DESTINATION INDIA THREE-FOLD INCREASE FORECAST FOR OUR EXPORTS The growth of India over the next 15 years will see opportunities for Australian manufacturers increase three-fold, with the potential for the nation to rise from Australia’s eighth-biggest trading partner to one of our top three export markets.

The blueprint for this transformation is contained in the India Economic Strategy to 2035, compiled by former Department of Foreign Affairs and Trade secretary Peter Varghese and endorsed by the Morrison government.

The target set out in the report would see Australian exports to India grow from $14.9 billion in 2017 to around $45 billion, and outward Australian investment to India rise from $10.3 billion to more than the $100 billion mark, reflecting a transformational expansion of the relationship.

There is also the Regional Comprehensive Economic Partnership agreement signed by Mr Morrison on November 15, which includes Japan, China and South Korea. However it changes little as Australia already has free trade agreements with each member country. It also will not stem aggressive trade policies.

India is not a signatory, which leaves it open to an expansion of bilateral deals.

As Mr Varghese points out in his report, India's scale is extraordinary.

“There is already a lot for a roadmap for Australia to build on its continuing relationship with India,” she says.

“By 2025, one-fifth of the world's working age population will be Indian. By 2030 there will be over 850 million internet users in India. By 2035 India's five largest cities will have economies of comparable size to middle income countries today,” he wrote.

“The Australia India Council will help create awareness about opportunities for partnerships between Australia and India that will promote high quality programs and establish innovative and sustainable strategies for the future.”

“The opportunities however will not fall into our lap. They require a sharper national focus on India by government, an unambiguous commitment by Australian business and a deeper understanding by both government and business of the magnitude of what is unfolding in an Indian market place which will only get more crowded.

“They will also require an approach to the investment relationship with India that markedly differs from the trajectory of Australian investment in most other Asian markets.”

To help develop the opportunities, The Department of Foreign Affairs and Trade has expanded the Australia India Council with the appointment in September of former Tasmanian senator Lisa Singh and businessman and former Test cricketer Matthew Hayden.

Mr Hayden also is a board member for the Institute for Australia India Engagement for two years.

As well at the Australia India Council, there is Australia India Business Council which has an ongoing business relationship with Austrade as well as bodies such as the Australian Manufacturing Growth Centre.

Long-standing AIBC member Vish Viswanathan says the body aims to forge business to business collaborations in manufacturing, using bilateral technologies for the business partnership.

“We both can offer business values for both sides, supported by financial investment on either side and use of capabilities from both our global markets,” Mr Viswanathan says.

Australian companies also have benefited from the Make in India campaign launched by Mr Modi in 2014, of which Mr Viswanathan is the Australian chair. The Indian Prime Minister’s plan was to sell to every country in the world, but manufacture in India. The campaign has been supported by at least 25 business sectors in the country.

He believes it is time for Australia to get down to understanding India’s culture to make the most of market opportunities under the India Economic Strategy. The advocacy work of the council will be crucial to help develop this and to strengthen business links and trade investment growth, Mr Hayden says.

Business partnerships were explored in automobiles, chemicals, IT, pharmaceuticals, manufacturing, machinery, food processing, agribusiness and services infrastructure; allowing 100 per cent direct foreign investment in most of these sectors.

“We are at an important phase of that relationship.”

The Tata-BlueScope Steel venture with several branches in India is one success story in manufacturing. Another is the Australian aviation manufacturer Ferroscope, which makes precision engineering aircraft parts for Boeing and Lockheed Martin, also with plants in India.

Ms Singh says the India Economic Strategy set ambitious targets of increasing Australian investment to grow 10-fold across 10 key sectors and 10 states in India.

INDIA A GROWING MARKET THAT CANNOT BE IGNORED

The rapid growth of India provides opportunity for Australian businesses and manufacturers at a time when it is most needed.

The India Economic Strategy endorsed by the federal government indicates that the nation will rise to Australia’s eighth-biggest trading partner to one of our top three export markets within 15 years.

The importance of the stronger economic relationship cannot be overstated, given India’s status in the region, defence ties, a diaspora in Australia of more than 700,000 and the aggressive nature of China’s policy in the region.

China, our major trading partner in two-way trade, has displayed a petulance bordering on disdain for western values and has imposed tariffs and trade restrictions on Australian exports and those of other western countries.

China wants to dominate the region. Its encroachments through the militarisation of atolls in the South China Sea poses a threat to freedom of navigation and is an affront to international law, its intimidation of Taiwan a risk to regional peace, while its restrictions on the freedoms of Hong Kong citizens are in breach of the handover agreement with Britain.

transparent attempt to gain dominance over the west in the region through creating economic dependence.

In doing so, it overlooks the fact that it was the support of the west and favourable trade terms that help transform the country into a global powerhouse.

The federal government’s response to the COVID pandemic and the blatantly self-serving attitude of some states provides one of the most instructive lessons from the crisis: that our federation of close to 120-years is broken.

For Australia to seek to lessen its reliance on China for trade is nothing more than sound economic sense – and India is growing faster than any other country.

In March when lockdowns and restrictions were placed on the community and businesses, Prime Minister Scott Morrison formed a national cabinet which included the state and territory leaders. Instead of a being a vehicle for consensus, it displayed the inability of the federal government to counter state rights.

As former Department of Foreign Affairs and Trade Peter Varghese said in his India Economic Strategy, the key question for Australian companies with a global focus is whether they can afford not to be in what is the fastest growing large economy in the world.

As we enter 2021 with government support for the sector through the $1.5 billion Modern Manufacturing Initiative, there is no better time to turn our eyes towards India and a burgeoning bilateral trade relationship.

When in September – Victoria aside – there were negligible cases of new transmissions, Labor states defied calls by Mr Morrison to re-open state borders. As a result, businesses have gone to the wall, countless thousands of jobs have been lost and the federal government is left counting the cost.

According to an analysis by the Business Council of Australia, the border closures cost more than $2 billion a week in business forgone and welfare received.

State rights need to be qualified to ensure emergency powers remain with the federal government and are not left to the whim of recalcitrant states.

There must be special mention here of Victoria – which decided to go it alone and defy the national cabinet recommendation to use defence personnel or police to supervise hotel quarantine of overseas travellers. Instead, for reasons as yet undisclosed, it decided to use ineffective, ill-trained security guards, which triggered a deadly second wave through the state.

As a consequence, the effective unemployment rate in Victoria in September was 14 per cent, up from 10.5 per cent in July. In the rest of Australia, the figure was 7.8 per cent in September. The extraordinary difference lifted the amount that the federal government has contributed to Victoria through JobKeeper and JobSeeker alone to more than $35 billion.

A recommendation by the Royal Commission into National Natural Disaster Arr¬angements at the end of October could show the way to restore proper powers to the federal government. The commission noted that the Commonwealth needed new powers to intervene in natural disasters, which would enable it to deploy the ADF more swiftly and override the states in “exceptional” circumstances.

It is a recommendation that should be heeded and extended to other areas of state responsibilities.

INCREASE IN CYBER THREATS AS REMOTE WORK CONTINUES

Cyber criminals are coming up with new and more dangerous tactics to target organisations amid the COVID-19 pandemic.

Data on the state of industrial cybersecurity worldwide by security group Claroty found that a majority of IT professionals experienced an increase in threats since March.

Some 1,100 security professionals within large enterprises across Europe, North America and Asia Pacific were surveyed, examining how their concerns, attitudes, and experiences have changed.

In Australia and New Zealand, almost 65 per cent said their networks were “completely connected” yet only 8 per cent are prioritising operational technology security.

This is despite 81 per cent saying IT and OT have become more connected as a result of the pandemic.

Additionally, 70 per cent have seen cyber criminals using new tactics to target their organisations in this timeframe.

COURT OVERTURNS DECISION ON SECURITY FOR FAIR WORK CLASS ACTION COSTS

The Australian Industry Group has expressed its disappointment at the Federal Court overturning the decision that compelled litigation firms to provide security for costs in Fair Work class actions.

Justice Michael Lee had ordered Augusta Ventures – a UK-based litigation funder – to provide security up front for the costs likely to be expended by the relevant employers in defending a class action.

The decision in the Turner v Tesa Mining case was regarded as a landmark ruling because it could deter some of the growing number of class actions being launched under the Fair Work Act. In this case, the applicant brought representative proceedings in the Federal Court on behalf of employees, who had worked at the Mount Arthur Coal Mine through two labour-hire firms from 2012 to 2018.

