Leader’s Message

In This Edition

Councillor Spencer Flower

After the tragic events the nation has experienced this year, including the terrorist attacks and the fire at Grenfell Tower, I hope we can now renew our individual and collective resolve in order to stand together in the face of adversity. My thoughts and prayers are with relatives and friends who lost loved ones. Summer is of course the season when we think of holidays and enjoying the fine weather. Our Health and Activity Team are encouraging people to make an Active Promise as the importance of getting up and about cannot be underestimated. Exercise not only improves our health but also our overall wellbeing. There are some great prizes on offer when you sign up to the scheme, so why not commit to being a little more active in your day-to-day life. We’ve got some beautiful places to explore across East Dorset. With fine weather we can all enjoy more walks over the summer months and get fitter at the same time. I hope you continue to enjoy your East Dorset News but please don’t forget that for more regular news and events from us you can also sign up to our fortnightly e-newsletter at dorsetforyou.gov.uk and follow us on Twitter @cb_edd_councils. That way you’ll get the very latest on what’s happening in the community. Thank you to everyone who is already signed up. I am always so impressed with how engaged our local communities are in what’s going on across East Dorset and hope you get the opportunity to enjoy all the events this summer.

Could you be fined for fly-tipping? In 2016, the cost of fly-tipping to the Dorset Waste Partnership, including East Dorset District Council, was estimated to be around £130k. Despite the majority of items still being free to drop off at the local tip, many of us still choose to use private waste removal services when we have a large amount of rubbish to remove and dispose of. However, did you know that you could be fined or prosecuted if you hand over your waste to someone who subsequently fly-tips it? Almost 50% of people recently asked didn’t! You can do this online at environment.data.gov.uk/public-register/view/search-wastecarriers-brokers Ask the individual/ company to produce proof of their Waste Carrier Certificate Ask them to complete a ‘waste transfer notice’ that gives you a written and signed record of what waste is being removed, who is removing it and when it was removed.

If so then join others to become one of a growing number of Friends Against Scams. Financial abuse through scams affects the lives of millions of people across the UK. Many people do not report being a victim, but silence is a scammer’s best friend. Friends Against Scams is a national initiative championed by Dorset County Council Trading Standards Service. East Dorset District Council is supporting a trial scheme to help residents get a better deal on their gas and electricity.

If you have never switched energy suppliers before or haven’t done so for a number of years, you may be missing out on cheaper tariffs and opportunities to fix your energy prices. The East Dorset Energy Switch supports people who want to pay less for their energy bills and is delivered by East Dorset District Council and iChoosr, an independent specialist provider in collective energy switching.

Who can register? You can take part in the East Dorset Energy Switch if • you pay a gas or electricity bill which is in your name • you pay by direct debit or you have a pre-payment meter • you pay for both gas and electricity together (dual fuel), or you pay separate bills, or you pay only for electricity If you are in debt to your current gas or electricity supplier you can still register but you might need to pay off some or all of your debt before switching. You do not need to live in East Dorset to take part. Non East Dorset residents are also welcome to register for the scheme.

Ward budgets fund polytunnels ‘Growing your own’ is a rewarding life skill and healthy lifestyle choice, which is exactly why students from Beaucroft Foundation School are being encouraged to learn how to grow their own fruits and vegetables. In order to develop their gardening project and to allow students to grow plants all year round, teacher Helen Legg approached councillors to help with fundraising to purchase a polytunnel for the school. To raise the sum needed, five East Dorset councillors clubbed together to fund the polytunnel project from each of their ward budget funds. Councillors Shane Bartlett, David Morgan, Janet Dover, KD Johnson and David Packer were pleased to see the results of their grant funding and see the plants grown by the proud students. All produce grown is eaten at lunch times by the school students. To officially open the new polytunnel, a ribbon cutting took place with students and teachers from Beaucroft Foundation School and East Dorset councillors.

Councillors vote to join joint committee Members of East Dorset District Council have voted to be involved in the debates and decision making leading to the potential creation of a new structure for Local Government in Dorset. Councillors agreed to take up seats on a joint committee, which is being set up from September.

