NCDOT TO HOLD PUBLIC MEETING MARCH 1 FOR PROPOSED TEN TEN ROAD WIDENING FROM APEX PEAKWAY TO KILDAIRE FARM ROAD IN WAKE COUNTY TIP No. U-5825 The N. C. Department of Transportation will hold a public meeting in March regarding the proposed widening of Ten Ten Road from Apex Peakway to Kildaire Farm Road. The project is needed to address delay and congestion present along the corridor.

The public meeting will be held Thursday March 1, 2018 between 4 and 7 p.m. at The Summit Church located at 3000 Lufkin Road in Apex.

At the meeting, maps of the proposed alternatives will be presented. Project team members will be available to discuss the project, answer questions, and provide feedback. Written comments or questions may be submitted at the meeting or via mail/email by March 15, 2018. Please note no formal presentation will be made.

Don’t Let It Happen Here

IN THE WAKE OF THE MOST RECENT SCHOOL SHOOTING, N.C. LAWMAKERS WANT TO ARM TEACHERS. STUDENTS WANT TO VOTE THE BASTARDS OUT.

hy does this keep happening? And what can be done to stop it?

These questions elicit a familiar routine in the wake of mass shootings like the Valentine’s Day slaughter of seventeen students and teachers in Parkland, Florida. Gun control advocates decry the gun lobby and document the NRA’s contributions to Republicans offering “thoughts and prayers” to the victims. Wayne LaPierre, the executive director of the NRA, serves platitudes about armed Americans stopping “bad guys with guns” and warns Second Amendment enthusiasts that the lefties are coming for their weapons. We watch the families of the deceased mourn, and we hear anguished survivors beg lawmakers for tougher gun laws.

Each time, people wonder if this will be the mass shooting that sparks change. And each time—at least to date—those hopes have been dashed by inaction.

Amid it all, North Carolinians have spent the last two weeks trying to make sense of the news. Some packed town halls, while others absorbed the updates quietly. Parents discussed school safety with their children, and lawmakers proposed policy changes.

Reactions to the shooting and suggestions for preventative measures ran the gamut.

For some Republicans in the General Assembly, the conversation quickly turned to giving teachers guns. House Speaker Tim Moore, after announcing the formation of a school safety committee, floated the idea of arming teachers if school districts and police stations were on board. (If that happens, North Carolina would join eighteen states that already allow teachers to bring guns to school.)

While Moore didn’t promise that the proposal would see daylight, other lawmakers have been blunter. Last week, Republican state representative Larry 6 | 2.28.18 | INDYweek.com

Pittman, a firebrand from Concord, voiced his support for arming teachers and said he had already been in talks with a police officer about the possibility.

“We have to get over this useless hysteria about guns and allow school personnel to have a chance to defend their lives and those of their students,” he said. “Many lives could have been saved that were lost before the police got there.”

It’s a position for which the NRA has long advocated. In 2013, an NRA-supported task force issued a report that recommended arming teachers. The proposal was met with stiff resistance from the American Federation of Teachers,

whose president called it “a cruel hoax that will fail to keep our children and schools safe.”

Kevin Neiley, a local school social worker with a background in mental health, agrees.

“I don’t want any of my colleagues to be able to carry a gun to school,” he says.

“They’re not trained. I’ve watched teachers escalate kids. They make it worse.

They don’t mean to, but we’re not trained.”

Neiley, whose position was created in the mid-nineties to address students’ mental-health needs, said that he believes the core of the school shooting epidemic is access to assault rifles, not unaddressed mental health issues.

“If we had more mental health professionals in schools, we might be able to recognize the people in school shootings,” he says. But, he adds, “you can’t regulate mental health. The thing that kills people in all of these school shootings is assault rifles.”

(Last week, as survivors of the Parkland school shooting watched in the gallery, the Florida state House rejected a ban on assault rifles.)

Shana Broders, a fifth-grade teacher in Wake County, is also unconvinced that arming teachers would help prevent a future Parkland tragedy.

“I can’t personally see how bringing more guns into a school will solve this problem,”

she says. “There are of course teachers, like in all professions, that are quick-tempered, possibly dealing with anger issues, emotional outbursts. Why would we want to arm them? And to have them near kids—I can’t wrap my head around that.”

Neither, it seems, can Republican state schools superintendent Mark Johnson, who earlier this week came out against arming teachers, proposing instead to hire more police officers to patrol schools.

In recent years, the NRA Foundation has lavished North Carolina schools with money. According to a 2016 report, the foundation gave $458,785 in grants to North Carolina schools, police departments, gun clubs, and Boy Scouts chapters to support, among other things, shooting programs for kids. One of last year’s many grant recipients across the country was the Marjory Stoneman Douglas High School Army Junior Reserve Officer Training Corps. According to the Associated Press, the alleged Parkman shooter was a member of the school’s JROTC program.

The NRA’s broad influence among lawmakers was the subject of a scathing, student-led town hall last week at Raleigh’s Pullen Memorial Baptist Church. There, North Carolina students and activists called on local lawmakers to enact stricter gun

control laws and wipe their hands clean of NRA funding.

“I have a zero-tolerance policy on politicians that get money from the NRA,” said Aaron Wolff, a survivor of the Virginia Tech massacre of 2007, to thunderous applause.

“I also believe that arming our teachers is possibly the stupidest idea I’ve ever heard.”

an AR-15 rifle, and called on Congress to reinstitute an assault weapons ban. In 1994, lawmakers passed such a law, but it expired in 2004. According to a Quinnipiac poll released last week, 67 percent of Americans support banning assault weapons, and 97 percent favor universal background checks.

At the beginning of the event, U.S. Representative David Price, a local Democrat who has long pushed for the federal government to reverse its ban on studying gun violence, said it was “incredible” that the U.S. couldn’t deal with a scourge that has plagued schools and communities.

“Other countries have mental health challenges, other countries have challenges with violence, but only in this country does this result in daily carnage on our streets,” he said. “What is the difference? The difference is the weapon, the easy access to weapons, particularly weapons of mass killing.”

Multiple speakers pointed to the gun of choice for Parkland suspect Nikolas Cruz,

State representative Cynthia Ball, a Wake Democrat, told the crowd she wished her colleagues in the General Assembly “had your like-mind.” Ball asked them to keep an eye on HB 746, an omnibus gun bill that would allow North Carolinians to carry concealed handguns without a permit. The bill cleared the state House in June but has not received a vote in the Senate.

“Put the pressure on to make sure that bill does not come back to us in our short session,” she said.

High schoolers talked about their fear of going to school in a climate where mass shootings seem increasingly common.

“I don’t want to die in my high school.

I don’t want to die in college. Tell these people behind me,” said Kees Koopman, a high school senior, referring to Republican Senators Richard Burr, Thom Tillis, and Representative George Holding, “that you do not want me to die. Go register to vote.

Let them know. Let them know that you do not deserve to die in a country where gun violence has become too extreme.”

His speech was followed by cries of “throw them out!”

“The fact that we are relying on teenage survivors of a mass shooting for a change instead of the politicians we voted in is unacceptable,” added Emilia Cox, a freshman at Enloe High School. “Politicians need to make it harder for people to legally purchase military-grade weapons. They need to enforce stronger background checks. They need to stop taking million-dollar donations from the NRA. They need to stop praying and actually get up and do something before more lives are taken away.”

Opportunity Knocking

A LITTLE-NOTICED SECTION OF PRESIDENT TRUMP’S TAX LAW COULD HAVE BIG RAMIFICATIONS FOR DURHAM’S STRUGGLING NEIGHBORHOODS

ncouraging investment in distressed areas doesn’t sound like the kind of thing that would be included in the rich-people-friendly tax plan congressional Republicans cooked up last year.

But on page 130 of the Tax Cuts and Jobs Act, there it is. Subchapter Z creates an “opportunity zone” designation for lowincome census tracts and lays out tax breaks for investing in them. In this way, opportunity zones aren’t altogether surprising— they create yet another tax benefit for the wealthy—but proponents say the program could unlock some $2 trillion in investment across the country. Durham officials want in.

Preliminary talks are underway between city and county officials, the Durham Housing Authority, local universities, and the business community to determine which Durham census tracts would be best to put forth for an opportunity-zone designation, a decision ultimately up to the governor’s office.

To qualify, a census tract must have a median family income at or below 80 percent of the area median income (just over $58,000 for Durham) or have had a poverty rate of 20 percent or greater from 2011–15.

