O direito à Cidade/espaço urbano é muito mais que a liberdade individual para aceder aos recursos urbanos: é o direito de nos mudarmos a nós mesmos por mudar a cidade. É, sobretudo, um direito coletivo, ao invés de individual, pois esta transformação inevitavelmente depende do exercício de um poder coletivo para dar nova forma ao processo de urbanização.
A criação de um novo parque verde no centro urbano é o símbolo de uma operação mais ampla de reconfiguração da infraestrutura verde, que devolve à comunidade espaços de lazer, bem-estar, e conexão com a natureza.
A nossa aposta na regeneração ambiental é acompanhada por soluções técnicas de elevado impacto: a implementação de um sistema de distribuição de Água para Reutilização (ApR) na rede em baixa permitirá uma redução anual de 34% no consumo de água da rede pública. Uma medida que alia responsabilidade ecológica à poupança de recursos e à resiliência hídrica do território.
A eficiência energética também está no centro da nossa estratégia. A modernização da central fotovoltaica da sede da Inframoura reforça a autonomia energética da infraestrutura urbana, garantindo maior resiliência em caso de falhas na rede pública e promovendo uma significativa redução de custos operacionais. Simultaneamente, intervenções na rede de abastecimento e nos sistemas de bombagem visam reduzir perdas reais de água, otimizando o desempenho técnico e ambiental. Esta abordagem integrada permite à Inframoura consolidar uma gestão inteligente dos recursos, com impacto direto na sustentabilidade financeira e ecológica da operação.
A mobilidade suave é outro pilar essencial da nossa estratégia territorial. A instalação de passadeiras inteligentes e nova iluminação pública não só melhora a segurança dos peões, como promove uma circulação mais inclusiva, eficiente e amiga do ambiente.
A Inframoura tem investido em campanhas de sensibilização e em soluções técnicas que facilitam a adesão dos cidadãos, promovendo uma gestão circular dos resíduos e reduzindo a pegada ecológica da comunidade.

Vilamoura is without a doubt the dream and the future of the finest example of symbiosis between urban space and areas for social interaction and leisure. Not only because of its natural beauty and tourist appeal, but above all because of the strategic and sustainable vision that Inframoura has been implementing resolutely, innovatively and attentively. Every project that is implemented in public spaces is more than just construction work: it is a commitment to quality of life, sustainability and efficiency for future generations.
The right to the city/urban space is much more than individual freedom to access urban resources: it is the right to change ourselves by changing the city. It is, above all, a collective right, rather than an individual one, as this transformation inevitably depends on the exercise of collective power to shape the urbanisation process.
The creation of a new green park in the urban centre is symbolic of a broader operation to reconfigure the green infrastructure, which gives the community back spaces for leisure, wellbeing and connection with nature.
Our investment in environmental regeneration is accompanied by high-impact technical solutions: the implementation of a Water for Reuse (‘WfR’) distribution system in the downstream network will enable a 34% annual reduction in water consumption from the public network. This measure combines ecological responsibility with resource savings and water resilience in the region.
Energy efficiency is also at the core of the strategy. The modernisation of the photovoltaic plant at Inframoura’s head office boosts the energy autonomy of the urban infrastructure, ensuring greater resilience in the event of public grid outages and fostering a significant reduction in operating costs. At the same time, interventions
in the supply network and pumping systems aim to reduce actual water losses, optimising technical and environmental performance. This integrated approach allows Inframoura to consolidate smart resource management, with a direct impact on the financial and ecological sustainability of operations.
Soft mobility is another key pillar within the territory’s strategy. The installation of smart pedestrian crossings and new street lighting not only improves pedestrian safety but also promotes more inclusive, efficient and environmentally friendly mobility.
Inframoura has invested in awareness campaigns and technical solutions that facilitate citizen participation, promoting circular waste management and reducing the community’s ecological footprint.
The selective collection of bio-waste, which is already yielding significant results in the first months of 2025, is further proof that change begins with small actions. With more families involved, Vilamoura is building a culture of active participation and respect for the territory.

Quem passa pela Alameda da Praia da Marina, junto ao Passeio das Dunas, não fica indiferente à imponente escultura de um caranguejo com seis metros que dá nova vida a bicicletas do Vilamoura Public Bikes que deixou de estar ativo. Inaugurada no final de julho, a colorida peça de arte urbana resulta do reaproveitamento de 30 bicicletas antigas que, de outra forma, seriam destruídas, numa homenagem silenciosa à pegada ambiental que deixamos na Terra.
Estes elementos, carregados de memórias de movimentos passados e que fazem parte da história deste território, ficam, assim, eternizados numa obra que convida a refletir sobre a sustentabilidade ambiental do planeta. Ferro, selins usados, guiadores e restos de bicicletas entrelaçam-se para dar vida a um caranguejo concebido pelo prestigiado artista plástico Bordalo II, reconhecido por transformar lixo em símbolos de resistência. A peça “Sketchy Crab” convida a uma pausa num mundo em constante movimento e convoca não só à contemplação, como à reflexão sobre o ciclo de desperdício, desafiando a destruição de materiais que acabariam esquecidos.
Nesse sentido, a escultura pretende ser mais do que apenas uma presença no espaço urbano de Vilamoura, apelando a um olhar mais profundo e à reflexão sobre o futuro das próximas gerações. Com a sua habilidade de transformar materiais em poesia, Bordalo II conseguiu criar uma peça que evoca a união entre a arte e a natureza, forças que, em conjunto, podem criar uma esperança renovada no ambiente que nos rodeia.
O “Sketchy Crab” é, em simultâneo, um novo ponto de centralidade, que relembra um período marcante da história de Vilamoura, que mudou para sempre o estilo de vida de quem aqui vive ou usufrui deste território. É preciso não esquecer que Vilamoura foi pioneira no país na criação de um sistema de uso partilhado de bicicletas, concebidas especialmente para a Inframoura. Apesar de já não estar ativo, e muitos milhares de quilómetros depois, o sistema Vilamoura Public Bikes foi replicado noutros locais, marcando para sempre o progresso da mobilidade sustentável em Portugal.