The proceedings alleged that a number of employees were wrongly being treated as casual employees by the labourhire firms and sought compensation for unpaid entitlements as well as orders for pecuniary penalties.

The labour-hire firms sought security for costs directly against the funder of about $1 million each, which Justice Lee granted. However, Federal Court Chief Justice James Allsop ruled that an order could not condition, or threaten to condition, the rights of the applicant and the group members’ rights because of a prospective liability of AVL for cost

Ai Group chief executive Innes Willox said the decision by the full bench was disappointing, but the court did not rule out Augusta Ventures being required to pay the employers’ costs at the conclusion of the litigation, if the claims were rejected.

Mr Willox said Justice Allsop highlighted the absence of regulation that

required foreign litigation funders to have proper capitalisation or sufficient funds in Australia.

“This could impact upon employers being able to recover their costs in class action litigation and this regulatory gap needs to be addressed without delay,” Mr Willox said.

He said comprehensive litigation funding legislation needed to be implemented requiring licence holders to: • Have sufficient capital in Australia; • Act in the best interest of plaintiffs at all times; • Fully disclose funding arrangements to plaintiffs and the court; • Ensure that any returns are reasonable, having regard to Returns on Invested Capital (ROIC) being earned at the relevant time for other classes of investments with similar risks; and • Pass, on an ongoing basis, a “fit and proper person” test.

“A parliamentary inquiry is currently looking at the need for reforms to class action and litigation funding laws and Ai Group has put forward a comprehensive reform plan,” Mr Willox said.

“An Australian Law Reform Commission report last year on Class Actions Proceedings and Third-Party Litigation Funders reported that, in cases involving litigation funders, the median return to plaintiffs is only 51 per cent of the amount awarded. In cases not involving litigation funders the median return to plaintiffs is 85 per cent. This highlights that the current arrangements are not benefiting plaintiffs and that reforms are urgently needed.”

Australian PMI®: Key Findings for October • All seven activity indices in the Australian PMI® were in expansion in October, with supplier deliveries (up 16.0 points to 58.8) and new orders (up 13.3 points to 58.4) experiencing large increases – possibly because

• Among the six manufacturing sectors in the Australian PMI® the food & beverages (up 2.0 points to 61.6) and machinery & equipment (up 0.4 points to 53.9) manufacturing sectors expanded, as did the smaller, diverse TCF, paper & printing sector (up 2.1 points to 53.7). Contraction was evident in the metal products (up 0.6 points to 47.4) and building materials (up 2.6 points to 46.1) sectors, while the chemicals sector was broadly stable (up 2.3 points to 50.9).

• The input price index increased to its highest result since April (up 8.7 points to 66.6), with some respondents noting difficulty transporting goods across state borders was increasing costs. Selling prices, on average, increased for the first time since April (up 4.3 points to 53.6).

• The average wages index improved into expansion (up 5.0 points to 57.3), recording its highest result since March.

ST.GEORGE ANALYSIS: WHAT THE RATE CUTS MEAN FOR BUSINESS RBA governor Lowe also said that if this amount proved to be wrong, it would adjust the numbers.

Dr Lowe’s speech, following the changes to monetary policy, stressed that the RBA intended to play its part in assisting the recovery and creating jobs.

“The RBA is concerned about the long-lasting effects from the pandemic, especially on jobs, and hopes the delivery of these new stimulus measures will reduce the risk of high unemployment,” Ms Deda said.

“A sharp bounce back in jobs is unlikely but the priority is clearly on job creation.

The Reserve Bank tapped hard on the accelerator in October, reducing a range of interest rates, including the cash rate, and announcing a more aggressive approach towards quantitative easing, according to an analysis by St.George chief economist Besa Deda.

The cash rate was reduced from 0.25 per cent to a new record low of 0.10 per cent.

“These days, monetary policy is more than adjusting the cash rate,” Ms Deda said. “The RBA also seeks to influence yields across the yield curve.”

In March, the RBA began setting a target for the three-year government bond yield by buying and selling bonds across the curve (called yield-curve control).

The target was set at “around” 0.25 per cent and was reduced to 0.10 per cent on Tuesday.

RBA governor Philip Lowe, in his accompanying press conference, stressed this was the new lower bound and reasserted that negative rates remained “extraordinarily unlikely”. He did concede, however, that if other major central banks all have negative rates, then the RBA would have to consider them.

“In its effort to support businesses and job creation, the RBA in March also introduced a Term Funding Facility whereby lenders could borrow from this fund to on-lend to clients,” Ms Deda said.

“The borrowing rate from this fund was initially set at 0.25 per cent and was also reduced on Tuesday to 0.10 per cent.”

Another arm of the RBA’s monetary policy is the operation of its Exchange Settlement account. Banks and other authorised deposit institutions (ADIs) hold

accounts with the RBA and bank funds can sit there.

The rate on those accounts, prior to the RBA board meeting, was 0.10 per cent.

On Tuesday that rate was reduced to zero.

“With a zero rate, there is no incentive for banks to hold funds in these accounts,” Ms Deda said. “The expectation is that banks will seek out better yielding alternatives. When lent out, these funds can assist business activity.”

In a new move, the RBA will introduce a bond-buying program (i.e. quantitative easing) for maturities beyond three years.

It now plans to purchase $100 billion of government and state bonds in the five- to 10-year range over the next six months, thus impacting on yields further along the yield curve.

Ms Deda said the RBA now had a price target (for the three-year bond yield) and a quantity target (for its bond buying program for maturities of five to 10-years).

“The new bond-buying program matches the QE programs of other central banks, which the RBA hopes will bring down yields at the longer end of the Australian yield curve and reduce the demand for the Australian dollar (than otherwise would be the case),” she said.

“A more competitive currency would help bolster the trade sector and economic recovery.

“Why is $100 billion the magic number? The governor explained that international experience suggests 5 per cent of gross domestic product (GDP) is what has a meaningful effect on the currency and bond yields. For Australia that is around $100 billion.”

“Importantly, the governor stated that the RBA board is prepared to do more if necessary. The board will keep the size of the bond purchase program under review, particularly in light of the outlook for jobs and inflation.

“Tuesday’s rate changes, and the forward guidance it has given, reduce the cost and the risk of borrowing. They should also aid recovery via their impact upon business and household balance sheets.

“Given the slack in the labour market, the RBA notes that wages growth will be weak over the next few years,” Ms Deda said. “This is important for its inflation outlook given that wages are a major business cost.

“With wage growth low, it will take longer for inflation to reach the RBA’s 2-3 per cent per annum inflation target.

From this flows the remark made by the governor that ‘the board is not expecting to increase the cash rate for at least three years’.

“But will they really work? The RBA is of the view that with lockdown restrictions across the economy lifted, its policies will gain more traction. Recent statistics on home lending, building approvals and consumer sentiment suggest that green shoots are emerging in the economy.

“The governor explained in his press conference that there was less certainty beyond three years, but he hoped within the next five years, the economy would begin to show signs of recalibrating and policy would begin to normalise.

“Tuesday’s announcements will encourage growth.

“Is the RBA out of firepower? The governor says ‘no’ and it has additional policy tools if needed.”

“The governor’s statement acknowledged that recovery was underway. It also acknowledged that some of its early concerns were not met.

Accordingly, it now forecasts that the rate of unemployment will peak a little below 8 per cent rather than the 10 per cent expected some months ago.

Tuesday’s policy package is designed to work via three channels, Ms Deda said.

Lower lending rates should lift cash flows and so lift spending.

•

There will be downward pressure on the Australian dollar because of lower bond yields. This will aid export industries and those receiving income from abroad.

•

Lower yields and access to credit will put upward pressure on asset prices.

This will strengthen personal and business balance sheets allowing more scope for spending.

“It now also expects the unemployment rate to sit around 6.0 per cent by the end of 2022 (down from 7.0 per cent previously forecast).”

The RBA also upgraded its near-term economic growth forecasts. GDP growth in the year to June 2021 is now anticipated to be 6 per cent, compared with 4 per cent previously.

However, Dr Lowe made it clear that the economy remained in the grips of a recession, although the narrow definition of a technical recession would not be met – with solid growth in the September quarter expected by the RBA.

“Together, the RBA policy package and the recent Budget announcements should help create jobs and aid in the recovery of the economy,” she said.

RM WILLIAMS PURCHASE A WELCOME KICK TO LOCAL MANUFACTURING Australian actor Hugh Jackman is also selling his 5 per cent stake in RM Williams to Tattarang but will remain a brand ambassador.

