Message from the

Hon. Emmalin Pierre

Minister for Youth and Sports

As you gather here today for your AGM, I bring you greetings from the Ministry of Sports, and best wishes for your successful deliberations. We hope that in your considerations, you will look critically at the year gone by, building on the things that worked well, and not being afraid to radically change the things that did not come out so well. We have watched with admiration the steps you have taken over the last couple of years to build the game among girls and women. You have decisively changed the traditional attitude that football is a man’s game. From the evidence of Grenada’s participation in regional tournaments, we appreciate that there is a long way to go to get the women’s game to an acceptable level, but we believe that you have taken steps in the right direction. Football, it goes without saying, is one of our prime sports -- and maybe along with cricket is perhaps THE prime sport in Grenada. We suspect that there are more people who play football than any other sport in Grenada -- whether it’s people who play competitive, or just some pickup-football or beach soccer, or six-aside or small goal -- whatever form this glorious game comes in. It is because of that fact, that we -- collectively -- must give it the attention it deserves. We must find a creative way to bottle that natural love

for the game that comes from the communities, into a more organized structure. We believe that for us to see the full potential of soccer, we must place greater emphasis on developing the club structure. There are a lot of teams in Grenada, but not enough clubs. It is a more solid club structure that will ensure the growth, development and viability of the local game. While as we said there are thousands of footballers in Grenada -- from the casual to the serious -- we do not find that this translates all the time into public support for some of the local competitions. There must be a greater effort in packaging and marketing the GFA competitions. We have seen freelance soccer organisers capture the imagination of the market in their one-off tournaments. It is perhaps something we should study and learn from. You may want to consider putting more money into not just organizing and coaching, but packaging and marketing the local game. Throughout generations we perhaps have taken too short sighted an approach to marketing, as if it is some unnecessary spending we can do without. In this day and age, when many things are capturing people’s attention -- not to package and market well is a grave mistake. In your deliberations, you may also want to consider how can we invoke the spirit of volunteerism of old

back into local football -- especially at the organizational and coaching levels. We notice that at the administrative level there is more money in the sport now -- which has been both a blessing and a curse. That money, if used wisely and creatively can aid the development of the game in Grenada, Carriacou and Petite Martinique. Because of that fact, we suspect that we have less willing volunteers -- and a demand from people to be paid even if they move a blade of grass. Football by and large is still an amateur sport in Grenada, except when you get at the very top: -- and it would not be able to survive and grow unless there is an army of volunteers willing to work and promote the game. The little-league coaches; the community organisers; the support-people for the tournaments are all still needed. Also, as an outsider, one gets the feeling that there is a perpetual battle within the administration of local football. It is one of those local sporting bodies where there seems never to be a dull moment. Yes, we encourage all organizations to be democratic and open -- but we must all do so without acrimony and bad blood. By all means lobby and fight your elections -- but when these are over, there must be broad unity in order to push the sport forward. There must be a time when we give programmes and ideas a time to work -- for the benefit of the greater game.

We appreciate that there must be unity however there must also be accountability. I guess it is not a concept just for the GFA, but the wider Grenadian community. The GFA needs to be accountable at all times to the clubs, teams and players -- understanding that without the grassroots support, the game will suffer, if not die. I want to congratulate the GFA on its outstanding achievements in the last year. The last year has clearly demonstrated to me the potential that lies within the organisation. I am really excited about your potential and the great possibilities that lie ahead if you find a way to unite your efforts and move forward together with one goal and a passion for fighting together (not against each other) for the good of football in Grenada, Carriacou and Petite Martinique. May God bless you and your contributions to national development through sports.

Welcome Remarks from the

President In the words of Oliver Wendell Holmes Sr. “Greatness is not in where we stand, but in what direction we are moving”. As we congregate today to review the activities and performances of the Grenada Football Association (GFA) for 2013, I am pleased to report that despite the challenges, the GFA has realized a very successful year. We overcame obstacles through our own determination, support from FIFA and CONCACAF and the commitment of truly selfless individuals. As we anticipate what’s in store for 2014, we must focus on the goals and objectives of the GFA and make unity and solidarity our watch words. The pledge of support from CONCACAF and other friendly associations as well as the commitment of FIFA to work closely with GFA to provide training opportunities for our players, coaches, referees and administrators are not only testimony to their confidence in our stewardship for the past year but should also set the stage and serve as a motivator for what we can accomplish in the next four. The construction of our administrative building and the lighting of the Fond Playing Field are two accomplishments the GFA can build on. We anticipate Women’s Football will receive much recognition in 2014 and the structure for a sustainable youth development program will be enhanced by more support for our Grassroots Program. A record number of courses have