There are about a thousand census tracts in North Carolina that meet these requirements, including thirty in Durham, as well as others that may qualify based on proximity to low-income tracts. States can designate up to a quarter of their eligible tracts, which means there are 252 spots up for grabs in North Carolina. Local stakeholders’ recommendations are due March 8.

Andre Pettigrew, director of the city’s Office of Economic and Workforce Development, says they will likely consider census tract 10.02, the focus of a poverty reduction initiative launched by former Mayor Bill Bell, and tracts surrounding N.C. Central, which 8 | 2.28.18 | INDYweek.com

is in need of student housing; Fayette Place, a vacant twenty-acre lot owned by the DHA; and McDougald Terrace, the city’s largest public housing development, which is in a census tract with a 57 percent poverty rate.

“I believe the opportunity-zone legislation might give Durham its next best opportunity to assemble this new mix of capital—private, public, and philanthropy—to work on, for example, affordable housing, and I think you need all three,” Pettigrew says. “The city and the county can’t solve the affordable housing issue alone.”

Anyone can submit a census tract for the state’s consideration. The N.C. Department of Commerce will then make recommendations to the governor’s office, which must forward its picks to the U.S. Treasury Department by March 21. The Treasury Department is expected to rubber-stamp those nominations.

The law provides tax incentives to invest unrealized capital gains—assets that have accrued value but haven’t yet been sold— in a Qualified Opportunity Fund, which in turn will be required to put at least 90 percent of its assets into opportunity-zone properties. The Economic Innovation Group, which pushed the initiative, estimates that U.S. investors hold $2.2 trillion in unrealized gains.

Investors can avoid paying taxes for up to nine years on gains invested in Opportunity Funds. They may also pay lower taxes on those gains or see some gains permanently excluded from their taxable income if their investment is held in a fund for at least ten years. (It’s unclear whether they can just park their money in the fund without putting it to work in the community).

This concept isn’t new. Similar initiatives, known as enterprise zones and empower-

Scholars have found those programs gave breaks to projects that would have happened anyway or didn’t generate significant economic growth, while depleting state and local resources.

Napoleon Wallace, North Carolina’s deputy secretary of commerce, says there is more capital eligible for this initiative—and more opportunities to invest it.

“The level of scale around this is bigger than any type of investment we’ve seen before,” he says.

Rachel Reilly Carroll, associate director of the Impact Investing and Enterprise Community Loan Fund, says the best candidates for opportunity-zone designation will be “at the nexus of need and opportunity.”

Pettigrew thinks Durham fits that bill and has the political will to make the most of Opportunity Funds. “One of the strengths I think of Durham applying for this is though we have a need—particularly around affordable housing, workforce development, and small business development—we also have a pretty strong economy that should be attractive to investors,” he says.

But that could also pose a challenge. Durham County is designated as tier 3, which indicates that it is among the least distressed counties in North Carolina. State economic development initiatives place an emphasis on more distressed tier 1 and 2 counties.

Wallace says tracts in all tiers have an equal shot at the designation.

“Urban poverty and rural poverty hurt just the same,” he says. “We do believe all communities are deserving of investment—or better yet, all communities are deserving of opportunity.”

Wallace says the agency will have an eye toward job creation, economic expansion, and access to housing in making recommendations to Governor Cooper. Good candidates will also have a history of investment (or a desire for it), showing an ability to handle what could be a large influx of private dollars.

Reilly Carroll says additional resources— like federal grants or local government subsidies—will probably be needed to make sure these investments are effective.

The tax bill doesn’t explicitly empower local or state governments to control how investments are made. So which census tracts are selected and who sets up the Opportunity Funds that serve them will be key to the initiative’s success.

“What happens when historically divested communities see a large influx of private investment activity, and what are the lessons learned that we’ve seen in major metros around gentrification and displacement?” Reilly Carroll asks. “How can we be putting policies in place now that guard against that when we’re choosing Opportunity Zones so we’re ensuring that the investment that’s coming in is benefiting everyone in the community and it’s being done in an equitable manner?” swillets@indyweek.com

“I’m a young person with a sort of old mind. Does that make sense in English?”

Pedro Salmeron says this in Spanish with an easy Salvadoran lilt, one that curls up at the ends of words into a quick tempo, like a song. But he articulates most with his eyes. They are dark and round, widening underneath thick, straight eyebrows that frame his face. Despite a five-o’clock shadow emerging as a patch on his chin, the twenty-year-old barely looks like an adult.

But he speaks in a mature cadence, deliberate and sincere, with a deep, calm voice, like someone who has lived a thousand lives.

“We’d say you have an old soul,” I tell him.

“Yes, exactly. And, I don’t know, I feel like I’m a little boring.”

He laughs, explaining how he passes the time watching Charlie Chaplin films and reading Greco-Roman myths. We’re having this conversation in September, outside of a supermarket in the province of San Miguel in El Salvador.

The sun begins to set. A couple of boisterous men walk through the sliding doors into the store. On their way in, their laughter grows louder, even mischievous. They’re a few yards away from us. One of them stares.

We’re sitting at a table by the doors, next to an ice cream outpost. But he doesn’t want to stick around for ice cream. The sky is getting darker.

“I should go home,” he says.

Pedro has been back in El Salvador for a year, but he doesn’t leave his house much.

It’s too risky. The dangers that prompted him to leave for the United States at age sixteen have only gotten worse. As Pedro puts it, “The gangs are growing and cannot be tamed. They are completely out of control.”

In November 2016, Pedro was deported from the Stewart Detention Center in Georgia, one of the harshest immigrant prisons in the country (three inmates have died there in less than a year, according to immigrantrights advocates), where he’d been detained for nine months. Before that, he lived for three years in Charlotte with his family—his parents (who arrived more than ten years ago), his American-born sister, and an uncle.

When Pedro was detained, his case became part of the so-called NC6, six Central American youths living in North Carolina who were rounded up by ICE in January 2016.

All of them said they had fled gang violence in their home countries. To date, two, have been deported—including Pedro— both to El Salvador.

Since those arrests, gut-wrenching stories of youths detained and families broken apart have mobilized communities into action, documenting the men and women fighting to stay here. But what happens to those immigrants plucked from American high schools and sent back to an increasingly dangerous Central America—alone?

Pedro left behind a life he was just beginning to build, one hopeful with opportunity despite his undocumented status. His parents remain in Charlotte, in a house they bought with money earned in construction and housekeeping. But soon, they’ll face a difficult decision. Next year, the Trump administration will end the temporary protected status program for Salvadorans that has kept Pedro’s father in the country legally for a decade.

Pedro’s parents will have to decide whether to stay here illegally for the sake of their ten-year-old citizen-daughter or pick up and leave for a native land now considered the murder capital of the world.

“The problem with being an immigrant is that you can’t enjoy the same rights as everyone else,” says Pedro. “And unjust things happen to you. But despite all that, so many people still live that way.”

The Salmerons were never disillusioned by the promise of an American dream. They just want a future free from danger, free from fear.

here are currently seven hundred thousand Salvadorans living in the United States. They left what is considered the deadliest country in the world outside of a war zone. But it isn’t just a recent surge of gang violence that has mangled a society of just over six million people. Blood and poverty, corruption and desperation are threads that link Salvadorans’ stories through generations.

From 1980–92, a civil war ravaged the small nation, claiming at least seventyfive thousand lives. Amid increasing poverty, the leftist Farabundo Martí National Liberation Front fought the military-led government, which formed death squads in retaliation. By war’s end, the United Nations Truth Commission found that more than 85 percent of the deaths, kidnappings, and torture were attributed to the Salvadoran government, which was backed by the United States.

to fight communism. By 1990, despite a U.N. agreement on human rights signed that July, the government’s Americantrained paramilitaries, death squads, and army units had only gotten more vicious, massacring entire communities and wreaking havoc on a struggling nation.

The war left behind a generation of trauma in a country that President Trump recently called a “shithole.”

Pedro’s parents, Daniel and Carmen, who are in their forties, remember the war well.

Daniel says his brother was murdered by guerillas who assumed that his close-shaven hair meant he was working with the government. Ironically, perhaps, his brother had hoped his clean-cut look would help him stay alive, because the military targeted anyone it deemed delinquent in appearance as a member of the FMLN. Daniel was able to flee shortly after his son’s birth through TPS, a visa program implemented in 1990 for migrants from countries that suffered long-term effects from natural disasters and violence. El Salvador was one of the first countries to receive TPS, due to its civil war and, later, earthquakes. TPS protects migrants from deportation and affords people like Daniel a work permit. But on January 8, the Trump administration announced that the program 12 | 2.28.18 | INDYweek.com

their families once they arrive in the States.

