In This Edition

Councillor David Flagg Across Dorset, 2018 has certainly been a busy year in local government.

Since the publication of the previous edition of this magazine, Christchurch Borough Council received the news that our Judicial Review application was unsuccessful and local government reorganisation will go head next April.

This will see Christchurch become part of the new Bournemouth, Christchurch and Poole Council from 1 April 2019.

Throughout the process we’ve always wanted to ensure the best outcome for residents of Christchurch, and this hard work continues. In early September, Full Council agreed to create two new local councils in Christchurch, and work now commences to create these. You can read more about this on page six and it is anticipated that the final reports will be considered by Full Council in December.

Recently, I have had chance to reflect on achievements and think about the legacy Christchurch Borough Council will leave. I feel incredibly proud of the

great work and services that our council provides residents. I am especially pleased that we have resolved to invest in our playgrounds for children across the whole borough and I am grateful for the hard work being put into this huge project by the Community and Recreation Team. There’s an update on where we are with this important project on page ten.

The festive season means that once again I will be attending Carols on the Green in Burton on Sunday 9 December.

This community event is always well supported, whatever the weather, but I’m hoping this year the weather will be kind!

Another event this Christmas is Carols with the Mayor on 20 December at the Christchurch Priory. This continues to be one of the highlights of my calendar.

Restoring history at Highcliffe Castle Great progress is being made to restore the Penleaze Wing at Highcliffe Castle, thanks to the support of Heritage Lottery Funding.

which has now been re-painted and coated with its final finish by specialist blacksmiths.

The works have revealed many original features, which are being sensitively refurbished by specialist stonemasons, blacksmiths and carpenters.

The Penleaze Wing, once finished, will form part of the new Heritage Centre, which will open in spring 2019.

New underfloor heating has been installed, along with a paved area around the newly discovered well. Excitingly, some of the original wrought iron staircase bannister, which remained intact despite the fires, was discovered. As this handrail extends only half way up the staircase, another has been designed and installed to match the original,

Work continues, however the rest of the castle is open to the public, seven days a week, until 23 December 2018. The castle then reopens on 1 February 2019.

The Grange School welcomes BTEC Level 3 Engineering students

This September, The Grange School, Christchurch welcomed the first cohort of Year 12 students to study a BTEC Level 3 Foundation Diploma in Engineering.

Locally, there is a shortage of young people entering the engineering sector. Offering a course at this higher level enables students to continue with their studies at school and provides them with a route into engineering.

The course also provides students with the opportunity to gain valuable work experience with local engineering businesses, and for businesses to select from a local talent pool of students ready to embark on an apprenticeship.

The first site visit for the students took place at the Curtiss-Wright offices at Bournemouth Airport.

Highcliffe Castle Zig Zag Rebuild Project Where are we now?

Planning consent obtained to carry out replacement works to the zig zag path.

September 2018

Tender period for building and engineering closes, applications evaluated for quality and value.Vegetation removed to prepare site for construction.

Construction contract awarded to Earlcoate Construction & Plant Hire Ltd.

12th - Mobilisation and work scheduled to commence on site.

Erosion control, top soiling and seeding begins.

The project to rebuild the zig zag path in Highcliffe has started and vegetation has been cleared to provide access for Earlcoate Construction & Plant Hire Limited, who are the main contractor for the scheme.

What will the new path look like?

The replacement zig zag path is designed so that it will be accessible to as many people as possible. Appropriate handrails and seating will be installed along the path and the final decisions on the materials and specifications will take into account the community feedback collected

by Dorset Coast Forum last summer.

The planned works for the replacement path are substantial due to the unique geology of the site. The new path will be created with a king post retaining wall, which will be clad with recycled groyne timber.

Who is funding this project?

This project is being funded by Christchurch Borough Council and the Government’s Coastal Community Fund with Christchurch Borough Council providing staff to supervise the contract.

Local Government Reorganisation

Work continues to create BCP Council As 1 April 2019 moves closer, work continues to ensure a safe transition to the new Bournemouth, Christchurch and Poole (BCP) Council.

Our priority is to maintain current service levels with minimal changes for everyone. Of course, some changes will be necessary and our services may need to contact you with specific details. We will continue to keep you updated through the Christchurch Courier, so look out for more information in the spring edition delivered to homes in March.

What opportunities does Local Government Reorganisation bring?

On 17 October the BCP Shadow Authority appointed Graham Farrant as the first Chief Executive of the new BCP Council.

Graham is currently Chief Executive at HM Land Registry and Chief Land Registrar. Here he tells us a little bit more about himself:

The new council will also allow us to work with government on a much bigger scale than we have previously been able to.

We can provide a strategic planning framework and services to an area that has regional and national importance.

Why did you apply for this role?