already been secured and many more can be expected. Proper management of debts and identifying revenue generation opportunities will place the GFA in good financial stead for 2014. As we discuss the future of the GFA, let us commit to the professional management of our clubs, participate in the strategic direction of our organization and provide hope for the many players who rely on us for guidance. Friends, as we deliberate on our 2014 plans, we should never forget the foundation that was constructed to provide the platform for take-off. As long as individualism and selfishness are substituted by a willingness to succeed we are well poised for a smooth flight and an even greater landing. I thank you for your commitment to moving the game forward and respecting the rules and decisions of the match officials. In closing, I borrow the words of the great Nelson “Madiba” Mandela, “Everyone can rise above their circumstances and achieve success if they are dedicated to and passionate about what they do.” Cheney Joseph President

General Secretary’s Welcome Remarks

We at the Grenada Football Association (GFA) faced a number of challenges in 2013; nevertheless the foundation has been solidified for the future development of football here in Grenada.

It is imperative that we minimize committees that are barely functional and Executive members must commit to positively representing their clubs and so enhance the development of our football.

During 2013, a number of courses were conducted, covering some critical areas of administration, refereeing, match commissioning and coaching.

Volunteerism is an integral part of the functioning of our Association. The challenge however is extracting that level of commitment required to propel football to the next level. It would be ideal if we were in a position to offer some incentives to our volunteers, unfortunately, the reality is, we do not currently have the resources to make such an offer. We can and should however commit to increasing our dedication so as to better position the Association where it can reward those who have worked hard.

For 2014, there are some initiatives in the pipeline, these include a Women’s Soccer League, increased focus on our Grassroots Program, exploration of beach soccer and FUTSAL, the strengthening of our Clubs through Club Licensing as well as staffing our Secretariat with a marketing officer. Our aim is improved professionalism at all levels, including the Executive Committee, the Secretariat and the Clubs. Soon a four year strategic plan would be implemented with the vision of propelling football into a bright future. This year, particular attention must be paid to the dire need for our Association to strengthen its governance structure. This will enable us to foster an environment where we can maximize on the opportunities provided to us. We must consider reviewing our Statutes to ensure its relevance to our current needs. I strongly recommend that we hasten to secure assistance from the professional expertise of FIFA and CONCACAF so as to conduct an overhaul of our current Constitution.

GFA is and will continue to be a beacon of hope and inspiration to our youngsters. We must overcome our differences and work together to achieve a common goal. We can in the near future be in a position to export dozens of professional players, reduce our ranking in World Football to below 70 and gain a place in FIFA World Cup finals 2018 or 2022. How about that? Let us dream big!

Technical Director L

adies and gentlemen, on the behalf of the Technical Department of the GFA I would like to welcome all of you for the Annual General Meeting today. The past year 2013, has been a rewarding year for all those concerned or involved with the development of the game here in Grenada, Carriacou and Petite Martinique. And I say Carriacou and Petite Martinique for the sole reason that never before has the presence of the Grenada Football Association been felt like it did last year. The establishment of Grassroots Centres, assistance with Primary School Football Competition, Coaching Education and Referee Education were the major focus for Carriacou and Petite Martinique. The accomplishments that we have attained from Grassroots Football, to our National Team success at the revived WIFA tournament are immeasurable. Apart from all the achievement in Women Football, we were even more challenged to re-organize age group Competitions for U-15 and U-18 Boys categories.

As we seek to embrace the New Year 2014 with all of its challenges, we must continue to work together as a united team towards the common goal – Development of the Game. The emphasis now is to create sustainable pathways towards the development of all the pillars of the game until we climb to the pinnacle of football, reaching the FIFA World Cup. A feat that is quite attainable, for we have certainly narrowed the gap with the richer footballing nations. I want to take this opportunity to thank everyone who has contributed in any way towards advancing the development of football. I wish everyone the best of all there is to a fruitful Annual General Council meeting and a very productive year ahead. Lester Smith Technical Director

President’s Report

T

he year 2013 was a very active one for the Grenada Football Association and we wish to first of all recognize the many players who have contributed in making it the success it was. Without these people, what took place would only have been a dream and far from the realities. We said we were placing emphasis on training and institutional strengthening as well as to focus more on grassroots and women in 2013. What we have accomplished must be considered remarkable and act as an impetus to further improve in the New Year. Looking back at our activities in the area of training, we provided the first ever Match Commissioners training course to some forty five (45) persons and this was a welcoming initiative which assisted in the running of a fine 2013 season. Some of these persons were able to apply the training received during the Premier League and from the feedback received; the decision to introduce the course was greatly welcomed. This year we provided more courses than any other period in the eighty-nine year history of the association, with training for female referees, grassroots coaches, club administration, Women’s Football COM-UNITY Seminar among others. Our relationship with the sister isles has shown us there is a future for the game’s development in both Carriacou and Petite Martinique.