Daniel and Carmen left Pedro, then a toddler, with his grandparents and aunt, hoping to earn enough money in the United States and maybe come back to a better El Salvador.

“My father felt what it was like to be at war,” Pedro says. “And from that war, the gangs were created. Our economy was so low that, instead of finding dignified work, because there wasn’t any, it was easier for some people to just steal the very little that others had.”

Today, much of El Salvador is controlled by these gangs, mainly Barrio 18 (or Calle 18) and Mara Salvatrucha (or MS-13), both of which have their roots in Los Angeles.

In 2016, The New York Times reported that gangs extort at least 70 percent of the country’s businesses. Business owners could be killed on a whim if they didn’t abide by the gangs’ demands. (The Times story noted that a bus driver who owned a small transportation company was

Before he left for the United States at sixteen, Pedro reported a gang threat. Young men who knew him from school, possibly recent gang recruits, approached him on the walk home one afternoon. Join us or we will kill you, they told him—a chilling but common refrain among Central American migrants.

A few days earlier, Pedro’s cousin’s body had been found decapitated and castrated in a nearby town. The cousin, a carpenter, refused to give in to extortion. He was murdered at night, his body discarded at a culde-sac so that neighbors would find him in the morning.

“I had to leave immediately,” Pedro says.

“He didn’t even make it to his cousin’s funeral,” says Carmen.

She worried about him crossing the border alone at such a young age. It wasn’t part of her plan. She and her husband wanted to bring their son in through a legal channel as a refugee. But after the cousin’s murder, they knew it was time.

he arrests of the NC6 led to a public campaign that resulted in the eventual release of four of the young men. Among them was Wildin David Guillen Acosta, a Riverside High School student whose case sparked national interest. With his deportation ordered and a team of lawyers and activists fighting to stop it, Acosta, now twenty-one, lives in limbo in Durham.

According to the United Nations, an estimated five hundred thousand migrants cross Mexico’s southern border each year.

The majority comes from Central America’s northern triangle: Guatemala, Honduras, and El Salvador. Each year, at least twenty thousand of them vanish and presumably die on the journey to the United States.

Pedro was among those who made it.

In summer 2014, President Obama ordered an emergency response at the border for what was labeled an unaccompaniedminor crisis. The number of youths who entered the country had spiked from sixteen thousand in 2011 to more than sixty-eight thousand in 2014. Pedro was one of more than one thousand so-called unaccompanied minors who settled in Charlotte in 2014, according to The Charlotte Observer.

When he crossed into Texas in the summer of 2014, Pedro was detained for about a month, a normal procedure for Customs and Border Patrol. During the 2014 fiscal year, the Border Patrol apprehended 68,541 unaccompanied children at the U.S.-Mexico border; many, like Pedro, were given a date to show up in court—though, despite looming deportation orders, ICE usually doesn’t pursue unaccompanied minors until they turn eighteen.

As soon as they were notified of his detainment, Pedro’s parents found a lawyer to begin seeking asylum. But they soon learned that migrants like Pedro don’t have much of a chance in the American system.

The criterion for asylum is to demonstrate a credible fear of persecution based on one’s “race, religion, nationality, membership in a particular social group, or political opinion.” Despite the harrowing statistics about violence in Central America’s northern triangle, judges rarely factor gang carnage in their decisions.

“Pedro’s claim was, ‘I am scared to go back to El Salvador, I will get killed,’” says Bradley Banias, the last lawyer to represent Pedro. “The merits of an asylum based on persecution from a gang for a teenage male in El Salvador are very difficult if not impossible.”

The current denial rate for Salvadorans seeking asylum in the U.S. is almost 83 percent, with Hondurans (about 80 percent) and Guatemalans (about 77 percent) not far behind.

In January 2016, ICE’s Operation Border Guardian targeted anyone who had entered the country illegally after January 2014—the very same youths deemed a humanitarian crisis less than two years earlier. Once the minors turned eighteen, ICE was ordered to place them in adult detention centers, where they lost their unaccompanied-minor status.

According to ICE spokesman Bryan Cox, the agency does not collect data based on age, so there’s no telling how many eighteento twenty-year-olds were detained in 2016.

“A person may have come in as a juvenile,” says Cox, “[but] as a legal adult that comes into ICE’s custody, that’s irrelevant.”

As Operation Border Guardian was ramping up, Pedro was coming of age in Charlotte. Reunited with his parents and meeting his American-born sister for the first time, he felt a sense of relief he’d never had before. He joined his father, fellow Salvadorans, and new Mexican friends in playing music on the weekends. By the time he turned eighteen, Pedro knew how to play nine instruments.

By the end of 2015, rumors of ICE raids began circulating through the immigrant community. The Salmerons decided that school wasn’t safe and pulled Pedro from his classes.

That didn’t protect him. On January 26, 2016, ICE agents arrested Pedro. He was riding in a truck on the way to a construction job with his father and other workers. It was early in the morning, and his father says the car following them was white and unmarked. Four men stepped out of the vehicle and recognized Pedro immediately.

The agents said they had a warrant for Pedro’s arrest. The Salmerons had long feared this would happen; they say Pedro’s first lawyer had accepted a voluntary departure during the asylum-application process, without advising the family beforehand. (The family hired a lawyer from the the law offices of Stefan Latorre, a firm based in Charlotte, and accuses the firm of malpractice. A lawyer from the firm told the INDY that it does not comment on its cases.)

When officials pulled Pedro out of the car, Daniel says an ICE agent spoke to him in Spanish: “‘Don’t worry,’ he told me. ‘I’m a father, too, and I’ll make sure he’s fine.’

But they made him sit there on the ground at the edge of the road. It had snowed the night before, so the ground was wet. It doesn’t make any sense.”

“It’s to humiliate them,” Carmen says.

Pedro remained quiet and polite, looking at his father as the officers yanked zip ties around his thin wrists.

“They were out hunting them,” Carmen says. “They were being hunted.”

he courts “referred to Pedro, a noncriminal, as a high-priority case,” Banias says. “Basically, they were going to deport him no matter what.”

Banias handled Pedro’s last case, a plea to get him out of the detention center. He also worked for Bilmer Pujoy Juarez, another of the NC6 detained at Stewart. The

This mistake discredited Banias’s argument. Because asylum can only be granted to someone on U.S. soil, Banias thought that, with a pending application, he could get Pedro out of detention and at least buy him some time.

The public outcry for Pedro’s release reached U.S. Representative Alma Adams,

Bilmer, who lives in Greenville, was freed.

Pedro didn’t have the same luck.

“We basically gave the government a hard enough time that they just gave in on that one,” Banias says. “We got Bilmer out. They gave up on Bilmer and doubled down on Pedro.”

Pedro’s grandfather, a dairy farmer, tends to the family’s cows in El Salvador. Soon after Pedro’s deportation, masked men threatened the young man while he took the cows out to pasture. boys’ court hearings were scheduled back to back. Banias filed habeas petitions for each, trying to prove that they were held in detention for an unlawful and unconstitutional amount of time.

Banias argued that Pedro could not be deported in the foreseeable future because of his pending asylum case, which would require him to stay in the country. But then, during a September 16 court hearing in Columbus, Georgia, the prosecutor revealed a key clerical error. Banias had in his possession the official asylum interview notice mailed to the Salmeron family to prove that Pedro’s asylum claim was indeed still pending. But the prosecutor stated that the “computer system erred and sent out these notices.”

a Democrat whose district includes Charlotte. She wrote the director of ICE in March 2016 on Pedro’s behalf and followed up with a phone call that May. In August, she visited Pedro at Stewart and released the following statement: “As a mother and as a former educator, Pedro’s case is personal for me. No young person should be ripped away from their family and their community and thrown into a broken immigration system.”

Despite the Salmerons’ appearances at rallies and on local television news, Pedro’s case slipped from the public eye.

As Mayra Arteaga of the Charlotte Legal Advocacy Center explains, “He had already dropped out of school, so he didn’t fit into the student narrative. His story just didn’t become popular enough.”

separate occasions in the middle of the night and threw him into a van, leaving him to wait in the dark, thinking he was about to be deported, before returning him to his bunk an hour or so later.

Pedro assumes that the first time was meant to be a form of psychological manipulation; such reports out of Stewart are common, according to immigrant advocates.

The second time, though, while Pedro and other detainees were being transferred in a van, Banias says, “the plane literally broke down. So they took the deportees back.”

