as we haven’t connected the three in St. Landry, we haven’t connected the one in Caddo,” said Ashley Rodrigue, a spokeswoman for the Louisiana Office of State Fire Marshal, on Friday. Local officials said that they were still investigating the fires, and did not say if they knew of any suspects, a motive, or whether racism was an element. “There certainly is a commonality, and whether that leads to a person or persons or groups, we just don’t know,” Mr. Browning said at a news conference on Thursday. The F.B.I. and federal Bureau of Alcohol, Tobacco, Firearms and Explosives are involved in the investigation, said Jeff Nowakowski, a spokesman for the A.T.F.’s New Orleans field division. The Rev. Gerald Toussaint, pastor at Mount Pleasant Baptist Church in Opelousas, La., was driving to work on Thursday morning at around 4:45 a.m. when his wife called him to say she had seen on social media that their church was ablaze. Mr. Toussaint was aware of the two other fires that had been set at nearby houses of worship, St. Mary Baptist Church in Port Barre, and Greater Union Baptist Church in Opelousas. He rushed to the scene. The church, which was founded in the 19th century, had undergone extensive remodeling two years ago. Now it is nearly gone, he said, except for a brick wall and corridor in the front. “I’m trying to find out who did it, why they did it, did it have anything to

HATE CRIMES, RISE IN WHITE NATIONALISM CONGRESS ADDRESSES
do with me,” said Mr. Toussaint, who drives trucks for a living. “I don’t know none of this.” He also said he did not want to speculate, for fear of angering potential arsonists, or prompting copycat crimes. St. Landry Parish is a rural area studded with crawfish ponds and bayous in the heart of Cajun and Creole country. It is 56 percent white and 41 percent black. Mr. Toussaint said that relations were generally good between black and white residents. Since the 1950s, black churches across the South have been the targets of numerous racist attacks, from arson to bombing to armed assault. In 2015, a white supremacist shot and killed nine people at a Bible study at an AfricanAmerican church in Charleston, S.C. In 2006, a string of arsons at Ala-
bama churches, some predominantly white, some predominantly black, proved to be the work of three college students that officials characterized as a “joke” that had spun out of control. Last month, a black member of a predominantly black congregation, Hopewell Missionary Baptist Church in Greenville, Miss., pleaded guilty to burning his church. The church was spray-painted with the words “Vote Trump” in an effort to make the attack seem politically motivated, a Mississippi official said. At the news conference Thursday, Sheriff Bobby Guidroz of St. Landry Parish said that law enforcement officials would do “whatever it takes” to protect churches and churchgoers. “We’re doing everything we can, collectively, to solve this crime,” he said.
On Tuesday, April 9th, the House Judiciary Committee called a hearing to discuss the steady rise in hate crimes and white nationalism. Prompted by the New Zealand shootings last month, Congress is also interested in the role of social media in hate fueled attacks. Online platforms were invited to testify on efforts to eliminate white supremacist propaganda. Advocates highlighted the deadly repercussions of spreading hate-filled ideologies. A diverse witness list included: Dr. Mohammad Abu-Salha, Psychiatrist and father of Muslim children killed in the Chapel Hill shooting , Kristen Clarke, President and Executive Director, National Lawyer’s Committee for Civil Rights Under Law, Eileen Hershenov, Senior Vice President, Anti-Defamation League, Morton Klein, President, Zionist Organization of America, Candace Owens, Conservative Commentator and Political Activist, Eva Paterson, President and Co-Founder, Equal Justice Society, Neil Potts, Public Policy Director, Facebook Inc., and Alexandria Walden, Public Policy
and Government Relations, Google On March 28th, Rep. José Serrano and Senator Bob Casey introduced the Stop H.A.T.E. (Harmful and Abusive Telecommunications Expression) Act, H.R. 4527, to address how social media and other telecommunications are used in hate crimes against minority groups. Specifically, the proposed legislation that would require the National Telecommunications and Information Administration (NTIA) and the Department of Justice to submit a report to Congress explaining how technology aids in the commission of hate crimes, accompanied by recommendations on how to prevent future harms. Francella Ochillo, NHMC’s Vice President of Policy & General Counsel said, “Hate crimes and divisive hate speech campaigns have successfully targeted black and brown communities as well as religious minorities for decades. However, the attacks in Charlottesville, Charleston, Pittsburgh, and New Zealand prove that hate does 5 not know boundaries.