Grenada was the host venue for the first ever CONCACAF D License course and we are proud that we now have some nine qualified coaches that can now impart their knowledge to the youngsters who will be tomorrow’s stars.

Grassroots Program - Carriacou Our Grassroots program throughout the island was established with Centres in each parish including Carriacou and Petite Martinique. It is our intention to work even closer with clubs and community groups to ensure this is sustained. Our investment in the youth today will pay great dividends in a few years, but this can only be realized when the clubs take on a more pivotal role in shaping the quality of our future stars. We encourage affiliates to seriously look at restructuring their organizations to make it more attractive for youngsters to become part of their clubs. To do so they must give high priorities for the revamping of their organizations. We therefore express the desire to see the reviewing of affiliates respective statutes, the establishment of Grassroots and girls programs within their organizations. This must be done with expediency should they really want to have an impact on our youngsters. We say thank you to the Grenada Electricity Service Limited for being so generous in 2013 with support for our Grassroots Program. The support provided to the GFA cannot be overstated and the GFA must be thankful for all of their support. On the field of play Grenada participated in the Inaugural CONCACAF U-15 tournament in Cayman Islands as well as our senior men captured the Windward Islands Football Association revived tournament in St. Vincent. Our girls U-17 and U-20 made commendable strides, qualifying in both categories for the Caribbean Football Union finals which were held in Haiti and Jamaica respectively. We have seen a sharp increase in the participation and interest shown by female in the sport on the island and we want to encourage the parents to support those who have gotten an appetite for the game. It is our desire to improve on this going forward as we seek to partner with both the Ministry of Sports and Education in putting together a comprehensive plan to expand on football for female. Emphasis on female in football was a major accomplishment of your President in 2013. Our focus was not limited to only the girls on the field of play. We were able to provide training to would-be referees, coaches, administrators as well as a FIFA Women’s Community course. In addition to this we were successful in providing two of our ladies with opportunities to serve on regional bodies. For the first time in the history of the Grenada Football Association, we were able


to see women’s Match Officials officiating in GFA competitions. We congratulate those ladies and will be looking to provide even more opportunities for them in 2014. Our support for women’s football will not be complete without the integration of women in the administrative aspect of the game. Our request is for each of our affiliates to make provision for at least one female on each respective executive committee. I therefore call on this council to also make provision for the inclusion of one female on the national executive committee by virtue of co-operation with no voting rights until the next General Council where we can consider electing a lady to serve on the executive committee for two years. As we forge ahead, the Grenada Football Association will see the commencement of our inaugural National Women’s League which will be supported by FIFA. We look forward to this league being the beacon of hope for young females to become more involved in all aspects of the game.

The activities of the Grenada Football Association cannot be supported by FIFA Grant only and satisfied with the interactions from the general public and well-wishers from our social media. As we forge ahead in 2014, we shall continue to embrace others who are willing to offer their expertise as volunteers. The contribution of the media cannot be ignored. This partnership has been very excellent and we want to build on it. Our ambassadorial appointments in 2012 have started to yield tangible benefits and therefore we will be looking at additional opportunities through this initiative. The 2013 GFA season was executed with much improvement from the past few years and we wish to congratulate all of the winners in the various divisions. Our national Youth Parish tournament was played for the first time in ten years and this must be an encouraging sign for the future of football here in Grenada. We are happy that we have received positive reviews from FIFA following the completion of our annual review. This has provided the confidence needed to plan for the future. As we contemplate on our next action, we must be mindful of the limited resources of our association. It therefore means the importance of planning, budgeting and revenue generation must continue to meet the shortfalls of the FIFA Grant.