The third time wasn’t a joke or a mistake. Pedro was deported on a commercial airline in November 2016. Two ICE agents bought him a plane ticket, escorted him to the gate, and waited until it was time to INDYweek.com | 2.28.18 | 13

board. He flew unaccompanied to El Salvador on a flight full of tourists and Salvadorans returning home from the States.

Pedro wasn’t allowed to call his mother or anyone in El Salvador before he left, and no one from ICE or Stewart notified the family of his deportation. But Carmen had missed a scheduled call from him that day and instinctively sent for her sister and parents to make the four-hour drive to San Salvador to pick him up.

From her kitchen table in Charlotte, she arranged for everything. His family was there within forty-five minutes of his arrival. They met him at the cafe outside of the exit door.

he drive from San Salvador to Pedro’s village starts at 3:30 a.m. on a humid day in late September.

As the sun begins to rise, our truck jolts; the driver hit the brakes to avoid a cluster of rust-colored cows lazily crossing the highway. The road cuts through a jungle of banana trees that becomes a string of little towns bustling with morning foot traffic. Women carry baskets of masa on their heads, walking carefully through the streets and darting into storefronts, where they pound dough into pupusas.

As we drive into the villages, I notice something jarringly familiar: the mustard yellow and blood-red Wells Fargo logo jutting out of a worn building spruced up by fresh turquoise paint. The only modern sign among hand-painted calligraphy signals an ATM, where people can pull out their remittances from the U.S. in cash.

According to the International Organization of Migration, 17–18 percent of El Salvador’s gross GDP comes from remittances. Of that, 30 percent comes from people holding TPS in the United States.

The further we drive, the more worried my driver becomes. He starts making calls to his family.

“My brother-in-law is from here,” he says. “It’s pretty bad.”

I ask which gang was in charge. He says he’s not sure, but in the last few months, youths have increasingly come under threat.

The highway crosses the Lempa River, one of Central America’s largest rivers, which also serves as part of the border with Honduras. The border is a fount of trafficking, says Salvadoran journalist Lourdes Quintanilla. “Gangs, contraband,” she explains. “The young population is especially vulnerable. There’s nothing to do, no sports leagues, no community activities to center all the youths spread out in the villages.”

She recalls a recent news story in which a schoolteacher tried to warn his students to stay out of trouble. Gangsters came into his classroom during the school day and murdered him in front of the class, just hours after killing his daughter.

Quintanilla says poverty perpetuates the cycle of violence. “It’s super cliché, but the gang becomes a support system, especially financially, that we can’t otherwise create within communities,” she says. “And the same parents worried for their children are sending them to cross the border as a result.”

We arrive at a town near Pedro’s home in the middle of a holiday procession.

Students are dressed in military green and crisp hats, some practicing an armed salute and holding rifles across their chests, while others form a drum line.

We arrive at the Salmerons’ home, which is high on a hill, and find the doors wide open, leading into a living room painted in sherbet hues of orange and pink. Pedro’s childhood portraits are featured in giantsized, lacquered prints that hang high, almost touching the ceiling.

Pedro’s grandmother points to a neighbor’s house a few yards away, just past the tall coconut trees that flank their hammocks. A couple of months earlier, she says, police raided it and arrested two young men—kids she’s known their whole lives—for being involved in gangs.

Danger is ever-present here. A recent report by Amnesty International pegs the murder rate in El Salvador at 108 per

Cell phone service is shaky out in the country, so we inquire at the mayor’s office of the family’s whereabouts. A secretary recognizes Pedro’s name; she flips through a large tome of handwritten birth records from the 1990s, finding him within a couple of minutes.

We are escorted into a small shopping center and up a narrow flight of stairs, where a woman selling pupusas from a takeout window becomes our accidental fixer. She insists on calling her nephew, who drives a mototaxi, to safely get us to Pedro’s remote village. For a half hour we ride through foot traffic and a police caravan until the sound of cadets banging on the drum line become a faint thump in the distance. We putter through a forest of

100,000 inhabitants; for comparison, the murder rate in the U.S. in 2016 was 5.3 per 100,000 inhabitants. The report says that “the spike in migration and asylum claims is directly connected to this violence.”

It also lays out statistics from a survey of 747 Salvadoran adults who had migrated abroad and were then deported back. Fortytwo percent said they were fleeing threats, crime, danger, and extortion; 23 percent said they were seeking a better economic status.

Those two factors—poverty and violence— are often connected.

In 2016, the World Bank reported that while “economic growth in El Salvador reached 2.4 percent,” the country remained “the slowest growing economy of Central America.”

“El Salvador is a country that offers absolutely nothing,” says Pedro. “For someone who studies or was born in the United States, it would be difficult to live in a country like El Salvador. The economy is very low. It’s very difficult to find an adequate job.”

Compounding matters, because he turned eighteen in the States, Pedro lacks proper identification in El Salvador, where people obtain a new ID card after becoming adults. That ID is needed to obtain a work permit. He is, in a sense, undocumented in his homeland, too.

Just like he was scared to go to school in Charlotte, Pedro fears going to school in El Salvador. He goes once a week to turn in his homework, lamenting that this is the third time he is repeating tenth grade. He worries about finding work.

El Salvador simply isn’t equipped to manage the increasing number of deportees—or retornados—like Pedro, especially in rural areas. San Salvador is more blatantly sullied by gang violence, but community and professional organizations offer support and jobs for the deported, such as call-center gigs for English speakers.

But while Pedro risked the journey to the U.S. alone, his parents were on the other side, waiting for him. To move to San Salvador would mean he’d be completely on his own.

Many Salvadoran children are left fending for themselves while their parents migrate or work jobs away from home to barely make ends meet. And without parents or vocational options to climb out of poverty, some kids join gangs willfully.

“A young guy may say, ‘I can get used to this and I’ll be taken care of here,” says Daniel. “And once they’re in, they can’t leave. If they do, they leave dead or end up in prison.”

The Salmerons are subsistence farmers, living off the milk and cheese products their dairy cows produce. Pedro slipped back into his old lifestyle after returning to El Salvador, helping his family while he figured out how to get more viable work.

But about a month after he returned, Pedro says, he was taking the family cows out to a pasture about a kilometer from home. Four men wearing masks ran up to him. They said they knew him, though Pedro did not recognize their voices. They gave him an ultimatum, the same one that prompted him to flee in 2014: join us or else.

“They said they knew I was in America and assumed I had money,” he recalls.

Pedro ran home as quickly as he could.

He filed a police report, but he hasn’t heard anything about his case since.

he Salmerons and thousands of similarly situated families—mixed immigration status, separated—are caught in the limbo of a legal system that often feels arbitrary and feeds on income inequality.

“This is a system set up by and administered by human beings,” says Maureen Abel, a staff attorney at the Immigrant Justice Project, a program of the Charlotte Center for Legal Advocacy. “This means all of our human failings are going to seep into it. It’s inevitable. Unless we have institutional safeguards against it, it’s going to happen.”

According to the American Immigration Council, just 37 percent of immigrants facing removal and 14 percent of immigrants in detention secure representation.

And though undocumented immigrants are being imprisoned, immigration is a civil matter, not a criminal one, meaning detainees have no Sixth Amendment right to an attorney.

Even if they did, it’s often cost-prohibitive for immigrants who work low-paying jobs without legal status. Daniel Salmeron works six days a week as a construction worker; Carmen works the same amount of time for far less money as a domestic worker. She says they spent $2,800 on the first lawyer and about $5,000 on Brad Banias.

But the costs and the physical risks won’t deter Central American immigrants from trying to cross the border, Abel says.

“People get [to this stage] fleeing for their lives because they are confused or don’t have the money to go through the process, or because they are afraid that they will lose,” Abel says. “They legitimately believe they will die going home, so they prioritize being alive over going through legal status.”

“These are brave people,” Quintanilla says, “and there’s nothing [in El Salvador] pushing them to stay.”

Even a year after Pedro’s deportation, Banias remains tenacious on his behalf.

Earlier this month, he filed a last-ditch appeal arguing that, because Pedro’s unaccompanied-minor status wasn’t explicitly revoked on paper by another agency—as legally required—upon his detainment as an adult, U.S. Citizenship and Immigration Services “is instructed to assume he’s still an unaccompanied minor and not look beyond the issue.” That, he says, “would have gotten him that asylum hearing that was scheduled.”

If Banias’s argument prevails, Pedro’s case would set a precedent. And if Pedro is granted an asylum hearing, Banias says, that would legally require him to return to the U.S., where he could “live a normal life”

while the asylum process plays out, perhaps over two or three years.

