Councillor David Flagg Well, 2018 is certainly flying by quickly as we suddenly find ourselves over halfway through the year.
council continues to strive towards achieving the best outcome for Christchurch residents moving forward.
The first six months of this year has already seen some really positive news for the borough. Once again, three of our beaches in Christchurch have been awarded Seaside Awards, presented by Keep Britain Tidy, which is a great achievement by our Community and Recreation Team.
On a personal note, The Burton Armed Forces and Veterans Parade last month was a memorable event and it was a great to see so many residents support it. I’m now looking forward to Stompin’ on the Quomps at Christchurch Quay on 4 August. Like many local events, this seems to get better and better every year. This is a testament to all the fantastic volunteers in the borough who work so hard to bring these events together.
In Christchurch we have also recently undertaken a Community Governance Review of the borough. It was vital that we engaged with the public on this important piece of work regarding the creation of new town and parish councils in Christchurch. The outcome and plans moving forward will be announced later in the year once all responses have been evaluated. It remains an interesting time for local government in Dorset and this

Everyone needs good neighbours!
Calling all Christchurch & East Dorset landlords
Christchurch Helpful Neighbours is a new scheme which has been developed by the Christchurch Community Partnership and Dorset Partnership for Older People Programme (POPP). The concept of Helpful Neighbours is to aid older people in the local community with small, one-off tasks, which don’t require professional help. There is a small team of Christchurch Helpful Neighbour volunteers who are trained and willing to carry out tasks to help people retain their independence in their own home. They can help with tasks like changing light bulbs, re-hanging new curtains, sweeping a path or moving light furniture. A small fee of £2 is requested on each visit, which is donated back to the scheme.
Christchurch Borough Council is inviting landlords to its next ‘Private Sector Landlords Forum’ on Tuesday 31 July at 6pm. They are welcoming any landlord or managing agent who has property in Christchurch or East Dorset, along with anyone thinking of becoming a landlord. This event presents an excellent opportunity for landlords to meet and network with each other. The event will include:

Play golf at Two Riversmeet this summer
Ultrafast broadband connection grants A national Gigabit Broadband Voucher Scheme has been launched offering grants to small businesses and neighbouring residential properties. The £67million investment provides funding to futureproof full fibre connections for businesses and the homes around them. Businesses can claim up to £3,000 against the cost of connection either individually or as part of a group project. Residents can benefit from the scheme as part of a group project which must include businesses, and can claim a voucher to the value of £500. Joining together with other neighbouring businesses and residents to pool vouchers can boost the value. A faster, better broadband offers many benefits and a high demand for the grants is expected. Free co-working and networking for small business owners The number of people starting their own business is growing. Working for yourself can enable you to do a job you love and offer you more autonomy. However, self-employment can sometimes be a lonely business…but not anymore! You can now co-work and network every Thursday and Friday in Christchurch. The sessions are free and open to all small or micro business owners and take place at Somerford ARC on Thursdays from 1pm – 3pm and at
Christchurch Library on Fridays from 9.30am to 1.30pm. Once a month, guest speakers will give presentations on different aspects of running a small business. There’s no need to book in advance, just turn up with your laptop, or other work relevant to your business, and enjoy working in the company of others, meeting new people and sharing ideas. Local Government Reorganisation
Local Government Reorganisation– the latest Legislation was passed in May meaning that Dorset residents could be served by two brand new unitary councils from April 2019 – Bournemouth Christchurch and Poole Council (BCP), and Dorset Council. The county’s nine current councils would therefore cease to exist on 31 March 2019. Both new councils will deliver services to around 400,000 residents, putting them within the twenty largest local authorities in the country. Now that the Parliamentary process is complete, the Bournemouth, Christchurch and Poole Shadow Authority has been created. The Shadow Authority is made up of 125 seats, filled by all existing 120 councillors from the current councils (including five councillors who are both Borough and County Councillors for Christchurch). The first meeting of the Shadow Authority took place in June at Bournemouth University and the Shadow Authority appointed Jane Portman to the interim statutory ‘head of paid service’ role. A permanent Chief Executive for the new Bournemouth, Christchurch and Poole Council will be recruited later this year. The Shadow Authority also appointed Cllr Ray Nottage as Chairman and Cllr Ann Stribley as Vice-Chairman. Whilst work continues to implement the two new councils, Christchurch Borough Council, whose policy is to oppose local government reorganisation, is continuing to take legal action against the decision. The council made an application for a Judicial Review in May 2018 after seeking legal advice. In late June permission was granted for the Judicial Review to be heard in the High Court. Christchurch Borough Council firmly believes the regulations that have passed through Parliament

Councillors have also been appointed to relevant committees including the Shadow Executive Committee, which replaces the BCP Joint Committee. The Shadow Executive oversees the plans for the new council. Cllr Janet Walton was elected as Chairman of the Shadow Executive and also Leader of the Shadow Authority with Cllr John Beesley Vice-Chairman and Deputy Leader.