We shall continue working on our resolutions established in 2011 and seeking to professionalize the secretariat with adequate tools to improve performance and productivity. In this regard, we will be undertaking a Business Development Seminar in the first quarter of next year aimed at building capacities and income generation with both FIFA and CONCACAF. The much needed improvement in our marketing department will be resolved in the first quarter of next year as we prepare to celebrate ninety (90) years as an association in 2014. Improvement in relations with the government and all related ministries as well as the Grenada Olympic Committee and the National Stadium Authority is paramount and high on our agenda. As we come closer to the season of merriment, let me extend best wishes to all of our stakeholders who have been made to sacrifice while we improve on our situation. To the members of staff including our new General Secretary, our Technical Director and the many grassroot coaches, we wish you a healthy season when that time comes around.

Finally, let me use this opportunity to thank my executive committee, members of all standing committees, referees and assistant referees, match commissioners and everyone who have given their best to the development of the game and by extension the GFA. Our accomplishments in 2013 were numerous despite the many challenges experienced in particular in the area of finance. The activities of the GFA cannot be sustained by FIFA’s grant but we must also be mindful that our own actions are a deterrent to some of the corporate bodies watching our work. Below are some of the accomplishments during my tenure which are worthy to be highlighted. Secretariat’s Report Staffing

The GFA Secretariat is staffed by the General Secretary, Mr. Alexander Roberts; the Technical Director, Mr. Lester Smith; the Secretary, Mrs. Barbara-Ann Fraser; the Office Attendant; Miss Cadisha Chatram and the Driver, Mr. Leon Nelson. Mr. Lester Smith, who acted as Office Manager, was replaced in August by Mr. Christopher Cudjoe. Upon his resignation in September, Mr. Christopher Cudjoe was replaced by Mr. Alexander Roberts. Mr. Leon Nelson filled Mr. Henry Hurst’s position in March while Miss Cadisha Chatram replaced Mrs. Atterly Andall in April. Mrs. Bernadine Andrew continues to perform the task as Finance Officer for the GFA and Mrs. Patricia Patrice as the recording secretary at executive meetings.

Administration

In keeping with GFA’s overall plan of continuous

training for staff and stakeholder representatives, throughout the year a number of workshops and administrative assistance were provided from FIFA. Among them are the following: »» FIFA conducted a Club Administration Workshop from August 19 – 23. The workshop targeted secretaries and administrators of clubs and were ably facilitated by FIFA instructors, Mr. Dale Spencer and Ms. Gitte Holm. »» CONCACAF head of marketing Mr. Julian Staculescu conducted a two day investigation of the local market on November 14 and 15th, to help the Association develop a marketing strategy. The information collated is expected to be used by the GFA to assist in guiding the Association’s marketing efforts from 2014 onwards. »» A FIFA Consultative team also conducted an annual review of the GFA during the period November 16th – 19th. Led by Mr. Kevan

Pipe and Mr. Rodrigo Kenton, the consultants assessment was aimed at evaluating the Association’s performance over the last two and a half years and to make recommendations on the way forward.

FAP

The GFA received its annual grant from FIFA from its Financial Assistance Program for the year 2013 of US$250 000.00. The amount was received in two disbursements of US$162,140.00 and US$87, 860.00. As requested by FIFA, the GFA should spend in excess of the 15% or US$ 37 500.00 on women’s football. The main areas budgeted for use of the money was planning and administration US$99,000.00, women’s football US$86 000.00 and men’s competition US$26 000.00.

Projects

Tender documents were sent out for bidding for the supply and installation of lights for the FIFA funded Special Project at Fond Playing Field in St. Patrick’s. And the Government of Grenada has agreed to lease to the GFA lands adjacent to its National Stadium for the construction of the administrative center.

Technical Director’s Report

The Technical Department of the GFA started the year 2013 with the FIFA Grassroots Course for Coach Educators and from then on it was full speed with numerous activities all in an effort to develop the technical aspects of the game. I will now take you on a journey through the activities of 2013. Coaching Education