The Forrests have also pledged to keep manufacturing jobs in Australia and plans to grow RM Williams, after watching other Australian brands like Bonds, King Gee, Hard Yakka and Blundstone move offshore.

Billionaire Andrew Forrest’s private investment company has flagged an intent on keeping local manufacturing jobs, after buying renowned Australian brand RM Williams for almost $190 million.

The deal ensures the iconic leather boots will continue to be manufactured in Australia at the company’s Adelaide plant.

The Forrest family’s private investment company Tattarang beat out private equity giant TPG Capital to secure the purchase from French fashion house Louis Vuitton.

“I’m just so glad it is now back and I’d have to say the family has a big solid lump in its throat about returning RM Williams back to Australia,” Mr Forrest said when he announced the purchase.

The business employs more than 800 people, with some 400 workers at its Adelaide plant and a similar number across 60 stores nationwide. It also has one store each in New York and London.

Tattarang chief investment officer John Hartman said that while some production had moved offshore, most was made locally.

“We’ll commit to more Australian jobs and particularly keeping the boots made onshore,” he said.

The Forrests also view RM Williams as a long-term investment and say there is a focus on getting to 100 per cent local production.

“In business, sometimes you have to take an approach to get a reasonable deal,” he said.

“We’d like to employ more Australians and get more of these fantastic boots out to people who just love to wear a quality boot which you can pass on from mum to daughter and from father to son,” said Mr Forrest.

Tattarang sees potential for RM Williams to triple earnings in the next five years, partly though boosting online sales and also redoubling efforts to take the boots to international markets.

HOW A SAFETY BOLLARD FORGED A LASTING PARTNERSHIP It seems strange to say, but a humble yellow bollard helped change the way one business worked.

Recently, Chinese state media announced a halt on exports from Australia worth more than $6 billion a year that included wine, lobster, copper, sugar, timber and coal that arrived in China after November 6 2020. This announcement came after China placed tariffs on Australian barley and meat earlier in the year.

Months before that, a virus spread from Wuhan across the globe and continues to devastate economies as they deal with its health implications.

A few years before that, the UK decided to unshackle itself from the European Union and forge a new economic destiny.

With these events, Australia is presented with the dangers of uncertainty but also with an opportunity to lay the foundations for Australia's manufacturing future. This once-thriving industry

is still capable of producing quality goods for export and domestic markets. The events of 2020 can therefore be the catalyst for an overdue discussion on the future of Australia's manufacturing and how to reorganise it effectively as we face such severe challenges.

Some view Australian manufacturing as a product of a bygone era, obsolete in the age of globalisation, ever-dwindling comparative advantages and a flood of cheap imported goods. Yet manufacturing employs some 860,000 Australian, and before COVID-19 it generated more than $100 billion in annual value to the Australian economy and over $50 billion in exports.

It is more important than ever to keep producing goods in Australia. Manufacturing contributes around one-quarter of total research and development investment in Australia, roughly four times its share of the economy. It is particularly important to regional economies, and in my home state of Tasmania, 1,465 manufacturing businesses employ almost 15,000 people.

Last month the federal government announced a new era for Australian manufacturing with the $1.5 billion Modern Manufacturing Strategy to help rebuild the economy and recover from the COVID19-induced recession.

The strategy will make Australian manufacturers more competitive, resilient and able to scale-up to take on the world while building upon our nation's self-sufficiency. It is an opportunity to grow into new and emerging local and global markets.

With increasing global economic uncertainty, there lies the opportunity for Australia to increase its economic cooperation with nations it shares close cultural and historical ties, particularly Canada, New Zealand and the UK. In 2019-20, trade between CANZUK nations included: •

How many manufacturing jobs have you created? comprising over 90 per cent of exports to New Zealand with more than 51 per cent engineering products at $3,690.4 million; and •

exports to the UK that were elaborately transformed manufactures and comprised more than 67 per cent of exports, with 46 per cent engineering products at $867.4 million.

According to the DHL Export Barometer 2019 report, growth in export orders from New Zealand topped the list. Growth in export orders from the UK has steadied since 2016, reaching 35 per cent in 2019.

The report goes onto highlight the potential of the CANZUK nations, stating: This year's results show a more significant number of small to medium-sized businesses entering the export market. For companies new to exporting, we typically see a trend where they concentrate their expansion in markets with familiar consumer buying preferences, cultures and languages. For Australian export businesses, these markets are likely to be other Western nations, such as New Zealand, the US or Canada.

For Australia, there is a high level of uncertainty about the likely impacts of Brexit – with agreements still to be reached between the UK and the EU. Negotiations are continuing with an Australia – United Kingdom Free Trade Agreement and an Australia-European Union Free Trade Agreement.

As Australia – and the world – faces a profoundly uncertain economic future, the nation's manufacturing sector can, with careful nurturing, overcome the problems of the past to be a solution for the COVID-19 economic recovery.

LABOR PLAN TO BOOST AUSTRALIAN JOBS AND PRODUCTS It has been 30 years since Australia last faced the daunting prospects of a recession. Many reading this now probably would not have experienced such a situation as an adult employed, or running a business.

It will take years to recover, but there is no doubt about the important role manufacturing will play in the future of our country as we navigate our way out of the recession our country is facing.

Australian manufacturers were pivotal in the midst of the pandemic as they quickly adapted operations to provide crucial Personal Protective Equipment.

The production of hand sanitiser and face masks helped manufacturers through the pandemic, but COVID-19 exposed the vulnerability of our commodity-based economy to global shocks. In doing that, it revived the importance of a strong Australian

manufacturing sector with products made here in Australia.

That is why Labor has launched a plan for a Future Made In Australia – a plan to boost Australian jobs and Australian made products that will benefit our Australian economy. The initial part of this plan was outlined in the Budget-in-Reply speech by Leader of the Opposition Anthony Albanese, in which he outlined our national Rail Manufacturing Plan.

Liberal governments have consistently said we cannot build trains here, yet the ones they have bought from overseas have been too long for our stations, too narrow for our tracks, or too tall for our tunnels. Our country has the skills and the knowhow. By manufacturing trains here, Labor’s plan would create up to 659 full-time jobs, as well as a rolling stock export industry and boost Australia’s GDP by up to $5 billion.

Manufacturing is critical to Australia’s economic future, to the prosperity of our regions and to the capabilities that underpin the success of so many other industries.

Federal Labor welcomes the government’s new focus on manufacturing, however we remain concerned about what we perceive as a lack of ambition. While the Morrison government has announced $1.5 billion of funding, less than 3 per cent of that money – only $40 million – will be available to manufacturers this financial year.

The Coalition government continuously talks about the importance of medical technology and manufacturing as we deal with COVID-19 and the recession, which begs the question, why won’t this government provide greater support to Australian companies at the time they need it most?

A lack of immediate action will jeopardise Australian jobs and will mean the recession will be deeper and longer than it need be.

As we look to the future and how we best emerge from the health crisis and recession, we have to focus on how to establish well paid, skilled and secure jobs.

Active Australian industry policy will see jobs in Australia, will prevent Australian talent leaving our shores for opportunities overseas, and grow our economy. Industry policy should foster greater collaboration between industry, small and medium enterprises, and government bodies like the CSIRO; a comprehensive public procurement policy; and encouraging start-ups to scale up.

I am optimistic about the future of manufacturing in this country. We have shown in the past that we are an innovation nation and we can continue to be.

In Bruce Springsteen’s 1978 ode to factory workers he said “men walk through these gates with death in their eyes”, but the factories and workshops of the future will be vastly different to that. Manufacturing workers – men and women – will go to work safe in the knowledge that in this country a career in manufacturing can be prosperous and lifelong.

products. ANSTO has been prominent in building Australia’s profile as an advanced manufacturing nation.

That is true at any time, but especially now when global trade relations have been disrupted by the pandemic and increasing tension between the United States and China.

So why are Mr Seymour and Dr Paterson no longer required at their posts?

I sought answers to that question at the most recent Senate estimates hearings, but neither the government, nor officers of the Department of Industry, Science, Energy and Resources, nor Dr Paterson’s interim successor at ANSTO were inclined to provide them.

It is therefore profoundly disturbing that the Morrison government has decided to replace the Anti-Dumping Commissioner, Mr Dale Seymour, and the CEO of the Australian Nuclear Science and Technology Organisation (ANSTO), Dr Adi Paterson.

