What is SEACEF? The Southeast Asian Clean Energy Facility (SEACEF) is a catalytic investment facility designed to help accelerate the low carbon transition in Southeast Asia. By placing development risk capital into innovative, high-impact clean energy opportunities, SEACEF intends to have a leveraged impact to support the growth of clean energy investments.

Who is Clime Capital?

SEACEF is managed by Clime Capital, a licensed fund manager regulated by the Monetary Authority of Singapore (MAS). Clime Capital is headquartered in Singapore with an on-theground presence in Vietnam, Indonesia, and the Philippines.

Why SEACEF is Required Southeast Asia is at the vanguard of climate change and is on track to significantly increase carbon emissions with existing and planned fossilfueled projects. SEACEF will provide early-stage high-risk capital for a postCOVID green recovery at a time when private sector investment in clean energy has been delayed. At the same time, the region’s young population and rapid pace of economic development provide the opportunity for the region to leapfrog the transition to a low carbon economy.

SEACEF provides high-impact funding support to clean energy projects and businesses at an early development stage where early stage risk capital is difficult to fund. Through this funding support, SEACEF accelerates the transition to a low carbon economy.

SEACEF’s Early-Stage Investment Focus SEACEF’s mandate is focused on climate change mitigation initially focusing on opportunities in Vietnam, Indonesia, and the Philippines.

All investments are required to meet an ‘additionality’ requirement where SEACEF investments are made to address an early stage funding ‘gap.’

By providing this critical early stage funding, SEACEF will promote significant medium and late-stage investment from the private sector. SEACEF will focus on clean energy technologies that are leading the energy transition such as solar, wind, and energy storage, as well as supportive business models including transmission infrastructure, energy efficiency, and electric mobility.