A Beaucroft student cuts ribbon with CllrJanet Dover, Cllr KD Johnson and Cllr David Packer On behalf of the Colehill and Wimborne Councillors, Cllr KD Johnston said “We are thrilled to have been able to combine our ward budgets for this worthwhile cause, and to see the plants grown by the proud students. “It is important to facilitate practical life-skills and promote health and wellbeing for young people.” 

district and borough council in the proposed new Dorset area that choose to take up their seats. This means there could be a total of 16 councillors sitting on the committee.

The Future Dorset submission was submitted by six of the nine councils in February 2017. The three councils who voted not to be part of this submission were East Dorset District Council, Christchurch Borough Council and Purbeck District Council.

Cllr Simon Tong The decision to join the committee does not change the vote taken by members in January not to support the Future Dorset proposal. It simply means that East Dorset councillors are able to influence plans and have voting rights moving forward. Should the Secretary of State announce that he is ‘minded to’ support the Future Dorset proposal it would be for councillors to then decide if they wish to review their original decision.

Councillors approved the recommendation on the condition that the committee will comprise six members from Dorset County Council and two members from each

The role of the committee will be to look at things such as council tax harmonisation, the disaggregation of services and budgets for any new authority that might be created. Cllr Simon Tong, Portfolio Holder for Change and Transformation, said: “After a full and detailed debate, East Dorset District Council has voted to take part in cross-county discussions on the future of local government in Dorset whilst at the same time keeping all other alternative options open to us.

“We voted in January not to be part of the Future Dorset submission and that decision stands. However, members recognise that the interests of East Dorset residents will be best served if our council takes up its seats so that we are able to share in these discussions while we await the decision of the Secretary of State.” 

‘My Active Promise’

Make your ‘Active Promise’ this summer Keeping active is really important for our health and wellbeing, yet many of us find it tricky to fit in the recommended 30 minutes a day to keep healthy. Just sitting can have negative effects on your health, so have a think; are you doing enough to enjoy the protective benefits of being physically active?

The councils’ Active 4 Health team would like to set you a challenge…

Would you like to join us in making an ‘Active Promise’? In terms of getting active it is really important to start small and build up slowly. It is also a good idea to choose something that will motivate you and be fun. Do you enjoy the fresh air? Do you enjoy the water? Would you like to learn something new? Would you like to meet new friends?

Would you like more quality time with your family? Would you like to get more involved in helping your community or environment? These can all be linked to ways of getting more active, just work out what is most important for you. Local people across Christchurch and East Dorset have already started to make their ‘Active Promises’, will they inspire you to get started?

Is this the fastest growing independent optician in Dorset? As Parley Optometrists open more clinics, take on more specialist staff and invest in even more advanced equipment, Rob Jones who is the owner and senior optometrist of the company reveals the secrets behind their award-winning practice. Once again Parley Optometrists made it to the national finals of The Optician Awards for Technology Practice of the Year which has to be a record in itself. The company now in it’s eighteenth year has been shortlisted for the national finals no fewer than thirteen times. Since its humble beginnings in 1999, the practice has seen itself grow to one which offers up to three full clinics a day whilst attracting national recognition for its innovative and pioneering approach to eye care. Rob Jones who is the owner and senior optometrist at Parley Optometrists puts much of the success down to two things: The first is unrivalled patient care - right from the moment a patient steps through the door they are treated as individuals with very different needs. The second reason is the companies ethos which has been it’s driving force. Being ‘at the forefront of ocular technology’ is the guiding principle, meaning the company has invested in the latest ground-breaking technology. This has resulted in it’s patients experiencing the kind of advanced care one wouldn’t usually find on the high street. “We never sit on our laurels, says Rob “and we’re always striving for perfection and I think we’ve reached a very high standard but there’s always room for improvement which is why we’ve invested nearly £300,000 over the past two years purchasing new and improved equipment, extending our practice to

With many smaller independent practices closing in the face of fierce competition from well known high street multiples, it’s good to see that there are still independent opticians bucking the trend by offering something that may be in short supply on the high street - modern advanced testing coupled with good old fashioned customer service. How does your garden grow?