All manufacturers know that the work of the Anti-Dumping Commission is vital in preventing unfair competition from cheap – and often substandard – foreign imports.

And, ANSTO is an important manufacturer in its own right, as a producer of the radiopharmaceuticals that are increasingly widely used in diagnostic and treatment procedures.

ANSTO estimates that two in three Australians receive one of its products at some point in their lives, and the organisation has a thriving export business because of the quality of those

What is clear, however, is that in neither case did the decision have anything to do with allegations of incompetence or inefficiency.

Both men are highly regarded public servants with deep knowledge of the fields in which they work. There has not been even a hint of mismanagement, and the quality of their leadership is acknowledged by all who have come into contact with them.

In Dr Paterson’s case, the government has taken refuge in the fact that he was not officially dismissed but resigned. It is, however, a curious kind of resignation.

His tenure as CEO would have run until March 2022, so to describe his departure in the language of ANSTO’s official announcement as “slightly ahead of

time”, is, to put it mildly, a breathtaking understatement.

told he is no longer required, but that is clearly what has happened.

Readers of Industry Update will know that the effectiveness of Australia’s antidumping regime depends heavily on the capabilities of the Commissioner.

The person who fulfills that role has to understand the complexities of domestic and international law affecting trade, to be able to assess fairly claims of dumping or unfair subsidisation of foreign imports, and to make appropriate adjudications.

This so-called resignation has been contested. We will know how bitter the contest has been when the lawyers send their final bills, even if the terms of settlement are confidential.

A likely consequence of the pandemic is that there will be increased dumping as markets reopen around the world. Why, at such a time, would the government decide to dispense with someone of Mr Seymour’s undoubted experience and abilities?

We do not know what conversations the government might have held with Dr Paterson before he submitted his resignation, but we do know that the Department of Finance is conducting a study of ANSTO’s “governance and financial arrangements”.

Mr Seymour is Australia’s first AntiDumping Commissioner, appointed in 2013 and reappointed in 2018. The fact that he has been denied even the opportunity of seeking another term suggests that the government is pursuing a partisan agenda, rather than one based on Australia’s needs.

The inquiry is considering possible privatisation of ANSTO, and it is difficult to avoid the likelihood that Dr Paterson was placed in a position in which he felt he had no option but to resign.

Like Dr Paterson, Mr Seymour happens to have been first appointed under a Labor government. Neither man could be accused of having ever acted in a partisan manner in the conduct of their office, but it may be that they have been identified as partisan targets nonetheless.

Mr Seymour continues in his job for the present, but the position of Anti-Dumping Commissioner was advertised in August this year.

He told the estimates hearing that he had had a brief conversation with the Industry Minister about her plans and had not reapplied for his job. Nor is he involved in the process of choosing his successor.

These are uncertain and even dangerous times, and the lack of judgment the government has demonstrated in this matter will do nothing to increase certainty and stability – for business, for industry, and for the people of Australia.

BID TO INCREASE FEMALE PARTICIPATION IN STEM JOBS The federal government has launched a new initiative to inspire girls to see their future in a range of jobs using science, technology, engineering and mathematics (STEM) skills.

Minister for Industry, Science and Technology Karen Andrews said the Future You initiative would help raise awareness of the exciting career possibilities in STEM for the next generation.

“We know that a lack of role models and understanding of STEM careers reduces girls’ interest and confidence in STEM subjects as early as Year 4 – but we want to change that,” Ms Andrews said.

The Future You online platform is aimed at children aged 8 to 12, as well as their parents and carers, and features 12 diverse and relatable characters, including a builder, miner, game designer, farmer, nurse, ecologist and a Moon to Mars Mission Director.

TURNING AN ORDINARY BOX, JAR OR BOTTLE INTO A TAMPER EVIDENT CONTAINER This is just one example that illustrates how easy it is to add tamper evidence to a container. The label used to seal the jar was a HR residue security label from Harcor.

PILBARA ENERGY HUB GIVEN MAJOR STATUS BACKING The Morrison government is helping fast-track the world’s largest green hydrogen and ammonia production facility, which is expected to create tens of thousands of jobs in Western Australia.

The proposed Asian Renewable Energy Hub (AREH) in the Pilbara region is expected to support more than 20,000 direct and indirect jobs during construction over 10 years, and 3000 jobs when fully operating.

In granting it Major Project Status, Minister for Industry, Science and Technology Karen Andrews said the facility will include the world’s largest wind and solar electricity plant.

“The Asian Renewable Energy Hub has the potential to transform the East Pilbara and neighbouring Broome shire and to contribute to a major new export industry for Australia,” Ms Andrews said.

“Not only will the plant be able to export at scale, it will also be able to supply industries in the region while creating new job opportunities and economic growth.”

Minister for Energy and Emissions Reduction Angus Taylor said the project would build on Australia’s strengths as a major energy exporter while helping to

reduce global emissions.

“This project has the potential to help lower global emissions while building a new Australian industry that creates jobs and opportunities in regional Australia,” Mr Taylor said.

“Projects like the Asian Renewable Energy Hub will help us achieve our ‘H2 under $2’ goal and position Australia as a world leader in clean hydrogen.”

The 'H2 for under $2' target is a goal set by the government to produce hydrogen fuel for under $2 per kilogram.

Mr Taylor said the Government’s Technology Investment Roadmap highlights hydrogen as one of the priority technologies to deliver a cleaner future for Australia.

Australia’s emerging hydrogen industry has the potential to generate 7600 new jobs by 2050, with exports estimated to be worth around $11 billion a year in additional GDP. The government has committed more than $570 million to back the development of an Australian hydrogen industry.

“It sends a strong signal to everyone involved, including potential customers and investors, that our project is at the forefront of an emerging green hydrogen industry for Australia, and the opening of a massive new export market to the fastgrowing Asian economies to our north,” Mr Hammond said.

Major Project Status is the Commonwealth government’s recognition of the strategic significance of a project to Australia. It provides companies with extra support from the Major Projects Facilitation Agency, including a single entry point for Commonwealth Government approvals, project support, and coordination with state and territory approvals.

$240M SOUTH AUSTRALIA HYDROGEN PROJECT TO BE WORLD LEADER South Australia’s intention to create a green hydrogen export industry has taken a big step forward, this month with the launch of a world-leading $240 million hydrogen project.

This project would be the largest green ammonia plant in the world, being 60 times larger than Australia’s largest electrolyser at Tonsley in Adelaide.

The initial stage of the H2U Eyre Peninsula Gateway Hydrogen Project will see the installation of a 75MW electrolyser near Whyalla, capable of producing enough hydrogen to create 40,000 tonnes of ammonia each year. It is targeted for completion in late 2022.

The project will be later expanded to the export stage, which will provide an industrial-scale facility with a total production capacity of up to 2,400 tonnes per day of green ammonia, designed to drive further exports.

Demand is strong. Japan already has identified green ammonia as a key fuel to

reduce its carbon emissions and fuel its economy.

Because of the export potential , the SA government is allocating $37 million in the upcoming 2020-21 State Budget to upgrade the Port Bonython jetty.

Premier Steven Marshall said upgrading the jetty would unlock significant investment and export opportunities for South Australia, with hydrogen driving renewed interest in Port Bonython.

“South Australia’s ambition to create, use and export green hydrogen is getting global attention, and has great potential to create jobs and sustain long-term investment,” Mr Marshall said.

“Maintaining this critical piece of infrastructure will unlock further export opportunities in key markets, particularly across Asia, boosting economic activity and creating jobs in our state.

“My government also has been

working to assist Australian company H2U to establish connections with potential international customers, and its hydrogen project at Pt Bonython is a very exciting one for South Australia.”

Mr Marshall said the $240 million demonstrator phase of the project was of global significance, but was just the precursor to a much larger production and export facility that could also strengthen the state’s energy ties with traditional trading partners.

“This comes at the perfect time, as we lead our economic recovery from the global coronavirus pandemic,” he said.

Chief Executive Officer of H2U, Dr Attilio Pigneri said the project would help drive the development of the emerging markets for green hydrogen and green ammonia.

SA Energy and Mining Minister Dan van Holst Pellekaan congratulated H2U on the project and committed to helping fast-track the project’s development.

“It offers the opportunity to export South Australia’s abundant solar and wind resources to support deep decarbonisation in the global energy, industrial and shipping sectors,” he said.

“Our intention of net-100 per cent renewable energy generation by 2030 will produce some of the most cost-effective green hydrogen in the world,” he said.