Thirty one (31) persons attended the first FIFA Grassroots Course in Grenada during January 7-11, 2013. FIFA instructor, Alvin Corneal, presented the Course. The GFA extended the participants to include Carriacou - three (3) persons, while Petite Martinique had one participant. The three (3) day Course included both theoretical and practical sessions and concluded

with a Grassroots Festival. During the Course, Mr. Corneal had the opportunity to meet and held discussions with GFA top senior local Coaches. Former National Midfielder Kennedy Phillip received in February of 2013 his German International Coaching License Certificate. German Ambassador Stefan Schluter

presented the Certificate. Mr. Phillip was successful in his final exams. The Course covered topics such as Football Methodology, Sports Medicine, Laws of the Game, Tactics and Clubs Training Observations. Kennedy who has played for Grenada for more than fifteen (15) years, dedicates his time in football to coaching his club Fontenoy United and is the present coach of the National U-20 Women Team. He also coached the National U-17 Boys for the FIFA U-17 World Cup Qualifiers in 2011. Jerry Alexis was selected by the German Football Federation to attend a three (3) weeks International Coaching Course from April 15th to May 3rd, 2013. The philosophy of the Course required that the best-qualified participants of past International Coaching Courses (DFB - B - License) be specially invited to this Course. Mr. Alexis, a recipient of the ‘B’ license participated and although he had to live through an injury throughout the Course he did received his Certificate of Participation. Mr. Alexis is the current Coach of St. John’s Sports Club who has been promoted to the GFA Premier League in 2014. He also served as the National Trainer for Grenada’s World Cup and Gold Cup teams. Two British Coaches who spent time at English Football Club WATFORD FC visited Grenada late April of 2013 and spent time training our National Girls U-17 and U-20

Teams as well as our National Boys U-17 and U-20 Teams. Jon Dewick and Katie Parker also had the opportunity to hold sessions with over thirty (30) of our Grassroots Coaches in Grenada before going over to Carriacou to hold clinics including a Grassroots Festival. Though the efforts of GFA Football Ambassador Marlon Glean, two (2) Foreign Coaches, Trond Fylling and Altimont Butler visited Grenada during the month of May, 2013 to work with our youth players with the hope of spotting talent. Fylling, a qualified Norwegian Football Coach secured an opportunity for Kareem Joseph, Senior National Player to go on trials in Norway. Mr. Joseph did make the trip but was hampered by severe weather conditions. Grenada was host to a CONCACAF D license coaching workshop that took place from September 27th to 29th. Grenada had nine (9) participants. There were other participants from Barbados, Martinique, St. Lucia, St. Kitts, St. Vincent and Dominica.

Grassroots Program

The GFA Family can boast of reaching out and in most cases establishing Grassroots Centers among various villages or communities across Grenada, Carriacou and Petite Martinique. The main objective of Grassroots is to create an environment where children can play football and have fun thus getting them to like the sport. This Program has become in 2013 the GFA “Flagship Program.� In 2013 a number of Centres was established which resulted in more children playing football in areas such as La Poterie, Hope, Queens Park, Balthazar and Non-Pariel to mention a few. The discovery of the talented Aaliyah Jackson (Hope) through the Grassroots Program was a special find.

Refereeing

Two officials namely George Phillip and Ernest Richardson attended the FIFA Futuro III Refereeing Course in Antigua. The Course focused on Referee Technical Instructors (George Phillip) and Referee Fitness Instructor (Ernest Richardson). Messrs: Valman Bedeau (FIFA Referee), Allision Phillip and Kuan Budd (FIFA Assistant Referees) applied for membership on the FIFA International Referee and

Assistant Referees List 2014. The application was done in November having done their Fitness Test in September. FIFA responded and selected only Mr. Kuan Budd for the 2014 FIFA International Referee and Assistant Referees List.

The GFA 2013 Football Season

Four (4) new clubs were added to the list of clubs affiliated to the GFA and eligible to participate in the GFA Football Competitions. These clubs are : Sunsetters United, Gouyave FC, Christian Strikers FC and St. George’s University. The GFA League Season started on May 25th at the National Stadium. Mr. Peter Blair, GFA Executive Director was appointed Director of Competitions overseeing the various operational aspects of the 2013 GFA Season. Hard Rock retained the Premier League Title for the third consecutive time. Mt. Rich and Gouyave F.C were the winners in the first and second divisions respectively.

Football in Carriacou

On the 24th March, 2013, Dover Grounds came alive as over 100 children from Carriacou and Petite Martinique participated in a GFA Grassroots Football Festival. One of the objectives of the festivals was to create a stronger togetherness among parents, and coach educators to assist with Grassroots activities on the island.

Competitions International (Men’s Senior)

After many years of dormancy, the Windward Island Football Tournament was held during the period April 25-29th, 2013 in St. Vincent. Unfortunately, Dominica did not participate due to a tragedy that occurred while some of the members of the team were on the way to the airport. Grenada defended the title and emerged victorious once again. Clarke John, who was also the

Coach of GFA Premier League titleholders Hard Rock at the time, coached the team.

