Household recycling centres deep clean Welcome to November's About Purbeck, which I hope you find of interest.

With the end of the year fast-approaching, we are looking ahead to projects coming up in 2018, including a consultation on housing in Purbeck (see page 7).

We also have some festive safety advice, as well as revised waste and recycling collection dates for Christmas and the New Year.

Page 4 gives news of free parking on days in December, making it easier to shop locally.

Finally, if you're feeling active, take a look at the centre pages for ways to keep fit over the festive season.

The Household Recycling Centres (HRC) in Swanage and Wareham will close for two days each this winter. This is for essential cleaning and maintenance.

The HRC deep clean dates for Purbeck are: 29 and 30 November

The annual deep clean consists of thorough cleansing, landscape maintenance, relining of parking bays, painting and general repairs to steps and recycling containers.

For practical and safety reasons, the sites need to close to visitors when they are deep-cleaned. During the closures, local residents can use any of the Dorset Waste Partnership’s other HRCs* if they do not wish to wait until their site has re-opened. *Poole's facility is not available to Purbeck residents.

Future of Dorset councils At the time of writing, we are still awaiting a decision from the Secretary of State about the reorganisation of Dorset’s councils, which proposes to reduce the county’s nine councils to two.

Whilst Purbeck District Council is still not supportive of this reorganisation, it has joined a joint committee enabling it to fully participate in discussions about councils collaborating on delivery of services.

The joint committee comprises the councils of Dorset County Council, East Dorset, North Dorset, Purbeck, West Dorset and Weymouth and Portland.

Being part of the Joint Committee ensures we are fully involved in the process of finding the best way to continue to provide efficient services for residents, whatever the final decision on reducing the number of councils.

Free parking this December Support your local shops on Small Business Saturday, 2 December, and enjoy free parking in car parks at Bonnets Lane, Connegar Lane, Howards Lane, Streche Road and the Rempstone Centre, Wareham and at West Street, Corfe Castle.

The District Council and Wareham Town Council will also be waiving parking charges in their Wareham car parks on Sunday 10 December (when Santa comes to town!), Friday 22 and Saturday 23 December.

Free parking will also be available in Corfe Castle West Street car park on Saturdays 9, 16 and 23 December.

Thanks to the local chambers of trade and commerce for helping to make this possible.

Swanage Town Council will be providing free parking in its Broad Road and Main Beach long stay car parks on all the Saturdays in December and the first Saturday in January. On the other days in December, parking will be ÂŁ1 per day in these two car parks.

Norden car park and Dorset County Council-owned car parks at the Quay and St Johns Hill, Wareham are not included in the free parking offer.

Trial rail success Figures are in for the trial passenger train service between Swanage and Wareham which ran this summer.

Swanage Railway Company operated the service during 60 days between June and September. The Company's booking office indicates 13,020 passengers used the service during the trial compared with a target of 12,000.

Plans are now being made for a second trial service on 90 selected days during 2018.

The Purbeck Community Rail Partnership which was set up to facilitate the reconnection of the rail link recently won an Association of Community Rail Partnerships award for its work.

Become a digital champion The Superfast Dorset project is seeking volunteers to help others get to grips with computers and take their first steps online.

The project is looking to increase its army of Digital Champion volunteers, who run free sessions across the county to pass on basic skills.

Around 150,000 Dorset adults need help with digital skills and volunteers can do as many or as few hours as they wish.

Employment units ready for occupation Construction of 20 new units at the Dorset Innovation Park Enterprise Zone completes this November. The units are fully serviced and will be let to businesses on flexible leases.

Burglaries are not common in Purbeck. However, we can take simple steps to protect our property and help prevent becoming a victim.

Many of us buy more products over the festive season. This is perfect for thieves who know, if they can gain entry to a property, there is a good chance they can walk away with hundreds of pounds of valuables.

You should ensure valuable and electrical items (including tablets, laptops and mobile phones) are not left on display and lock windows and doors to help reduce the chance of being burgled.

When your property is empty, give the impression that it is occupied. Use a light timer switch, draw the curtains and cancel milk and newspaper deliveries if you are going away for several days.

If you are visiting family and friends, don’t publicise it on social media – burglars look for any indication that your home is empty.

Be aware of doorstep scammers While there are many legitimate tradespeople and officials, it is wise to be on your guard when you answer your door.

Doorstep scammers may claim to be from the Police or the Council, or from a gas or electricity company. They may ask to come into your home because they are unwell or ask to see your bank cards and PIN numbers (genuine people will never ask for these details).

