PASS-IT-FORWARD PASS-IT-FORWARD is about embracing all of the members of the Grenada Football Association, creating a new and positive culture where everyone will connect and see themselves as a contributor. This project seeks to clinch a new directional path, empower members, form stronger clubs, better Match Officials and develop quality players and programs. PASS-IT-FORWARD shall continue to improve on all aspects of the development of football.

CHENEY JOSEPH “A vote for Cheney Joseph is a vote for a candidate with leading edge, transparency, forward thinking, relevant and highly respected leadership with global networking skills which provides more opportunities for football in Grenada.” Cheney Joseph is committed towards the development of football in Grenada, Carriacou and Petite Martinique working with each affiliate in advancing on the progress already made. His unwavering energies towards the continued development of the sport is indisputable. From humble beginnings, this ordinary River Road individual was always regarded as a visionary. His sometimes straight forward and blunt approach to national issues has caused some discomfort to others, but many would agree that once his ideas come to fruition, the rewards outweigh the contention.

After two consecutive terms as President, Cheney Joseph has embraced the perspective and interest from players, coaches, stakeholders, sponsors and Match Officials to be able to properly make this assessment on our current and future needs. It was from these discussions Cheney Joseph was able to develop the PASSIT-FORWARD Manifesto.

The Manifesto will be executed on the following 5 key pillars. consultation at the community level. It is therefore my expressed desires to secure support from the government, CONCACAF, FIFA, Grenada Olympic Committee and all other resources available to provide the necessary support at improving the current constructs of our membership. Our focus will be on institutional strengthening through dialogue. A main provision provided for Clubs Development under PASS-ITFORWARD is the injection of fifteen thousand dollars for Clubs who are able to meet their Club Licensing requirements, provide a copy of their AGM meeting minutes and their audited financial documents. Having already initiated the Club Licensing programme, Cheney Joseph plans to ensure that the necessary support for growth and development is realized.

PASS-IT-FORWARD shall continue the process of Competition enhancement, further review and revamping of areas requiring assessment. Under the PASS-IT-FORWARD project, Carriacou and Petite Martinique will be an integral part of all programs organized by the Grenada Football Association.

2. TECHNICAL DEVELOPMENT: Grassroots: Additional support to each parish with a specific amount of technical and financial assistance will continue for the sustainable development of Grassroots football. As part of this process, more investment will be provided to schools and communities.

Coaching Education: PASS-ITFORWARD will continue to provide regional courses as well as coaching certification courses with support from FIFA and CONCACAF. More commitment will be given to have coaches’ licensed at home and abroad.

The Construction of a Technical Centre is key to player development and therefore once elected President, priority will continue to be placed on the establishment of a state of the art technical Centre constructed by 2020.

Player Development: PASS-ITFORWARD will continue to actively engage through specific and direct contact, opportunities for our players to be scouted.

3. INFRASTRUCTURE DEVELOPMENT: Cheney Joseph remains committed to the overall development and improvement of Grenada’s football product. Working closely with the government to develop a comprehensive infrastructure plan, which will facilitate a proper football venue in each parish that is properly lit and has the minimum facilities required for the growth of the game on the island.

From the inclusion of professional individuals and service organizations, growth in revenue has seen a noticeable increase. PASS-ITFORWARD will continue to work at maintaining and improving established goals. all further GFA capital projects based on our specific needs. »» Engage both FIFA and CONCACAF in providing expertise »» Engage UEFA member associations to provide administrative and technical support. »» Discuss with local businesses the possibility of aligning their business with clubs in communities.

5. INTERNATIONAL RELATIONS: Through PASS-IT-FORWARD opportunities will be made available to engage administrators in exchange programmes amongst other Member Associations and Confederations.

Strong Leadership, Integrity, Visionary! A strong belief in the philosophy that every person has a right to benefit from the game through their participation and support for its advancement. Under his tenure the Association remained in good standings and has continued to regain the trust of the Grenadian community, locally and abroad. Cheney Joseph has promoted the message of good governance and transparency in all levels of football which has resulted in a significant growth in sponsorship and participation.

Two other occasions were in 1990 with Grenada senior men’s team hosting St. Lucia in the Windward Islands Tournament. It was in the 89th Minute and both teams tied, Cheney Joseph being called upon to take a direct kick 25’ years away from the opponents goal and converted despite the St. Lucians having seven men in the wall.

