Welcome to the summer 2018 About Purbeck.

We cover lots of topics, including findings from the New Homes for Purbeck consultation and an update on progress as we move towards the new Dorset Council.

We’ve also got two pages of summer sports, as well as ideas to protect your garden from thieves.

Pages 10 and 11 offer some helpful information there’s an opportunity on page 11 to win Sunday lunch for the family.

Dedicated volunteers from across the District received thanks and recognition for their work at a recent ceremony hosted by Council Chairman, Bill Trite.

The volunteers came from Purbeck's towns and villages and were wholeheartedly appreciated at this tenth annual ceremony.

Councillor Trite and guests heard of the energy, enthusiasm and commitment displayed by volunteers in their work for the benefit of others. He told them what a privilege it was to thank them and, also indirectly thank all the other local volunteers for their time and work, freely given.

Thirteen Purbeck parishes and towns nominated Volunteers of the Year, all of whom were congratulated in front of more than 50 guests.

Findings from New Homes for Purbeck consultation

No change in Council office holders for 2018/19

Earlier this year, Purbeck District Council asked how it can best meet the housing needs of current and future generations in Purbeck.

Councillor Bill Trite and Councillor Wendy Meaden have been re-elected to their respective positions of Chairman and ViceChairman of Purbeck District Council.

Almost 7,000 households in Purbeck and neighbouring Crossways completed a paper consultation questionnaire; we are grateful so many of you gave your views!

At the Council’s Annual Meeting in May, Councillor Gary Suttle was also re-elected as Leader of the Council, with Councillor Barry Quinn re-elected as Deputy Leader.

Over 1,000 residents also participated in a telephone survey which replicated the questions.

There are also no changes to the Council’s Portfolio Holders. They remain as:

There was a range of questions, including those about sites to accommodate 1,700 new homes over the next 15 years to 2033.

The key findings from the consultation were: • Majority support for a policy limiting new second homes in some parts of the District.

• Strong support for ensuring we provide community and transport infrastructure; and for protecting the environment, habitats and local heritage.

• Majority support for a small sites policy, but with some concerns about the maximum number of homes on each site and the potential impact on infrastructure, community and the environment.

• Majority support for increasing the percentage of affordable homes available for the cheapest rent.

There was also support to develop a policy to help with the affordability of homes for sale for local people.

• A proposed site for approximately 30 homes at Sandford was not supported by local residents.

There were also concerns about the impact on the environment and the loss of recreational space.

• Proposals for use of employment land and green belt land at Wareham require further consultation.

• The preferred option, or least disliked, option for homes is one which spreads development across Purbeck with site allocations for homes at Wool; Redbridge Pit / Moreton; Upton; and Lytchett Matravers.

The plan will provide a range of policies which will be used to determine planning applications.

The draft will be presented to Purbeck District Councillors in autumn 2018 and then published for comments on its soundness.

It will be passed to the Secretary of State in early 2019 for examination by an independent planning inspector before it can be adopted.

Dorset Innovation Park Enterprise Zone welcomes new occupants We are working in partnership with Dorset Local Enterprise Partnership and Dorset County Council to rejuvenate the home of the Dorset Innovation Park Enterprise Zone, boosting economic growth and creating jobs.

Twenty new units at The Quadrant on the site were opened officially earlier this year, and new tenants Britlift and Hugslock Systems are the first to move in.

More companies are in the process of signing leases.

The Dorset Innovation Park is an advanced engineering and manufacturing cluster of excellence for the South West. It is already home to world leaders in defence, marine and energy, employing just over 500 people, and will be strengthened by the arrival of these businesses.

The site is one of ten Enterprise Zones in the South West. There are many attractive benefits for businesses which locate to the Dorset Innovation Park Enterprise Zone, including business rate reductions, simplified planning and ultrafast broadband.

Moving towards a new Dorset Council In May, legislation to allow local government reorganisation in Dorset was approved by the Houses of Commons and House of Lords.