Local government reorganisation will bring a range of benefits, particularly the opportunity to offer a more coordinated approach to services across the whole area.

Tell us a bit about yourself

Creating a new unitary council which can provide muchneeded public services across our three boroughs is the most exciting and interesting job in local government at the moment.

I enjoy keeping fit so as I get to know the local area I will be finding a new hockey club and a new tennis club. I am also keen to get involved in the local nature conservation and am particularly excited about the project to reintroduce ospreys into Poole Harbour.

What excites you most about the post?

Graham starts his new role full time on 1 January 2019 

The challenges of bringing together large and complex organisations while setting out a comprehensive strategy for maintaining the local economy and enabling growth.

We must work with a wide range of partners to ensure we continue to deliver high quality services to our residents.

There is a lot to do, but I know we have a strong commitment to get it right.

The Dorset Waste Partnership does not collect Christmas trees with rubbish at the kerbside.

You can recycle your real Christmas tree by cutting it up and putting it in your garden waste bin if you have one, or by taking it to a household recycling centre. Alternatively, you may be able to book a Christmas tree collection with a Dorsetbased charity 

News

Ward boundaries finalised for new BCP Council Ward boundaries for the new Bournemouth, Christchurch and Poole (BCP) Council have been published by the Local Government Boundary Commission for England.

The Commission’s electoral review has drawn up wards that will be represented by the new council’s 76 councillors. There will be 10 three-councillor wards and 23 twocouncillor wards. The arrangements will come into effect at the council’s first elections in May next year.

A review of ward boundaries for the new Dorset Council, covering the rest of the county, has also taken place at the same time.

In July 2018, when it launched its consultation on draft proposals, the Commission asked local people and groups for their views on the best pattern of wards for Christchurch town. In response, the Commission heard evidence that the community surrounding the railway station should be in a single ward. The Commission therefore proposes that the area between Jumpers Road and the railway line should be part of a Christchurch Town ward.

The proposed new arrangements must now be implemented by Parliament. A draft Order – the legal document which brings into force the recommendations – will be laid in Parliament in the coming weeks.

The changes, and the full recommendations, are available on the Commission’s website at www.lgbce.org.uk 

Christchurch Landlord Liaison Service If you’re a landlord, why not work in partnership with Christchurch Borough Council?

Christchurch Borough Council can find tenants from their portfolio of clients, to suit your individual criteria.

As part of the service they will provide support to tenants and landlords and deal with any issues as they arise.

They will carry out viewings with you and the potential tenant and assist with setting up any housing benefit or universal credit payments. The service also offers incentive payments, missed payment cover mid-tenancy and damage cover.

The Importance of Play

Christchurch Play Project Earlier this year, Christchurch Borough Council resolved to improve children’s play facilities across the borough. The importance of well-maintained and safe playground facilities for children was recognised by councillors, who agreed to allocate £1.2m of funding to this ambitious project, that will benefit young people throughout Christchurch.

engagement Following the approval of funding, council officers visited schools in Christchurch to understand what local children wanted to see in their parks. They visited Twynham Primary School, Somerford Junior School, St Joseph’s Primary School, Christchurch Infant School, Twynham Comprehensive School and Highcliffe School.

Rebecca Whelan-Edmonds, Community and Recreation Officer, organised fun and interactive sessions, which captured the thoughts and priorities of those in the classroom. Children then individually completed special postcards, addressed to Christchurch Borough Council, which detailed what equipment and facilities they would love to see at their local park.

“It was so important that we gathered the views of local children so we could understand what was important to them.

They came up with some fantastic ideas which we have taken on-board and have incorporated in the design specification.

“I would like to thank all the schools who supported us with the early stage of this project- especially the children!”

Next steps In total, 15 play area sites will be refurbished or completely renewed.

These, together with the four sites which were recently refurbished in Christchurch, will ensure a lasting legacy for future generations.

The project has also identified some very small and poorly used sites, which will be decommissioned and returned to public open spaces.

Work now continues on the next phase of the project to ensure that by 31 March 2019 designs and contracts have been agreed 

What does your job involve?

Our small Health and Activity Team help local people get active. We achieve this by organising outdoor, entry level activities, which form part of the Activate Coast & Countryside programme. Our team is supported by professional instructors and nearly 200 fantastic volunteers, who help deliver community health walks, health cycle rides, Nordic Walking, yoga, tai chi, mindfulness walks, orienteering, night cycling and a fantastic accessible cycling programme.

What is the best thing about your job?

For me, it is all about supporting local people. I’ve worked in local government for over 28 years, in a number of roles, but working with the local community means each day I have an opportunity to make a difference.

What are you looking forward to over the next few months?

With New Year just around the corner, I am looking forward to meeting lots of new participants who join us to get active in 2019!