PUBLISHER’S MESSAGE
KIRSTJEN NIELSEN: PERMANENT PARIAH.
IN UNINCORPORATED LA COUNTY EXTENDED THROUGH DECEMBER By Jenna Chandler - LA Curbed
On Sunday evening, news broke that Kirstjen Nielsen was leaving her job as head of the Department of Homeland Security and I agree with a NYT columnist who wrote Kirstjen Nielsen’s role in terrorizing children should make her a permanent pariah. Nielsen did not create Trump’s monstrous policy of separating migrant families, but she should be known forever as the person who carried it out. She put babies in cages, traumatized children for life, and then appears to have lied to Congress about what she had done. She did this evil work with either blithe incompetence or malicious sloppiness, failing to create a system to properly track kids who were ripped from their families. On Friday, the Trump administration said it could take up to two years to identify thousands of separated migrant children. Now Trump is gearing up to do it again. He has “urged his administration to reinstate large-scale separation of migrant families crossing the border.” Nielsen reportedly resisted, but Trump’s choice for acting homeland security secretary, Kevin McAleenan, apparently is more open to the idea. Should this happen, Congress and some judges will try to intervene. But Trump is growing ever more lawless and autocratic. The president is filling positions with acting officials, circumventing Senate confirmation. Some senior members of the administration are flatly refusing to cooperate with congressional oversight. CNN reported that Trump told border agents to ignore judges when taking steps to keep migrants out. We
should not assume that government institutions will restrain the president before he visits anguish and terror on thousands more of the world’s most vulnerable children. What happens to Nielsen now can serve as an example to other people in the administration as they decide whether to just follow orders. Those horrified by family separation should do whatever they can to deny Nielsen the sort of cushy corporate landing or prestigious academic appointment once customary for ex-administration officials. The fact that she evidently didn’t go as far as an erratic and out-of-control Trump wanted is immaterial; she should be a pariah for going as far as she did. The Resistance has been flagging recently; even if abhorrence of Trump’s degenerate administration has not. But with the possible return of family separation, the Resistance needs to regroup, and demanding a boycott of Trump officials tainted by baby-snatching is a good place to begin. Nielsen should not be permitted to launder her reputation through a fellowship at Harvard, like Corey Lewandowski or Sean Spicer did. She should not get to follow H.R. McMaster to Stanford. But as the country hurtles into a dangerous new phase of unbound Trumpism, those who want to say no need to muster whatever leverage they can, including public shame and economic sanctions. Either the leaders of corporate America and academia want to be associated with terrorizing toddlers, or not.