This means the county’s nine councils will cease to exist on 31 March 2019. Dorset Council and Bournemouth, Christchurch and Poole Council will form on 1 April 2019.

Dorset Council will cover the Dorset areas previously served by Purbeck, East Dorset, North Dorset, West Dorset, Weymouth and Portland and Dorset County Council.

In the run-up to April 2019, a Shadow Council comprising all district, borough and county councillors from across the Dorset Council area will meet to make decisions on things like setting the budget for the new council and appointing the new Chief Executive.

A Shadow Dorset Executive Committee (comprising 20 councillors from the Dorset Council area) will make recommendations to the Shadow Council and oversee the formation of the new council.

Councillor Rebecca Knox is Leader of the Shadow Dorset Council. She is also Chairman of the Shadow Dorset Executive Committee and Councillor Gary Suttle is Vice Chairman.

The Shadow Dorset Council Chairman is Councillor Hilary Cox. In the meantime, business continues as usual at Purbeck District Council as we work towards providing customers with a seamless transition to the new council in April 2019.

Over 50, live in Purbeck and need help with a small task? The Purbeck Good Neighbours could help!

Volunteers carry out small one-off tasks for isolated over 50’s and disabled adults.

This isn’t an emergency service and doesn’t include continuing care or heavy work, but volunteers aim to get in contact within 48 hours of your call. A small donation of £2 is suggested.

Over 600 tasks have already been completed and many clients have been referred to other organisations for further support. Tasks have included changing a light bulb, moving furniture, support with paperwork and shopping for a person discharged from hospital If you have a small task that needs doing call 01929 424363.

New events room open at 21 Cologne Road, Bovington After a lot of hard work and fund raising by committed volunteers, a new room has opened at the Cologne Road Community Centre.

Volunteers have made this into a super venue for parties, receptions, exercise classes etc. It can accommodate up to 50 people and is equipped with a kitchen, as well as a toilet for people with disabilities.

Crockery, cutlery, tables and chairs are also provided and the hire charge for the facility is £7 per hour.

There is also a club room suitable for up to 20 people.

This can be hired for £4 an hour.

The Common and German Wasp normally produce nests below ground. They can become pests when they build nests in roof voids or hedges close to us.

Cat fleas and dog fleas are commonly encountered by pest controllers but it is also important to take advice from your vet. If an animal is left untreated, a large number can develop.

The common Black Garden Ant comes into contact with us when searching for food within buildings. If a food source, especially sugar, is found the ant will leave a scent trail so that its fellow workers can also find it.

Nests develop from a golf ball size to an impressive structure as summer progresses. As summer ends, worker wasps are forced to search for sweet food and may annoy us whilst foraging on jams, beer etc.

When it gets cooler, the workers and males die. They leave newly mated queens to look for a suitable spot where they will hibernate until they attempt to start a new colony the following spring.

Homes of Multiple Occupancy rules are changing The definition of a Home in Multiple Occupation (or HMO) will change from 1 October 2018.

Under the new rules any property with 5 or more people not living as a single household who share facilities, for example homes shared by staff, students construction or engineering workers, could be classed as an HMO and need a licence.

If you think you could be living in an unlicensed HMO, check with your landlord. There are fines for landlords who do not have a license for their HMO. Find more information at www.dorsetforyou.gov.uk/ housesinmultipleoccupation or call 01929 556561 for further advice.

Help available for vulnerable people A service is available for people who may be at risk in the event of an emergency or a loss of a vital utility (for example a power cut).

The free Priority Service Register is managed by Healthy Homes Dorset and offers a range of assistance: • A dedicated 24 hour priority phone number.

• Priority updates during a power cut.

• Priority support in an emergency. This could involve your local network operator providing alternative heating and cooking facilities in the event of supply interruption.

• Ability to nominate someone to contact on your behalf.

• Information in the format you need, for example large print, Braille or audio CD. • A security password to keep you safe.

Empty Properties Why leave your long term empty property unloved?

There are ways to make your empty property work. Selling it could generate money for you, or letting it could provide a valuable income stream.

