This Edition Edition InInThis
Councillor Spencer Flower
This is the time of year when our thoughts usually turn to holidays in the sun and of course that will still be the case for many when you receive this edition of the East Dorset News. However, since the spring edition much has changed in the world of local government. Following the earlier announcements, Parliament has now voted, by a significant majority in the Commons, to approve Local Government Reorganisation in Dorset. What this means is that all councils and councillors will be involved in preparing for the brave new world, with the arrival of the new Dorset Council on 1 April next year, in time for the first elections to the new council a month later in May 2019.
this new council will look like in the future. In May this year the East Dorset Cabinet agreed to set up a Cabinet Committee with a mandate to drive the council’s capital investment programme in preparation for the new council next year. In my budget speech back in February I stressed the importance of ensuring that the final 12 months of the district council should be a golden year. A year during which we should continue our tradition of investing in capital projects across the district. The refurbishment and extension to the Heatherlands Community Centre, which is now underway, along with the relocation of the outdoor games area, are just two examples.
This edition includes a feature on this I hope you all, in some way or another, subject, which hopefully will give you get the opportunity to enjoy the a much clearer understanding of what warmer weather during the summer months

Works begin Last month saw the commencement of major refurbishment works at the Heatherlands Centre in Ferndown. East Dorset District Council instructed AKA Building to complete the project, which will see this popular community facility modernised throughout. The plans for the centre include updating the kitchen areas, adding first floor offices and the creation of three large halls for hire, which will be multi-use and fully accessible.
Local councillors visit the site.
Cllr Julie Robinson, Ward Councillor for Ferndown, had the honour of removing the first brick, which signified the start of the work. Cllr Robinson said: “I’m so pleased to see the work begin at our community centre. The works planned are exciting and will be fantastic once completed. “Investing in the centre will help ensure that we can provide services to local residents and current users for years to come, whilst also welcoming new users to the centre. I’m incredibly proud to be involved with the centre refurbishment and can’t wait to see it being well used in 2019.”
The works at the centre are expected to be completed before the end of this year

Ultrafast broadband connection vouchers A national Gigabit Broadband Voucher Scheme has been launched offering grants to small businesses and neighbouring residential properties. The £67million investment provides funding for futureproof full fibre connections for businesses and the homes around them. Businesses can claim up to £3,000 against the cost of connection either individually or as part of a group project. Residents can benefit from the scheme as part of a group project, which must include businesses, and can claim a voucher to the value of £500. Joining together with other neighbouring businesses and residents to pool vouchers can boost the value. Faster, better broadband offers many benefits and a high demand for the grants is expected. Grants will be issued on a first come, first served basis. For more details visit gigabitvoucher.culture.gov.uk or email the Economic Development team at economy@christchurchandeastdorset.gov.uk

Local Government Reorganisation
Historic day for local government in Dorset
This is an exciting and fast moving time in local government as the 1 April 2019 draws ever closer.
Legislation now passed in both Houses of Parliament means that Dorset residents will be served by two brand new unitary councils from April 2019 - Dorset Council and Bournemouth, Christchurch and Poole Council. The county’s nine current councils will cease to exist on 31 March 2019. Now that the Parliamentary process is complete, The Dorset Area Joint Committee has been replaced by the Shadow Dorset Council. The Shadow Dorset Council consists of 206 seats, made up of all 174 councillors for the Dorset Area (including those who are district/borough and county councillors). It was established when the Structural Changes Order, confirming the creation of the new unitary council, was approved by Parliament and ratified by the Secretary of State for Housing,
Communities and Local Government, James Brokenshire MP. Councillor Spencer Flower, Leader of East Dorset District Council, said: “This is an exciting and fast moving time in local government as the 1 April 2019 draws ever closer. There is a lot to do, however work is progressing well as we forge a stronger relationship with other councils across rural Dorset. “East Dorset District Council now concentrates on leaving a positive
legacy for residents and our one year strategy is now being implemented for the benefit of our residents across the district.” The first meeting took place in June at South Walks House in Dorchester and the Shadow Authority appointed Matt Prosser to the interim statutory ‘head of paid service’ role. A permanent Chief Executive is currently being recruited. Councillors have now been appointed to relevant committees
Key dates February 2019 The Shadow Authority will set the first budget for the new council.