“In the energy sector, Japan is leading the way with its plan to introduce green ammonia as a substitute fuel, to help meet its decarbonisation targets.”

BEYOND DATA BREACH AND TOWARDS CYBER RESILIENCE In doing business online, multi-dimensional challenges have come from an increasingly sophisticated cyberspace landscape with hackers, ransomware and malicious attacks being part of the package.

of the 2020 Virtual Cyberweek conference in October. It was attended by at least 600 virtual participants and sponsored by industry leaders in energy, communications, logistics, transport, health, security and manufacturing.

The Australian Cyber Security Centre (ACSC) which monitors this activity records a cybercrime every 10 minutes, highlighting the need for business to ensure their systems are secure.

The conference was told that maintaining stringent security online and digital trust had become front of mind, with calls to make it an urgent priority in the coming year.

More than a third of the incidents reported are related to federal and state government bodies – a serious problem, given government is responsible for the delivery of the country’s critical infrastructure, electricity, communications, water, education and health.

In the financial year ending June 2020, ACSC responded to 2266 cyber security incidences, averaging 164 cybercrime reports per day, including a severe Category 1 attack involving the “sustained targeting of Australian governments and companies by a sophisticated state-based actor”, believed to be China.

As a result, the government announced a $1.35 billion Cyber Enhanced Situational Awareness and Response (CESAR) package to boost protection and cyber resilience for all Australians.

The main focus of CESAR is to improve advanced detection of widespread cybercrime campaigns and facilitate sharing of cyber security advice to Australians, as well as forecasting threat intelligence.

As data breaches become bigger or more common, digital trust becomes a valuable commodity. Increasingly, businesses are waking up to the idea that healthy security enables good business and customer loyalty.

From overseas, the Global State of Online Digital Trust Survey and Index 2018 from US CA Technologies shows that “taking security and privacy seriously can have a positive financial impact beyond avoiding costly breaches”.

At the 2020 Cyberweek Virtual Conference there was general acknowledgement that a great user experience meant addressing business customers’ need for security and privacy.

The report surveyed consumers, cyber security professionals and business executives, which highlighted consumers’ lack of confidence in the way organisations collect, store and use their digital information.

A hypothetical cyber security scenario, as part of the segment wrapping up the conference, pointed to the need to increase digital trust, as well as ramp up preparedness during cyber attacks.

It found that “consumer digital trust in Australian organisations ranked the lowest in the world (54 points out of 100)”, compared to the US at 61 points, for example.

The Australian Information Security Association sponsored the hypothetical scenario event, which was addressed by a panel of experts from Toll Holdings Group Information Security, Cohealth, Cybersecurity Siemens Digital Industries and the Australian Energy Market Operator.

In Australia, IT security professionals (73 per cent) and business executives (50 per cent) both admitted to using consumer data containing personally identifiable information.

The recommendations at the end of the discussion and the hypothetical scenario included:

1. Recognition that cyberspace attacks have real and serious impact on the physical environment of business operations, for example on logistics, transport, supply chains and business operations and efficiency.

According to Serge Mailett, the head of cyber security at Siemens Digital Industries (Australia and NZ), it’s a lot like “having an insurance policy”.

“I don’t think we can really afford as a business to just respond after an attack has happened.,” he said. “At that time it’s really a little too late. Prevention is better than cure and that applies also from a cyber safety perspective.”

2. That value chains in business, which impacts on supply chains, are related to each other. The interconnectedness of an online-based environment was a focus in the hypothetical; urging strong suggestions from the panel that all sectors need to come together in strengthening cyber security infrastructures, information and skills learning exchanges.

3. Recognition from industry and business that due to serious impact of cyber attacks on effective operation, a cyber security policy and strategy is essential not only for quick response but also for mitigation and prevention of subsequent attacks.

ESSENTIAL GUIDE IN UPS SELECTION AND BUYING CRITERIA

or outlet groups that can be managed remotely, including the ability to monitor energy usage, and cycle power or turn off these outlets or outlet groups. This can enable someone in a remote operation centre to reboot a hung server or network switch, for example.

As today’s businesses increasingly rely on IT systems and data to keep operations running at peak efficiency, it is more important than ever to ensure those systems can function even in the face of power disruptions.

That is why a quality uninterruptible power supply (UPS) can mean the difference between business as usual and lost data and hours. UPSs can provide anywhere from a few minutes of backup power – enough to safely shut down workstations and servers or allow backup generators to kick in – up to several hours for certain equipment. Understanding how to choose a UPS that is the best fit for your organisation requires having a firm handle on how much power your IT and other critical systems draw and your tolerance for downtime for each application.

In this UPS buying guide, Vertiv and Atrix – a Vertiv partner for 10 years – walk you through the UPS essentials and the buying criteria to consider.

Buying the right UPS: key considerations

1. Determine the size of the load that needs UPS protection, and, hence, the capacity of the UPS Step one is assessing which IT or electronic devices warrant UPS battery backup protection and the power required by each device so that you can calculate the required UPS capacity. Assess what applications each component supports and how the loss of that application will affect your organisation. The required UPS capacity is the sum of the power consumption of the devices to be connected to the UPS.

2. Assess the required UPS runtime for critical devices and applications Step 2 is to determine the desired UPS runtime for continued operation in case of a power failure.

If you have a generator for extended backup power, the required runtime of the UPS may only be a few minutes (~5 minutes) to safely start-up and transition to the generator. On the other hand, your primary goal may be to have enough runtime (~5 to 10 minutes) to safely shutdown servers and workstations to avoid any data loss or corruption.

Keep in mind that, in general, the more equipment you connect to a single UPS, the shorter its overall runtime will be. An alternative may be to use separate UPS’ for certain applications.

3. Determine the number of outlets required Add up the number of devices that you need the UPS to support, and make sure the UPS has enough outlets to meet your immediate needs, and leave some room for growth.

Alternatively, you can use a power distribution unit (PDU) to provide additional outlets, but be careful not to overload the UPS. Some UPS models also include outlets that only support surge protection. These outlets do not provide battery backup.

Make sure you understand the features of the UPS you are buying and that it has enough battery backup outlets to meet your needs.

4. Consider UPS installation requirements

UPSs come in a variety of sizes and form-factors. Tower models are standalone units that sit on the floor, or a desk or shelf, and often backup desktop computers, servers, and routers in an office environment.

Rack-mount UPS models are typically designed to fit in a standard 19-inch IT rack along with other IT equipment. Rackmount UPSs vary in size, and their height is measured by how many vertical slots it occupies in the rack. Each space is known as a “U” and measures 1.75 inches.

UPSs designed to use lithium-ion batteries tend to be smaller and lighter than similar models that use traditional lead-acid batteries, enabling you to fit more backup power capacity in the same space – or the same capacity in a smaller space.

UPS Advanced Features UPSs can differ considerably in the exact set of features they support. The following are additional common features found in modern UPSs that you may want to consider.

Remote Monitoring and Management UPSs with built-in network ports or support for network management cards (NMCs) can be monitored and managed remotely. This is especially important for UPSs installed in branch offices or edge locations with limited or no IT staff on site.

In this case, a centralized IT or facilities group can monitor the status of all UPSs and be notified of issues such as batteries that need replacement.

Remote UPS Outlet Control Some UPS models include outlets

From a local perspective, an LCD screen on the UPS can display useful information such as battery health and power conditions, and facilitate local management and control of the UPS.

User Replaceable Batteries No battery lasts forever, and UPS batteries are no exception. Consider models that feature a removable panel that makes it easy for the user to replace the batteries, rather than having to call a service technician.

Lithium-ion Batteries Lithium-ion batteries are becoming more common in UPSs and for a good reason. They can easily last twice as long as traditional lead-acid batteries yet weigh far less and take up less space. In many cases, the lower total cost of ownership (TCO) of a UPS with lithium-ion batteries will make them well worth the additional up-front cost.

Extended Runtime Some UPS models support external battery packs that can provide extended runtime beyond what a UPS’s internal battery offers.

ECO-mode for Energy Savings UPS Eco-mode seeks to save energy by bypassing the voltage regulation and/or energy conversion processes of the UPS if it determines that the utility input power is of good quality, to save energy.

SIEMENS AND MURRAY ENGINEERING PARTNER TO PROVIDE CHARGING STATIONS FOR MINES West Australian mining services supplier Murray Engineering and global technology giant Siemens have collaborated to develop a ground-breaking high-powered electric vehicle charging station for use at mines both below and above ground.

