Future of Dorset councils There’s a lot going on in the district at the moment, so I hope this magazine gives a snapshot of some of the activities.

You’ll find news on page 4 about developing the Purbeck Local Plan to meet the needs of future generations, as well as loans to refurbish empty homes on page 7.

You can also see how Dorset’s Enterprise Zone at Winfrith is progressing and there’s good news about the district’s beaches.

Purbeck Sports Centre has some ideas to keep us active this autumn, and we have some handy advice if you are attending an event or festival this summer.

We hope you find this edition useful and of interest.

At the time of writing, there is no indication as to when the Government will make a decision about reorganising Dorset's local councils.

If the Government is minded to agree that reducing to two councils from the current nine is in the best interests of Dorset residents, there will be a period of time when representations can be submitted.

The Government will then consider the representations and, if it still supports change, it will start a Parliamentary process leading to the formation of two unitary councils.

In the meantime, both Purbeck District Council and East Dorset District Council have voted to take part in formal discussions with the other Dorset councils through joint committees. This will ensure we are part of the process of providing efficient services for Purbeck residents.

This does not alter the Council’s January decision when it voted against a recommendation to submit a proposal to the Government for reorganisation.

Christchurch and East Dorset Councils also voted against the recommendation. If the Government is minded to accept the proposal, the councils will be asked to consider supporting it.

The two unitary councils would be based on the existing local authority areas: Bournemouth, Christchurch and Poole (including delivering the services currently provided by Dorset County Council in Christchurch).

East Dorset, North Dorset, Purbeck, West Dorset, Weymouth and Portland (including the services currently provided by Dorset County Council).

Swanage Local Plan Purbeck District Council has approved the Swanage Local Plan which will become the formal guide to development in Swanage.

The plan was prepared jointly with Swanage Town Council and the Swanage Town and Community Partnership. Its preparation followed a public consultation in 2014 when local people had their say on a number of issues for the town, including locations for new housing, affordable homes for local people and improved shopping facilities.

The plan sets out a vision for Swanage up to 2027 and provides a strategy for the delivery of development and supporting infrastructure in the town.

Lytchett Matravers Neighbourhood Plan The referendum on the Lytchett Matravers Neighbourhood Plan took place on 4 May, with 93% of voters supporting the plan.

This means the plan will be used when deciding planning applications in Lytchett Matravers.

The plan reflects the community’s vision and provides them with a voice in the planning process, shaping the development and growth of their parish.

It is the first Neighbourhood Plan in Purbeck to successfully pass the referendum stage.

Councillors’ allowances District councillors are paid an allowance each year in recognition of their duties.

The main features of the scheme of allowances are: • Basic allowance paid to all councillors in recognition of the time devoted by elected councillors to carry out their duties as District Councillors, including ward work and attending meetings.

• Travelling allowance of 45 pence per mile.

• Standard fares for travel on council business by public transport (including rail and bus) will be reimbursed upon production of a receipt.

• Subsistence allowances are based on the current approved scheme in place for officers of the District Council.

• Carer’s allowance is paid upon production of a receipt.

• Special Responsibility Allowances are paid to councillors who hold specific offices in recognition of significant additional duties and responsibilities.

Enterprise Zone up and running

Magnox Winfrith Update Magnox continues to make good progress in decommissioning the Winfrith site. As reported previously, the main work programme is focussed around the remaining two reactors: the Steam Generating Heavy Water Reactor (SGHWR) and Dragon.

Since the last update, Magnox has held a workshop with internal and external stakeholders to examine options and seek preferences associated with the SGHWR end state. The two main options discussed were: 1) Full excavation of the sub-surface SGHWR structure; and 2) SGHWR below ground structure left in situ and decontaminated to a level required to ensure protection of people and the environment, as set out in an environmental safety case.

After examining the costs and benefits of each option, the participants selected option 2 as the preferred choice; this option will now be developed further before final decisions are made. Magnox will continue to demonstrate its progress towards interim end state and ensure it communicates and engages with the local community.

Dorset Innovation Park Enterprise Zone, Dorset’s second largest employment site, went live in Winfrith on 1 April 2017.

The status means businesses locating to the Innovation Park can benefit from up to five years of business rate relief and access to new ultrafast broadband. Any business rates collected on the new development will be reinvested in and around the site over a 25-year period.

New employment units A £2.5m project is already underway to create 20 new employment units at the site. The site is already home to world leaders in marine, defence and advanced engineering, including Atlas Elektronik and QinetiQ. The new buildings will offer space for companies seeking to set up, grow or relocate, bringing job opportunities for local people.

The units, due for completion in October 2017, will be fully serviced with flexible leases.

There has been significant investment in the whole site by Purbeck District Council, Dorset County Council, the Homes and Communities Agency (HCA) and Dorset Local Enterprise Partnership (LEP) who also led on securing Enterprise Zone status for the site. The units are being developed by local company Acheson Construction.

Loans to help refurbish empty homes

The enterprise zone near Winfrith will get access to full fibre “ultrafast” broadband, capable of download speeds of up to 1Gbs. The work costing £7.4m is part of the Superfast Dorset Programme and will take place in 2018 and 2019.