Wildflower power Beautiful wildflower displays are being admired by residents and visitors across East Dorset this summer. Stunning, natural flashes of colour have been brightening up verges and roundabouts across the district. Barry Webber, Tree and Landscape Officer at Christchurch and East Dorset Councils, explains how we can successfully grow our own patch of wildflowers. Hopefully, by following Barry’s top tips next summer we will all have bright and colourful wildflowers in our gardens.

1. Ground preparation The ideal time to prepare is in April. Clear all weeds, dead vegetation and turf, leaving bare topsoil at your chosen site. Rake over the newly cleared ground until you have a firm base and a fine tilth. Then use a herbicide from your local garden centre, but avoid windy and wet days to get the best results. Leave the area for a few weeks but make sure you keep on top of weeds so the wildflowers don’t have to compete too much.

2. Sowing the wildflower seeds It’s best to do this is April/ May. You only need a small handful of wildflower seeds per square metre. You will be able to buy your seeds from a local garden centre but it’s always best to use seeds from native plants, as this makes our garden wildlife and insects happy! It’s also nice to have a mixture of seeds so that you end up with a bright a colourful display. It’s good to sow the seeds when the ground has warmed up, to allow them to germinate so they get a head start on the weeds!

3. Let mother nature do her bit Annuals tend to have a brighter display but by including some perennials you can be sure that you will get some show the following year if the annuals don’t self-seed. Weeds will naturally find their way in to your display but but as long as you keep on top of them you’ll be sure to enjoy the summer colours your wild flowers bring. 

If you have enjoyed seeing the wildflower displays, why not tweet us a photo of your favourite patch using #CEDWildflowers We look forward to seeing your photos!

A day in the life of... Duncan Newman

Economic Development Officer What does your job involve? I support local businesses, mainly in the advanced engineering and manufacturing industry, including aircraft maintenance and electronics. I also work with schools, colleges and universities to ensure students have the opportunity to train in this key area of local industry. I work as part of a team supporting our Economic Growth Strategy, known as ‘Going for Growth’ and we all work with local businesses in different ways to ensure our local business economy continues to thrive.

Economic Development

£1m of grants for rural businesses and communities The Northern Dorset Local Action Group (LAG) still has more than a £1.2 million of European Agricultural Fund money to distribute to rural businesses and communities as part of the Rural Development Programme for England. Paula Sales, Economic Development Officer at Christchurch and East Dorset Councils has been supporting the Northern Dorset LAG in promoting the funding available. Paula said, ‘This is a fantastic opportunity for people who are looking to set up a rural business or are ready to start a community project. Northern Dorset LAG is running a number of events throughout the year and details of these can be found on their website. I would encourage people to book a session if they would like to know more.’ To book a convenient time to talk in confidence about your project and application contact Ellie Makin on 01305 225525. To find out more about the Northern Dorset LAG visit www.dorsetleader.org.uk. 

What do you do on a typical day? It may be a cliché but no two days are the same! One day I can be meeting with local businesses considering how we can raise their business profile and attract more business to the area. Another day I can be involved with staff from our local schools looking at how we can address potential skills gaps in the advanced engineering and manufacturing industry by encouraging students to consider studying for qualifications in this subject area whilst at school.

What are your plans for local businesses in the next few months? We have some interesting events taking place! I’m busy planning seminars to update local businesses on the apprenticeship levy which was introduced earlier this year. There’ll be more details on these in our monthly ‘Going for Growth’ e-newsletter soon. We’re also working with Bournemouth Airport and local businesses to deliver an internal auditors course on 10 and 11 October. There are discounted rates for local businesses. You’ll find more details on all our projects on our Facebook page Christchurch and East Dorset Councils Going for Growth or you can email the Economic Development Team at economy@christchurchandeastdorset.gov.uk. 