“If the best I can do is create chaos and get them to answer these questions, I’m going to do that,” says Banias. “I think in front of the right judge, it’s a strong argument. We’ve been fighting for Pedro for so long—this is it, there’s no other avenue.

Any time you have an argument that hasn’t been heard in any other part of the country, you’ve got a shot.”

The family will face a tough choice in the coming months, and they’re not sure what to do. As with most migrants, their lives have been transient and unpredictable. But now there’s a deadline: they have less than eighteen months before Daniel’s TPS visa expires.

“The truth is, here we have a lot. But in El Salvador, we have Pedro,” Carmen says, smiling through tears. “We can’t take away our daughter’s future. We would do anything for her.”

he day I visited in September, Pedro’s grandmother set a pot of beans on the kitchen table, waiting for Pedro to come back from an appointment, part of his effort to obtain a work permit. The family’s

very Sunday for the nine months Pedro was at Stewart, the Salmerons traveled seven hours roundtrip to see him for an hour.

Throughout those visits, Carmen watched forty pounds dwindle from her son’s alreadythin frame. That “malnourished” image is etched in her memory.

Her one consolation these days is seeing Pedro through video chats, his face plumper, well-fed by her own mother. He sometimes calls her on the rare occasions when he leaves this house: “I’m going shopping, Mama. Want to tag along?”

“It’s the only way we can still feel close,” Carmen says. “It’s like I’m walking through the streets with him. I get to see the mountains.”

Some three thousand miles away from his family’s home in Charlotte, Pedro says his only choice is to remain hopeful, to look at what’s in front of him and not get wrapped up in long-term goals.

“Life without papers in the United States isn’t easy, but my life was relatively good,” he says. “Here, I’m missing so many things. It’s like I’m back in my infancy.”

His immediate plan is to finally graduate from high school. His dream is to play music for a living, but he says that lifestyle won’t earn him much respect in El Salvador. He likes drawing and computers; if he can afford it, maybe he’ll go to school for graphic design.

Collectively, the family has survived a

She walked out to the back porch to water a pot of herbs, her silhouette framed by green hills and bright blue sky. Unprompted, she told me that Pedro is “fighting to simply get ahead.”

Be sure to use the same scale and weigh yourself around the same time every day, as weight can fluctuate during the course of a day.

Myth 2. Lifting weights is bad for losing weight, because it can make you “bulk up”. Strength training is actually helpful for losing weight and keeping that weight off for good. These activities can help build muscle, which burns more calories than body fat.

Myth 3. Certain foods, like grapefruit, celery, or cabbage soup, can burn fat and make you lose weight. There is no one food that can burn fat on its own. The best way to lose weight is always the same- cut back on the number of calories you eat and be more physically active.

BIERE DE FEMME CELEBRATES NORTH CAROLINA’S PIONEERING WOMEN BREWMASTERS AT RALEIGH BEER GARDEN

f someone were to walk into a brewhouse in North Carolina one hundred and fifty years ago, it would most likely be an actual house, and the brewmasters would be women.

Women in brewing has something of a hidden history. But at the second annual Biere de Femme all-women beer festival on Saturday at the Raleigh Beer Garden, it’s going to be difficult to ignore women’s contributions.

On several mornings throughout January and February, female and nonbinary teams took over the North Carolina breweries where they work to prep for Biere de Femme. The teams—including brewers, bartenders, managers, marketers, and lab tech staff—brewed a variety of styles, from a spicy Vienna lager to a tart peach grisette.

The first Biere de Femme (and first allfemale brewer festival of its kind) took place last March in Shelby, N.C. Two months later, the first FemAle Brew Fest was held in Fort Lauderdale, Florida, and more are in the works all over the country. Biere de Femme is put on by the N.C. chapter of the Pink Boots Society, an Oregon-based nonprofit that supports women in the brewing industry.

Proceeds go toward scholarships for women in the field.

On the morning of Friday, January 26, the women of Mystery Brewing Company in Hillsborough got together to brew beer, not unlike any other day in the predominately women-run brewhouse.

Four female brewers work at Mystery on a regular basis, which makes the brewery an outlier in an industry where only 4 percent of brewmasters are women, according to a 2014 study by Stanford University that looked at 1,700 active breweries.

“The truck drivers are kind of funny because they walk in and always expect a

bearded dude and find women,” says Amanda Lee Scherle, packaging manager at Mystery. “We say that [owner] Erik [Myers] probably has an honorary uterus because it’s a much more sensitive place.”

For the festival, Mystery’s office manager, Brittany Judy, came up with the idea to brew a golden ale with cinnamon that’s meant to be reminiscent of churros, which they plan to serve alongside a chocolate dessert. They named their beer Domestic Goddess, partially inspired by Nigella Lawson’s feminist baking book and partly because a few members of their brew team are serious bakers.

“I liked the idea of highlighting that brewing [has] been very male-dominated for a long time, and yet it’s such a basic part of baking and brewing and doing all of these things that are typically considered domestic,” says Judy. “We wanted to play on that a little bit and bring out the goddess in the world of brewing, so to speak.”

The idea for Biere de Femme came from Jordan Boinest, co-owner of Newgrass Brewing in Shelby. During a Pink Boots brainstorming session on how to raise more scholarship funds, Boinest developed the idea, along with Caroline Parnin, Anita Riley, and many others, to make the festival an annual event. Proceeds from last year’s festival enabled Smith, who brews for Highland, to take a trip to Germany. There she met and toured with Sister Doris of Mallersdorf Abbey, who is essentially the torchbearer of Germanic abbey brewing.

Last year, Riley released Brewing Ambition, a book of recipes and stories from the women of N.C. craft beer. While speaking to women brewers during the book’s research process, one thing that surprised her were the myriad strengths they bring to the table.

PHOTO BY CAITLIN PENNA “I think it just paints a picture of how many opportunities there are within this industry for all sorts of women, whether it’s a trademark lawyer, an executive director of an alliance group or marketing group, a brewer or office manager,” she says. “All of these skill sets are really valuable and important. Someone may love craft beer, but think, ‘Oh I can’t be a brewer, so I can’t do this job.’ That’s not true.”

More than thirty beers have been brewed for Biere de Femme. The event also features a demonstration by Riverbend Malt House, sensory training by Oskar Blues Brewery, and music by Melodic AF. But what helps distinguish it from other beer fests is a little history lesson from Erin Lawrimore, university archivist at UNC Greensboro, who has been researching the state’s history of women in beer. Lawrimore will bring copies of early N.C. beer recipes to the festival, which she found in cookbooks from the early- and mid-1800s.

While researching for Well Crafted NC, a UNC-G library project covering the breadth of beer history, she discovered a rough timeline of women in beer that dates back to

before the 1800s. In the beginning, women brewed beer at home, with ingredients like spruce and molasses, but later got squeezed out of brewing operations altogether during industrialization. But more recently, in the 1980s, women pushed back into the industry. In 2013, Bombshell Beer Company opened as the first all-woman-owned brewery in the state.

Biere de Femme begins at 1 p.m. for VIP ticket holders ($75), and opens at 2 p.m. for general admission ($45). Guests will receive a commemorative glass and beer samples from all of participating breweries. VIP guests will have an additional hour to sample, with a dedicated VIP area, special bottle pours, and light appetizers.

“I’m not sure I would use the word ‘change,’ but it’s celebrating what’s there,” Lawrimore says of Biere de Femme.

“I think there are a lot of people who think that you have to have a giant, bushy beard to brew beer, and an event like this is an awesome opportunity to prove that that’s not the case. DIXIE DREGS’ CLASSIC LINEUP RETURNS TO REVIVE THE BAND’S SOUTHERN-FRIED FUSION LEGACY

W

hile groups like Snarky Puppy are putting jazz fusion back on the radar, the singular blend of rock, jazz, and country influences Augusta, Georgia’s Dixie Dregs brought to their 1977 debut album, Free Fall, has yet to even be imitated, let alone duplicated.

“I feel like our music is still kind of unique,” says Andy West, bassist of the reunited Dixie Dregs. “There’s not a lot of bands that you can say, ‘That sounds like the Dregs.’”

In 2017, with Free Fall’s fortieth anniversary on their minds, the 1977 lineup began bouncing reunion plans around, leading to their 2018 Dawn of the Dregs tour with all the early members on board: West, guitarist Steve Morse, violinist Allen Sloan, keyboardist Steve Davidovitch, and drummer Rod Morgenstein. “It was kind of unexpected that we would do this,” West says. “Steve suggested we get together and see what it sounded like. It sounded pretty darn cool.”

