Awards like this go far in demonstrating that Bournemouth is innovating and leading the way, bringing lasting benefits to the community.

Bournemouth’s Purple Flag award for example, shows that the town provides good quality evening events for residents. This was demonstrated at some of this year’s really great events Night Air at the Air Festival and the truly amazing ‘Fire Gardens’ at the recent Arts Festival - which so many residents and visitors enjoyed.

Securing Bournemouth’s economic future and addressing important issues,

26 such as housing that is affordable for local people to buy, have been priorities. Much of this work has been about making long term plans to ensure real changes that have lasting benefits.

The Backing Boscombe campaign, Town Centre Vision and Seafront Strategy are all examples.

Over the last four years, we’ve faced the challenge of managing the Council’s finances with much less money from government. We’ve done this whilst still dealing with the pressures of greater demands on services, especially for vulnerable adults and children where the costs continue to rise as we meet the increasing responsibilities imposed by central government. However, careful financial planning, partnership working and driving out inefficiencies have allowed us to continue to provide frontline services and also to innovate and be ambitious for our town’s future.

Following the storms which battered our coastline and town last winter we have been busy reinforcing our defences against potential severe weather in the future.

Free public Wi-Fi comes to the gardens and seafront

You can now take advantage of ultra-fast and free public Wi-Fi in the beach and gardens area. The service is available in the Triangle, the Gardens, Bournemouth Square, Pier Approach and approximately 500m either side of both Bournemouth and Boscombe Piers.

Councillor John Beesley, Leader of the Council, said: “Our collaboration with FusionWiFi and CityFibre to bring ultra-fast public Wi-Fi to the town is a major step forward in enhancing digital services and building a better Bournemouth. We are confident that it will add to the positive experience of the town and help to generate business by encouraging people to stay in the town for longer. The service will continue to keep Bournemouth at the forefront of digital innovation.”

We have secured coastal defences at Hengistbury Head and have invested £400,000 to repair the riverbank at Tuckton. This involved replacing the existing timber structures, used to support and protect the riverbank, with new sheet steel and timber capping to prevent any significant erosion in the future.

Last winter (2013/14) severe weather caused flooding to some homes and the Council helped evacuate Iford Bridge Home Park residents on Christmas Day. Since then residents have been helped to access government funding. The money received has been used to raise the flood affected park homes to a safe level as recommended by the Environment Agency. This work, together with a revised emergency evacuation procedure, should ensure these residents will be in a safer environment should we have adverse weather conditions in future years.

Purple seal of approval

Bournemouth has retained its Purple Flag status for the fourth consecutive year. The purple flag signifies excellence in the management of Bournemouth’s evening economy and the promotion of a vibrant early evening and night-time atmosphere for all.

Recipe for a great meal out

Whether you’re planning a festive meal out with family or friends, or just grabbing a quick lunch while Christmas shopping, don’t just consider the menu – make sure you check the hygiene rating too.

The scheme rates food businesses on their hygiene standards, based on inspections carried out by our food safety officers. Businesses are rated on a scale ranging from 0, which means ‘urgent improvement necessary’, to a top rating of 5 which is ‘very good’.

Being accredited with a Purple Flag recognises the town’s ambitions to develop and improve the night-time economy. The scheme assesses all aspects of the town at night from cleanliness, access and transport, street lighting and signage to entertainment variety.

Should we experience a cold snap, heavy rain or gale force winds there are dedicated teams of council staff ready to deal with any incidents to ensure you are kept safe and well.

Our fleet of five gritters are on official standby ready to go into action in the event of freezing conditions with 1,800 tonnes of salt stockpiled. Arrangements are also in place if further salt supplies are needed.

Education and training event for young people

As a parent or carer you’ll be well aware that young people now have to stay in education or training until they are 18. But that doesn’t just mean staying in school as lots of options are available.

You don’t have to be into politics to take an interest in local democracy. Whilst it may not sound like the most exciting of topics, most people do care about issues affecting their town and local services.

As well as a General Election next year, Bournemouth will also be holding a Local Council Election on the same day. That means Thursday 7 May 2015 is the day you can cast your vote for both local councillors and your local MP.