If you have a long term un-furnished empty property in Purbeck, you are subject to a 50% premium on top of the full amount of council tax. This means for a Band B property in Purbeck you will pay £1,961.10 this year.

Research reveals that long term empty properties can also devalue neighbouring homes by up to 20%. They can have a detrimental effect on those living nearby who have to face issues such as fly tipping, vandalism, vermin and break-ins.

Bringing empty properties back into use also provides much-needed housing at a time when many people are in desperate need of a home.

With suitable land for new homes in short supply, returning empty homes to use helps to ensure the district is making the most of homes already built.

From detective to diplomat – the role of a waste enforcement officer Fighting fly-tipping and dealing with abandoned vehicles are just some of the tasks the Dorset Waste Partnership’s (DWP) Enforcement Team have been dealing with.

Last year, the team took out 174 enforcement actions across Dorset, including fixed penalty notices and written warnings. Several cases have also been taken forward for prosecution, with many more progressing behind the scenes.

Enforcement officers also work closely with Dorset Police, checking for any illegal transport of commercial waste. They keep an eye on social media channels and investigate posts by unlicensed ‘Man in a Van’ operators who might illegally dump waste.

Prevention is also an important part of the job. The officers go out to speak with individuals and businesses about their responsibilities when dealing with their waste.

Tip-Off

A series of Tip-Off events have been taking place around Dorset, enabling council officers to talk to residents about helping us fight flytipping.

The campaign focusses on three key areas:-

• Report it – Fly-tips can be reported to the DWP

online and by phone. Where there is sufficient evidence, all reported incidents will be investigated and attempt to trace and prosecute anyone found to be fly-tipping.

• Make sure you’re covered – Rubbish you’ve

handed to someone else is still your legal responsibility until it is correctly disposed of. If someone – such as an unlicensed ‘man in a van’ found online – were to fly-tip that waste, you could end up paying a fine or being taken to court.

• Love your HRC – Most fly-tips in Dorset consist of household waste that could have been taken to a household recycling centre (HRC, or ‘the tip’) and disposed of free of charge. There are 11 HRCs across Dorset, open daily, free to visit and do not charge for most items.

Have large items to dispose of?

Do you need to dispose of big household items like fridges, TVs, washing machines, sofas, beds and mattresses? If you cannot take them to your local household recycling centre, you can book a bulky waste collection with Dorset Reclaim.

Helping to solve the coffee cup problem More and more of us are enjoying takeaway coffees, but disposing of the cups can be a real problem.

The Dorset Waste Partnership (DWP) has joined forces with ACE UK (Alliance for Beverage Cartons and the Environment) to provide a new recycling service for disposable cups.

Used disposable cups can be recycled alongside food and drink cartons at 20 specialist recycling banks in car parks across Dorset.

In Purbeck, these are located at Streche Road, Wareham and North Beach car park, Swanage.

Disposable cups cannot currently be taken with your kerbside recycling collection as they are made from similar materials to other food and drink cartons - paper with a plastic lining. This means they can only be recycled at specialist recycling facilities.

Please note that while some takeaway outlets now provide compostable cups for hot drinks, these cannot currently be recycled via the kerbside collection or at our recycling banks. They also shouldn’t be placed in DWP garden or food waste bins, so please ask your retailer about recycling these cups when you purchase your drink.

If possible, choose a re-usable cup for your favourite coffee or tea takeaway – most places should be happy to fill it for you.

Councillors’ allowances District councillors are paid an allowance each year in recognition of their duties.

The main features of the scheme of allowances are: • Basic allowance paid to all councillors in recognition of the time devoted by elected councillors to carry out their duties as District Councillors, including ward work and attending meetings.

• Travelling allowance of 45 pence per mile.

• Standard fares for travel by public transport (including rail and bus) will be reimbursed upon production of a receipt.

• Subsistence allowances are based on the current approved scheme in place for officers.

• Carer’s allowance is paid upon production of a receipt.

• Special Responsibility Allowances are paid to councillors who hold specific offices in recognition of significant additional duties and responsibilities.