When the band formed in the early seventies under the name Dixie Grit, they drew inspiration from sixties psychedelia, prog, and the trailblazing fusion of Mahavishnu Orchestra. According to West, Morse added one more crucial element: country.

“He responded to some of the things that he had heard, maybe it was Chet Atkins, maybe it was Alvin Lee,” West says. “I think the people really appreciated that influence in the music, and we liked it as well, so it kept coming out. And we happened to live in the South, so there was a kind of weird affiliation with Southern rock.”

by the fact that they were on Capricorn Records, home of the Allman Brothers Band, whose pianist, Chuck Leavell, was instrumental in bringing the Dregs to the label. The Allmans’ jazzier moments were influential to the Dregs, who could shift from down-home chicken-pickin’ guitar licks and back-porch fiddle sawing to furious synth solos and fleetfingered fusion-guitar firestorms without breaking a sweat.

In fusion’s seventies heyday, when the likes of Mahavishnu and Chick Corea’s Return to Forever were enjoying a huge, fervid following, Dixie Dregs were the Southern soldiers in the jazz-rock wars. The band earned a pair of Grammy nominations and a ravenous cult of admirers. As difficult as it may be to imagine today, it was a time when allinstrumental bands received rock-star adulation.

“I don’t really have an explanation for it. Times were certainly different, but it seems like people were more open to that kind of thing,” West says.

But by the early eighties, fusion had fallen out of favor, and a sea of troubles conspired to shipwreck the band. As with so many groups, burnout was a significant factor in the Dregs’ eventual slowing down.

“We were very heavily touring and not really moving forward. We couldn’t really break out into that next level that we wanted to,” West recalls. The band’s label at the time, Arista, pulled out of their record contract, according to West.

“They said, ‘That deal we signed with you guys, we’re not gonna do that, we’re just gonna give you a lot less money, and if you want to fight us on it, go right ahead.’ So those kind of dynamics really didn’t help.”

The Dregs scattered. Morse went solo before becoming a guitarist for Kansas and, later, Deep Purple. Morgenstein became a charter member of eighties glam-metal monsters Winger. West eventually left the music business behind altogether and became the technology vicepresident for a high-level software company in Arizona.

Reconvening the Free Fall lineup wasn’t a cakewalk— Davidowski had temporarily disappeared and Sloan had become a doctor in South Carolina. But once everybody was aboard, things fell into place. The Dawn of the Dregs tour setlist will feature material not just from Free Fall, but also from the other five albums from the band’s initial run.

“I had to really get my chops back up,” admits West.

“But it’s been really fun to go back into these songs and hear that feeling we had when we created them, and revisit them from this vantage point. When you have the perspective on life having lived sixty-plus years, you’re coming at it from a different standpoint. At this point we’re focused on now, in a meaningful way.”

Dixie Dregs’ idiosyncratic sound still stands out in 2018. West says the band’s unique approach has given it significant “cross-generational value,” but they haven’t figured out what their next chapter will be.

“There’s nothing on the table,” West says. “However, we all love each other and we love hanging out. Never say never. This was an unexpected thing—none of us ever thought it would happen. But it did.” music@indyweek.com

he words of Harlem Renaissance poet Langston Hughes still resonate half a century later: “Hold fast to dreams/For if dreams die/Life is a brokenwinged bird/That cannot fly.” But don’t tell playwright Jen Silverman that. The Moors, her often funny, abruptly plaintive drama, now running at Manbites Dog Theater, cautions us to closely interrogate our fondest dreams instead. For the women who populate Silverman’s world, few things are truly more dangerous, both to themselves and to others, than an overactive imagination combined with an almost total lack of agency.

(Curiously, The Moors is not the only regional production currently bearing such a message; see also Theatre in the Park’s Assassins and Bartlett Theater’s Gidion’s Knot.)

Silverman’s loving but decidedly left-handed tribute to the worlds created by Charlotte, Emily, and Anne Brontë threads biographical and plot devices from their major novels into a toothsome critique of Gothic romance. The sudden arrival of governess Emily (a confident Jessica Flemming) to an ill-kept mansion on the desolate British lowlands hardly interrupts the spinster Agatha (a steely Jessica Hudson) in her imperious recital of the shortcomings of her younger sister, Huldey (a feverish Tamara Kissane, ridiculously coiffed and costumed by Sarah McCabe), the family retainer (a sullen Sarah Koop), and a melancholy mastiff (Nick Popio).

After admonishing Emily that “the moors are a savage place,” Agatha admits to authoring the increasingly romantic mash notes— and solicitation of employment—supposedly written by her brother, Branwell, that lured Emily to this isolated place. Agatha unapologetically asserts that she cannot stand weakness in herself and will not abide it in others.

“There is no weakness in the moors,” she says. “When I come out here, I am surrounded by merciless strength.” Those revelations dampen neither Emily’s ardor nor Agatha’s clearly dominating machinations. The rub,

As in The Moors, an overactive imagination bears upon the tragedy at the center of Gidion’s Knot, a psychological drama that opens Bartlett Theater’s new season at PSI Theatre.

In Johnna Adams’s two-woman war of nerves, Corryn (Lakeisha Coffey) is a mother still reeling from the death of her son, Gidion, after he’d been suspended from school several days before. She shows up in the cheery classroom of his fifth-grade teacher, Heather (Shannon Malone), for a previously scheduled parent-teacher conference, demanding to know: Why did Gidion kill himself? When a visibly distraught Heather proves evasive in her early responses, Corryn calmly, implacably keeps increasing the pressure.

In that grisly light, we watch as four successful and five would-be presidential murderers heed the siren song of the Proprietor (Gerard Williams)—“Everybody’s got a right to their dreams”—and put their money down for a sucker’s game. Director David Henderson gets a full measure of passion from his gallery of rogues on Thomas Mauney’s dingy carny set. Joel Abelson masterfully declaims the grievances of John Wilkes Booth as Tyler Graeper’s balladeer heckles him, saying that Booth killed Lincoln due to bad reviews.

Daniel Wilson captures the gravitas of Polish immigrant Leon Czolgosz, provoked by injustices to assassinate William McKinley.

Areon Mobasher plays an enraged Giuseppe Zangara, who attempted to kill Franklin Roosevelt, and Michael Blanchette makes a convincing, earthy everyman of failed Nixon assassin Samuel Byck. Andrea Amthor Twiss brings mordant, downhome humor to comic foil Sarah Jane Moore.

But Lucas Barrick’s sound design repeatedly frustrated singers and listeners on opening night. Diane Petteway’s nine-piece band repeatedly overpowered Sondheim’s lyrics, and the pacing dragged in the disjointed middle sections of a darkly comic revue.

Hopefully, these gaffes will be addressed when the show reopens this week, taking dead aim at our current American dilemma.

Gidion’s Knot PHOTO BY JESSE PRESLER Under Bryan Conger’s direction, two veteran actors punch and counterpunch with the best of them as they parse the physical evidence: the blood on Gidion’s face after a fight on the day he was suspended, a venomous Facebook post, and a cryptic note from a friend found in Gidion’s desk. After his motive remains elusive—and Heather’s principal never arrives to support the beleaguered teacher—she produces a bombshell: a “creative writing” exercise that calmly describes an abominable atrocity that students, including Gidion, would carry out.

Corryn notes that Gidion’s extended revenge fantasy echoes a number of details from the medieval war poetry she teaches as a professor. But in a tale of what takes place when empathy is either misplaced or missing, we intuit, in a way the characters do not, that a student’s violence, internalized against himself, could have been directed at others instead. It’s unfortunate when this production’s last scene escalates matters beyond the believable in a final, fruitless shark-jump.

Until then, a frustrating search for answers after an act of violence took us places where our culture needs to go. —Byron Woods

COLLATERAL EXISTENCE  ALKHAWF 1/2

Friday, Feb. 23–Sunday, Feb. 25 The Fruit, Durham www.omgrowndancers.com There’s a promising, accessible new contemporary dance company in Durham. If its technique and ambition are more advanced than its artistic vision, that’s a strong foundation to build on.

The choreographer Courtney Owen-Muir’s OM Grown Dancers spent a year working in Raleigh until last summer, when Owen-Muir opened a yoga, music, and dance venue, Threehouse Studios, on Lakewood Avenue. Last weekend at the Fruit, the company presented three original works: Collateral Existence, which had premiered at the EDANCO festival in the Dominican Republic last year; I Move (Because) It Moves Me, the debut of the OM Still Growing company of eleven-to-sixteen-year-old dancers; and ALKHAWF, a world premiere.

