With winter approaching fast, it does not seem that long ago we were looking forward to summer and the great weather we enjoyed. Much has changed since the last edition of the East Dorset News, with Local Government Reorganisation moving ahead at pace in preparation of vesting day on 1 April 2019, with elections following on 2 May 2019.

Regardless of the advent of the new Dorset Council we still have much we wish to complete before the district council ceases to exist on 31 March 2019. With Christmas only a few weeks away, preparations are well advanced to celebrate the festive season. There are articles in this addition which relate to Christmas at Moors Valley, the success of the investment in the new cinema equipment at Verwood Hub and ongoing work with town and parish councils to transfer responsibility for assets across to them where requested. ensure assets continue to be managed locally and leave a positive legacy by the district council.

An important development with regards to the new Dorset Council is the appointment of Matt Prosser as the permanent Chief Executive. Matt brings a wide range of experience, coupled with considerable energy and drive, to this important role.

The other positive news is the increase in our leisure centre members. With health and wellbeing so high in the public eye these days; what a great achievement, not just by those who sign up for these activities, but also the professional staff who have made this success possible.

This will be my last Christmas as Leader of East Dorset District Council and as always I would like to take the opportunity to wish you all a great Christmas and a happy and healthy New Year 

NEW Multi-Use

Games Area for Tricketts Cross

Ferndown Upper School is working in partnership with local employers in the engineering sector to highlight career opportunities to their students.

In Dorset, the engineering sector is thriving; however, there is a significant shortage of young people choosing engineering as a career.

Recently, with the support of Christchurch and East Dorset Councils Economic Development Team, Ferndown Upper School invited a group of employers in advanced engineering to give presentations to Year 11 students.

The employers included Cobham PLC, Ultra Electronics, Curtiss-Wright and Aeroflex Hose and Engineering. The presentations from each of the employers provided students with an overview of the businesses and the apprenticeship and graduate schemes they offer.

The event took place prior to the main school careers event where students then had the opportunity to meet the employers again, and others from different industry sectors, to discuss jobs and career opportunities in more detail.

Dugdell Close play area in Tricketts Cross has been extended to include a dedicated Multi-Use Games Area (MUGA).

Following a series of successful community engagement events last year, it was felt that the MUGA, which was previously located and shared with the car park at The Centre on Barnes Road, should be relocated.

Council officers, with support from East Dorset District Councillors and Ferndown Town Council, successfully extended the play area and works were completed this summer.

Cllr Julie Robinson, who has been heavily involved in the project from the start, said: “I’m always so pleased when I visit this site now and see the area busy with children of all ages. The MUGA has breathed new life into the area and it certainly compliments the neighbouring playground. I’m thrilled with the outcome.”

Cllr Andy Skeats, East Dorset District Council’s Portfolio Holder for Community, commented: “This is a great asset for our community and is a direct result of listening to what local residents wanted. It is great to see this site fully updated and the feedback we’ve received has been really positive.” 

This will be the last Community Awards before the abolition of the existing district council and Cllr Mrs Coombs wants to make this the finest Community Awards initiative ever!

East Dorset District Council is again offering festive shoppers in Ferndown and Wimborne free parking in the run up to Christmas.

Cllr Mrs Coombs, said: “It is important that we recognise volunteers and businesses that put so much value back into our communities.

Parking in council-run car parks, plus High Street car park (courtesy Mr Budden), in Wimborne and Penny’s Lodge in Ferndown, will be free on Saturday 15 December, Monday 17 to 22 December inclusive, Monday 24 December, Christmas Day, Saturday 5 January and Saturday 12 January 2019.

“I would like to thank the sponsors, without whom, this initiative would not be possible.”

Local Government Reorganisation

Work continues to create Dorset Council As 1 April 2019 moves closer, work continues to ensure a safe transition to the new Dorset Council.

A new unitary council – Dorset Council – will replace five district and borough councils (East Dorset, North Dorset, Purbeck, West Dorset and Weymouth & Portland councils), and Dorset County Council, from 1 April 2019.

The immediate priority of Dorset Council will be to maintain current service levels with minimal changes for everyone. We will continue to keep you updated through the East Dorset News, so look out for more information in the spring edition delivered to homes in March.

On 27 September the full Shadow Council appointed the first Chief Executive of the new Dorset Council. Matt Prosser began his new role as Chief Executive Designate on 1 October. Here he tells us a little bit more about himself:

Why did you apply for this role?

I have been working in Dorset since the early part of 2014, as Chief Executive of two and then three Dorset councils, and had been involved in the preparation of the submission to Government to create the two new unitary councils. I was really interested in seeing the work through to completion. Creating a brand new council is not an opportunity that comes along very often.

In the last 25 years there have been fewer than a dozen new councils created nationally in England, but with a background in partnership and shared services I felt I had the skills to take on the role.

What excites you most about the post?

Dorset is a fabulous part of the world, to live, work or visit, but it needs greater levels of national investment to keep pace with some of its near neighbours. Creating a single authority for the area will allow it to ‘think big, but act local’ in delivering services.

I’m excited about the opportunity to influence investment in Dorset, whilst at the same time creating a new council and a new culture that will serve its localities well, despite there being less funding available for local government. Bringing together the skills, talent and resources of the six councils that will contribute to the new unitary council really excites me; as a workforce, together, we can harness all the best bits of the previous council services, and create some new ones to serve a modern, thriving economy in Dorset.