The vehicle-agnostic charging stations will first be used to power a new light electric vehicle (eLV) being designed and manufactured by underground mining specialist Murray Engineering, providing a holistic fully enclosed solution specifically designed to handle the toughest underground mining conditions in Australia.

This announcement comes at a time when the mining industry is looking at electric vehicles to reduce their CO2 emissions and to protect the health of workers through reduced exposure to diesel fumes.

The first of Murray Engineering’s eLVs will be ready for testing by the end of the year, with potential application at mine sites by mid next year.

Murray Engineering has the scale and access to test the solution through its parent company the Byrnecut Group, the largest

underground mining contractor in the country, which also owns one of the largest fleets of light vehicles used in mines.

Siemens Australia Pacific CEO Jeff Connolly welcomed the partnership. “Since 1872, Siemens has been implementing globally renowned technologies to help Australian industry progress,” he said.

“This partnership will continue our trajectory of bringing the best in the world to the region and helping provide safer, quicker, more cost effective and sustainable solutions.

“The partnership with Murray Engineering helps address a future need by trialling something that has never been done in one of Australia’s most critical industries.”

Siemens will provide its Sicharge UC high power DC chargers which provide a super flexible output range from 125kW to 600kW with five frontends on each station as well as pantograph charging.

Siemens Sicharge UC200 can deliver 200kW and is already onsite at Murray Engineering headquarters in Pinjarra. The flexible high-power range of Siemens Sicharge UC portfolio enables the charging stations to

scale for light, medium and heavy vehicles.

Murray Engineering will design and fabricate a heavy-duty enclosure to protect the unit from the harsh underground conditions and enable ease of manoeuvrability.

The enclosures will be air conditioned to protect the chargers and will have human machine interface (HMI) panels on the outside to control the unity. These high-powered units will allow vehicles to be fully charged in minutes (rather than hours).

Murray Engineering owns and operates a large fleet of light vehicles in its own right and integrates mine specification to over 100 vehicles annually.

“Many existing electric vehicles designed for mining are matched to their own specific charging station, making the solution inefficient and expensive in the long run,” Dr Ong said.

“The solution we are working on will be vehicle agnostic and has the potential to be scaled up as required. The importance of local manufacturing on Australian soil has never been so important.”

NSW, SA ANNOUNCE PLANS TO DRIVE JOBS WITH RENEWABLE PROJECTS Local manufacturing is set to boom, with a taskforce announced to find ways to drive the use of NSW materials in building the state’s Renewable Energy Zones, while South Australia has given the go-ahead to the state’s largest solar farm.

As part of a new initiative, the NSW government will set up a Manufacturing Renewables Taskforce to put policies in place that create local jobs and support local industry, to give the state’s emerging green energy sector a boost.

As part of the plan, the government has unveiled an electricity infrastructure roadmap to emissions and reliance on coal and will unlock $32 billion in private investment for renewable energy.

The plan will create Renewable Energy Zones (REZs) in regional communities and create 2800 jobs.

In South Australia, the state government says the giant new solar farm will help with the COVID recovery, create 800 construction jobs and make electricity cleaner, cheaper, and more secure.

The government also has signed a 10-year energy supply contract with South Australian company ZEN Energy, which

secured construction of the state’s fifth grid scale battery near Whyalla.

“We’re committed to building what matters, using our budget to drive jobs and growth to recover from COVID-19,” said Minister for Energy and Mining Dan van Holst Pellekaan.

The 280MW Cultana solar farm – to be built by 2022 – will be the biggest in the state, overtaking the 220MW Bungala facility located near Port Augusta.

The 100MW/100MWh Playford big battery, to be completed by 2023, will be the second biggest in the state. It will be located close to where the brown coal generator of the same name was once located.

The agreement will result in around $12.8 million in savings for taxpayers compared to the previous power arrangements.

In NSW, Deputy Premier John Barilaro said the state government needed to lead by example to back local supply chains, local manufacturers and local jobs as the state came out of recession.

“This taskforce will make sure we have

the knowledge we need to do just that, and unlock regional NSW’s renewable energy manufacturing potential.”

Energy Minister Matt Kean said the taskforce would look at everything from material sourcing and supply to contracting arrangements and exploring ways to give NSW manufacturers a competitive advantage in emerging ‘green’ supply industries.

NSW currently imports more than 86,500 tonnes of steel that form the foundations for critical energy infrastructure – including some finished manufactured goods.

“My priority is finding ways to make sure that the steel and other products that power NSW, are made in NSW by NSW manufacturers,” Mr Kean said.

“Industry tells us we will need more than 650,000 tonnes of steel to deliver our three Renewable Energy Zones.”

“The taskforce will look at terms we can put in our electricity infrastructure contracts and tender rules which will drive the use of NSW products, where they are cost competitive.”

The REZs are located in the CentralWest Orana, New England and SouthWest regions of NSW. They involve the coordinated development of new grid infrastructure in energy rich areas, efficiently connecting multiple generators in the same location.

The Manufacturing Renewables Taskforce will include representatives from the steel, aluminium, cement, concrete and manufacturing industries, the workers unions, renewable development stakeholder groups and the NSW Government.

A Jobs in Renewable Energy Zones Taskforce will also be established to ensure jobs created in local communities hosting the new infrastructure go to local people in regional areas.

WORK HYGIENE-COVID- 19

COVID-19 AND MANAGING THE SAFE RETURN TO WORKPLACES Prime Minister Scott Morrison has established 10 National COVID-19 Safe Workplace Principles to underpin Safe Work Australia's workplace health and safety guidance. In this article, Craig Boyle and Rob Humphreys, of MinterEllison, discuss the 10 principles and provide practical steps to assist employers in implementing these.

Many employers followed governmental guidance back in March to reduce the risk of the spread of COVID-19 by arranging for employees to work from home where possible. For many workers, shifting work to hastily assembled home workstations, with work interactions through videoconferences, has been the defining experience of the pandemic.

While changes to working arrangements of this nature have almost certainly contributed to Australia's success to date in keeping the infection rate low, they also imposed new work stressors on employees facing novel work challenges in comparative isolation.

As governments ease restrictions to reinvigorate the economy and ease psychological stressors on the population, employers are faced with a delicate balancing act – regaining productivity while mitigating the dual risks of a workplace COVID-19 outbreak and damage to mental health.

Implementing the National Workplace Principles

At the same time, Safe Work Australia has advised WHS regulators across the country to focus on what is reasonably practicable for employers to implement to ensure a safe workplace during the exceptional circumstances posed by COVID-19.

Taking reasonably practicable steps to identify the risks of family and domestic violence, such as providing a safe environment for disclosure, ensuring confidentiality and not requiring employees to divulge unnecessary personal details.

Employers should consider circulating a family and domestic violence policy, which may need to be adapted to accommodate for the circumstances of COVID-19, to facilitate communication with employees. If it is not possible for an employee to be safe at home, an alternative work environment must be provided, so far as reasonably practicable.

Proactively responding to reasonably suspected cases of COVID-19 in the workplace by: isolating the employee suspected of having COVID-19 and providing them with appropriate personal protective equipment; seeking advice from state or territory health authorities;

ensuring the affected employee has safe transport home, to a location they can isolate in, or a medical facility if necessary;

•

directing other employees to leave the

workplace and ensuring the workplace is thoroughly cleaned and disinfected before employees can return; •

•

identifying and informing any employees who have come into close contact with the affected employee and requiring them to self-isolate until the employee is confirmed negative for COVID-19 or for a 14 day period; and reviewing COVID-19 risk management controls in light of the incident and in consultation with employees to decide whether any changes or additional control measures are required.

•

Assisting employees continuing to work from home by:

providing guidance on ensuring a safe home working environment including an ergonomic workstation set up and

and employees with compromised immune systems, and assessing risk with consideration of these employees.

When conducting a risk assessment for employees particularly vulnerable to the risk of exposure to COVID-19, employers must consider: •

The Privacy Amendment (Public Health Contact Information) Bill 2020 will make it an offence for an employer to require an employee to download or use the app, or to take adverse action against an employee on the basis that they refuse to download or use the app. Employers can be proactive in encouraging employees to download and use the app but must express that whilst this is desirable, it is not mandatory and will not affect their employment in any way.

Use of the app may also be an effective way to minimise any mental health concerns associated with a return to the workplace by providing employees with peace of mind knowing they have a way of monitoring the invisible threat posed by COVID-19.