The Candidate Inspection and experience:

The other two occasions were both against Barbados, once in Barbados in 1994 in the weirdest football game ever to be played and the other in Trinidad with Grenada being down 1-0 in extra time. The common denominator in all of these equations was the person currently President of the Grenada Football Association and on every occasion the team was requiring someone to step up on their game to deliver. On each of these occasions, he stepped up to the plate and delivered the goods against all odds.

Cheney Joseph first served as a player representing GRENADA from 1984 to 1998 and within that period, he captained the national Senior Men’s Team for five years. During his playing career, he was regarded as an excellent and highly tactical player, but was best known for delivering the goods in crisis moments. A few of these occasions that come to mind are 1989 Shell Caribbean Cup Final between Grenada and Trinidad and Tobago with Grenada down 1-0 and it was his own initiation of an unrehearsed tactical play which saw the team equalize.

His playing career resulted in 71 matches with 17 goals over fourteen (14) years. Joseph wearing his made famous #15 jersey at both club and country, moved into coaching at the Club level and then national teams both youth and senior before becoming an administrator. The journey as an administrator resulted in many changes being influenced even as a Vice President where he served for ten (10) years before assuming the role of President in 2010. A few he recalls includes leading the charge for a change to the constitution as well as vehemently canvassing to deny executive committee members from voting at electoral congress. This did not go well with those officers who were at the helm, but Joseph believed this was warranted. Service to football and country: 1982 - 1984

Being a visionary leader is far beyond Charisma but entails the ability to inspire followers, create idealize influence, ability to motivate them to take action among others. The GFA have at this time a president who has transformed the image of football in Grenada and has laid a strong foundation for growth and development. Despite the many odds and weaknesses on the institution, the tangible evidence of progress can be seen and felt I therefore humbly endorse my comrade as he seeks re-election. The process of transformation has begun; and the game is on! FOOTBALL has long been regarded as the beautiful game. The world’s most popular sport has seen a resurgence in Grenada within the last decade, with greater awareness and greater participation. It is a useful foundation, on which we can build, and take the game to another level here. Our plan in essence over the next five to seven years is to: (a) Invest more in player development (b) Building a genuine semiprofessional structure (c) Helping to create move avenues for the top players to get engaged in overseas leagues (d) Develop programs to improve the quality of coaching at the club level (e) Instituting support programs to improve the club structure (f) Investing in a special program for girls soccer at the primary school level (g) Building Grenada football to become a genuine force at the CONCACAF level (h) Get the national team move active, with a few to drastically improving its international ranking

While our first two terms were spent on stabilizing existing structures, including participation and awareness and investing in infrastructure, the need period, there will be a greater emphasis on individual player development, and creating more opportunities and home and abroad for local players. (i) The Pure Grenada Cup will be strengthen to make it a genuine semi-professional league (ii) We propose to work closely with the Ministry of Sport to develop a soccer excellence program (iii) We will engage on a permanent basis, 35 of the top footballers (22 men and 13 women) that are capable of national duties between the ages of 18 and 25, and have them on a permanent year-round training and development program. They will be “paid to train” at average of $2,000 a month in a partnership between the GFA, government and private sponsors.

Special targeted to be part of this “creating excellence” program will be the players with the most skill and potential that are wither unemployed or under-employed. Players with national potential, with otherwise full careers, will be engaged on a part-time participatory basis. The players selected for the program, will have to maintain certain standards to be kept in the program, including issues of physical fitness, nutrition, discipline, involvement in national youth football programs et cet (iv) We will develop an online data base for all club and national players that will serve as a reference tool for agents and outside interests. That online data base will be the basis of a comprehensive marketing tool that will seek to bring the attention of our players to foreign agents.

(v) We will help develop the “brand awareness” of key local players, and will seek to engage agents who can get them involve in commercial arrangements that will “up their value” and increase their individual earning potential. (vi) Understanding that the basis of developing the game nationally, will be to improve the club structure. We are proposing to give each registered and operational club in the national structure a subvention of $15,000 annually to be spent on internal development programmes that will be monitored by the national technical committee.

POST NOTE: We have crafted a bold and ambitious agenda that will take the game further than it has ever been. We shall develop the game, by developing stars. We shall help turn on the magic of soccer to turn our boys and girls into the men and women of our community – respectful, productive and successful. While we build the game, we shall build our community – by building citizens.

(vii) We will seek to sign an MOU with local and regional television to get more top local games film and broadcast at home and abroad.