Collateral Existence was a concise introduction to the company’s aesthetic and strengths.

Highly drilled, highly proficient dancers were put through their paces in a piece that was very kinetic, with lots of acrobatic tumbling, and very emotional, with lots of collapsing, gasping embraces. It was not immune to clichés—the music mix somehow added up to sound exactly like Erik Satie—but it was a striking demonstration of what these dancers can do.

After the charming middle piece, which we are not reviewing due to the dancers’ early developmental stage, came ALKHAWF, the evening’s most ambitious and problematic work. In its central device, dancers entered a box with a see-through door and histrionically confronted their fears while being projected on a screen in a three-quarters overhead view. This staging device has potential, and the movement was characteristically athletic. Autumn Nicholas’s music was stunning, especially when she sang live at the end.

But this new piece is still in search of a stable center. The eye was often confusedly divided between the box and the screen, and the chaos was amplified by the choice to make the dancers periodically unleash raw, screaming torrents of words. You often couldn’t hear them over the thunderous music. When you could, the text left something to be desired: “Can you tell me how to get to Sesame Street?” should probably not be intoned with such profundity.

And the title, Arabic for “the fear,” is problematic, because there is nothing remotely Arabic about the work. But ALKHAWF could become something sturdy with some editing, and this is an admirably all-in company with plenty of room to grow. —Brian Howe

es, this anthology film by director Mark Pellington (Arlington Road) and writer Alex Ross Perry (Listen Up Philip) is about nostalgia, but of a very particular kind: our sentimental attachment to objects. It’s an unconventional subject for a star-studded melodrama, but Pellington and Perry never quite manage to make it compelling.

The narrative is divided into three loosely connected sections of increasing length. In the first, Daniel (James Ortiz), an insurance assessor, mediates a conflict between an elderly hoarder (Bruce Dern) and his granddaughter’s family over his refusal to part with his belongings, which are probably worthless. In the second, Daniel does the same for a widow (Ellen Burstyn) and her son’s family after she loses her home in

The tedium is interrupted by an unexpected tragedy, and the film briefly comes to life. Yet it’s there and gone, the act of mourning quickly shifting into a lesson on why storing data on digital devices makes it harder for our loved ones to remember us. Had this second half been given room to breathe, its discourse on memory might have emerged organically from an actual drama.

Despite the best efforts of an impressive cast, Nostalgia comes off as an occasionally affecting personal essay in need of an editor. arts@indyweek.com

UTOPIA MACHINE

It’s the underlying rule of cyberspace: if you’re not paying for a service, then you’re not the customer. You’re the product. In recent times, red flags have been raised about how Facebook deliberately manipulates the emotions of its billions of users. In November, founding president Sean Parker admitted that the company is “exploiting a vulnerability in human psychology.” This month, the Center for Humane Technology asserted that platforms like Facebook “are hijacking our minds and society.” After researching our digital lives, UNC grad student Daniel Dilliplane has built a simulation of them: an interactive “utopia machine” that feeds on the audience’s emotions and attempts to shape their perceptions and hopes for the future. ED SCHRADER’S MUSIC BEAT

Riddles, the title of the newest record from Ed Schrader’s Music Beat, is almost a little too on the nose for the Baltimore duo of Ed Schrader and Devlin Rice. Though the band charges straight ahead with songs that often feel like hectic, thrilling romps, it doesn’t fit any particular designation. The pair’s songs feel a little too structured to be simply “noise”; “rock” feels too reductive and “punk” doesn’t accurately capture their occasional melodic forays.

Part of Riddles’s specific magic comes from the band’s Baltimore buddy Dan Deacon, who produced the LP and added enigmatic flourishes throughout. The album’s title track opens with hasty, sparkling keys before it dives into fuzzy guitars eventually yielding to the ominous percussive clattering of “Dizzy Devil.” Riddles makes it sound like Ed Schrader’s Music Beat can do it all, and live, they’ll probably prove it. The last time guitarist Molly Tuttle was in Raleigh’s Duke Energy Center for the Performing Arts, she was in Memorial Auditorium making history. In September, she became the first woman to win the International Bluegrass Music Association’s Guitar Player of the Year award. That’s a steep accomplishment for any bluegrass musician, but especially for one who’s barely in her mid-twenties. This week, you can find her across the building at Fletcher Opera Theater, where she’ll school the room on flatpicking with a smile on her face. Her songs hit the surprisingly difficult sweet spot of contemporary bluegrass that nods to tradition without kowtowing to hagiography. In addition to her fearsome picking skills, Tuttle’s sweet warble is light and lovely. Hating on the works of Andrew Lloyd Webber has been a pastime for theater snobs for decades. But give the devil his due.

It’s no exaggeration to say that, without The Phantom of the Opera, there wouldn’t be a DPAC. The production’s one-month stand, a previously unheard-of development in itself, in Raleigh in May 1998 was a game-changer for live entertainment in the region, singlehandedly setting the stage for the next level of theatrical production and presentation. Producer Cameron Mackintosh’s blockbuster musical grossed more than $5.3 million in that sold-out run, an irrefutable demonstration that the region could support top-flight touring productions. Plans for DPAC began shortly thereafter. With the production celebrating its thirtieth anniversary on Broadway last month, the staying power of this epic tale of twisted love cannot be disputed. Its transformative power on the live arts here is still being felt today.

Can you believe that Durham Independent Dance Artists, the scrappy upstart presenter that swiftly became the flashpoint of Durham’s independent dance scene, is in its fourth season already? As a sign of its settled foundation and spreading influence, DIDA presents its first artists selected from a statewide competition this weekend. It also happens to be DIDA’s first split bill. Boone’s Cara Hagan—known around here as the director and curator of the American Dance Festival’s Movies by Movers series—gets dirty in LOAM, a sound-andmovement experience grown from the relationship between the human body and soil.

Interdisciplinary collective Paideia, whose members hail from Durham, Winston-Salem, and Los Angeles, present Offering, a participatory healing ritual grounded in season, site, and sound. Sometimes it works out just fine to go against your parents’ wishes—just ask Vieux Farka Touré, son of Malian superstar Ali Farka Touré.

The younger Touré continues in the footsteps of his father, who helped turn the rest of the world on to Malian guitar music by connecting it to American blues. On Touré’s latest record, last spring’s Samba, he offers springy sumptuous songs that frame his deft fingerpicking in richly textured rhythm sections.

Opener “Bonheur”—French for “happiness”—is a bright, playful number that does its title justice, laying the joyful groundwork to a groovy and engaging LP. —Allison Hussey

With a jug, comb, washboard, and kazoo as key ingredients, Jim Kweskin spun off a spirited take of the thirties-era jug band tradition back in the sixties.

Husband and wife Geoff and Maria Muldaur added fiddle and mandolin to the mix with Kweskin’s ragtime fingerpicking.

The Detroit native’s career never took off stateside, but his groovy folk-rock tunes were smashing successes in South Africa, of all places. After disappearing into obscurity for decades, Rodriguez was rediscovered by some of his South African fans in the nineties, which then became the source material for the 2012 documentary Searching for Sugar Man. Staying close to her Sudanese heritage, Salsarah sings in Arabic, updating traditional East African styles of music with her own sharp pop edge. Over a decade ago, Rolling Stone called Kaki King one of the “new guitar gods,” an assessment that holds fairly true. With her signature Ovation guitar, King constructs detailed compositions that are heavily percussive and largely inspired by jazz.

Last year’s Detroit House Guests, their first for esteemed synthpunk purveyors Mute Records, features collaborations from Light Asylum, Nitzer Ebb’s Douglas J. McCarthy, and more. For about a dozen years, New Jersey trio Screaming Females has been slinging raucous ferocious• punk tunes, •and SHOP PLAY with frontwoman Marisa Paternoster’s soaring vocals and shreddy guitar parts at the center. The band can even take something as frothy as Taylor Swift’s “Shake it Off” and turn it into a power-punk number. “I’ll Make You Sorry,” the lead single from the band’s new LP, All at Once, is a tight, poppy number with a swooping chorus that makes for an instant earworm.

But don’t conflate the band’s pop-inclined proclivities with a lost edge; in fact, Screaming Females are as razor-sharp as ever. Radiator Hospital and Wailin’ Storms open.

But on his latest release, December’s Pressure, Jeezy seems like he’s trying shed the image of someone who’s still in the trap, and embracing his role as a symbol of hip-hop success.

The shift in Jeezy’s attitude shines through with the artists he collaborates with: he enjoys his riches with P. Diddy, analyzes the ironies of American life with J. Cole and Kendrick Lamar, and goes bar-for-bar with young artists inspired by him like Tee Grizzley, who opens.