What opportunities does a new unitary council bring?

It will give us the ability to deliver services more efficiently, simplifying things for our customers – that’s the reason the nearly 90% of businesses who took part in the original consultation favoured this option, making it easier for them to do business with local government. Similarly, for customers in receipt of support from local government, they now only need to talk to one council rather than two.

More than just simplifying how customers contact us, it will also allow us to think about how all services can better support each other in our communities. For example, if we want people to live independently in later life what work can we do now with house builders and housing associations to ensure houses are built for the needs of the communities of the future, taking into account trends in lifestyle choices and using that data to drive even better decision-making.

Finally we know that the wider local government and central government contacts will be watching what we do and how we do it in Dorset. We want to set the standard for how a modern unitary authority can work for the best outcomes for its communities, businesses and workforce.

Tell us a bit about yourself I have been involved in or with local government for over 26 years, working up from the bottom of the organisation as well as spending time as a consultant working to support local government improvement. I have had the privilege of working with the biggest and smallest councils in England, the best and the worst, learning from each experience.

Outside of work, having retired from playing rugby for nearly 30 years, I took up running and have now completed many half and full marathons. I am currently training for my third outing at the excellent Weymouth half-marathon in March and also intend to run the New York Marathon in November 2019, raising money for Cancer Research UK, ten years after I last ran this event  The Shadow Dorset Council is overseeing the plans for the new council and is made up of all the current councillors in the Dorset Council area, including East Dorset District Councillors. The Dorset Waste Partnership does not collect Christmas trees with rubbish at the kerbside.

You can recycle your real Christmas tree by cutting it up and putting it in your garden waste bin if you have one, or by taking it to a household recycling centre. Alternatively, you may be able to book a Christmas tree collection with a Dorsetbased charity 

Verwood Hub is a box office hit If you haven’t visited the Verwood Hub cinema recently you are missing out!

The state-of-the-art cinema at Verwood Hub has had a very busy summer. Following the cinema’s launch earlier this year, the new cinema is going from strength to strength, showing the latest blockbusters at reasonable prices.

Ward boundaries finalised for new Dorset Council Ward boundaries for the new Dorset Council have been published by the Local Government Boundary Commission for England.

The Commission has drawn up the boundaries following an electoral review of the area currently covered

by East Dorset, North Dorset, Purbeck, Weymouth & Portland and West Dorset district councils.

The review creates new wards that will be represented by the Dorset Council’s 82 councillors. There will be six three-councillor wards, eighteen two-councillor wards and twentyeight one-councillor wards. The new arrangements will come into effect at the council’s first elections in May next year.

A review of ward boundaries for the new Bournemouth, Christchurch and Poole Council has taken place at the same time.

In response to local feedback during the public consultation, the Commission has changed some of the proposals it put forward in July.

There were objections regarding the division of the parish of Colehill between two wards. After listening to local views, the Commission’s final recommendations will ensure that the whole of Colehill is included in a Colehill & Wimborne Minster East ward.

Also, the Commission’s proposal to include the northern part of West Moors parish in the Avon Heath & Moors Valley ward did not reflect the interests and identities of people and communities in this part of East Dorset. In response, the Commission

has changed the recommendations to create a West Moors & Three Legged Cross ward that keeps the parish wholly within a single ward.

The proposed new arrangements must now be implemented by Parliament. A draft Order – the legal document which brings into force the recommendations – will be laid in Parliament in the coming weeks.

East Dorset District Council to transfer assets East Dorset District Council has resolved to transfer a total of 40 local assets, including areas of land, to town and parish councils prior to local government reorganisation in Dorset.

All agreed assets will be legally transferred to those town and parish councils which expressed interest. The agreements made will ensure assets are managed and used for the same purpose as they are currently and will prevent development of these assets in the future, without the consent of the new Dorset Council.

Those assets which remain in the ownership of East Dorset District Council will naturally pass to the new Dorset Council on 1 April next year and will continue to be maintained by the new Dorset Council 

Community Poppy Project East Dorset District Council funded a special community art project in Wimborne to commemorate the Armistice that ended four years of fighting on the eleventh day of the eleventh month 1918.

The poppy project, delivered by artist Peter Margerum, involved up to 400 children from seven Wimborne schools, who made poppies from recycled materials.

Peter Margerum created Wimborne’s own remembrance artwork by building a six foot sweeping arch of bright red poppy heads inspired by the shape of waves 

What does your job involve?

Our small Health and Activity Team help local people get active. We achieve this by organising outdoor, entry level activities, which form part of the Activate Coast & Countryside programme. Our team is supported by professional instructors and nearly 200 fantastic volunteers, who help deliver community health walks, health cycle rides, Nordic Walking, yoga, tai chi, mindfulness walks, orienteering, night cycling and a fantastic accessible cycling programme.

What is the best thing about your job?

For me, it is all about supporting local people. I’ve worked in local government for over 28 years, in a number of roles, but working with our local communities makes each day an opportunity to make a difference.

What are you looking forward to over the next few months?

With New Year just around the corner, I am looking forward to meeting lots of new participants who join us to get active in 2019!