Anyone heading down the Alameda da Praia da Marina, next to the Passeio das Dunas, cannot fail to notice the imposing six-metre sculpture of a crab that breathes new life into bicycles once used in the Vilamoura Public Bikes scheme, which is no longer in operation. Unveiled at the end of July, this colourful piece of urban art results from the reuse of 30 old bicycles that would otherwise have been destroyed, in a silent tribute to the environmental footprint we leave on Earth.
These components, loaded with memories of past movements and part of the history of this region, are thus immortalised in a work that inspires us to reflect on the environmental sustainability of the planet. Iron, used saddles, handlebars and bicycle parts are interwoven to bring to life a crab designed by the prestigious artist Bordalo II, renowned for transforming waste into symbols of resistance. The piece “Sketchy Crab” urges us to pause for a moment in a world in constant movement and invites us not only to contemplate, but also to reflect on the cycle of waste, challenging the scrapping of materials that would otherwise be forgotten.
To this end, the sculpture aims to be more than just a presence in Vilamoura’s urban space, encouraging deeper reflection on the future of coming generations. With his talent for transforming materials into poetry, Bordalo II has succeeded in creating a piece that recalls the union between art and nature, forces that, together, can create renewed hope in the environment around us. At the same time, the “Sketchy Crab”
is a new focal point, recalling a remarkable period in Vilamoura’s history that forever changed the lifestyle of those who live here or enjoy this area. It should never be forgotten that Vilamoura was a pioneer in Portugal in creating a shared bicycle system, designed specifically for Inframoura. Although no longer in active operation, and many thousands of kilometres later, the Vilamoura Public Bikes system has since been replicated in other places, forever determining the progress of sustainable mobility in Portugal.

Vilamoura está a mudar a configuração da sua mancha verde em área urbana, contrariando a proliferação de construções com projetos que aumentam a qualidade de vida dos seus residentes, mas também beneficiam visitantes e turistas. Em curso está o projeto do Parque Verde Arquiteto Paisagista Fernando Pessoa, que irá ocupar 4,5 dos 50 hectares de espaço público geridos pela Inframoura, com conclusão prevista até ao final de 2026. O futuro parque pretende ser um exemplo de sustentabilidade urbana e marca o arranque do Plano de Recuperação da Infraestrutura Verde e Ecossistemas de Vilamoura (PRIVEV). Localizado junto à Estrada de Quarteira, próximo da Rua da Lusotur, o parque terá um corredor de mobilidade que assegurará a ligação aos percursos pedonais e cicláveis de Vilamoura, integrando uma vertente de requalificação paisagística da área. O objetivo é recuperar e valorizar a vegetação existente, promovendo a biodiversidade com a introdução de aproximadamente 120 árvores e 2.000 arbustos. O investimento foi alvo de uma candidatura ao programa Algarve 2030, que está ainda em análise, na linha de ação da proteção e preservação da natureza, biodiversidade e infraestruturas verdes.
Em agosto foi plantada a primeira oliveira, espécie autóctone de elevada resiliência hídrica a que se juntarão sobreiros, pinheiros e arbustos tradicionais. Com a escolha de espécies com baixo consumo de água, a Inframoura reafirma o seu compromisso no combate às alterações climáticas. Consciente do seu papel como principal gestora do capital natural deste território, a empresa tem desde sempre mantido um firme compromisso com o ambiente. Esta estratégia tem-se traduzido em inúmeras medidas, desde logo para reduzir a emissão de gases com efeito de estufa, gestão sustentável da água e energia, para além da aposta na economia circular e na recolha seletiva e valorização de resíduos. A criação do futuro parque verde é apenas mais um passo no masterplan que a Inframoura está a seguir para aumentar o seu capital natural. Ao abrigo deste plano, estão a ser identificadas bolsas no território para proceder a operações de valorização, seja através de projetos de requalificação ou de aumento da biodiversidade.

A requalificação desta área tornará o espaço mais agradável e funcional para a comunidade, através da criação de caminhos acessíveis e integrados, que cruzam a zona de drenagem através de passagens hidráulicas. O projeto promete tornar este espaço público mais sustentável, acessível e integrado na paisagem, homenageando o prestigiado arquiteto Fernando Pessoa, que reside no Algarve há várias décadas e é uma referência ao nível da arquitetura paisagística da região. Atualmente com 88 anos, o fundador e antigo presidente do Serviço Nacional de Parques e Reservas, atual Instituto da Conservação da Natureza e Florestas (ICNF) não duvida de que o parque ao qual empresta o nome é importante para a criação de biodiversidade, salvaguardando uma zona húmida numa área já com uma elevada densidade de construção. “O projeto está bem feito, porque protege a Ribeira de Quarteira e salvaguarda uma bacia de retenção. É um espaço de lazer e passeio, mas tem também essa função de proteção”, considera o arquiteto paisagista. Tendo em conta que a mancha verde de 50 hectares é o “último reduto ainda sem construção” de Vilamoura, Fernando Pessoa defende que o projeto deveria, no futuro, continuar para abranger a totalidade desse espaço, salvaguardando a área de mais construção.
A nova infraestrutura verde não tem apenas em vista a requalificação do espaço, mas também a adaptação às alterações climáticas. Além de promover a recuperação das linhas de água, tendo em conta os riscos de cheias, ao ter espécies autóctones, há menos exigência de água, constituindo uma espécie de abrigo climático no espaço público. A área de intervenção abrange aproximadamente 45.000 m² e inclui um corredor de drenagem natural que liga diferentes partes do parque, desembocando numa bacia de retenção de cerca de 5.263 m² que será preservada e incrementada com técnicas de naturalização. A realização de trabalhos de desobstrução e de ampliação da capacidade da bacia de retenção da Ribeira de Quarteira representa um reforço adicional na proteção contra inundações, promovendo a infiltração natural de águas pluviais no solo. O projeto integra também a recuperação das margens do curso de água para reforçar a sua estabilidade e melhorar o ecossistema local.