To vote you need to be on the Register of Electors. The Register of Electors is revised during the autumn and is published each year on the 1 December following our annual canvass. Remember each individual is now responsible for maintaining their own entry in this electoral Register.

Which ingredients can cause a prroblem?

Did you know that from 13 December, a new regulation will change the way allergen information appears on labels and on food that is pre-packed, sold loose or served when you are eating out?

From this date, information about 14 major allergens will be highlighted on the label within the ingredients list, written down on a chalk board or chart, or provided by a member of staff.

Councillor David Smith, Cabinet Member for Planning and Environment, said: ‘These changes will provide allergen information in a clearer and more consistent way; making it easier for people to make safer food choices when buying food. For local eateries, having staff who are knowledgeable about the food being served, including allergen information, is good for business too.”

Bournemouth among the best in Europe

2014 has been an extra special year for the town after Bournemouth was awarded gold at the prestigious European competition, Entente Florale.

Judges recognised Bournemouth as a world class resort and were impressed by what we have to offer. We were not only scored on our spectacular floral displays but also in other areas that improve the quality of life for residents including the environment and community involvement.

Councillor John Beesley, Leader of the Council, said: “I am very proud of Bournemouth. Not only are we spoilt for choice with award winning beaches, parks and gardens, we are also leading the way with our green initiatives, regeneration and investment in building a better Bournemouth.”

This follows record breaking success again at the South and South East of England in Bloom awards with 10 golds received. In addition, the ‘It’s Your Neighbourhood Awards’ recognised community groups from Townsend, Pokesdown, Westbourne and Alum Chine as ‘thriving’ and Friends of Boscombe Chine Gardens as ‘outstanding’.

Did you know that you can now buy plants at Hengistbury Head Visitor Centre which have been grown in our very own King’s Park Nursery? Plants have been selected with conservation in mind by Chris Evans, our Nursery Manager, who has been instrumental in Bournemouth’s floral success.

Overnight stay beach huts proposed Following the successful sale of 18 new super-sized beach huts at Alum Chine, we hope to soon be offering holiday-makers and locals the opportunity to stay right on the doorstep of a Blue Flag beach.

Situated at Southbourne, the proposed new overnight stay beach huts will offer high-quality self-catering accommodation for up to six people.

The holiday beach huts will be the first in Bournemouth to boast of an internal shower, a toilet and a kitchen unit with an electric hob, fridge and microwave.

Councillor Lawrence Williams, Cabinet Member for Tourism, Leisure and Culture, said: “The overnight stay beach huts are an exciting new venture which will create tourism opportunities, attract investment and raise the profile of Southbourne as a destination on the south coast.”

Long-term plans to improve the seafront aim to help secure and grow Bournemouth’s £462 million tourist sector, which currently employs over 11,000 people.

Easy ways to reduce your festive waste Christmas always seems to result in piles of wrapping paper, heaps of cards and far too much food, but how can you keep your Christmas waste under wraps?

Here are five simple ways to reduce your festive waste:

1. Send an e-greeting instead of a traditional one made of card 2. Buy a reusable (fake or live with roots) Christmas tree rather than one that dies within a few weeks of purchase 3. Use paper-based wrapping paper that can be recycled rather than foil wrapping 4. Cut up festive cards for present tags next year 5. Recycle your Christmas tree

Real Christmas trees can be recycled when the festive period is over. One collection from households takes place during 12 January to 23 January. Place your tree out for collection (trees will not be collected from inside gardens, boundary bushes or shrubs) on the day when only your weekly rubbish is collected (the opposite week to your recycling collection). If you miss your collection day you will need to take your tree to either Millhams Community Recycling Centre or Wilverley Road (Christchurch) for disposal.

If your bin is not emptied before your next scheduled collection, two extra black bags of rubbish can be put out next to your bin on collection day.

If your recycling collection is missed, we will take excess recycling on your next collection day. Recycling will only be collected if it’s in clear sacks or a cardboard box. You can collect clear sacks from your local Bournemouth library from 1 December. Recycling placed in black bin bags will not be collected.

Wind farm

Council continues to fight proposed wind farm Local residents have been raising their concerns about the planned Navitus Bay wind farm. Here we take a look at why the Council is against the development, examine the Council’s commitment to green energy and explain how the proposal will be decided. There’s also a short guide to the next steps in the process.

