Following the announcement from The Rt Hon Sajid Javid, Secretary of State for Housing, Communities and Local Government, that he supports the changes to local government in Dorset, East Dorset District Council is about to embark on its final year. Despite the many challenges along the way we have continued to deliver quality services to the communities across the district. We recently set the final revenue and capital budgets for 2018/19 and agreed a modest increase to council tax. The new financial year will once again have a progressive capital programme as we invest in many local community projects. These projects include the regeneration of Ferndown town centre, major refurbishment and expansion of the Heatherlands Community Centre and significant investment and increased partnership working to help deliver much needed affordable housing.

East Dorset District Council will be leaving a much valued legacy. The award-winning Moors Valley Country Park and Forest is the jewel in our crown and this year celebrates its 30th anniversary and continues to grow and develop with new initiatives and play equipment. We have also worked with new partners to deliver community facilities at the Barrington Centre. Additionally we’ve made significant improvements to the Queen Elizabeth Leisure Centre and most recently purchased new cinema and sound equipment at the Verwood Hub, which is featured on page 4 in this edition. Hope is the key to our future, because without hope we have nothing. to a ‘Hub’ near you! Verwood Hub will soon have a new digital cinema and we look forward to welcoming film lovers to this popular community facility. The new cinema experience will boast fully digital projection, upgraded surround sound and new release films. Dan Stone, Business Development Team Leader at Verwood Hub said: “We are really pleased that we are able to invest in some fantastic state-of-the-art cinema equipment which will benefit both our current cinema goers but also encourage more people to watch the latest films locally. “We are keen to be able to make the cinema as competitive as possible

Learn something new at EDHT Allendale House is home to East Dorset Heritage Trust (EDHT) and 2018 marks 30 years since the founding of this much-loved educational charity. Over the years the Trust has developed and evolved with the times and Allendale House is now a very busy hub of the Wimborne community.

Celebrating 30 years! Moors Valley Country Park and Forest is celebrating its 30th birthday this year and with new family attractions and some very special events there has never been a better time to visit.

The big screen to the beaten track Moors Valley Country Park and Forest invites you to escape the rat race by visiting their new and exciting character trail. ‘The Highway Rat’ Activity Trail is inspired by the story of the same name by much-loved children’s author and illustrator duo Julia Donaldson and Axel Scheffler. The activity is being brought to life thanks to a partnership between the Forestry Commission and Magic Light Pictures. Those looking for a way to shun the sofa should take to the trails and try to catch a glimpse of the beastly and bad star, whilst enjoying fun family activity in the great outdoors. Visitors to the trail can explore and enjoy the world of their local woodland wildlife as they follow in the footsteps of a mischievous rodent intent on swiping the sweet treats of every creature he encounters (keep a close eye on your picnics!). You can pick up an exclusive activity pack for just £3, which includes a Highway Rat mask and a series of fun activities to complete along the trail 

As Moors Valley celebrates this year, the Rangers are also hoping that locals will come to the park for their own celebrations. It’s a great place for picnics and walks, so a day at Moors Valley will ensure you have a memorable time with friends and family.

In an historic moment for public services in Dorset, the government has given the green light to plans to create two new unitary councils in Dorset. The Secretary of State for the Ministry of Housing, Communities and Local Government, the Rt Hon Sajid Javid MP, announced in February that he will progress his initial ‘minded-to’ decision to create two new unitary authorities in the county, replacing the existing nine councils. Having reviewed all the evidence and representations received he confirmed that replacing nine councils with two unitary authorities is in the best interests of residents in Dorset.

This change will help protect local services, generate further economic growth, reduce costs, and provide more efficient, brand new councils structured around communities. Following the announcement, Cllr Spencer Flower, Leader of the Council, said: “The East Dorset District Council decision to accept the ‘minded-to’ decision from the Secretary of State back in December 2017 has been vindicated by his final decision to approve local government reorganisation in Dorset. This decision shows that he recognises the clear and far reaching benefits that reorganisation will bring to Dorset.

Each council will deliver all local government services in their respective areas. One will cover East Dorset, North Dorset, Purbeck, West Dorset, Weymouth & Portland as well as the services provided by Dorset County Council and the other will serve Bournemouth, Christchurch and Poole. A Ward Boundary Review for the Dorset Council will take place this year with a public consultation over proposed changes in July 2018. The new warding arrangements will be published by the end of the year and subject to legislation, the new councils will come into existence in April 2019. 

Council Budget

Council Budget 2018/19 The council’s budget for local services in East Dorset was approved in February. Local services are funded by a combination of business rates, Council Tax, service fees and charges and other income. The total budget for 2018/19 is £32.6m. The district council’s element of the Council Tax bill is to increase by £6.34 for a Band D property, which is just under 12p per week. This means that the annual charge for East Dorset’s element of Council Tax for a Band D property from 1 April 2018 will be £218.66. The council no longer receives any core revenue funding from Central Government, however we continue to ensure we identify efficiencies to protect future service delivery.

Your Council Tax explained As well as a proportion going to East Dorset District Council, the total Council Tax you pay also funds Dorset County Council, Dorset Police, Dorset and Wiltshire Fire Authority and local Town and Parish Councils. In total the annual average charge for Council Tax for a Band D property in East Dorset from 1 April 2018 is £1,962.60. This represents an increase of 5.47% from 2017/18. Below you can see the Council Tax for a Band D property from 1 April 2018. The amount of Council Tax you will pay varies depending upon which Council Tax band your home is in. You can view charges for all bands at dorsetforyou.gov.uk/counciltax. Your full Council Tax charge will be set out in your Council Tax bill.