Vilamoura is reshaping the configuration of its green spaces in urban areas, counteracting the proliferation of construction areas with projects that improve the quality of life of its residents, but which also benefit visitors and tourists.
The Fernando Pessoa Landscape Designer Green Park project is currently being implemented and will occupy 4.5 of the 50 hectares of public space managed by Inframoura, with completion planned for the end of 2026. The future park aims to be an example of urban sustainability and marks the kick-off of the Vilamoura Green Infrastructure and Ecosystems Recovery Plan (PRIVEV). Located next to Estrada de Quarteira, near Rua da Lusotur, the park will feature a mobility corridor that will provide a connection to Vilamoura’s pedestrian and cycle paths, integrating a landscape redevelopment approach for the area. The goal is to restore and enhance the existing vegetation, promoting biodiversity with the introduction of approximately 120 trees and 2,000 shrubs. The investment was planned as part of an application to the Algarve 2030 programme, which is still under review, in line with the action plan for the protection and preservation of nature, biodiversity and green infrastructure.
The first olive tree, a native species with high drought resistance, was planted in August, and will be joined by cork oaks, pine trees and traditional shrubs. By choosing species that consume little water, Inframoura is reiterating its commitment to combating climate change. Aware of its role as the chief steward of this territory’s natural resources, the company has always maintained a firm commitment to the environment. This strategy has been expressed through numerous measures, starting with reducing greenhouse gas emissions, sustainable water and energy management, in addition to investing in the circular economy and selective waste collection and recovery. The creation of the future green park is just another step in the master plan that Inframoura is pursuing to increase its natural heritage. As part of this plan, areas within the territory are being identified for improvement, either through redevelopment projects or by increasing biodiversity.
The redevelopment of this area will make the space more pleasurable and functional for the community, through the creation of accessible and integrated pathways that cross the drainage area via culverts. The project promises to make this public space more sustainable, accessible and integrated into the landscape, paying tribute to the prestigious landscape designer Fernando Pessoa, who has lived in the Algarve for several decades and who is a leading figure in the region’s landscape design. Now 88 years old, the founder and former president of the National Parks and Reserves Service, now the Institute for Nature and Forest Conservation (ICNF), has no doubt that the park that shares his name is important for creating biodiversity, safeguarding a wet zone in an area that already has a high density of construction. “The project is well thought out because it protects the Ribeira de Quarteira watercourse and safeguards a retention basin. It is a space for leisure and walking, but it also has this protective function,” says the landscape designer. Given that the 50-hectare green expanse is the “last remaining undeveloped area” in Vilamoura, Fernando Pessoa believes that the project should, in future, be extended to cover the entire space, safeguarding the area from further construction.
The new green facility not only aims to redevelop the space, but also to adapt it to climate change. In addition to promoting the restoration of waterways, taking into account the risks of flooding, having native species means there is less demand for water, creating a kind of climate shelter within the public space. The area covered by the project is approximately 45,000 sqm and includes a natural drainage corridor connecting different parts of the park, which ends in a retention basin of around 5,263 sqm that will be preserved and enhanced using naturalisation techniques. The clearing and capacity expansion works on the Ribeira de Quarteira retention basin represent an additional reinforcement to flood protection measures, promoting the natural infiltration of rainwater into the soil. The project also includes the restoration of the banks of the watercourse to strengthen its stability and improve the local ecosystem.

A CRIAÇÃO DE UM SISTEMA DE DISTRIBUIÇÃO
DE ApR NA REDE EM BAIXA PERMITIRÁ UMA
REDUÇÃO ANUAL DE 34% NO CONSUMO DE ÁGUA DA REDE PÚBLICA NA INFRAMOURA
A Inframoura prepara-se para iniciar a construção de uma nova rede de distribuição de ApR para usos não potáveis, depois de ter sido lançado o concurso público para a obra, cujo investimento é de aproximadamente 1,5 milhões de euros. O objetivo é que o sistema funcione como base do sistema de rega dos espaços verdes públicos de Vilamoura, substituindo o uso de água potável por uma alternativa sustentável. O projeto marca, assim, um novo ciclo de gestão hídrica face aos desafios climáticos da região, enquadrado num pacote de medidas que a Inframoura tem vindo a concretizar em matéria de gestão da água. Apesar de a situação ter sido aliviada por um inverno mais chuvoso do que o habitual, levando até a Inframoura a reativar, para já, a Fonte Cupertino Miranda, o Algarve enfrenta há décadas os desafios de uma seca hidrológica estrutural. Sendo a seca um fenómeno cíclico, a Inframoura aposta, assim, na preparação do território para a eventual repetição de um cenário de escassez de água.
O projeto ApR Inframoura representa um passo significativo na promoção da eficiência hídrica e no aumento da resiliência dos sistemas urbanos de abastecimento de água face aos impactos das alterações climáticas. O sistema a implementar incluirá um reservatório alimentado pela entidade em alta (Águas do Algarve), uma estação hidropressora e uma extensa rede de distribuição com cerca de 10 quilómetros. Esta rede ligará o reservatório a 38 pontos de consumo existentes em Vilamoura, atualmente servidos por água potável e subterrânea. Desta forma, estes pontos serão abastecidos com água não potável para irrigação de espaços verdes, limpeza urbana e lavagem de viaturas, contribuindo para a redução do consumo de água potável. Com um investimento total previsto de cerca de 1,5 milhões de euros, ao abrigo de uma candidatura ao programa Ciclo Urbano da Água – PT2030, o sistema permitirá uma redução anual expressiva do consumo de água da rede pública de 34%, o equivalente a 136.684 m3/ano.
Esta empreitada, a cargo da Inframoura, é complementar à obra de Elevação e Adução de Água para Reutilização que a Águas do Algarve, responsável pela construção do sistema em alta, está já a executar na Estação de Tratamento de Águas Residuais (ETAR) de Vilamoura. Com um investimento de cerca de 10 milhões de euros, a empreitada da nova rede de ApR na ETAR de Vilamoura é um investimento estratégico para o futuro hídrico do Algarve. A ministra do Ambiente e da Ação Climática, Maria da Graça Carvalho, esteve no final de julho a acompanhar o avanço dos trabalhos de um projeto que, pela sua dimensão, é inédito no país. Após a intervenção, que será financiada por verbas do Plano de Recuperação e Resiliência (PRR), a ETAR de Vilamoura ficará capacitada para uma média de 16.000 m3/dia e uma capacidade de pico de 1.000 m3/h. Esta água será reutilizada na rega de campos de golfe, espaços verdes da Inframoura, Parque Desportivo da Vilamoura World, Cidade Lacustre e espaços verdes do Vilamoura Ténis. Além destas finalidades, esta água reutilizada servirá também para a lavagem de viaturas, limpeza urbana e desobstrução de coletores, entre outros usos menos nobres. Strategic investment for the future of water in the Algarve
Inframoura is gearing up to start construction work on a new WfR distribution network for nondrinking water uses, following the launch of a public tender for the project, the investment for which is worth approximately €1.5 million. The aim is for the system to operate as the mainstay of the irrigation system for Vilamoura’s public green spaces, replacing the use of drinking water with a sustainable alternative. In this way, the project marks a new chapter in water management in response to the region’s climate challenges, as part of a package of measures that Inframoura has been implementing with regard to water management. Although the situation has been alleviated by a wetter than usual winter, leading Inframoura to switch the Cupertino Miranda fountain back on, for now, the Algarve has been facing the challenges of a structural hydrological drought for decades. As drought is a cyclical phenomenon, Inframoura is therefore committed to preparing the area for the possible recurrence of a water shortage scenario.
The WfR Inframoura project represents a major step forward in promoting water efficiency and increasing the ability of urban water supply systems to handle the effects of climate change. The system planned includes a reservoir supplied by the upstream water company (Águas do Algarve), a water pumping station, and a very extensive distribution network covering about 10 kilometres. This network will connect the reservoir to 38 existing consumption points in Vilamoura, currently fed by drinking water and groundwater. These points will then be supplied with non-drinking water for irrigating green spaces, urban cleaning and washing vehicles, helping to reduce drinking water consumption. With a planned total investment of around €1.5 million, as part of an application to the Urban Water Cycle – PT2030 programme, the system will enable a substantial annual reduction in water consumption from the public network of 34%, equivalent to 136,684 m3/year.