Youth Football

Quite a number of activities surrounded Youth Football in 2013. Locally, Parish U-15 & U-20 championships started in June and ran for about two months. St. George’s emerged champions in the U-15 category and the U-20 category remain incomplete. The main objective of these tournaments was to select players for preparation for the respective FIFA Tournament. The National U-15 Boys journeyed to the Cayman Islands in August to participate in the Inaugural CONCACAF U-15 Championship. Coached by Andrew Munro, the Team only won one (1) match and so did not qualify for the next stage of the competition. Chelsea FC Foundation Coaches made a stop in Grenada during the month of April to search for available talent as part of a more regional talent ID. Thirty (30) of our young talented football showed up at the National Cricket Stadium to seek a spot for the Chelsea Clinic

schedule for October, 2013 in Barbados. Rickel Charles, Christian Hadeed, Reshane Housten (GK) and Shamari Mark were chosen from Grenada.

Women Football

Next on the Women agenda was the high point of Women Football in 2013.

The Women’s Football Program was very active in 2013. From Grassroots to National teams in competition much emphasis was placed on Women Football. The National U-17 women and U-20 Women participated in their respective FIFA qualifying round of competition. Both teams reached the final of the Caribbean Union leg of the competition. The U-17 women was coached by Franklyn Simpson. They had their preliminary round in the Dominican Republic in August ,2013 before going on the finals in Haiti while the U-20 team was coached by Kennedy Phillip. They played in Suriname in July before making it to the finals in Jamaica. Women again were called to the forefront when they attended the first FIFA Women Referee Course held in August 2013. This resulted in a number of Women officiating in the GFA League Season. Close to twenty five (25) women attended the course.

The FIFA Women Com-Unity Seminar

Approximately one hundred (100) persons attended the Seminar during the period: 16 - 19 October. The Seminar focused on key areas for Women Football Development including promoting the game. he Seminar ended with a Festival at the National Stadium. Over one hundred and twenty (120) girls participated in the festival. To bring the curtains down on Women Football the GFA partnered with the Grenada Union of Teachers to organize the Champion of Champions National Primary School Football Competition.

We have audited the accompanying financial statements of the Association which comprise the statement of financial position at 31st December, 2013 and the related statements of income and accumulated deficit and cash flows for the year then ended and a summary of significant accounting policies and other explanatory notes.

NOTES TO THE FINANCIAL STATEMENTS At 31st December, 2013

INCORPORATION AND PRINCIPAL ACTIVITY The Association was established in 1924 to control and regulate the game of football in the tri-island state of Grenada, Carriacou and Petite Martinique.

SIGNIFICANT ACCOUNTING POLICIES The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all years presented, unless otherwise stated. a.

Basis of Accounting These financial statements have been prepared in compliance with International Financial Reporting Standards for Small and Medium-sized Enterprises (IFRS for SME’s) and under the historical cost convention. The financial statements are expressed in Eastern Caribbean Currency dollars. The preparation of financial statements in conformity with IFRS for SMEs requires the use of certain critical accounting estimates. It also requires management to exercise its judgment in the process of applying the Association’s accounting policies. The areas involving a higher degree of judgment or complexity, or areas where assumptions and estimates are significant to these financial statements are disclosed in Note 3.

Property, Plant and Equipment Property, plant and equipment are stated at cost. Depreciation is provided on the straight-line basis at rates expected to apportion the costs of the assets over the period of their estimated useful lives. Foreign Currency Foreign currency transactions during the year have been effected at the rates of exchange ruling at the dates of the transactions. Assets and liabilities expressed in foreign currencies are translated to Eastern Caribbean Currency dollars at the rates of exchange ruling at the end of the financial period. Profits or losses on subsequent conversion are reflected in the operations of that period.

Cash and Cash Equivalents Cash and cash equivalents consists of cash on hand and at bank.

Trade Payables Trade payables are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if payment is due within one (1) year or less, if not, they are presented as non-current liabilities.

CRITICAL ACCOUNTING ESTIMATES AND JUDGMENTS IN APPLYING ACCOUNTING POLICIES The development of estimates and the exercise of judgment in applying accounting policies may have a material impact on the Association’s reported assets, liabilities, revenues and expenses. The items which may have the most effect on these financial statements are set out below. Property, plant and equipment Management exercises judgment in determining whether future economic benefits can be derived from expenditures to be capitalized and estimates the useful lives and residual values of these assets.