in hoods, now they organize online.” That’s why NHMC is a proud founding member of the Change the Terms Coalition and works to hold online platforms accountable for hate speech that flourishes under their watch. White nationalism is increasingly a threat to all Americans, and has become even more dangerous when given the oxygen to spread and crystalize online. We applaud Congress’ efforts to investigate the rise in hate crimes nationwide as part of an ongoing effort to examine why white supremacist and separatist ideologies pose a pernicious threat to marginalized communities.” While Daiquiri Ryan, NHMC’s Policy Counsel, added, “As Kristen Clarke so eloquently stated during today’s hearing, “radical hate organizations no longer congregate
RENT CONTROL
County officials are still working on a permanent measure. Temporary rent control measures in unincorporated Los Angeles will remain in place through the end of the year. The Los Angeles County Board of Supervisors voted 4 to 1 on Tuesday to extend—and expand—an ordinance that bars landlords from raising rents more than 3 percent in most apartments built prior to 1995. Originally set to expire on June 18, the measures will now remain in effect until December 31. That gives county officials more time to flesh out a permanent ordinance, and Supervisor Sheila Kuehl said it would continue to help “prevent people from slipping into homelessness.” A provision that requires landlords to have “just cause” before evicting tenants was also expanded to cover all rental units in unincorporated Los Angeles, including single-family homes. That primarily means that tenants can’t be booted unless they have not paid rent or have violated the terms of their lease. “You can’t be evicted just because you thumbed your nose at your landlord yesterday,” Kuehl said. The ordinance applies the county’s unincorporated neighborhoods, from East LA to Marina del Rey to Baldwin Hills to Sunland, Sylmar, and Tujunga. Dozens of renters and attorneys and activists who work with renters urged the board to extend the ordinance, saying it would help keep residents in their homes. Gina Hong, of the LA Center for Community Law and Action, said she has already used the temporary measure to defend multiple clients facing eviction. One renter, Blanca Deunas, held up a piece of paper, a notification from her landlord that that her rent was going up by $200. “I’m here to beg you to please implement this rent control,” she said, speaking through a translator. But Christine Schachter, with the Pacific West Association of Realtors, argued that “rent control is not the an-
swer to our housing crisis” and urged the county not to interfere “in the private relationship between landlords and their tenants.” Supervisor Kathryn Barger agreed. Instead of rent control, she said she’d support building more affordable housing in her district. But building affordable housing is not a quick enough fix, said Supervisor Janice Hahn. “We’ve come up against neighborhoods that don’t want affordable housing,” she said. “Rent stabilization is one more tool we have in the meantime— until we have enough housing.”

UCLA SOFTBALL
By Michael Johnson
PUTS THE SPOTLIGHT ON MINOR COLLEGE SPORTS
When people talk about UCLA sports the first thing that comes to mind is their men’s basketball team and the second thing in the conversation is football. Both of those programs are struggling but several of UCLA’s smaller sports have climbed to the top of the college sports mountain. The women’s softball team is 35-1 and ranked No. 1 in the nation. The men’s baseball team is No. 1 with a record of 23-6. The women’s beach volleyball team is 26-1 and ranked No. 1 and the women’s gymnastics team won the NCAA Regional Final last week and has been one of the top teams in the nation this year. The softball team starts a three game series at home against Oregon on Friday at 7 p.m. On Saturday they battle the Ducks at 7 p.m. and Sunday the game starts at 1 p.m. The baseball team takes on East Carolina at home on Friday at 6 p.m. and Saturday they play a double –header against East Carolina at 2 p.m. and 6 p.m. On Monday they stay at home against Pepperdine at 6 p.m. The beach volleyball teams’ next home games are Saturday, April 20, at the Sunset Canyon Recreation Center at 9:30 a.m. and 3:30 p.m. The gymnastic team will be in Texas on April 20, for the NCAA Championships. The men and women’s track and field teams will compete in the Rafer Johnson/Jackie Joyner-Kersee Invitational at Drake Stadium on the UCLA campus on Saturday, April 13. It’s an all-day meet
that starts at 9 a.m. The softball and beach volleyball teams appear to have the best chance of winning a NCAA championship. “I said from the start that I believe this team is very balanced,” said UCLA’s head softball coach Kelly Inoye-Perez after a recent victory at UCLA. “We have the combination of speed and power. We are very athletic and I think our versatility is definitely something that has been a strength of ours. I have the ability to move people in different positions.” The problem UCLA has had during the last several years pitching. They have always had one outstanding pitcher but to win the College World Series you need at least two great pitchers. This year they have three really good pitchers in Rachel Garcia, Holly Azevedo and freshman Megan Faraimo. “I am excited about our pitching,” said Inoye-Perez. “We have more depth in the circle. You have been able to see that this year. We are not relying on one pitcher.” The person on the field that benefits the most from having a great pitching staff is senior back catcher Paige Halstead. “We are very blessed to have three amazing pitchers. We are pretty fortunate to have a great freshman pitcher to come in and add to the depth of our pitching staff. It’s so fun because all of the pitchers are easy going.” Inoye-Perez knows there is always going to be a target on the back of the