They sometimes offer services, or tell you they are a charity collector but cannot supply a registered charity number.

You don’t have to open the door to anyone you don’t know. If you do answer the door, protect yourself: • NEVER accept work from anyone who offers it at your door, or over the phone • NEVER go to the bank with a tradesperson or give them your account details • NEVER let anyone into your property unless you know them • REMEMBER representatives from utility companies, local authorities or the Police will always happily show their identification • DO NOT accept a phone number the caller has provided to verify them. Use central office numbers from the internet or your local directory You could put a sign up to deter any cold callers. We have included one here to cut out and keep. Help us shape new housing in Purbeck We are looking at how we can best serve the housing needs of current and future generations in the district.

Following what you told us during our consultations in 2015 and 2016, we are reviewing the number of new homes and where these could go. We are also looking at how we can restrict the number of second homes and provide more affordable housing.

We have received new guidance from Government which estimates fewer homes are required to be built compared with the numbers specified in previous consultations.

This new information is helping us update the Purbeck Local Plan by planning the number of new homes and their proposed locations.

About the Purbeck Local Plan The Purbeck Local Plan is used to judge whether planning applications for development should be allowed. It also sets out where larger developments of homes should be built.

The Plan was first adopted by the Council in 2012 and we will be running a consultation as part of our review of it. A public consultation, in early 2018, will enable you to tell us what you think.

This affects all residents so we want to hear from you during the consultation. We want to plan for the right number of homes in the right places, enabling our children and their children to enjoy all we love about Purbeck.

Have your say on new homes We are planning to send out a special questionnaire in early 2018. It will be issued to all households in the district, so please keep an eye on your post.

Do you run an animal home boarding business, doggy day care or a dog crèche?

Life saving devices installed around Swanage

Are you aware you must be licenced if you are boarding animals in your home?

20 defibrillators have been installed in Swanage as well as Corfe Castle and Worth Matravers by the Swanage Community Defibrillator Partnership.

They have been taken to 18 incidents in the last two years.

If you look after other people’s animals at your premises (this may be your home) for part of a day, the whole day, or overnight, you will need a Licence.

This is a requirement of Section 5(1) of the Animal Boarding Establishments Act 1963.

All licences run from the date of issue to 31 December and are renewable annually. It may be necessary for a vet to inspect the premises before a first licence can be issued.

Anybody found guilty of running an animal boarding establishment without a licence may be subject to a fine or up to three months imprisonment or both.

Grants available for home adaptations If your home needs adapting to make it easier for you to get around, funding may be available to you.

The Dorset Accessible Homes Grant (previously known as a Disabled Facilities Grant) can be used to pay for a range of works to ensure you continue to access facilities in your home.

Grants are available to:

• make it easier to get in, out and around the home e.g. ramps, door widening or stair lift • help a disabled person to care for another person • make it easier to use the toilet, bath or shower • provide safe access to an outdoor space • make it safer to prepare and cook food • improve or provide a suitable heating system • help control lighting, power or heating e.g. by relocating controls Purbeck District Council provides the grant and it is administered and delivered by The Dorset Accessible Homes Service.

For eligible works over £5000, the grants are means tested (except in the case of a grant for a disabled child). Depending on the disabled person's income and savings, you may have to contribute towards the cost of the work.

Owner occupiers and tenants can apply for a grant. You can also apply on behalf of a disabled person who lives with you or a disabled child.

If you are a Housing Association tenant your landlord may set aside funds each year to pay for adaptations.

A defibrillator is an emergency life-saving device for use in the event of Sudden Cardiac Arrest. It analyses the heart rhythm and, if needed, administers an electrical charge to the heart to establish a regular heartbeat.

There is a device every 400 metres across the main footfall area of Swanage and labels are attached to Town Council car park machines to highlight the nearest cabinets. The Ambulance Service will also advise the nearest machine in an emergency.

The defibrillators were made possible through community, business and charity donations the partnership is grateful for the wonderful support received.

The partnership has taught almost 400 people how to use a defibrillator through their free, volunteer-run workshops and they recently won a South Western Ambulance Trust Service Award.

The service is provided by award-winning Millbrook Healthcare.

Free loft or cavity wall insulation Loft or cavity wall insulation is available free of charge to households where someone has a health condition or vulnerability.

Residents aged over 65, under five, disabled, pregnant, or living on a low income are also all eligible.