This contract, awarded to Inframoura, complements the Water Pumping and Supply for Reuse project that Águas do Algarve, responsible for constructing the upstream system, is already undertaking at the Vilamoura Wastewater Treatment Plant (WWTP). With an investment of around €10 million, the contract for the new WfR network at the Vilamoura WWTP is a strategic investment for the future of water in the Algarve. At the end of July, the Minister for the Environment and Climate Action, Maria da Graça Carvalho, visited the site to see the progress of a project that, due to its size, is unprecedented in the country. After the works, which will be financed by funds from the Recovery and Resilience Plan (PRR), the Vilamoura WWTP will have an average capacity of 16,000 m3/day and a peak capacity of 1,000 m3/h. This water will be reused to irrigate golf courses, Inframoura’s green spaces, the Vilamoura World Sports Park, Cidade Lacustre and Vilamoura Ténis’ green spaces. In addition to these purposes, this reused water will also be used for washing vehicles, urban cleaning and unblocking drains, among other uses. The project will enable the reuse of 2.24 million m3 of treated water per year, which represents more than half (66%) of the total effluent treated at the Vilamoura WWTP.

A Inframoura deu início a um conjunto de intervenções na rede de abastecimento de água com o objetivo de reduzir as perdas reais, otimizar o consumo de energia e reforçar a sustentabilidade do sistema. Estes trabalhos integram-se no Plano de Redução de Perdas de Água e reafirmam a missão da empresa municipal em assegurar uma gestão responsável dos recursos naturais. As perdas reais de água existentes em alguns setores da rede de abastecimento de Vilamoura e Vila Sol estão, em muitos casos, relacionadas com a existência de infraestruturas que já se encontram obsoletas, situação que a Inframoura tem vindo a corrigir através de operações de reabilitação.
Um dos projetos de maior relevância em curso é a reabilitação de uma parte da rede, que inclui a modernização da estação hidropressora H2 e de condutas de distribuição. Esta parte da rega, engloba o Caminho do Galeão, Rua da Noruega, Rua da Suécia, Caminho do Corvo, Volta das Fragatas, Volta do Barinel e Volta das Caravelas. A instalação apresentava já limitações tanto ao nível do consumo de energia como das perdas reais de água, comprometendo a eficiência global do sistema. Com a substituição das condutas em fim de vida útil e a introdução de melhorias técnicas na rede, a Inframoura estima alcançar uma redução de cerca de 73% nas perdas de água. Paralelamente, a adaptação dos grupos de bombagem à realidade dos consumos permitirá reduzir o consumo de energia em mais de 40%, garantindo maior eficácia e menor impacto ambiental. Este investimento é essencial para a modernização da infraestrutura, assegurando níveis de pressão adequados ao longo do ano e tornando a rede mais resiliente.
Outro eixo central da estratégia de eficiência hídrica que a Inframoura tem prosseguido é a implementação de Zonas de Medição e Controlo (ZMC), que permitirão à empresa municipal ter um conhecimento mais detalhado do funcionamento da rede e da distribuição espacial das perdas. Através de sistemas de monitorização que medem entradas e saídas de água, será possível detetar variações anormais nos consumos, identificar ruturas e quantificar com maior precisão o volume de perdas. Esta tecnologia facilita uma intervenção mais rápida em situações de avaria, evitando desperdícios prolongados, ao mesmo tempo que reduz custos operacionais.
Além de melhorar a deteção de fugas, a setorização da rede contribui para uma gestão mais eficiente das pressões, fator determinante na diminuição do número de ruturas. A monitorização será integrada no sistema de telegestão da Inframoura, já em fase de implementação, permitindo uma gestão centralizada e em tempo real da rede de abastecimento.
A Inframoura está também a proceder à substituição dos grupos de bombagem da Estação Elevatória de Águas Residuais da Praia da Falésia, que serve quatro apoios de praia. Os equipamentos existentes encontravam-se desgastados e com baixo rendimento, resultando em longas horas de funcionamento e elevados consumos de energia. Com a sua substituição por bombas mais eficientes, a instalação passará a operar de acordo com padrões superiores de desempenho energético, alinhados com a certificação do Sistema de Gestão de Energia (ISSO 50001) da empresa.
A modernização das infraestruturas hídricas traduz-se em benefícios diretos para a comunidade, nomeadamente, maior fiabilidade no abastecimento, redução de desperdícios, menor consumo energético e preservação dos recursos naturais. Desta forma, a Inframoura dá resposta a desafios atuais e futuros relacionados com as alterações climáticas e a escassez de água, garantindo que Vilamoura se mantém como um território de referência na gestão sustentável dos recursos hídricos.