Why is your Council against the Navitus Bay development?

First and foremost our most serious concern is the knock-on effect that the industrialisation of our beautiful coastal setting would have on the local success of our town. We are opposing the offshore wind farm - 194, industrial-scale 200 metre tall wind turbines in Poole Bay - because it would undermine Bournemouth’s tourism economy. Surveys carried out in 2012 and 2013 by the developer indicate that over one million visitors a year would stay away, taking with them more than £100 million of income from the local economy. This in turn would see over 2,000 local jobs being lost. We are doing all that we can to stop that from happening.

Councillor John Beesley, Leader of the Council explains: “The collective and cumulative effect of Navitus Bay’s proposed wind farm on our local environment, the visitor economy and wider business confidence in the town will cause unprecedented and unacceptable negative outcomes. Protecting our beautiful and natural seascape along with increasing the economic performance and future prosperity of Bournemouth are of course our top priorities.”

He adds: “This wind farm would be one of the largest in the world. Never before has a wind farm of this magnitude been proposed adjacent to such a vibrant leisure economy, adjoining an outstanding coast of natural beauty and bordering a world heritage site.”

At the time of going to print, Navitus Bay submitted alternative plans for a scaled-down scheme with fewer turbines. The proposals need to be examined in detail but as far as the Council is concerned, our position hasn’t changed.

“It is clear that Navitus has not accepted the serious impact on the landscape and the devastating effect on the tourism economy this wind farm would have,” said Councillor John Beesley, Leader of the Council.

“It is the wrong development in the wrong place.”

Who decides?

Unfortunately, this will not be a Bournemouth Borough Council decision. Unlike a local planning application, proposals for offshore wind farms are examined by the government’s Planning Inspectorate with the final ruling being made by a government minister.

Although we have no direct responsibility for the outcome, our role as a ‘statutory consultee’ means we are being consulted, and have submitted our local impact report and written representations for consideration by the Planning Inspectorate. We are also fully participating in the examination process which included October’s public hearing at the BIC attended by hundreds of local people. Over 80% of speakers spoke out against Navitus Bay’s controversial plans.

This month we are making our views heard at various issuesspecific hearings.

The ultimate decision as to whether or not the wind farm receives planning consent lies with the Secretary of State for Energy and Climate Change. This decision will be made following next year’s General Election.

What is the Council’s commitment to green energy?

We are committed to the development of appropriate renewable energy projects and to protecting our environment.

• We were the first UK council to endorse the UNESCO adopted Earth Charter • We are working with others to achieve a 30% reduction in the area’s CO2 emissions by 2020 • We have achieved one of the highest waste recycling rates in England • We hold more environmental accolades than any other UK resort • We are replacing all our street lights with LEDs – a 73% energy reduction • We have fitted solar panels in over 850 buildings saving around 870 tonnes of CO2 a year • We reuse, recycle or recover 89% of our town’s waste.

What are the next steps in the process?

• November 2014: hearings are currently underway examining specific issues including visual impact, noise, socio-economics, tourism, the environment and heritage • 2 December: Isle of Wight open-floor hearing • 2-4 December 2014: site visits • 21 January 2015: consent order and marine licence hearing • 22 January 2015: compulsory acquisition hearing • 11 March 2015: examination period concludes • 11 March to 11 June 2015: Planning Inspectorate has a three month period from the end of the examination to prepare a report and make a recommendation to the Secretary of State for Energy and Climate Change • 11 June to 11 September 2015: Secretary of State decides whether to grant or refuse development consent • September to October 2015: There is a six week period during which the decision can be challenged in the High Court • 2017: start of construction (if consent is granted) • 2021/22: project completion.

Transport

Major transport improvements pick up pace

Christchurch Road, Boscombe

Efforts to improve transport links along key commuter routes continue this winter, as part of the town’s largest transport programme.

Designed to encourage more people to walk, cycle and use public transport; the improvements aim to tackle future congestion and enhance the local environment by making travel across the town easier, safer and more attractive.

