Welcome to the winter 2018 About Purbeck.

As we approach the end of the year, we have a lot of things to cover including progress on the formation of the new Dorset Council.

Much work is going on behind the scenes to ensure everything is in place legally and financially on 1 April 2019, so please keep an eye on the press in the coming months for updates.

You can also read about progress on the Purbeck Local Plan, as well as the help we can offer communities seeking to develop affordable housing locally.

On page 12, we detail bin collections over the festive period and there’s also a reminder of what can be recycled.

Finally, if you are hoping for a new bicycle for Christmas, we have some useful tips on page 14 to help you keep it secure.

Shaping Dorset Council

In May, central government confirmed that local government in Dorset should change, with the county and other councils replaced by two new councils - Dorset Council and neighbouring Bournemouth, Christchurch and Poole Council.

Work is taking place to finalise the budget and, in March 2019, households will receive details of their council tax payable to Dorset Council.

New homes for Purbeck next steps New homes for Purbeck next steps A big thank you to everyone who responded to our consultation earlier in the year about how we can best meet the housing needs of current and future generations in Purbeck.

As well as questions about sites for new homes, the consultation also proposed new policies on second homes, affordable homes and smaller sites.

Almost 8,000 residents, businesses and other stakeholders responded to the questionnaire and telephone survey. The findings have proved very useful in helping us to draft a range of policies which will be used to determine planning applications until 2034. These policies cover the environment; housing; economy; and employment and infrastructure.

Together, they form the Purbeck Local Plan.

Other findings • Majority support for a second homes policy. This would mean that new homes built in the most popular parts of the District would have to be sold to people for their primary residence and therefore couldn’t be sold as second homes.

• Strong support for ensuring we provide community and transport infrastructure; and protect the environment, habitats and local heritage of Purbeck.

• Majority support for a small sites policy to enable development in some of the District’s smaller villages where this has not been allowed before.

• Majority support for increasing the percentage of affordable homes available for the cheapest rent levels, and also to develop a policy to help with the affordability of houses for sale for local people.

Next steps The draft Purbeck Local Plan will be considered at Full Council on 9 October.

Subject to agreement by Purbeck District Councillors, the draft Local Plan will be published for six weeks, between 22 October and 3 December. During this period, people can comment on the ‘soundness’ of the plan. This relates to the way the plan has been prepared in accordance with legal and procedural requirements

Where to build

These comments, known as ‘representations’ will be submitted to the independent Planning Inspectorate for consideration. Information about how to make a representation is available at purbeck-consult.objective.co.uk/portal/

In terms of where to build new homes, the preferred option was one which would spread new development across Purbeck and include sites for new homes at Wool, Redbridge Pit / Moreton Station, Upton and Lytchett Matravers. Neighbourhood plans in Wareham and Bere Regis will also set out where new homes there will go.

The plan will then be considered by an independent planning inspector before it can be adopted by the Council around the end of 2019 and used to determine planning applications.

Consultation on levy to raise funds from development When we publish the Purbeck Local Plan, we will also be publishing proposed changes to our Community Infrastructure Levy Charging Schedule.

The aim of the levy is to raise funds from new building development to provide infrastructure to offset the impact of the development. It applies to most new housing, and other development, over 100 square metres.

Men (and projects) wanted!

Do you have some time on your hands, and a desire to work with others to learn or share skills and do practical projects that benefit our community?

Wareham Area Men’s Shed is looking for you!

Across the UK, there are over 400 men’s sheds. In Wareham, more than 20 men have signed up. They meet on Thursday afternoons and Friday mornings at Purbeck Connect, Sandford Lane, Wareham. All men are welcome, irrespective of age or skill level. There’s a small annual and session fee, but bursaries are available where needed.

The workshop is equipped with woodworking tools and machines and projects are sought from local community groups and individuals. So far, they have built a new storage unit for the Purbeck Youth Centre, bird and bat boxes, planters and even penguin nesting boxes!

Saturday morning workshops have also started at Arne called “Me & My Dad”. “Me” is any age and gender and “dad” is dad, grandad or a “rent-a-dad”. See website for details.

Top tips to deal with mould Many of us have experienced damp in our homes but there are steps we can take to prevent it.