Inframoura has begun a new round of improvements to the water supply network with the aim of reducing actual losses, optimising energy consumption and strengthening the system’s sustainability. This work is part of its Water Loss Reduction Plan and underlines the municipal company’s mission to ensure responsible management of natural resources. The actual water losses found in some sectors of the Vilamoura and Vila Sol supply network are, in many cases, related to the existence of obsolete infrastructure, a situation that Inframoura has been correcting through refurbishment operations.
One of the most significant projects currently underway is the renovation of part of the network, which includes the modernisation of the H2 pumping station and distribution pipes. This part of the irrigation system covers Caminho do Galeão, Rua da Noruega, Rua da Suécia, Caminho do Corvo, Volta das Fragatas, Volta do Barinel and Volta das Caravelas. The installation was already proving to be limited in terms of both energy consumption and actual water losses, compromising the overall efficiency of the system. By replacing pipes that have reached the end of their working life and introducing technical improvements to the network, Inframoura estimates that it will achieve a reduction of around 73% in water losses. At the same time, adapting the pumping equipment to actual consumption will reduce energy consumption by more than 40%, ensuring greater efficiency and less environmental impact. This investment is essential for modernising the infrastructure, ensuring adequate pressure levels throughout the year and making the network more robust.
Another central element to the water efficiency strategy pursued by Inframoura is the implementation of Measurement and Control Zones (MCZ), which will provide the municipal
company with more detailed knowledge of the network’s operation and the spatial distribution of losses. Using monitoring systems that measure water inflows and outflows, the company will be able to detect abnormal variations in consumption, identify breaches and quantify the volume of losses more accurately. This technology makes it easier to respond more quickly to faults, preventing prolonged waste and at the same time reducing operating costs.
In addition to improving leak detection, dividing the network into sectors contributes to more efficient pressure management, a determining factor in reducing the number of breaches. This monitoring will be integrated into Inframoura’s remote management system, which is already being put in place, allowing for centralised, real-time management of the supply network.
Inframoura is also replacing the pumping equipment at the Praia da Falésia Wastewater Pumping Station, which serves four beach facilities. The existing equipment was run-down and underperforming, resulting in long operating hours and high energy consumption. By replacing it with more efficient pumps, the facility will now operate in line with higher energy performance standards, in keeping with the company’s Energy Management System (ISO 50001) certification.
The modernisation of water infrastructure brings direct benefits to the community, in particular greater reliability of supply, reduced waste, lower energy consumption and the preservation of natural resources. In this way, Inframoura is tackling current and future challenges related to climate change and water shortages, ensuring that Vilamoura remains a leading example of sustainable water resource management.

A recolha seletiva de biorresíduos pela Inframoura, iniciada no final de 2023 começa a dar frutos, com o aumento, em 2025, do volume de resíduos recolhidos face ao período homólogo. Depois de em todo o ano de 2024 terem sido recolhidas 198 toneladas, até ao final de agosto de 2025 o volume recolhido já atingiu as 217 toneladas. Só em agosto, mês com maior ocupação e quando a recolha atinge o seu pico, foram retiradas 48 toneladas de matéria orgânica dos contentores castanhos, garantindo o seu encaminhamento para valorização. Numa primeira fase, a recolha de biorresíduos arrancou junto da hotelaria e restauração, mas está, desde o ano passado, também disponível para os clientes domésticos.

A adesão é simples e pode ser feita online, bastando confirmar a existência do contentor na rua de residência. No setor Horeca, a rede de recolha cobre atualmente 92 estabelecimentos em Vilamoura e Vila Sol, o que representa mais de metade da restauração e hotelaria identificada no território. Estes números confirmam a importância do envolvimento da comunidade empresarial, que tem sido determinante para os resultados alcançados. Este projeto dá continuidade a uma estratégia mais ampla de sustentabilidade, já que antes do arranque da recolha em larga escala, a Inframoura já tinha testado, em regime piloto, um sistema de compostagem nas suas instalações, permitindo que os clientes utilizassem o composto produzido. A experiência foi bem-sucedida e abriu caminho para a implementação alargada do serviço. Os resultados alcançados em 2025 demonstram o potencial de crescimento do projeto ao ultrapassar, em apenas oito meses, o total de biorresíduos recolhidos no ano anterior.