As projects throughout the town pick up pace, other improvements have been completed. This includes the new layout at Horseshoe Common undertaken as part of the ongoing regeneration in this area. Councillor Michael Filer, Cabinet Member for Transport, Cleansing and Waste, said: “It’s fantastic to see the completed improvements at Horseshoe Common, as part of the Three Towns Travel initiative. Horseshoe Common is a key route for those travelling between the Travel Interchange and town centre. By making this area a more pleasant place to live, work and visit we can enhance the local environment and help support local businesses.”

Works are underway at Richmond Hill to create a more vibrant and fresh welcome for those living, visiting and working in this part of town. In a bid to improve road safety and encourage more people to travel sustainably, the works will see improved cycling and walking facilities as well as changes to the look and feel of the area.

Meanwhile, a package of improvements starting in January 2015 at the Travel Interchange will create a more

welcoming feel to this part of town and give people enhanced transport facilities. These works will provide better bus and taxi waiting facilities, clearer signage, and improvements to road safety, as well as landscaping to make the area safer and more attractive.

This winter will see the start of the second phase of works along Castle Lane West to enhance the overall environment and give people better options for how they travel to work, school and the shops. These improvements will include the introduction of high quality continental-style cycle lanes, separating cyclists from motorists which will help reduce the perception of danger, and encourage more people to cycle.

There are several ongoing projects which will continue throughout the following months. These works include the major improvements in Boscombe town centre, works to create high quality walking and cycling routes along Christchurch Road and improvements designed to improve traffic flow along Seabourne Road in Southbourne.

The story so far...

The Precinct has been spruced up and de-cluttered

Our ‘Backing Boscombe’ work to regenerate the area continues with exciting new projects due to be finished in the next few months.

We’ve taken ownership of the ground floor of the former Argos building. The work is being carried out by our own council-workforce. When finished, the Regeneration Office will move there from its current location in Roumelia Lane. The local youth service and Dorset Police’s Safer Neighbourhood Team for Boscombe will also move into the building.

Creative Boscombe

The Old School House continues to attract business. If you haven’t had a chance to see the facilities on offer, do go down. It has great workspaces with superfast broadband and a chance to network locally, regionally and internationally thanks to the contacts it has built up because of European funding received to help establish the project.

Housing

Improving housing in Boscombe is a priority. The Area Lettings Policy - which encourages working households to take up tenancies for social and private housing, and prevents those with a history of anti-social behaviour from moving in – has seen more than 20 properties let using the agreement.

Over the past 10 months, the Boscombe Regeneration Partnership’s ‘Operation Galaxy’ has assessed over 500 bedsits. Multi-agency inspections have taken place on 103 of the highest risk/impact units. In addition more than 1,000 private sector properties have been inspected by the

Council’s Private Sector Enforcement team and improvement notices issued where required.

A number of properties in the Churchill Gardens area have been bought by the Council and we’re converting these from bedsits to self contained flats. This represents the early stages of a much more significant programme.

Precinct improvements

Meanwhile, work continues on the Shared Space Scheme which aims to slow down traffic and open up all entry points to the Precinct to make it a more welcoming area.

Madeira Road

A £23 million town centre development of three halls of residence for students at Arts University Bournemouth was officially opened in October. The student blocks, built on the site of a former surface car park on Madeira Road, rise from four to seven storeys and are prominent features on the skyline alongside the Wessex Way.

The project has been delivered by the Bournemouth Development Company (BDC), our partnership with Morgan Sindall Investments.

Earlier this year, BDC completed a 382-space multi-storey public car park on Madeira Road, just next to the residences. Sixty-four apartments are also currently being reserved and sold at The Citrus Building, a BDC project at nearby Leyton Mount overlooking Horseshoe Common.

Berry Court - coming soon

Plans for new homes and a multi-storey public car park are also progressing for the Berry Court car park site in the town centre. It is proposed that the homes are developed under a Private Rented Model (PRM). This means that they will be put into the private rental market to improve the quality of the private rental sector and meet a demand from people who are saving towards a mortgage, or do not wish to commit to buying a home. Planning permission will be applied for soon.

Councillor John Beesley, Leader of the Council, said: “Our development plans will help to maximise the town’s economic potential and unlock further investment in Bournemouth. Our Town Centre Vision is about strengthening our competitiveness as a town to live and work in and instilling pride through great architecture and the creation of a quality built environment.

