Leader’s Message
In This Edition
Councillor David Flagg
New Year celebrations now seem like a distant memory as the signs of spring are popping up around us. I’m always grateful when the days get longer and the daffodils are in bloom. It provides the encouragement I need to get outdoors and go for walks locally.
with the help of Heritage Lottery Funding we can continue to restore it to its former glory.
I was recently invited to Two Riversmeet Leisure Complex to see their new gym equipment and cycling centre. It is great to see the improvements and I’m pleased that we are continuing to invest in the wellbeing and health of our residents. The building project at Highcliffe Castle is making good progress and I’m looking forward to seeing the improvements for myself when I next visit. Highcliffe Castle has had quite a history, but it’s fantastic that

There is lots happening this spring and I am hoping to take part in the Burton community litter pick on Saturday 21 April. During the second weekend of May Christchurch Food Festival will hit Christchurch High Street and Quay. That event is always a crowd pleaser and I am sure that this year will be no different. Finally, we very recently received the final decision from central government regarding local government reorganisation in Dorset. You can read more about this on page 6 of this publication but be assured the priority now is to focus on getting the best outcome for Christchurch residents

Zig-zag path will be rebuilt
Members of Christchurch Borough Council have voted to rebuild the Highcliffe Castle zig-zag path. The path, which was closed in March 2017 due to safety concerns, requires a significant rebuild in order to make it safe for use again. Having originally voted not to proceed with the rebuilding of the path last year, members reviewed the decision and commissioned consulting engineers, AECOM, to refine their design and specification of the work. The decision means that additional funding of £239,500 will be set aside to allow the path to be rebuilt. The total budget allocated is now £884,500 rather than the original estimate of £1,250,000. This amount includes significant contingencies given the nature of the work involved at the cliff.
The Coastal Communities Fund is contributing £279,125 to the project through the Dorset Coastal Connections portfolio. Cllr Vicki Hallam, Chair of the Highcliffe Zig Zag Task and Finish Group, Christchurch Borough Council, said: “I am pleased that members have given the go ahead for the rebuild of the zig-zag path. Whilst we are keen to see the path reopened as soon as possible it would not be practical to carry out the work over the busy summer months so work is planned to commence in the autumn of this year with completion before Easter 2019. “Members would like to thank residents, officers and AECOM for working together to help us retain this popular path.”
Police drop-in sessions
Did you know...? Christchurch Borough Council offer annual licences for boat moorings and dinghy storage. We have annual trot moorings from £533 and self-laid moorings from £267 in Christchurch. We also can offer facilities to store sailing dinghies and tenders at Mudeford Quay all year round from £233. For more information please call our Estates Team on 01202 795020
The Local Neighbourhood Police Team hold a drop-in session at the Civic Offices on the last Friday of every month between 10am - 12pm. If you have a question to ask, why not pop in, there is no need to make an appointment. They can also give advice on issues such as: • Home security, CCTV, alarms • Online safety • Staying safe when out • Rogue traders and doorstep sellers • Anti-social behaviour 4

Room to Reward
A Christchurch-based charity has been making waves in the not-for-profit sector with a unique scheme created to help give something back to volunteers and charity staff. Room to Reward was founded in 2015 within the hospitality industry as a way of recognising those who go above and beyond for their organisations. The scheme is simple: hotels donate their anticipated unsold rooms to Room to Reward, charities nominate their ‘Hidden Heroes’ who deserve a short break and Room to Reward bring the two together. A number of local charities have benefitted from partnering with the scheme, including Macmillan Caring Locally based in Christchurch. Adam Terpening, Room to Reward Charity, said: “The support of our hotel partners has been fantastic. Their
generosity is what enables us to give something back to the Hidden Heroes who do so much for so many and ask for nothing in return.” Locally The Kings Arms, Christchurch Harbour Hotel and Captain’s Club Hotel and Spa have all donated unsold rooms to the charity. Christchurch Borough Council are pleased to share the message of Room to Reward as it’s vital we recognise the wonderful work that volunteers do in our borough. Room to Reward is open for charities of all shapes and sizes. To find out more visit roomtoreward.org