COVIDSafe has faced some resistance due to privacy concerns around the collection and distribution of information obtained. It is advisable that employers who wish to encourage employees to use the app be across the details of how the app operates and to address any concerns about the privacy of their data and any information disclosed to their employer.

The road ahead Even though the risks associated with COVID-19 will likely continue to fluctuate from week-to-week around the country for some time to come, taking the steps outlined above will position employers well to control those risks. A spike in the infection rate will require control measures to be tightened. Nature has inspired engineers at UNSW Sydney to develop a soft fabric robotic gripper which behaves like an elephant’s trunk to grasp, pick up and release objects without breaking them.

“So, we wanted to mimic these gripping capabilities – holding and manipulating objects are essential motor skills for many robots.”

The researchers say the versatile technology could be widely applied in sectors where fragile objects are handled, such as agriculture, food and the scientific and resource exploration industries – even for human rescue operations or personal assistive devices.

Dr Thanh Nho Do, Scientia Lecturer and UNSW Medical Robotics Lab director, said the gripper could be commercially available in the next 12 to 16 months, if his team secured an industry partner.

He is the senior author of a study featuring the invention, published in Advanced Materials Technologies this month.

Dr Do worked with the study’s lead author and PhD candidate Trung Thien Hoang, Phuoc Thien Phan, Mai Thanh Thai and his collaborator Scientia Professor Nigel Lovell, Head of the Graduate School of Biomedical Engineering.

“Our new soft fabric gripper is thin, flat, lightweight and can grip and retrieve various objects – even from confined hollow spaces – for example, a pen inside a tube,” Dr Do said.

“This device also has an enhanced real-time force sensor which is 15 times more sensitive than conventional designs and detects the grip strength required to prevent damage to objects it is handling.

“There is also a thermally-activated mechanism that can change the gripper body from flexible to stiff and vice versa, enabling it to grasp and hold objects of various shapes and weights – up to 220 times heavier than the gripper’s mass.”

Improvement on existing grippers Dr Do said the researchers’ new soft gripper was an improvement on existing designs which had disadvantages that limited their application.

“Many soft grippers are based on claws or human hand-like structures with multiple inward-bending fingers, but this makes them unsuitable to grip objects that are oddly shaped, heavy or bulky, or objects smaller or larger than the gripper’s opening,” he said.

“Many existing soft grippers also lack sensory feedback and adjustable stiffness capabilities, which means you can’t use them with fragile objects or in confined environments.

“Our technology can grip long, slender objects and retrieve them from confined, narrow spaces, as well as hook through holes in objects to pick them up – for example, a mug handle.”

During testing, a gripper prototype weighing 8.2 grams could lift an object of 1.8 kilograms – more than 220 times the gripper's mass – while a prototype 13 centimetres long could wrap around an object with a diameter of 30 mm.

Integrating robotic arms and the sense of touch Dr Do has filed a provisional patent for the new gripper, having successfully tested and validated the technology as a complete device.

He expects the gripper to be commercially available in the next 12 to 16 months, if he finds an industry partner.

The green and gold kangaroo on the Australian Made logo has confirmed its international appeal with new Horizon Consumer Science research finding that 97 per cent of overseas consumers have a positive first impression.

The research, which was carried out in six diverse export markets, found that more than two thirds (70 per cent) of consumers spontaneously recognised Australia as the country of origin for products carrying the logo. Trust in the green and gold kangaroo was also high, with 85 per cent confident products carrying the Australian Made logo were genuinely Australian.

Horizon Consumer Science CEO Ian Cesa said the findings were extremely positive and highlighted the strength of the Australian Made logo in international markets.

“The presence of the Australian Made logo on Australian products captures the attention of international consumers and elicits the many positive qualities that they associate with Australia,” Dr Cesa said.

$6 BILLION HANGOVER IN THE WORKPLACE BECAUSE OF ALCOHOL AND DRUGS since the body was formed, with more 200,000 people accessing ADA support services. Another 70,000 Australian workers are expected to attend ADA training sessions over the next 18 months.

ADA Australia workshops are conducted by presenters with “lived experience” of the personal and public risk of alcohol and drug dependence. This includes:

The cost in lost productivity due to misuse of alcohol and drugs in the workplace sits at $6 billion per year, according to industry statistics referenced

by Alcohol and Drug Awareness Australia (ADA Australia), with 2.5 million working days lost.

Digging deeper, 10 per cent of workplace deaths are drug or alcohol related and factor in 25 per cent of workplace accidents. Sixty-one per cent of full-time employees report frequent use of drugs or alcohol. Ten per cent of workers have reported negative experiences with drug or alcohol affected co-workers.

ADA Australia was launched in the hope of greatly reducing those statistics through greater awareness – with an accent on connecting with people with problems before they hit rock bottom and deeper mental problems develop.

As ADA sees it, drug and alcohol misuse reaches into every corner of the Australian community – into workplaces, families, sporting clubs, and professional life. And, alongside, sit the accompanying disorders of depression, anxiety and selfharm.

Co-founder and non-executive chairman Anthony Pettiona says: “If we are to get to the nub of the misuse of drugs and alcohol, we have to first accept that this is a cultural thing we are up against.

“That means we have to change our ‘thinking’ around these substances, in the way we use them, in the ways they are ‘modelled’ socially and in the media, and in the modelling we do in front of our children.

“At ADA Australia, we believe that by building awareness of the health impacts,

the effects on family and financial security, and the social and workplace impacts, can we begin to address the problem,” Mr Pettiona said.

ADA Australia specialises in training sessions in the workplace, providing positive strategies for ensuring the health, safety and welfare of all employees, co-workers and the community. It also conducts counselling support through to rehabilitation referrals, as well as workplace mental health training.

For companies, ADA Australia also provides assistance in developing a consultative, compliant drugs and alcohol policy as part of a best practice Workplace Health and Safety Management Plan Employers have a duty of care under the Australian Work Health and Safety Act (2011) to provide a workplace that is free from hazards associated with the misuse of drugs and alcohol.

More than 30,000 workers have attended ADA workshops in the four years

TIPS FOR MINIMISING THE HARMS FROM ALCOHOL CONSUMPTION • Drink water or other non-alcohol beverages between alcoholic drinks • Avoid drinking in rounds with friends, as you may end up drinking more than planned • Order smaller serves of beer, cider and spirits; rather than pints or double serves • Don’t allow others to top up your glass if you’re sharing a bottle of wine as you may lose track of how many drinks you’ve consumed • Avoid high-alcohol content beverages, such as stronger beers or wines, and spirits • Eat some food before and while drinking, to slow your drinking pace and slow the absorption of alcohol

• Occupy yourself while drinking to reduce the amount you’re consuming: play pool, sing karaoke, dance, talk to friends.

Avoid combining alcohol with other drugs, including pharmaceutical and illicit drugs Alcohol is a depressant drug.

Consuming alcohol with other depressant drugs such as benzodiazepines, GHB, ketamine or opioids can increase the risk of overdose and cause loss of consciousness, nausea and vomiting.8 Combining alcohol with stimulants such as cocaine, amphetamines or MDMA can also be dangerous, as both alcohol and stimulants can cause dehydration. Additionally, some stimulants can mask the effects of alcohol, leading people to drink more.9

Don’t leave drinks unattended Drink spiking occurs when a person deliberately adds alcohol or another drug to a drink without the knowledge of the person who will be drinking it. Alcohol is the most common substance used to spike someone’s drink, by adding alcohol to a non-alcoholic drink, or making it stronger.10 To reduce the risk of drink spiking: • avoid sharing drinks • buy or pour your own drinks • don’t accept drinks from strangers unless you are at the bar and can observe it being poured • don’t leave your drink unattended • keep an eye on your friends and their drinks

ALCOHOL AND DRUG AWARENESS Energy company Zinfra engaged ADA to run its drug and alcohol program across its organisation.

“We entered this program with high expectations after we witnessed the presentation by staff with lived experiences,” a spokesman said.

“The feedback from our staff regarding the program is outstanding and we have numerous examples of the program making a difference in the lives of employees. The program is flexible and was tailored to our requirements and I highly recommend business leaders to take the time to arrange a session with ADA.” Delta Group engaged ADA to conduct a trial of training workshops with its workforce at various project sites in Sydney.

“The interactive, two-hour workshops facilitated by ADA were received enthusiastically from all participants and reinforced not just our corporate policy and the professional obligations of our workers and contractors, but the deep personal impacts of addiction on family and friends,” Delta Group communications manager Damien Hanger.