This will help attract more residents to the town centre, drive demand for new jobs, increase retail spend and accelerate regeneration.”

Make Bournemouth celebrations your Christmas highlight If you enjoy the magic of Christmas then Bournemouth’s festivities are sure to light up your winter.

New for this year, the Christmas Lights Procession takes place on Friday 28 November from 6pm to 7pm. It includes Father Christmas and the stars of the Pavilion pantomime, Peter Pan. Everyone is invited to ‘be bright and be seen’ so come along and join in the fun - free glow sticks and goody bags will be provided (whilst stocks last). The procession starts from two locations, so either head to Horseshoe Common or the Triangle for 5:45pm.

Once the procession has made its way into the Lower Gardens, Father Christmas and friends will open the magical Gardens of Light which officially starts the town centre celebrations.

The Lower Gardens hosts the outdoor ice rink (open from 29 November), Santa’s Grotto in the Bandstand (until 24 December) and the award-winning beach hut light pods which this year include sound. The pods are beautiful, fun and completely free to explore.

The Christmas Market makes a return and will continue to be open until 4 January (closed Christmas Day). In addition to the famous Moose Bar, there’s also the Victorian carousel, a main stage in the Square providing free entertainment, plus the alpine chalets selling tempting gifts and treats.

Explore the rewards of volunteering Young volunteers from Muscliff Park Youth Centre

Bournemouth has an active community of volunteers, with residents of all ages helping to make the town a better place. Often working alongside the Council, volunteers help to keep the town clean, green and safe, improving the quality of life for locals and visitors.

Whilst many other volunteers support and deliver a wide range of charitable services, often helping vulnerable people or those in need.

Viv Aird is the Chief Executive of Bournemouth Council for Voluntary Service (CVS), a charity which offers support to over 1,500 voluntary and community groups in the area. She said: “Volunteering should be something that you choose to do and that you enjoy doing. It is a two-way relationship which should benefit the person volunteering and the people, organisation or service that you are helping.”

“People of all ages and backgrounds can and do volunteer. In particular, young people have a lot to gain from the experiences volunteering can provide. It can help to boost young people’s confidence and improve their employability.”

Councillor Nicola Greene, Cabinet Member for Education and Children’s Services, added: “Volunteering is a great way of helping young people to achieve their potential.

It’s an opportunity for them to meet new people, learn new skills, improve their CV and feel great from knowing they have made a big difference.”

With winter upon us and Christmas around the corner many of us will be out buying presents and looking to enjoy ourselves by getting into the festive spirit. But for people living on our streets they are entering into their most difficult time of year. As the temperature drops and the weather becomes increasingly wintry, levels of vulnerability felt by people without a home begin to rise.

The Council commissions an outreach service called the Bournemouth and Poole Rough Sleeper Team to reduce rough sleeping which is delivered by an organisation called CRi. Working with the Bournemouth and Poole Rough Sleeper Team, the Council has launched a campaign raising awareness of the differences between begging and homelessness and provide an alternative for people looking to give to the homeless this Christmas.

Mark said: “We would like to see a situation where no-one slept rough on the streets. Unfortunately people find themselves sleeping on the streets for a variety of reasons.

We understand that the public want to help people and giving money to people begging seems like a direct way of doing this. However, giving money to people that are begging can support and sustain street-based lifestyles and can prevent people choosing to access accommodation and other services that are there to help them.

“Not all people who are begging are rough sleepers; they may be accommodated and claiming benefits. There are a number of resources and services in Bournemouth to assist people who are rough sleeping. This includes a Day Centre managed by CRi, which is an excellent resource to assist rough sleepers to access accommodation.”

“One of the things that we frequently hear from rough sleepers is that they need regular access to a shower to keep clean. This is why 100% of the money raised from the begging awareness campaign will go towards funding a shower for the Day Centre, directly benefitting those most in need.”

Even if temperatures drop and the weather becomes more changeable you can still get out and enjoy some fresh air during the winter months. Whether it’s for a romantic walk, family outing or an opportunity to get some exercise, there’s plenty of hidden gems just waiting to be discovered.

Developments along the River Stour

We’re working to provide better travel options and make both walking and cycling safer, easier and more attractive.

