Calls for tough penalties and policing to prevent falls from heights Falls from heights are a major cause of death and injury in Australian workplaces. According to Safe Work Australia, about 26 workers fall to their deaths each year and nearly 8,000 others are injured. An estimated 800,000 Australians work at heights – and most in the industry agree there is a strong need for tougher regulations and enforcement by state workplace authorities. Australians who work on roof-tops routinely hook their safety harness systems onto roof anchors embedded in a building’s structure. The anchors are designed to prevent, or arrest falls. But earlier this year the Working at Height Association (WAHA) conducted an audit of 3245 roof safety anchors during a three-month period and found nearly one in three (31 per cent) was “unusable.” WAHA also found that no formal qualifications were required for installers, who are able to certify and fit compliance plates to their own work. Standards Australia, a world leader in product standards and compliance, has introduced strict new standards for fall

protection equipment – including anchor points. Late last year new safety standards were introduced (AS/ NZS5532:2013) relating to anchor devices for people working at heights. However, Richard Donarski, Team Leader Health and Safety, Product Services at SAI Global says although there is a certification system in place to ensure worker safety, it is not being enforced by regulators or government. Mr Donarski admits “there is a need for the various government departments and safety regulators to work out who will be inspecting permanently installed building anchor

devices to the new AS/NZS5532 standard”. “Bodies like Work Cover usually only get involved after there has been an accident or a breach reported to them – and that’s a problem,” he says. Mr Donarski says under current safety laws it is not illegal to sell or buy fall protection equipment that is not certified. “It’s up to the employer or end user who purchases fall protection equipment to make sure it complies to Australian and New Zealand safety standards such as AS/NZS1891.1 or AS/NZS5532 – and the product is certified, he says.