Produce less moisture

• Dry clothes outdoors, wherever possible.

• If you need to dry clothes indoors, do so in the bathroom. Close the door and open the window slightly or use an extractor fan.

• Vent your tumble drier outside or use a condensing type.

• Cover pans when cooking.

Remove excess moisture

• Wipe the inside of windows and sills to remove condensation.

• Open windows slightly, or use

trickle vents, to allow moist air to escape.

• Open a window when using the kitchen or bathroom and close doors to stop moisture spreading to other parts of your home.

Heating

• In cold weather, avoid

condensation by having a low background low heat on all day rather than short bursts of high heat.

• Wipe down affected areas using a fungicidal wash or diluted bleach.

• After treatment, if possible,

redecorate using a fungicidal paint or wallpaper paste.

• Leave space between the back of furniture and walls.

Insulate and draught-proof

• Insulating keeps your home warm and reduces your heating bills.

• Carefully remove excess mould

with a damp cloth or, if dry, use a vacuum cleaner.

Moths There are three common types of moth whose larvae can damage clothing, carpets and soft furnishings: the Common Clothes Moth; the Case Bearing Clothes Moth; and the Large Pale Clothes Moth. They range in size from 4mm to 12mm long.

Moths do not carry germs or spread disease, so their presence is not a health risk. However, there are ways to prevent their larvae damaging our belongings.

New energy standards for rented homes Privately rented properties are now required to meet a minimum standard on energy performance.

These are known as Minimum Energy Efficiency Standards (MEES).

To meet the regulations, the property will need to have an Energy Performance Certificate Rating of E or above.

Property landlords are required to ensure their property (or properties) meets the new requirements. In certain circumstances they can apply for an exemption.

Failure to meet the minimum requirements could result in significant financial penalties for landlords. Please get in touch if you have any questions or concerns.

Help for communities seeking to develop affordable housing Purbeck communities wishing to provide for local affordable housing needs can now receive tailored support and expertise from Purbeck District Council.

Fiona Astin is helping the Council to assist in the delivery of community-led housing by supporting groups to access the Community Housing Grant.

In 2017, the Council received a Community Housing Grant from the Government to help address the effects of second homes in the district. The aim of the funding is to kick-start community-led housing projects to help meet local housing needs.

Fiona’s work covers publicity and engagement; business planning; legal documentation; site identification and land acquisition; identification of development risks; and other factors affecting development.

Volunteers needed Citizens Advice Purbeck is looking for new volunteers. Could you join their team and help make a difference?

Jim started volunteering as a Trainee Adviser after retiring. He says: “At first I didn’t think I was qualified to help but I took the plunge and proved myself wrong. Helping people with problems large or small is very rewarding and gives a sense of purpose. Working with a great group of people is an added bonus.”

Volunteers are crucial to the local charity, helping others to solve their problems and making a difference to their lives. Citizens Advice Purbeck is currently recruiting for a volunteer receptionist, trainee advisers, and training facilitators. No prior knowledge is necessary, just a willingness to learn and an open attitude.

Finding long-term ways to prevent homelessness People who face possession proceedings, or ultimately eviction, do so for a number of reasons: being unable to budget; loss of income through ill health; a crisis takes priority over the rent; or the rent money is used to pay the payday loan bailiff.

Citizens Advice Purbeck helps people in these situations prepare for their court hearing and, if successful, prevents eviction. Unfortunately, some people return to the charity 12 to 18 months later, threatened with homelessness again.

The Council is working with Citizens Advice Purbeck, with funding from Lloyds Bank Foundation, to help those people who face homelessness more than once.

Those eligible for support are referred to Purbeck Citizens Advice by the Council.

The charity's advisers offer a wide range of assistance. For example, they help ensure people receive all benefits for which they are eligible; assist with debt options; explain how the homelessness system works; and liaise with the Council’s Housing Needs Team.

Inflatable safety Back in the summer, the Dorset operator of an inflatable slide pleaded guilty to two health and safety charges brought by Purbeck District Council.

The inflatable slide broke loose from its ties at Sandpit Field in Swanage in 2016, injuring 9 children.