Entre as intervenções, destaca-se a instalação de passadeiras inteligentes equipadas com câmaras e sensores de movimento na Estrada de Quarteira. Esta estrutura inovadora deteta a presença de peões e ativam sinais luminosos, alertando os condutores e garantindo maior segurança e rapidez na travessia. A escolha do local não foi aleatória: trata-se de uma zona sensível em termos de circulação, onde era necessário reforçar a segurança rodoviária. Este investimento demonstra como a inovação pode ser uma aliada poderosa na preservação de vidas e na melhoria do espaço público. “A segurança rodoviária é uma responsabilidade coletiva, e a tecnologia pode ser uma aliada poderosa nesse esforço. Esta passadeira inteligente é um exemplo claro de como a inovação pode salvar vidas e melhorar a qualidade do espaço público”, afirma a administração da Inframoura. Com iluminação LED adaptável, que se acende apenas quando necessária, estas passadeiras reduzem o consumo energético, promovem a eficiência energética e, ao mesmo tempo, incentivam deslocações a pé, contribuindo para uma mobilidade mais sustentável. A intensidade luminosa dedicada à passadeira cria um contraste claro com o ambiente envolvente, chamando a atenção dos condutores e promovendo uma condução mais cautelosa. A tecnologia utilizada assegura ainda uma dupla leitura de movimento através de sensores infravermelhos, aumentando a precisão na deteção de peões.
Outro investimento estratégico foi a conclusão do reforço da rede de iluminação pública na Avenida Comendador André Jordan, num troço deste arruamento que ainda se encontrava sem
iluminação. A ausência de visibilidade noturna colocava em causa a segurança de condutores, ciclistas e peões, situação que era necessário corrigir. A instalação de novas colunas de iluminação veio colmatar esta lacuna, assegurando níveis adequados de luminosidade, maior conforto e melhores condições de circulação. Esta intervenção representa mais um passo no esforço contínuo da Inframoura para modernizar infraestruturas urbanas e reforçar a segurança da comunidade.
Paralelamente, foi igualmente terminada a intervenção de requalificação da Rua das Pimenteiras. O projeto valorizou o espaço urbano através de soluções paisagísticas que privilegiam a sustentabilidade ambiental e a convivência da comunidade. A proposta incluiu três zonas distintas: a recuperação de áreas de baixa manutenção, a criação de espaços mais sustentáveis com recurso a inertes e a introdução de uma rampa de acesso para pessoas com mobilidade reduzida.
A intervenção harmonizou a praça, suavizou o impacto visual das edificações envolventes e reforçou a circulação pedonal, sem comprometer a permeabilidade do solo. Com a presença de novas árvores e soluções de desenho urbano, a obra sublinha a importância de integrar estética, funcionalidade e ambiente, promovendo espaços de encontro mais agradáveis e acessíveis.
A modernização das passadeiras, a valorização paisagística e a melhoria da iluminação pública são exemplos concretos de um investimento contínuo que visa responder às necessidades atuais, enquanto prepara Vilamoura para os desafios futuros da mobilidade e das alterações climáticas. With adaptive LED lighting that only turns on when needed, these crossings reduce energy consumption, boost energy efficiency and, at the same time, encourage people to walk to their destination, contributing to more sustainable mobility. The light intensity focused on the crossing creates a clear contrast with the surrounding environment, drawing the attention of drivers and encouraging more cautious driving. This solution allows drivers to clearly see the edges of the crossing, while encouraging pedestrians to cross in the safe area and not outside it. The technology used also ensures dual motion detection through infrared sensors, increasing the accuracy of pedestrian detection.

Another strategic investment was the completion of upgrades to the street lighting network on Avenida Comendador André Jordan, on a section of this road that was still unlit. The lack of nighttime visibility jeopardised the safety of drivers, cyclists and pedestrians. This situation needed to be rectified. The installation of new lamp posts has remedied this shortcoming, ensuring adequate levels of light, greater comfort and better traffic conditions. This initiative represents another step in Inframoura’s ongoing effort to modernise urban infrastructure and boost community safety.
Meanwhile, improvements to Rua das Pimenteiras have also been completed. The project has upgraded the urban space through landscaping solutions that favour environmental sustainability and community interaction. The proposal included three distinct areas: the renovation of low-maintenance areas, the creation of more sustainable spaces using chippings, and the introduction of an access ramp for people with reduced mobility. The work has brought harmony to the square, softened the visual impact of the surrounding buildings and improved pedestrian flow without compromising soil permeability. With new trees and urban design solutions, the project highlights the importance of combining aesthetics, functionality and the environment, promoting more pleasant and accessible public spaces. The modernisation of the pedestrian crossings, improvements to the landscaping and better street lighting are tangible examples of ongoing investments that aim to meet current needs while preparing Vilamoura for the future challenges of mobility and climate change. Com o novo equipamento, a Inframoura dá mais um passo na sua estratégia de promoção de deslocações sem emissões poluentes, tornando cada pedalada mais sustentável. A estrutura, a primeira em Vilamoura, situada numa das zonas com maior frequência de deslocações em bicicleta, possui seis pontos de carregamento. A instalação deste equipamento reforça o compromisso com a mobilidade sustentável, oferecendo uma solução prática e segura para os ciclistas. Esta é mais uma das estratégias da Inframoura para promover a mobilidade suave como alternativa aos veículos a combustão. Esta alternativa mais sustentável de deslocação ajuda a reduzir a poluição e respetiva pegada ecológica, melhorando a qualidade do ar no concelho de Loulé. Com recursos de segurança e carregamento rápido, torna o uso de bicicletas elétricas mais acessível e conveniente.
Também no campo da mobilidade sustentável, a Inframoura fez um investimento na aquisição de 10 novas viaturas de recolha de resíduos, que passam a integrar a sua frota Euro 6. Estas novas viaturas distinguem-se por serem menos poluentes e substituirão viaturas com a norma de emissões Euro 4, serão também integradas na certificação energética da frota (MOVE +) da empresa. A norma Euro 6 assegura baixos níveis de emissões de poluentes, reforçando o compromisso da empresa com a qualidade do ar e a sustentabilidade ambiental. Face à norma Euro 4, a norma Euro 6 estabelece limites muito restritos de emissões de gases poluentes, nomeadamente os Óxidos de Azoto e partículas. A transição da norma Euro 4 para a Euro 6 representa uma redução significativa nas emissões de poluentes dos veículos, chegando as reduções de 90% dos Óxidos de Azoto e de 50% das partículas, contribuindo assim para mitigação dos impactos ambientais da frota de transportes na empresa. O investimento reafirma o compromisso de manter os rigorosos padrões de emissões de gases, alinhando-se com as diretivas do Plano Municipal de Ação Climática de Loulé.

With this new equipment, Inframoura is taking another step in its strategy to promote zero-emission travel, making every bike ride more sustainable. The facility, the first in Vilamoura, located in one of the areas with the highest frequency of bike traffic, has six charging points. The installation of this equipment
underscores the municipal company’s commitment to sustainable mobility, offering a practical and safe solution for cyclists. This is yet another of Inframoura’s strategies to promote soft mobility as an alternative to combustion vehicles. This more sustainable alternative means of transport helps to reduce pollution and the respective ecological footprint, improving air quality in the municipality of Loulé. With safety features and fast charging, it makes using e-bikes more accessible and convenient.