Local Government Reorganisation
I am delighted to see us all come together to form our new Shadow Dorset Council. including the Shadow Executive Committee, which oversees the plans for the new council. Councillor Hilary Cox, the newly appointed Chairman of the Shadow Dorset Council, said: “Wow. Shadow
Dorset Council. A unitary council for our residents. Something I have dreamt of for 21 years. I am delighted to see us all come together to form our new Shadow Dorset Council. This is a huge occasion for local government in Dorset and one which should be celebrated. However it’s a huge task and as a Shadow Council we must work together to make it happen." The new Dorset Council will serve around 377,000 residents and both
unitaries in Dorset will be within the twenty largest local authorities in the country. Local Government Reorganisation is an opportunity to streamline services for residents and make them more accessible and modern. East Dorset District Council and Dorset County Council continues to deliver your local council services between now and April 2019. The current focus is on ensuring a smooth transition

Dorset Boundary Review
Have Your Say
In June the Local Government Boundary Commission for England (LGBCE) approved a boundary review for the ward boundaries for the new Dorset Council.
The Commission wants to hear as much evidence as possible to develop final recommendations. Anyone wishing to make a submission to the Commission should write or email by 27 August 2018.
The boundary review puts forward proposals for new wards and public consultation on the draft proposal was launched on 3 July 2018.
By post
The proposals would see the number of councillors representing the area reduced from 206 to 82. The plans propose thirty onecouncillor wards, fourteen two-councillor wards and eight threecouncillor wards. The recommendations also propose new electoral ward boundaries across the council area. The boundaries will come into effect at the first election for the authority in May 2019. Copies of the proposed ward boundaries will be available online. Once feedback is collated, the LGBCE will put forward its final recommendations for ward boundaries for the new Dorset Council in October 2018. After the publication of final recommendations, the Commission will then turn them into law through the parliamentary process

Protecting your plate
Have you ever wondered who ensures the food you eat in East Dorset is safe? The answer is the council’s Food and Safety Team. This small team work with virtually all food businesses based or operating in the district, with the primary aim to make sure that all food that is offered to the public is safe to eat and is what it says it is. The team carry out more than 400 food hygiene inspections every year across East Dorset and Christchurch in pubs, restaurants, food manufacturers, schools, nurseries and home caterers. All of these will be part of the National Food Hygiene Rating Scheme and the council’s food inspector will issue ratings following an inspection. You can view the Food Hygiene Rating of a food business in East Dorset by visiting http://ratings.food.gov.uk
Protecting your plate
Claire, Nina and Rachel from the council’s Public Health Te am
The team also receives around 200 enquiries, complaints and requests each year from the public and food businesses alike. Many of these require the team to investigate and where they find businesses not doing things right they will intervene. The great news is that they are now spending more time with new businesses in East Dorset who want help and advice so they can start doing things right from the very start, and that’s great for everyone involved, especially the customer. If you are looking to start up a new food business or you have a concern about a restaurant or business operating locally, please do get in touch with the team as they will be happy to help. Bringing A Breath of Fresh Care to Bournemouth and Christchurch
ncore Care Homes has pledged to offer every resident the opportunity to spend one hour outdoors every week to boost their health and wellbeing. Encore specialises in modern, purpose-built, private care homes. The growing family of homes includes Great Oaks in Bournemouth, Fairmile Grange in Christchurch, (in partnership with the Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust), which has been awarded Top 20 Recommended Care Home in the South West 2018 by Carehome.co.uk, and Hamble Heights in Fareham, which has achieved several awards; including Best Activities in the Regional Great British Care Awards. Following research by the Department of Health, which shows that half of care home residents across the UK never go outside, Encore Care Homes is determined to act.
Encore aims to offer every resident the chance to spend 60 minutes each week outside in the care homes’ landscaped gardens, walking through a local park, or even taking a stroll to the shops through the ‘A Breath of Fresh Care’ initiative. Currently, research shows that care home residents in the UK spend an average of just 90 seconds a week in the fresh air. Izzy Nicholls, operations and quality director of Encore Care Homes said: “We know that daylight is just as important for our residents’ mental health as it is for their physical health, and already incorporate the outdoors into our activities. Getting outdoors can help to improve residents’ sleep, awareness, verbal expression and their memory, as well as encourage people to be active while socialising with others.”
Similarly, Encore has created a new partnership with Oomph!, which works closely with care and housing services throughout the UK, to support staff and help residents improve their health and fitness through fun exercises and activities. During the programme residents and staff at Encore will take part in a variety of sport, music, relaxation and nature workshops.