Mr Ralph Guyan of Highcliffe was given a custodial sentence of 10 weeks in respect of each charge, suspended for 12 months. He was also ordered to do 250 hours unpaid community work, and costs of £1,000 were awarded to Purbeck District Council. He was also required to pay a victim surcharge of £150.

• All Inflatables should meet BS:EN 14960. There should be a label on the inflatable proving its compliance.

• The inflatable should be accompanied by a user manual providing details about the number of anchorage points required for the size of equipment and how to ensure it is secured appropriately.

• A new unit should have an ‘initial test’ carried out at the point of manufacture to confirm it complies with BS EN 14960. The Health and Safety Executive (HSE) supports annual examination by Inspectors registered with PIPA or ADIPS.

• When using the inflatable outside, operators must be aware of the weather: BS: EN 14960 recommends that the maximum wind speed in which inflatable play equipment should be used outdoors is 38 km/h which is Force 5 on the Beaufort Scale (small trees in leaf begin to sway).

• The label should also specify when the inflatable was made, how many people can use it safely and the minimum height of the users.

• After its first year, and annually thereafter, an inflatable must be tested by a competent person to make sure it is still safe for use.

A properly trained supervisor will be aware of all of the guidance and should be able to keep the inflatable running safely and without the risk of injury to participants.

If you are hiring an inflatable for events and parties, you should ask to see evidence of the annual inspection, along with a detailed risk assessment for the operation of the inflatable.

Cash in on free computer help A group of trained volunteers is ready to help anyone not yet using the internet to save hundreds of pounds a year.

People who are online make savings on things like insurance, gas, electric and other utilities, holidays and eating out.

Superfast Dorset, which is supported by Purbeck District Council, has more than 50 Digital Champion volunteers spread across the county.

They can show people how to use a computer, tablet or smartphone to save money, keep in touch with friends and family, manage their Universal Credit account and more. The help is completely free.

The latest research shows that around 150,000 Dorset adults need help with digital skills and 70,000 are offline.

That’s something we want to address because people, many of them on lower and fixed incomes, are missing out on better prices for life’s essentials. Many public services are also moving online, making it easier to do things like book a GP appointment and tax the car.

How safe is your bike?

A number of bikes have been reported stolen in the district of Purbeck this year.

Here are 9 simple steps you can take to prevent anyone taking yours.

Register it Get your bike security marked and registered at BikeRegister.com. It’s a highly effective, visible deterrent to bike thieves.

They know if they are caught with a registered bike, the owner can be traced and they will be arrested.

Immobilise.com is another free site where you can register your bike’s details.

Lock the lot

Secure it

Lock the frame and both wheels to the cycle parking stand.

Double-lock it It can take thieves as little as few seconds to cut through some locks, so use two good quality locks, at least one of which is a D-lock.

Secure your bike as close to the stand as possible to give any thieves little or no room to manoeuvre.

Remember safety begins at home Take the same care to lock your bike securely at home as you would on the street.

Park securely Record it Record details of your bike, such as the frame number (normally found underneath the bike between the pedals or where the back wheel slots in).

Make a note of the BikeRegister number plus any other distinguishing features, and take a photo.

Remove the removable bits Take parts that are easy to remove with you. Or use locking skewers or nuts which can increase security by securing the bike's components to the frame permanently, making it difficult for thieves to steal detachable parts.

Lock your bike at recognised secure cycle parking. It should be well lit and covered

by CCTV.

Check ownership When buying a second hand bike ask for proof of ownership and check the bike frame number on the Bike Checker at bikeregister.com

Act fast If your bike has been stolen, contact Dorset Police as soon as possible via phone (101) or online at www.dorset.police.uk/do-it-online

Remain vigilant to prevent fly tipping • If an organisation offers to dispose of your waste on

your behalf, you should check they are an authorised waste carrier. You can do this on the Environment Agency’s website at environment.data.gov.uk/ public-register Anyone without a licence is not legally permitted to take your waste away. If the waste is fly-tipped you could face prosecution.

• If you see a fly-tipping incident in progress, call the

Police on 999. Try to obtain the vehicle registration and description of those involved.

• If you locate a fly-tip, please report to your council.