Restoring history Thanks to a second round of Heritage Lottery Funding, work has commenced on the restoration of the Penleaze Wing at Highcliffe Castle.
Katie Ingham, Heritage Team Leader at Highcliffe Castle
Over the last seven months huge progress has been made and the building is looking more like it once did. Temporary walls have been removed and floor and ceiling levels have been restored, revealing the spacious dimensions of the original rooms. Early stages of the work saw the old temporary office space stripped out revealing a hidden fireplace and some original marble door surrounds and paintwork. Following this we had a specialist on-site who, after brushing away decades of soot, carefully took the old kitchen range apart. This enabled it to be removed and taken away for restoration and preservation work, before being returned to the kitchen later this year. Stonemasons have also been very busy restoring mullions in the windows and restoring and replacing steps to a stone staircase once used by the servants. Work will continue this coming year so there will be no access to the Penleaze Wing until mid-2019. However, the rest of the castle will be reopened to the public, seven days a week, from 17 March 2018 and the castle will continue to offer a wide range of events and activities throughout the year whilst the work goes on. Local Government Reorganisation
Secretary of State makes final decision on local government reorganisation The Secretary of State for the Ministry of Housing, Communities and Local Government, the Rt Hon Sajid Javid MP, announced in February that he will progress his initial ‘minded-to’ decision to create two new unitary authorities in the county, replacing the existing nine councils. Having reviewed all the evidence and representations received he confirmed that he believes replacing nine councils with two unitary authorities is in the best interests of residents in Dorset.

“Our priority now is to focus on getting the best for the Christchurch residents who elected us to represent them.” Each authority will deliver all local government services in their respective areas. One will cover Bournemouth, Christchurch and Poole, and the other will serve the rest of the county. Subject to legislation, the new councils will come into existence in April 2019 6

2018 February Secretary of State announces his final decision to approve local government reorganisation in Dorset
The majority of Christchurch councillors remain opposed to local government reorganisation. The council was seeking the opinion of a legal professional to see if there was anything in the Secretary of State’s decision that was challengeable in law. An Extraordinary Full Council meeting was being held on 13 March for members to decide the best way forward so by the time you read your copy of the Courier they will have resolved how they wish to proceed. You can keep up-to-date with all the latest news by signing up to our fortnightly e-newsletter at dorsetforyou.gov.uk/e-news or follow us on Twitter @cb_edd_councils. Cllr Trish Jamieson, Deputy Leader, Christchurch Borough Council, said: “We are disappointed that the Secretary of State has announced his final decision to approve local government reorganisation in Dorset. This decision comes despite Christchurch Borough Council putting forward an alternative to the Future Dorset submission and 84% of Christchurch residents who voted in the local poll not supporting the proposal for Christchurch to become part of a unitary council with Bournemouth and Poole councils.

Council Budget
Council Budget 2018/19 The council’s budget for local services in Christchurch was approved in February. Local services are funded by a combination of business rates, Council Tax, service fees and charges and other income. The total budget for 2018/19 is £29.4m. The borough council’s element of the Council Tax bill has increased by £5.83 for a Band D property, which is just under 11p per week. This means that the annual charge for Christchurch’s element of Council Tax for a Band D property from 1 April 2018 is £200.82. The council no longer receives any core revenue funding from Central Government, however we continue to ensure we identify efficiencies to protect future service delivery.
Your Council Tax explained As well as a proportion going to Christchurch Borough Council, the total Council Tax you pay also funds Dorset County Council, Dorset Police, Dorset and Wiltshire Fire Authority, and for some areas, local Town and Parish Councils. In total the annual charge for Council Tax for a Band D property in Christchurch from 1 April 2018 is £1,901.43 including an average town and parish charge, which represents an increase of 5.52%. Below you can see the Council Tax for a Band D property from 1 April 2018. The amount of Council Tax you will pay varies depending upon which Council Tax band your home is in. You can view charges for all bands at dorsetforyou.com/counciltax. Your full Council Tax charge is also set out in your Council Tax bill.

