BUILDING-PLAN AMNESTY WILL EXPIRE ON 30 JUNE KOUGA homeowners have until 30th June 2022 to apply for amnesty from fines and penalties payable for incomplete or incorrect building plans. This amnesty period has already been extended by six months from end of December 2021 and will not be further extended.

The purpose of the amnesty period was to give homeowners the opportunity to ensure their properties complied with the National Building Regulations.

Non-compliant property owners would typically be fined in terms of the National Building Regulations and municipal standard application fees. These fines and penalties will be waived during the amnesty period. The normal application approval fees will, however, still be applicable and payable.

The amnesty period must not be construed as a relaxation of any standards, regulations or legislation. It is simply an attempt to legalise illegal structures within the municipal area in accordance with the relevant legislation.

Building plans must still comply with all relevant regulations, both national and municipal.

Building plans for unauthorized structures submitted through this process would also be subject to inspections by the municipality’s Building Control section. Any structures that do not comply with the required standards will not be approved until such a time as the necessary corrections have been done.

Each case will be dealt with on merit and the municipality remains the final decision-maker.

All submissions for exemptions must be put in writing and emailed to the Department of Planning and Development at jmarais@kouga.gov.za.

BURNS AND HOW TO TREAT THEM An estimated 180 000 deaths every year are casued by burns - the vast majority in low and middle-income countries.

Non-fatal burn ijuries are the leading cause of morbidity with burns mainly occuring at home or in the workplace.

A burn is an injury to the skin or other organic tissue primarily caused by heat or due to radiation, radioactivity, electricity, friction or contact with chemicals. Thermal (heat) burns occur when some or all of the cells in the skin or other tissues are destroyed by: hot liquids (scalds), hot solids (contact burns), flames (flame burns)

BASIC GUIDANCE ON FIRST AID FOR BURNS IS PROVIDED BELOW. WHAT TO DO •Stop the burning process by removing clothing and irrigating the burns.

•Extinguish flames by allowing the patient to roll on the ground, or by applying a blanket, or by using water or other fire-extinguishing liquids.

•Use cool running water to reduce the temperature of the burn.

•In chemical burns, remove or dilute the chemical agent by irrigating with large volumes of water.

•Wrap the patient in a clean cloth or sheet and transport to the nearest facility for medical care.

WHAT NOT TO DO •Do not start first aid before ensuring your own safety (switch off electrical current, wear gloves for chemicals etc.)

•Do not apply paste, oil, haldi (turmeric) or raw cotton to the burn.

•Do not apply ice because it deepens the injury.

•Avoid prolonged cooling with water because it will lead to hypothermia.

•Do not open blisters until topical antimicrobials can be applied, such as by a health-care provider.

•Do not apply any material directly to the wound as it might become infected.

•Avoid application of topical medication until the patient has been placed under appropriate medical care.