CITIZEN’S CONCERNS REGARDING
RENT STABILIZATION The weekly city council meeting got underway on time and, as usual, Mayor Butts opened the microphone to public comments with several citizens expressing their desire for a continuation of the temporary policy of rent increase limitations and one individual asking that the measure be amended to restrict increases that were implemented before the moratorium was established. The mayor explained that this was not possible. The council approved an Amendment to Agreement No. 18-058 with Remy Moose Maley, LLP for legal services associated with the Environmental Review of a National Basketball Association Arena and associated facilities near the intersection of Prairie Avenue and Century Boulevard. The council approved the First Amendment to Agreement No. 19018 with the South Bay Cities Council of Governments to allow the City to advance payment to SBCCOG for allowable project costs of the South Bay Slow Feasibility Study, prior to
reimbursement from Caltrans. The council adopted a resolution amending the Fiscal Year 2018-2019 Annual Budget and authorized position classification count. The council acknowledged and affirmed the modification implemented by the City Manager (per Article Eight, Section VI – Amendments to Memorandum of Understanding) to amend the Inglewood Executive Organization (IEO) Memorandum of Understanding (MOU) (Adopted December 6, 2016 (effective from October 1, 2016 – December 31, 2020)) related to Article Two, Section XI (Post Certificate Incentive Pay – Police Chief and Article Three, Section II-Supplemental Executive Compensation). The council approved Amendment No. 3 to Agreement No. SSP141811 between County of Los Angeles Workforce Development, Aging and Community Services and City of Inglewood, related to the provision of Care Management Services for Senior Citizens and Disabled Adults. The council approved an agree-

Once complete, the new facility will feature climbing walls, ladders, slides and more for the com-
munity to enjoy. On Thursday, April 11, the playground will officially open to Bennett-Kew students. ment with Better 4 You Meals for the provision of breakfast, lunches, and snacks for the Child and Adult Care Food Program (CACFP) and Summer Food Service Program (SFSP) from March 1, 2019, through August 31, 2019. (Grant Funds) The council adopted a resolution re-approving the use of $282,192 in Asset Forfeiture funds for the purchase of a modular office building from Aries Building Systems (Agreement No. 18-216) and recommended authorization to pay an outstanding invoice from Meridian Rental Group for the rental of 32 barriers used for crowd safety and traffic control. (General Fund) The council awarded a contract and approved a three-year agreement with Clicksound & Stage for production services, backline and audio rentals for the City of Inglewood Earth Day Music Festival and Environmental Awareness event, as per Request for Bids No. 0110. (Sanitation Fund) The council authorized the payment of outstanding invoices submitted by two motels for emergency shelter services in the total amount of $24,960. The council approved more time for the staff to complete and provide a written update on the direction given by the City Council regarding the adoption of Ordinance No. 1907 (45-Day Moratorium Limiting Rent Increases on Certain Residential Properties).
During the council member’s comments, all of the members attempted to assuage the community’s rent control concerns while indicating that a balance must be reached that is a win-win for the renters and the property owners. Member Padilla reminded everyone about the Pet Clinic this Saturday, the Earth Day Celebration on April 20th, and the First Time Homebuyer Program information workshop on April 22. Regarding the rent control measure he also said that the council is listening to the citizen concerns and a decision will be reached that is in the overall best interest of the city. Member Franklin said the council is shooting for a win-win solution to the rent control issue and Member Morales said the council must balance their decision that considers both sides so that the best decision may be reached that is within their legal authority. Mayor Butts refrained from providing the litany of major milestones the City of Inglewood has reached but he did announce that the city’s bond rating had gone from a low triple B rating to a current rating of double A. He also shared that Wrestlemania 2025 has committed to hosting that world class event in Inglewood and he closed the meeting by addressing the rent control issue by saying that ‘we will do the best we can with the housing (issues).