Get active this spring
Mike Pass, who has worked at Two Riversmeet Leisure Complex for over ten years, has been able to make some really positive changes in his life, which have resulted in him managing to lose a fantastic NINE stone!
Mike’s story I had been steadily gaining weight for a number of years and it was beginning to take its toll on my health. My fitness levels were poor and I only needed to walk from the car park into work and I was breathless. At around 28-stone, I was suffering from sleep apnoea and my line manager had told me that finding uniform to fit me was becoming a problem and I was already wearing a 4XL. A year ago I made a decision to make some positive changes. I knew I needed to exercise more, eat healthier and I thought I would try and give up smoking too. I couldn’t keep going on the path I was on. On a Monday morning in March last year I took the first step and went to the gym. People think that gyms are really intimidating and unfriendly, but since I started using the gym I’ve found the experience totally opposite to that. I’ve now lost nine stone and my journey continues. I’m still trying hard to keep off the cigarettes, I go to the gym five times a week and I’m much more conscious about what I eat. That doesn’t mean I’m good all the time, but I am trying! The most positive outcome for me has been my improved self-esteem, which resulted in me putting myself forward to get a promotion at work.
If you are thinking of starting your own journey, then the Active 4 Health Team would like to set you a challenge. Why not join over one hundred others by making an ‘Active Promise’ this spring. You could also win some fantastic prizes including a FitBit or Gym Membership if you enter before 30 April 2018. Here are some examples of promises made so far by people living in Christchurch: “I’m going to start running using the ‘Couch to 5k’ app.” “I am going to start swimming again at least twice a week.” “I am going to build up my daily steps to 10,000 a day.”
Before
After
Gyms are for everyone and I am really grateful for all the support and encouragement I have received from my fellow gym users. It’s a cliché I know, but if I can do it then anyone can! If telling people about my experience encourages just one person to take their first step on their own journey then I will be happy. Why not pop in to Two Riversmeet Leisure Complex and see how we can help?

Tip-Off Three ways you can help
fight against fly-tipping in Christchurch Report it! If you see a fly-tip, make a note of where it is, take a picture if you can, and note down any other details. Never touch the waste or confront fly-tippers. You can report it to us by: • visiting dorsetforyou.com/flytipping • e-mailing enquiries@ dorsetwastepartnership.gov.uk • calling 01305 221040 Where there is sufficient evidence the Dorset Waste Partnership will continue to investigate all reported fly-tipping incidents and we will attempt to trace and prosecute anyone found to be fly-tipping.
Make sure you’re covered Rubbish you’ve handed to someone else is still your legal responsibility until it is correctly disposed of. If someone, such as an unlicensed ‘man in a van’ found online, were to fly-tip that waste, you could end up paying a fine or being taken to court. 1. Check they are a registered Waste Carrier by visiting environment.data. gov.uk/public-register/view/searchwaste-carriers-brokers or call the Environment Agency on 03708 506 506 2. Ask to see a Waste Carrier’s Certificate 3. Request a Waste Transfer Note. This is a paper receipt that states what you’ve handed over and who has taken it
Love your Household Recycling Centre! Most fly-tips in Christchurch consist of household waste that could have been taken to the household recycling centre and disposed of completely free of charge. Christchurch Household Recycling Centre is open daily, it is free to visit and they do not charge for most items. For more information please visit dorsetforyou.gov.uk/recycling-centres

A day in the life of... Daryl Pearce Grounds Maintenance Supervisor What does your job involve? I supervise a small grounds maintenance team. We’re responsible for grass and hedge cutting, maintenance of shrubs, hedges and bedding plus the upkeep of our recreation and sports grounds across the borough. Our grass cutting timetable starts in March and we cut seven times a year, whilst our hedge cutting begins in July after the bird nesting season.
What is the best thing about your job? I love the fact that my office is outdoors and every day I work somewhere different. The landscape constantly changes with the seasons too- so every morning brings new challenges and scenery. Whatever the weather, there is always work to be done and I’m lucky to work with a really great team of people, many of which are highly skilled with professional qualifications in horticulture and land management. It’s also great that we get to work in the community and chat to local residents, it’s important that we listen to their ideas and feedback.
What are you looking forward to this year? I’m really looking forward to experimenting with wildflower planting and also continuing to maintain and create new meadow areas to help support local wildlife. As budgets continue to get tighter we are always looking at new ways to save money whilst making sure we work within current legislation and help keep our public open spaces special.