Every journey begins with a single step... Are your New Year resolutions a distant memory and have all your plans to do things a bit differently in 2018 failed? It’s never too late to make some positive changes and there are so many ways you can do it. Getting active, looking after our bodies and becoming fitter are all things we are encouraged to do but it’s often easy to revert back to old habits. There are lots of ways you can help maintain your initial enthusiasm, so why not see if East Dorset District Council can help. We have lots of classes, initiatives, groups and courses plus the recently refurbished gym at Queen Elizabeth Leisure Centre to help you on your journey, so why not check out what’s on offer.

Our leisure centres run lots of classes, aimed at all fitness levels, to help you achieve your goal. They offer yoga, aqua-fit, kick boxercise, indoor cycling classes and much more. To see their full programme of classes visit dorsetforyou.gov.uk/leisure/east-dorset. Our Activate Coast and Countryside activity programme offers 19 weekly health walks across Christchurch and East Dorset. These are all free and led by trained, friendly volunteers. The walks are 30 - 60 minutes in length and always finish at a venue where you can chat over a cuppa! Other options they offer include: health cycle rides, beginners running, ‘Couch to 5K’ running and Nordic Walking. Mike Pass, who works at Verwood Hub, has been able to make some really positive changes in his life, which have resulted in him managing to lose a fantastic NINE stone!

Mike’s story I had been steadily gaining weight for a number of years and it was beginning to take its toll on my health. My fitness levels were poor and I only needed to walk from the car park into work and I was breathless. At around 28-stone, I was suffering from sleep apnoea and my line manager had told me that finding uniform to fit me was becoming a problem and I was already wearing a 4XL. A year ago I made a decision to make some positive changes. I knew I needed to exercise more, eat healthier and I thought I would try and give up smoking too. I couldn’t keep going on the path I was on. On a Monday morning in March last year I took the first step and went to the gym. People think that gyms are really intimidating and unfriendly, but since I’ve started using the gym I’ve found the experience totally opposite to that. I’ve now lost nine stone and my journey continues. I’m still trying hard to keep off the cigarettes, I go to the gym five times a week and I’m much more conscious about what I eat. That doesn’t mean I’m good all the time, but I am trying! The most positive outcome for me has been my improved self-esteem, which resulted in me putting myself forward to get a promotion at work.

If you are thinking of starting your own journey, then the Active 4 Health Team would like to set you a challenge. Why not join over one hundred others by making an ‘Active Promise’ this spring. You could also win some fantastic prizes including a FitBit or Gym Membership if you enter before 30 April 2018. Here are some examples of promises made so far by people living in East Dorset: “I’m going to take part in my local parkrun every week.” “I am going to start swimming again at least twice a week.” “I am going to build up my daily steps to 10,000 a day.”

A day in the life of...

A day in the life of... Daryl Pearce Grounds Maintenance Supervisor What does your job involve? I supervise a small grounds maintenance team. We’re responsible for grass and hedge cutting, maintenance of shrubs, hedges and bedding plus the upkeep of our recreation and sports grounds across the district. Our grass cutting timetable starts in March and we cut seven times a year, whilst our hedge cutting begins in July after the bird nesting season.

What is the best thing about your job? I love the fact that my office is outdoors and every day I work somewhere different. The landscape constantly changes with the seasons too- so every morning brings new challenges and scenery. Whatever the weather, there is always work to be done and I’m lucky to work with a really great team of people, many of which are highly skilled with professional qualifications in horticulture and land management. It’s also great that we get to work in the community and chat to local residents, it’s important that we listen to their ideas and feedback.

What are you looking forward to this year? I’m really looking forward to experimenting with wildflower planting and also continuing to maintain and create new meadow areas to help support local wildlife. As budgets continue to get tighter we are always looking at new ways to save money whilst making sure we work within current legislation and help keep our public open spaces special.

Little Rays of Sunshine at Great Oaks

reat Oaks, a specialist residential, nursing and dementia care home in Bournemouth, has welcomed nursery and primary school children into the home, as part of its ongoing ambition to strengthen its links with the local community. Pupils from Kinson Primary School have visited Great Oaks on several occasions; learning about care homes and meeting the residents. Ian MacDonald, Home Manager of Great Oaks, said: ‘‘We feel it is essential that all our residents feel part of the local community and therefore many of our events encourage members of the public to come to the care home to meet the team and our residents. Feeling isolated has such a negative effect on people’s sense of belonging and self-esteem but we can see the joy that visits from local groups brings them just from the smile on our residents’ faces.” Children from The Orchard Nursery in Bournemouth have also become regular

visitors of Great Oaks. The 3 to 5 year olds have treated residents to a sing-song and have since returned to spend time with residents; reading their favourite stories with them. Sue Goktas commented: ‘‘We loved having the children visit and it showed by the beaming smiles on our residents’ faces. Activities help to sustain both physical and mental health, so it is important that our residents are able to maintain interests and also have the opportunity to develop new ones.” Entertainers and other local groups are also regularly invited into the home for dance and music sessions. Great Oaks residents also enjoy pet therapy sessions. Great Oaks is discreetly located within a private woodland setting on Poole Lane. The idyllic location of Great Oaks offers residents a restful atmosphere, which is enhanced by the landscaped garden.