“The success of these workshops was such that we are planning a wider roll-out so we can build on our already strong safety culture, but to also provide our workforce with knowledge and skills that may be applied outside of work.”

DEALING WITH ALCOHOL OR DRUG-IMPAIRED PEOPLE When dealing with drug or alcoholimpaired individuals, safety is the first and overarching priority.

This includes: • The safety and wellbeing of staff • The safety and wellbeing of the public • The safety and wellbeing of the affected person.

For people working in customer service, in front counter or sales roles, the likelihood is high that they will encounter or be engaged in interactions with drug or alcohol-impaired customers or visitors to the workplace.

However, dealing with people who are impaired by substance use, emotionally unwell or experiencing a psychotic episode, requires skill and sensitivity.

It also calls for compassion and patience, a level of understanding as to the severity of the impairment (and whether medical or other assistance may be required), and alertness as to the potential hazard and safety risk posed.

People in “front of house” roles, or others likely to encounter drug or alcoholimpaired individuals, should be trained for these interactions – for their safety, as well as for the wellbeing of the affected person.

The nature of the response in these situations can vary with the circumstances of the interaction.

Given the effects of alcohol and druguse on impulse control and the GABA receptors in the brain, and depending upon other factors affecting behaviour and state of mind, interactions with impaired individuals can be difficult.

An aggrieved drug or alcohol-affected customer, client or visitor may pose immediate risk (whatever sits behind their sense of aggravation).

It is important to be aware that any interaction can quickly become volatile, with or without correct handling, escalating rapidly from frustration to agitation and belligerence, and, in worst cases, to threats or acts of violence.

These risks can be heightened when psychostimulant drug-use is involved, such as methamphetamine (ice) and amphetamine (speed), among others.

The behaviours of people affected by these substances may be highly erratic, uncontrolled and potentially aggressive.

In high risk environments, therefore, or during higher risk hours (such as late at night), work teams should contain at least one trained person to take the lead in assessing risk, and in taking action or providing direction in the interests of the safety and wellbeing of staff, of customers and in the interests of the affected individual.

It should also be recognised that while psychostimulant drug use can increase risk of aggressive behaviour, not all users become aggressive.

In fact, most drug or alcohol-impaired customers or visitors to the workplace are likely to be compliant and benign, if not readily co-operative. They may also, depending upon the level of impairment, be confused, uncertain, withdrawn and unresponsive.

It is important therefore that all staff engaged in “front of house” roles (in reception, at service counters or involved in sales) – or in any role involving engagement with the public – are trained in correct processes and procedures for managing their own safety when engaging or responding to impaired individuals, in acting to minimise potential risk to the safety and wellbeing of others present, and in acting in the interests and welfare of the affected individual.

SORRY RECORD OF ALCOHOL AND DRUGS IN THE HOME Australian research into the scourge of family violence shows a strong causal link between the misuse of alcohol and drugs, and violence committed against partners and other family members.

While people not alcohol and drug-affected also commit these terrible acts, the research confirms what many of us know to be true: that much of this violence is fuelled by alcohol and drugs.

The damage it does to families and communities clearly shocks and horrifies clinicians, police and other frontline service providers working close to the problem.

“The level of alcohol-related damage occurring in our communities is simply appalling. The health, social and economic costs associated with alcohol use cannot be allowed to continue at the current level,” said Dr John Herron, chairman of Australian National Council On Drugs.

Research conducted by the National Drug Law Enforcement Research Fund (NDLERF – Alcohol/Drug-Involved Family Violence In Australia 2017) shows that alcohol and/or drugs are involved in more than 40 percent of family violence incidents reported to police. The same report shows that of drug-related family

violence incidents, 43 percent resulted in physical injury.

For those incidents involving police call-outs and intervention, the offenders are predominantly male, and the victims predominantly female.

It is to Australia’s shame that too many women are terribly injured, too many lose their lives, and too many children suffer physical and mental harm at the hands of drug and alcohol-affected perpetrators.

The scarring on children is welldocumented. Co-author of the NDLERF

Report, Professor Peter Miller, said: “Key challenges … include the intergenerational nature of the cycle of violence, and the devastating impact it has on children in families who suffer such violence.”

While the misuse of drugs and alcohol is “normalised” across much of Australian society, we are fast running out of excuses for the damage these substances do.

ADA Australia is committed to raising awareness of the impact of drugs and alcohol on the health and wellbeing of Australians, on their families, on their financial security, and on the risks drugs and alcohol pose to workplace health and safety.

The Academy of Technology and Engineering (ATSE) says targeted support and investment in Australian medical technology, including in digital health records, should be a top priority of the government’s Modern Manufacturing Strategy (MMS).

The academy shares the strategy’s vision for Australia to be recognised as a high quality, sustainable manufacturing nation, and argues that targeted and strategic investment in technology would catalyse this transformation.

ATSE’s submission to the government’s consultation on the MMS Roadmaps highlights the four areas of the strategy where Australia’s established global

SAGE GROUP LAUNCHES AUTOMATED SHOPPING TROLLEY SANITISER Automation and industrial company SAGE Group has launched a new automated machine capable of sanitising entire trolley lines.

A first of its kind, the ‘Sanitizit’ will be installed at supermarkets and is capable of cleaning the whole trolley, not just the handles. It can also be used in airports and hospitals.

SAGE CEO Adrian Fahey said the company will manufacture and support installation of the devices, after a chance discovery.

“I was fortunate enough to come across this product in the USA through one of our partners,” said Mr Fahey.

“Our team have since worked closely with the inventor to adapt the product to suit Australian conditions and requirements.”

Fahey said: “SAGE has always been at the forefront of innovation and I think this is another great example of this.

The first unit is installed for testing in a Drake Supermarket in South Australia.

“We can put a run of trolleys through and it puts a fine mist across the whole trolley, not just the handles but the whole trolley,” supermarket owner John-Paul Drake said.

“That mist kills 99.9 per cent of all bacteria.”

Drake Supermarkets plans to roll the units out across its 42 stores, while SAGE is working with a number of other supermarkets nationally for future trials.

“It’s about working out where their pain points are and then coming up with solutions to meet their requirements.”

Despite COVID-19 and its impact on the cost of freight, RS Components has maintained steady growth in taking on new customers while its digital platform has performed strongly.

“I would say it’s been a solid year,” says Scott Philbrook, Acting MD for RS Components. “Why I say that is because we’ve performed well in the current economic climate.”

NEW PLASTIC PRODUCT TO REPLACE MINERALS IN CEMENT

CUSTOMISATION THE STANDARD FOR BOMAC ENGINEERING

Polyrok is a new sustainable alternative to minerals used in concrete, and is going to form part of the foundation for a carpark installation for Coles in Horsham, Victoria.

We have all had that experience where we find an off-the-shelf product that almost – but not quite – meets our need or solves our problem.

The concrete slab carpark will be made partly out of the recycled soft plastics product. The innovation is being led by Victorian recycling RED group and Replas, in partnership with Coles.

In that situation, what are the options? You can just do the best you can with the standard item or try and tweak or change the item.

The carpark is the first commercial construction project in Australia to make use of Polyrok.

Made from plastic bags and soft plastic packaging recovered from the REDcycle program, Polyrock has the potential to divert 105,000 tonnes of soft plastics from landfill each year, if used in commercial concrete projects across Australia.

Coles state construction manager Victoria Fiona Lloyd said this was the first time the product had been used in a commercial environment.

The project will help repurpose 900,000 pieces of soft plastic, to be used in the carpark at the soon-to-be-competed Coles Horsham redevelopment.

This tackles the plastic problem, in addition to carbon reduction, while being fit for purpose.

Federal Assistant Minister for Waste Reduction and Environmental Management Trevor Evans welcomed the collaboration to find innovative and practical ways to reuse soft plastics.

“There is huge potential and opportunity for infrastructure projects to help us build a more circular economy,” Mr Evans said.

RMIT University is also an active partner throughout the whole development process.

“This is why the federal government has prioritised the development of new national standards and guidelines to encourage the use of recycled content in roads and other projects.”

Polyrok reduces the carbon footprint due to the reduced thermal mass it provides.

Since the partnership began, Coles and its customers have diverted more than 1.3 billion pieces of soft plastic from landfill.

No. Simply installing the technology required by the future factory will not fix inefficiencies. In fact, if preparation and planning is poor, Industry 4.0 will only