ANNE LINDBERG: THE LONG SUN Didn’t anyone ever tell CAM Raleigh not to stare at the sun? As local hero Heather Gordon’s quietly post-apocalyptic And Then the Sun Swallowed Me closed, Hudson River Valley artist Anne Lindberg’s the long sun opened, a luminous rather than shadowed exhibit of optically buzzing solar vibes. The titular textile piece slants through the gallery like a tangible ray of afternoon light and might put you in the mind of Gabriel Dawe’s thread-as-luminoussculpture exhibit Plexus No. 25 at CAM several years ago. The flowing filaments multiply on the walls, drawn out by Lindberg with graphite and colored pencil in the long course of thousands of ruminative passages to and fro—thousands of risings and settings. Becoming a Woman in the Age of Enlightenment: French Art from The Horvitz Collection: We’re in more of an “emperor wears no clothes” age than one of enlightenment, but the feminine gender is being dissected more forcefully than ever. Visitors will surely take this into consideration when viewing exquisite works from the Horvitz Collection of eighteenthcentury French art. Most are by well-known male artists such as Boucher and Fragonard. But several talented female artists are also represented, though they were relegated to the gentle medium of pastel instead of oils. Antoine Vestier’s “Allegory of the Arts” (1788) is a marker of changing times, a lovely portrait of the artist’s daughter

sitting at a desk and drawing a sculpture. She is an active subject, not a passive object, and scholars believe that she painted her own drawing on the canvas. Several works show the duplicitous demands placed on women: to be a saint, but also an embodiment of sexual desire; to be in a profession, but only a socially acceptable one; to be both strong and weak. —Brian Howe Business as Usual: This is big all around—the largest exhibit ever mounted of large-scale sculptures by a large-looming North Carolina artist. Bob Trotman delights the eye and dazzles the mind with satirical figures from the world of big business, wrought with a master craftsperson’s panache. Some of the works include motorized mechanisms that are triggered by motion sensors, implicating the viewer in the vast, mysterious whir of late capitalism, but even the stationary sculptures are so charged with life that you might think you glimpse them moving in the corner of your eye.

Hotel Theory: Around the time he stepped away from his twenty-year tenure as founding director of Raleigh gallery Lump, Bill Thelen struck out for an artist residency in a hotel in Oaxaca. He brought two books with him, Huysmans’s decadent Against Nature and Wayne Koestenbaum’s Hotel Theory, an experimental philosophy of hotel life. The result is Thelen’s own Hotel Theory. Consisting of drawings, collages, wall paintings, and a new fiber piece, the exhibit tracks an artist “immersed in the colors and textures of the Oaxacan landscape and facing middle age” as he observes the lines of history, place, and personal identity from a rented room, a space (like middle age) that, in its nowhere-ness, offers fresh vantages. They also had something in common: all were white. Of course, it isn’t that African Americans weren’t making vital contributions to the course of art history; it’s

that the canon-makers didn’t as readily embrace them. This touring exhibit is a spectacular corrective, highlighting the African-diaspora abstract artists who refined this new way of seeing. They range from mid-twentieth-century Abstract Expressionist Norman Lewis to contemporary iconoclasts such as Theaster Gates and Mark Bradford, whose twentyfive-foot-tall sculpture anchors the exhibit. The SuperNatural: We’ve lost sight of the seams, once considered inviolable, between nature, technology, and commerce. The SuperNatural explores how we see and shape the contours of our planet as the physical refuse of the industrial age shades into the digital refuse of the present.

The show includes a generative digital video by Tabor Robak, a virtual reality installation by Jakob Kudsk Steensen, and photos by Lars Jan, among

many others. Brooklyn artist Chris Doyle created “Dreams of Infinite Luster,” a digital animation. In it, “All the elements are rendered in gold, the color of lucre—the product, engine, and goal of capitalism.”

Is a luxury hotel an odd site for post-capitalist critique? Sure.

CLOUD GATE DANCE THEATRE OF TAIWAN It’s almost as if the Chinese language were a dance unto itself. The individual brushstrokes that make up its ideograms patently convey energy and movement. Choreographer Lin Hwaimin first experimented with kinetic human and visual representations of Chinese script in Cursive, a work regional audiences saw Cloud Gate Dance Theatre perform at the 2003 American Dance Festival. Ten years later, Lin received the Scripps/ADF Award for lifetime achievement. As he approaches the close of his career (after the November announcement of his retirement in 2019), Lin’s dancers share the stage again with projected and literally moving words. This time, they’re the thoughts of poets on the history of the island of his birth, its tribal rituals juxtaposed with modern urban realities. —Byron Woods

If you remove those elements, is anything left? Those are the pointed questions Lucas Hnath probes in his controversial oneact drama. It’s Sunday morning in an American megachurch whose earnest, charismatic

leader, Pastor Paul (Joey Collins), is about to spring his new vision of the gospel on his congregation, his board of directors, and his wife. Well, it worked for Moses. But then, he had two impressive visual aids: tablets with commandments etched by the hand of God. All Paul has is a handful of receipts from a pastor’s convention at the Orlando Marriott to affirm his new belief that there is neither a literal devil nor a literal hell.

When Joshua (Alex Givens), a younger, more conservative associate pastor, challenges him mid-service, Paul calmly deconstructs the scriptures Joshua offers to support the premise of eternal damnation.

These conflicts point to the irreducible distance between visionaries and their followers and the vanity of a spiritual egoist determined to stagemanage revelations to maximize

albeit one wholly disinterested in cleaning up the mess he makes. Shanelle Nicole Leonard shines as Dorine, the outspoken maid to Orgon (Ray Dooley), the patriarch deceived by the unctuous Tartuffe.

Brandon Haynes’s rewarding paroxysms of frustration as Damis, Orgon’s son, elicit laughter. Adam Poole and April Mae Davis take quarrelling lovers Valere and Mariane for a rewarding spin, while family friend Cleante (Rishan Dhamija) tries in vain to restore sense to this addled house. ALBERT MOBILIO & ELIZABETH WILLIS As a critic, a poet, and an editor at Bookforum, Albert Mobilio brings a wideranging and questing pursuit of the real and what lies beneath it to his varied writings. In the flash-fiction pieces of last year’s Games & Stunts, which you can read excerpts of in Brooklyn Rail, Mobilio mobilized the clear, directive language of how-to manuals to invent and describe abstract games that, in their very abstractness, gave an unusually clear vantage on the mechanics of competition and rules in all aspects of life. In one story, an arbitrary game involving balloons has an existential weight and more than a whiff of Donald Barthelme’s postmodern classic “The Balloon.” In another, players run a circular race with no finish line, tagging each other out from behind until only one remains. Sound familar from, oh, I don’t know, every aspect of late-capitalist life? Mobilio reads in Duke’s Blackburn Reading Series with the distinguished poet Elizabeth Willis, whose 2015 book Alive: New and Selected Poems was a finalist for the Pulitzer Prize.

Stephenson, who uses his idol’s custommade darkroom sink as a writing desk, celebrates the book’s release at the Durham Hotel in conversation with novelist Allan Gurganus, followed by a short film derived from the book by Jem Cohen.

Rated PG-13.  Film Stars Don’t Die in Liverpool—Annette Bening plays mid-twentieth-century Hollywood star Gloria Grahame in the last months of her life. Rated R.  I, Tonya—This kinetic, sympathetic biopic of a disgraced figure skater borrows liberally from Scorsese. Rated R.  Jumanji: Welcome to the Jungle—You’d need an awful lot of nineties nostalgia to see this reboot as anything but a utterly generic jungle adventure. Rated PG-13.

 Lady Bird—Greta Gerwig’s nostalgic comingof-age debut as a writerdirector is winning and alert to class but falters on race.

Rated R.  Molly’s Game—You either dig Aaron Sorkin’s talkative style or you don’t, and he really lets it rip in this directorial debut about the high-stakes world of L.A.’s underground poker scene.

Rated R. ½ The Post— Spielberg’s film about The Washington Post and the Pentagon Papers is a filmmaking master class and an ode to the free press.

Rated PG-13.  The Shape of Water— Guillermo del Toro’s fable of the love between a mute janitor and a strange undersea creature is like a children’s book for adults, beautiful but morally simplistic. Rated R. ½ Three Billboards Outside Ebbing, Missouri— Maybe the Coen brothers could have pulled it off, but Martin McDonagh has tonal problems with the weighty themes and discordant plot of this vengeful-mother tale.