Similarly, in the field of sustainable mobility, Inframoura has invested in the acquisition of 10 new refuse collection vehicles, which will now form part of its Euro 6 fleet. These new vehicles stand out for being less polluting and will replace vehicles with Euro 4 emissions standards. They will also be included in the company’s fleet energy certification (MOVE +). The Euro 6 standard ensures low levels of pollutant emissions, thereby reinforcing the company’s commitment to air quality and environmental sustainability. Compared to the Euro 4 standard, the Euro 6 standard sets very strict limits on pollutant emissions, in particular nitrogen oxides and particulate matter. The transition from Euro 4 to Euro 6 represents a significant reduction in vehicle pollutant emissions, with reductions of 90% in nitrogen oxides and 50% in particulate matter, thus helping mitigate the environmental impact of the company’s vehicle fleet. The investment reaffirms the commitment to maintaining strict gas emission standards, in line with the directives of the Loulé Municipal Climate Action Plan.

A intervenção tem como objetivo a modernização da central fotovoltaica (Repowering) instalada no edifício-sede da Inframoura, assegurando não apenas um maior desempenho energético do sistema e o prolongamento da sua vida útil, mas sobretudo a garantia de continuidade no fornecimento de energia elétrica em caso de falha da rede elétrica de serviço público.
A central fotovoltaica foi instalada na estrutura de sombreamento do parque de estacionamento da Inframoura em 2018, tornando o edifício praticamente autossuficiente. O atual procedimento, em fase de concurso, contempla a instalação de um sistema de armazenamento de energia com recurso a baterias de iões de lítio e de um grupo gerador de emergência. Estas soluções permitirão, em conjunto, aumentar a autonomia do sistema com recurso a tecnologia fotovoltaica e a resiliência do fornecimento de energia elétrica.
Assim, em caso de falha da rede pública, como o ‘apagão’ sem precedentes ocorrido em abril, a sede da Inframoura manter-se-á em plena operação, garantindo o normal funcionamento dos sistemas críticos, dos equipamentos essenciais e das infraestruturas tecnológicas de forma a coordenar e manter a sua operação. Com a tecnologia atual, a central fotovoltaica assegura quase toda a percentagem do consumo diário da Inframoura, mas não cobre os consumos noturnos. Com a modernização do sistema, o consumo noturno passa a ser quase na totalidade oriundo das novas baterias, com capacidade de 20 killowatts por hora, que acumulam a energia que é produzida durante o dia pela central fotovoltaica. Assim, a modernização deste equipamento terá uma dupla função: não só assegura o funcionamento
dos sistemas em caso de falha da rede pública, como permite o abastecimento noturno.
Esta solução representa uma mais-valia estratégica para a proteção da atividade da empresa, salvaguardando a integridade da informação, a continuidade dos serviços e a resiliência organizacional. Em condições regulares, o sistema funcionará em paralelo com a rede elétrica existente; em situações de interrupção, assegurará uma resposta imediata, evitando paragens inesperadas e reduzindo significativamente o risco de impactos negativos na atividade da Inframoura. Para além de reforçar a segurança e a robustez da operação, esta modernização tecnológica contribui igualmente para a valorização ambiental da Inframoura, através da redução da dependência energética externa, da promoção da eficiência no consumo e da utilização sustentável de recursos renováveis. Deste modo, a empresa reafirma o seu compromisso com a sustentabilidade, a inovação e a fiabilidade do seu desempenho organizacional.

The measure aims to modernise the photovoltaic power plant (Repowering) installed at Inframoura’s head office, ensuring not only greater energy performance of the system and extending its lifespan, but above all guaranteeing continuity in the supply of electricity in the event of a failure in the public electricity grid. The photovoltaic power plant was installed on the shade structure of the head office’s car park in 2018, making the building virtually self-sufficient. The current proposal, which is currently out to tender, includes the installation of an energy storage system using lithium-ion batteries and an emergency generator. Together, these solutions will increase the autonomy of the photovoltaic system and the reliability of the electricity supply.
As such, in the event of a public grid failure, such as the unprecedented blackout that occurred in April, Inframoura’s head office will remain fully operational, ensuring the normal functioning of critical systems, essential equipment and

technological infrastructure in order to coordinate and maintain its operation. With its current technology, the photovoltaic plant covers almost all of Inframoura’s daily consumption, but does not cover night-time consumption. With the modernisation of the system, night-time consumption will be covered almost entirely by the new batteries, with a capacity of 20 kilowatts per hour, which store the energy produced during the day by the photovoltaic plant. In this way, the modernisation of this equipment will have a dual function: not only will it ensure the functioning of the systems in the event of a public grid failure, but it will also enable night-time supply.
This solution represents a strategic asset for protecting the company’s activity, safeguarding the integrity of information, service continuity and organisational resilience. Under normal conditions, the system will operate in parallel with the existing electricity grid; in the event of an outage, it will ensure an immediate response, avoiding unexpected downtime and significantly reducing the risk of negative impacts on Inframoura’s activity. In addition to enhancing the security and robustness of the operation, this technological modernisation also contributes to Inframoura’s environmental value by reducing its dependence on outsourced energy, promoting efficiency in consumption and the sustainable use of renewable resources. In this way, the company reasserts its commitment to sustainability, innovation and the reliability of its organisational performance.

Durante a Semana do Clima, que decorreu em maio de 2025, a Inframoura promoveu várias ações de sensibilização ambiental em Vilamoura, envolvendo crianças, jovens e toda a comunidade educativa.
Além da apresentação do livro “Violante, a Tartaruga Falante” no Colégio Internacional de Vilamoura, com a presença da autora Lídia Farinha, as crianças da creche Baby Moura participaram na plantação de árvores e arbustos.
A Inframoura promoveu, ainda, uma visita às aves do projeto Vita Nativa com o Clube do Bibe. A encerrar a semana, houve uma visita à Estação Fotovoltaica da Alameda da Praia, onde alunos do 8.º ano aprenderam sobre energia solar, descarbonização e mobilidade elétrica.
During Climate Week, which took place in May 2025, Inframoura organised various environmental awareness activities in Vilamoura, involving children, young people and the entire educational community.
In addition to the presentation of the book “Violante, a Tartaruga Falante” (Violante, the Talking Turtle) at the International School of Vilamoura, in the presence of the book’s author Lídia Farinha, children from the Baby Moura crèche helped to plant trees and shrubs. Inframoura also organised a visit to see the birds of the Vita Nativa project with the Clube do Bibe. To close the week, there was a visit to the Alameda da Praia Photovoltaic Station, where Year 8 pupils learned about solar energy, decarbonisation and electric mobility.