Beacons
of
Light
This November will see a nationwide day of commemorative events, which will mark the centenary of the end of the First World War. These special events will pay tribute to the millions killed or wounded along with those on the home front who struggled amidst pain and loss to help secure our freedom today. Christchurch Borough Council invites you to commemorate and remember the First World War, as we join the rest of the United Kingdom and our friends overseas by taking part in this special tribute at Christchurch Quay. On Sunday 11 November a programme of remembrance will take place from 6.45pm, so please do join Christchurch Borough Council and your local community to ensure that we remember the fallen in the Roll of Honour, which will be read out by local young people At 7pm, a beacon will be lit, along with 1,000 Beacons of Light across the country to symbolise an end to the darkness of war, and return to the light of peace. At 7.05pm church bells will ring out across Christchurch, and beyond, in celebration

BCP Boundary Review In June the Local Government Boundary Commission for England (LGBCE) approved a boundary review for the ward boundaries for the new Bournemouth, Christchurch and Poole Council. The boundary review puts forward proposals for new wards and public consultation on the draft proposal was launched on 3 July 2018. The new council will see the number of councillors representing the area reduced from 125 to 76. The plans propose twenty-three twocouncillor wards and ten three-councillor wards.The boundaries will come into effect at the first election for the authority in May 2019. Copies of the proposed ward boundaries will be available online, in libraries and council offices. Once feedback is collated, the LGBCE will put forward its final recommendations for ward boundaries for the new BCP council in October 2018. After the publication of final recommendations, the Commission will then turn them into law through the parliamentary process

BioBlitz
BioBlitz at Stanpit Marsh Last month saw a real celebration of wildlife at one of Christchurch’s best loved beauty spots: Stanpit Marsh. Christchurch Borough Council’s Countryside Team organised a BioBlitz, which is an intense period of biological surveying that records all the living species in a designated area. The previous BioBlitz at Stanpit Marsh took place two years ago, so the team had high hopes of detecting more species than ever before. The council’s team do a lot of preparation work; however they couldn’t do a BioBlitz event without the help of lots of volunteers. The Countryside Team were lucky to have a number of experts, from a variety of fields, who volunteered their time and helped them learn more about the make-up of the site.

From 10am on Saturday 9 June right through to the same time the following day, there were early morning bird walks, moth and mammal trapping and minibeasting sessions, to name just a few of the activities which took place. All of these sessions and activities were free and open to members of the public and led by enthusiasts in their field. These BioBlitz sessions are not done every year as they are quite intense! It poured with rain in 2016, and as such only a few brave critters and the plants were around to be counted. This time however, was a different story with warm sunny spells meaning that
our numbers were well up from two years ago. The total number of species recorded in 2018 was 723. Not only is this an impressive total in its own right, but it is especially exciting when a good number of these are “New to Site” meaning that they have not been recorded at Stanpit Marsh before. The records generated from BioBlitz surveys are entered into a regional database. This creates a bigger picture which helps us understand our local species, and therefore how we can best care for them. During the same period of time, friends at Hengistbury Head were also carrying out a BioBlitz. They recorded the same exciting species, along with ones that we didn’t see our side of the water! That just goes to show what diverse wildlife Christchurch Harbour encourages.

Stanpit Marsh is managed by the council’s Countryside Team, and is supported by the Friends of Stanpit Marsh and Christchurch Harbour Ornithological Group. There is a team of Volunteer Wardens who do a wonderful job of looking after the site on a daily basis. The volunteers are based at the Information Centre which was officially opened in 2008, and this September the centre will be celebrating its 10th birthday!
The Team are now looking forward to a busy summer- so why not join them on some of their events?

Have you ever wondered who ensures the food you eat in Christchurch is safe? The answer is the council’s Food and Safety Team. This small team work with virtually all food businesses based or operating in the borough, with the primary aim to make sure that all food that is offered to the public is safe to eat and is what it says it is. The team carry out more than 400 food hygiene inspections every year across Christchurch and East Dorset in pubs, restaurants, food manufacturers, schools, nurseries and home caterers. All of these will be part of the National Food Hygiene Rating Scheme and the council’s food inspector will issue ratings following an inspection. The team also receives around 200 enquiries, complaints and requests each year from the public and food businesses alike. Many of these require the team to investigate and where they find businesses not doing things right they will intervene. The great news is the Food and Safety Team are now spending more time with new businesses in Christchurch who want help and advice so they can start doing things right from the very start, and that’s great for everyone involved, especially the customer. What does your job involve? I work as a class instructor, personal trainer and also get involved in the social media for Two Riversmeet Leisure Complex, which makes every day different. Each day brings a new challenge but I’m so lucky that I have such a varied role.
What is the best thing about your job? I love helping people achieve their fitness goals, so this is definitely the best bit for me. I also work in a really fantastic team with colleagues that are helpful and friendly and make the job fun.
What are you looking forward to this year? I’m looking forward to getting to know more of the leisure centre members. My goal has always been to help people smash their personal targets and I never tire of seeing people succeed.