Healthy Homes Dorset provides the service and can also carry out work (free of charge) to prepare your home for insulation, such as fixing minor repairs or clearing your loft.

Many illnesses and conditions can make you vulnerable to the cold, including asthma, high blood pressure or mental health issues. You may also be vulnerable if you are over 65, a child under 5, disabled, pregnant or receiving a low income.

Households living on a low income may also be able to access a range of free heating improvements, which would include a new oil or LPG boiler or new night storage heaters.

The team of qualified energy advisors can also help you to lower your bills, deal with damp or mould and make your home warmer.

Healthy Homes Dorset is a Public Health Dorset project that improves the health of Dorset residents by making homes warmer.

Homelessness service sees improvements Improvements in the homelessness service provided by Purbeck District Council have been recognised in a review.

The service scored 71% in the recent review, putting it in the top 28 councils in the country for the service.

The assessment in September 2017 follows a review in 2015 when the Council received a score of 59% for its housing service. The assessors recognised the improvements made since that time. These included reception and interview facilities, customer interviews, files, management, visits and quality of housing options.

The review was carried out by the National Practitioner Support Service and housing managers from neighbouring councils.

As well as reviewing internal processes, the team gathered feedback from external organisations including Citizens Advice and mental health and learning disability organisations. The team also visited some of the temporary accommodation provided by the Council.

Lack of affordable housing is one of the district’s biggest problems and leads to increased pressure on our housing advice and homelessness service. Therefore, we are pleased the Council’s efforts to improve the service offered to people in need have been recognised.

Knocking down a structure? You may need to talk to us first As well as planning permission and building regulation approvals for putting new things up, you also need permission to knock things down.

Before you demolish a building or structure greater than 1750 cubic feet (approximately 50 cubic metres or around the size of a double garage), you will need to notify the Council’s Building Control team. You should do this at least six weeks before the demolition starts so all the relevant people can be advised and measures put in place for health and safety.

We will issue a demolition counter notice which will include a set of conditions and any measures to be taken to ensure safety issues are addressed. It is an offence to demolish a building without the necessary counter notice. We do not charge for this service.

We will specify pre-demolition requirements, which may include protection of adjacent buildings.

You should carry out a survey and, if in doubt, employ a structural engineer to assess the method of demolition.

Demolition can be considered as development, so planning permission may be required – please talk to our Planning team before you start any work.

You may encounter asbestos so please use a specialist contractor to remove it before demolition starts.

You will need Council approval for any demolition work to listed buildings.

Some buildings don’t require notification, such as buildings under 50 cubic metres; greenhouses; pre-fabricated garages; conservatories; sheds; or detached agricultural buildings. Please contact us if you are not sure about your building.

Do you need a building works completion certificate?

If you have had work done to your home, you may need a certificate of completion. Work could be anything from a new home extension or gas boiler to a replacement electric fuse box.

Building work has to be certified by our Building Control Team, or an approved inspector, who will inspect the completed work before issuing a certificate. This provides formal evidence that the building works have been checked and that, in so far as it is reasonable to determine, they have been carried out in accordance with the Building Regulations.

Please contact us to arrange the completion inspection. If you have lost a certificate, a copy can be obtained for a fee of £15.

For work such as boiler installation, plumbing and electrical upgrades, you will need a Competent Persons Scheme certificate from your registered contractor.

These are important documents as solicitors will require them when you sell your property. Having a certificate saves difficulties at what can already be a stressful time!

Slim your bins to save money for yourself and your council The Dorset Waste Partnership (DWP) wants people to reduce or re-use their rubbish and recycling wherever possible, rather than automatically throwing it in the rubbish or recycling bin.

Recycling is a lot cheaper to deal with than household rubbish, which can cost up to £130 a tonne to treat or send to landfill.

But processing any kind of waste can cost money – council tax money that would be better spent on other essential services.

So the “Slim Your Bins” campaign has been launched to help you start reducing how much you throw away. The message is: • Recycling your waste is good - if you need to bin it, can it be recycled?

• But reusing it is better - do you need to throw it away, or can it be used for something else?

• And reducing your waste is best - could you avoid buying it, or buy less in the first place?

Creating less waste saves money for your household and Council. Keeping rubbish and recycling out of your bins by not throwing it away in the first place also helps protect the environment.

Real Christmas trees

The Dorset Waste Partnership no longer collects real Christmas trees at the kerbside.

You can recycle your real Christmas tree by cutting it up and putting it in your garden waste bin if you have one, or by taking it to a household recycling centre.