Stefano Saviotti gives his name to road in Vilamoura
O dono do grupo Dom Pedro, um dos primeiros investidores turísticos em Vilamoura, foi homenageado com a atribuição do seu nome a uma rua de Vilamoura. Nascido em 1946 em Florença, Itália, mas de nacionalidade portuguesa, Stefano Saviotti teve, ao longo da sua vida, um impacto significativo no desenvolvimento turístico deste território. O nome do empresário foi dado a uma artéria central de Vilamoura, destacando a sua contribuição para o posicionamento do empreendimento no mapa turístico nacional e internacional.
No mesmo dia em que foi descerrada a placa toponímica, Saviotti foi também distinguido pelo Município com a Medalha de Mérito Municipal – Grau Ouro. Esta iniciativa visa preservar a memória do seu trabalho e inspirar futuras gerações a valorizar o esforço e a inovação.
The owner of the Dom Pedro group, one of the first tourism investors in Vilamoura, has been honoured by having a street in Vilamoura named after him. Born in Florence, Italy, in 1946, but a Portuguese national, throughout his life Stefano Saviotti has had a significant impact on the development of tourism in this region. The businessman’s name was given to a central thoroughfare in Vilamoura, highlighting his contribution to putting the resort on the national and international tourism map.
On the same day that the street sign was unveiled, Saviotti was also honoured by the municipality with the Municipal Medal of Merit – Gold Level. This initiative aims to preserve the memory of his work and to inspire future generations to value effort and innovation.

No Dia Mundial do Ambiente, que se assinala a 05 de junho, a Inframoura promoveu a plantação de 130 árvores de espécies mais resistentes e adaptadas ao clima local. A estas, soma-se a plantação de aproximadamente 30 árvores e arbustos durante a Semana do Clima, o que perfaz um total de 165 árvores.
Esta renovação visa garantir uma maior longevidade das árvores e impactar positivamente o ambiente, contribuindo para a melhoria da qualidade do ar, conservação da biodiversidade e valorização do espaço urbano. O projeto reforça a importância de cuidar do meio ambiente e incentiva a participação de toda a comunidade na promoção de um futuro mais verde.
On World Environment Day, celebrated on June 05, Inframoura organised the planting of 130 trees, made up of species that are more resistant and adapted to the local climate. In addition to these, a further 30 trees and shrubs, approximately, were planted during Climate Week, bringing the total to 165 trees.
This initiative aims to ensure greater longevity for the trees and have a positive impact on the environment, contributing to improved air quality, biodiversity conservation and enhancement of urban spaces. The project emphasises the importance of looking after the environment and encourages the whole community to participate in fostering a greener future.

A Praça Lusotur tem desde o final de agosto novas peças de arte urbana do artista Rico Sequeira, numa parceria entre a Vilamoura World, Câmara de Loulé e Inframoura. O projeto “Vilamoura Selecantos” pretende oferecer à comunidade e aos visitantes novas experiências visuais e criativas no espaço público.
Para o artista, os “Selecantos” representam uma forma de expressão que combina diversão e reflexão, trazendo ao espaço urbano uma linguagem visual envolvente. Com uma carreira internacional iniciada em 1982, Rico Sequeira tem exposto em museus, galerias e feiras de arte em Espanha, França, Alemanha, Suíça, Bélgica, Brasil e Argentina, sendo reconhecido pelo seu traço gestual e pela capacidade de fundir desenho, pintura e colagens num estilo singular.
Since the end of August, Praça Lusotur has provided a home to new urban art pieces by artist Rico Sequeira, in a partnership between Vilamoura World, Loulé Municipal Council and Inframoura. The “Vilamoura Selecantos” project aims to offer the community and visitors new visual and creative experiences in public spaces.
For the artist, the “Selecantos” represent a form of expression that combines fun and reflection, bringing an engaging visual language to the urban space. With an international career that began in 1982, Rico Sequeira has exhibited in museums, galleries and art fairs in Spain, France, Germany, Switzerland, Belgium, Brazil and Argentina, and is recognised for his gestural style and for his ability to blend drawing, painting and collage in a unique style.

A Inframoura participou na 6ª edição da Feira do Ambiente e Vegan do Algarve (FAVA), que se realizou durante três dias, até 21 de setembro, em Loulé, integrada na programação da Semana Europeia da Mobilidade. À semelhança de anos anteriores, a Inframoura marcou presença na zona institucional do evento, promovendo as suas iniciativas de mobilidade sustentável e sensibilizando para a importância de espaço público convidativo nas cidades.
As zonas de estacionamento nos centros das cidades deverão reverter para áreas de estar e lazer, praças e jardins, oferecendo a peões, residentes e visitantes a possibilidade de usufruírem do espaço que é deles por direito. Na ocasião, a Inframoura aproveitou ainda para oferecer a quem por lá passou a sua última newsletter, um livro para crianças com o tema da sustentabilidade ambiental e brindes, reforçando a sua relação com a comunidade. A FAVA é um evento cujo objetivo é inspirar e promover um estilo de vida mais consciente e sustentável, reunindo cerca de uma centena de expositores e oferecendo atividades gratuitas para todas as idades.
Inframoura took part in the 6th edition of the Algarve Environment and Vegan Fair (FAVA), which took place over three days, until September 21, in Loulé, as part of the European Mobility Week programme. As in previous years, Inframoura was present in the institutional area of the event, presenting its sustainable mobility initiatives and raising awareness of the importance of welcoming public spaces in cities.
Parking areas in city centres should be repurposed into living and leisure areas, squares and gardens, offering pedestrians, residents and visitors the opportunity to enjoy the space that is rightfully theirs. Inframoura also took the opportunity to offer visitors a copy of its latest newsletter, a children’s book on environmental sustainability and gifts, strengthening its relationship with the community. FAVA is an event that aims to inspire and promote a more conscious and sustainable lifestyle, bringing together around a hundred exhibitors and offering free activities for all ages.