As a result, a picturesque route now finished along the River Stour, between Muscliff and Throop, is well worth enjoying - either on foot or by bike. These developments are the starting point of a long term project that has since become the ‘Stour Valley Masterplan’.

Ultimately, over the next ten years, the Stour Valley Masterplan will aim to link up 14 miles of riverside between Hengistbury Head and Kinson. This includes beautiful countryside and open spaces at Wick Fields, Tuckton Tea Gardens, Iford Playing Fields and Meadows, Sheepwash Common, Throop and Muccleshell, Stour Valley Nature Reserve itself and on through to Millhams Mead.

Along the two mile stretch of riverside footpath within the Stour Valley Nature Reserve you will find: diverse wildlife, stunning seasonal views as well as the meadows, hedgerows and woodland. All of which are now being documented on our new Stour Valley Nature Facebook page. You can also receive updates about the Stour Valley Masterplan there too.

Extra care housing explained Extra care housing gives you all the benefits of your own home, with flexible home care support when you need it.

It’s designed with the needs of older people in mind as well as those with long term health conditions.

Living in an extra care housing scheme is different to residential care as you will have your own home but with the care and support you need to live independently.

The purpose-built accommodation and facilities comprise of: • one and two bedroom self-contained apartments to rent • communal areas including lounge, dining room, laundry, garden, a care or support team to manage the site and support your independence • home care staff to provide support for people who need it.

In Bournemouth, this type of housing can be found at: • Vale Lodge, Boscombe • Hibberd Court, Slades Farm • Kingsley House, Winton • Craigleith, Boscombe • Brushett House, West Howe (specialises in care for those with low level dementia).

You will need to be eligible to be considered for this type of housing. Eligibility depends on age, care needs, current housing arrangements and finances.

Public Health Dorset is planning to create a one-stop-shop for people who would like to stop smoking, shed a few pounds, be more active or cut down on drinking alcohol.

New care law explained Care and support is getting better as a result of the Care Act. It means that from April 2015, you’ll have more control over services if you need care and support.

It’s important that you know what you can expect from the care system. Your wellbeing, and the things that matter to you, will be at the heart of our services.

Maintaining your independence

There is a new focus on helping people stay independent for as long as possible. We’re already setting the pace for this by improving information and advice on keeping healthy and active. The ‘My Life My Care’ website provides a wealth of information and a range of leaflets can also be found in libraries and community centres.

Building on the strengths of our local community, we’re also supporting lunch clubs and other initiatives for older people such as ‘Community Connections’ with Age UK Bournemouth. These services are designed to help overcome loneliness and isolation by encouraging people to take up activities and meet others.

If you live at home and qualify for support, you can receive a personal budget to enable you to buy the services you need. This could pay for personal care or going to activities arranged by organisations that understand your needs.

Funding and other changes

The Care Act introduces a ‘national threshold for eligibility for care’. This means there should be no gap in care if you move areas. It also puts family and friends providing unpaid care on the same footing as the people they care for. This includes the right to an assessment of their own needs and support such as a short break from caring.

Most of us will need some form of care in later life.

Under the Care Act, if you move to a care home, a new deferred payments scheme means you may not have to sell your home in your lifetime to pay for care costs. From April 2016, there will also be a cap on personal care costs for residential or nursing home care. New protections also make sure that no one goes without care if their provider fails.

Councillor Blair Crawford, Cabinet Member for Adult Social Care, emphasised the benefits of the Act. He said: “Concentrating on people’s strengths, helping them keep well and giving more choice and control over care services is going to be good for us all as individuals and as a community. The additional safeguards will also help give people peace of mind.”

In Bournemouth we have 54 councillors. Each of the 18 wards that make up the borough has three councillors, elected by residents of that ward every four years.

The work of a councillor includes: • making decisions • developing and reviewing policy on a range of issues • holding the Cabinet to account by reviewing decisions • campaigning on local issues.

‘Keep the memory alive’ is the theme for Holocaust Memorial Day (HMD) on 27 January 2015. On this day, the Bournemouth and Poole HMD committee will unveil a memorial plaque in the Central Gardens to commemorate the 70th anniversary of the liberation of Auschwitz.