The Superfast Dorset Programme uses public and private funding to bring fibre broadband to areas not covered by the commercial rollout by companies such as BT Openreach and Virgin. Fibre broadband offers download speeds several times faster than standard broadband. To get it people must contact their chosen provider and ask to switch to fibre, which can now cost the same or even less than standard broadband.

Preventing homelessness

We offer loans of up to £25,000 to owners of long-term empty homes in Purbeck to help bring the properties back into use.

Although there are relatively small numbers of long-term empty properties in the district, the Council sees it as a priority to bring as many as possible back into use.

There are many reasons why some properties are left empty and lack of money often prevents a property being made suitable for people to live in. This means that some remain empty for many years. The loan can be used to bring an empty property up to a habitable condition or to facilitate the sale of the property.

The Council also monitors empty properties in the district and has, in the past, been able to compulsory purchase property left empty.

These properties were refurbished and are now being lived in and managed by a housing association.

Purbeck Citizens Advice is helping people at risk of homelessness, thanks to a £74,279 three-year grant from Lloyds Bank Foundation.

The grant is funding the new Moving On project, which provides specialist support for disadvantaged people who are homeless or at risk of being homeless.

Citizens Advice will assist with finding settled and safe accommodation and then help people to budget to ensure they maintain this accommodation.

Safe festival fun The District Council works closely with festival and event organisers to prevent crime. If you are attending a festival or event this summer, here is some advice to make your experience even better!

• Leave your valuables at home if possible. There is no way to make a tent totally secure so only bring what you absolutely need. If you do have anything valuable with you, make use of the locker facilities available at most festivals.

• Don’t be tempted to leave valuables in your vehicle. Check your car daily and leave your glove compartment open and empty.

• Don’t leave your backpack or handbag unattended.

• Keep your cash and cards on you, even at night.

• Before going to sleep, place valuables in a bag and hide it in your sleeping bag.

• Label your belongings, including your tent, with your house number and postcode. Thieves are after unidentifiable items. Make sure the markings are obvious and indelible.

• Before the event, register items such as mobile phones and cameras free of charge at Immobilise.com. This will help the police return stolen items to their rightful owner.

• Report crime at the time to police officers and event staff on site. Alternatively, call Dorset Police on 101. Only dial 999 if life is in danger or crime is in progress.

Hitting the beach this summer?

Seven beaches in Purbeck recently received excellent or good ratings for the quality of their bathing water.

The Environment Agency takes water samples weekly during the summer months (15 May to 30 September).

The classification is based on samples from the previous four years. These classifications are ‘excellent’, ‘good’, ‘sufficient’ or ‘poor’.

Six out of the seven beaches tested were rated “excellent”, with Lulworth Cove rated “good”.

Fixed penalties for fly-tippers Fly-tippers are now liable for a £400 fixed penalty notice.

The Council’s Environmental Enforcement Officers investigate all cases of fly-tipping and have recently issued two fixed penalty notices.

In some cases, we are able to trace fly-tipped material to the original owners who have paid third parties to illegally dispose of their waste.

If someone offers to remove your waste, always ask to see their waste carriers licence and check it at environment.data.gov.uk/public-register/view-index Also write down the make and registration number of their vehicle.

If you are suspicious, contact the Council on 01929 556561 with as much information as possible.

The district's pest control service is provided by Rokill, a locally based company working in Dorset and Hampshire. They provide a range of treatments for common pests at competitive rates.

Planning an event?

If you are planning an event this summer which will be attended by up to 499 people, you may need to apply for a licence called a “Temporary Event Notice”.

You will need this if your event involves selling alcohol, providing entertainment after 11pm or selling hot food or drink after 11pm.

A Temporary Event Notice application costs £21 and the relevant form can be obtained from our website or requested by telephone. You must submit your notice at least ten working days before the event date or earlier if possible.

Personal Licences change The rules relating to Personal Licences (which allow a person to sell alcohol, or authorise the sale of alcohol at a licensed premises) have changed.

Originally these licences were granted for 10 years but the rule change means there is now no expiry date. This means personal licence holders who were originally licensed by Purbeck District Council do not need to apply for a renewal after the 10 years has expired.

However, if your details change, you will still need to apply to the Council to have your record updated and a new licence issued, for which there is a fee of £10.50.

Are you using your Food Waste service?

Teams of staff from the Dorset Waste Partnership (DWP) have been out and about reminding residents not to mix their food waste with other rubbish.

Despite most residents separating their food into their brown bin, food waste still takes up one fifth of Dorset's rubbish bins by weight.

This is bad for the environment and the tax-payer, as waste mixed with food is either sent away for expensive treatment or goes to landfill, creating harmful gases and costing the Council more in Landfill Tax. To help reduce the amount of food people are putting in with their general rubbish, small teams of DWP staff have been placing stickers and tags on black bins in parts of the county to emphasise that food waste should be recycled separately.

What happens to food waste?

The food waste collected by the DWP is sent to a special facility in Piddlehinton, Dorset. Here, the waste goes through a process called anaerobic digestion, where the food is broken down to produce biogas (a mixture of methane and carbon dioxide) and biofertiliser.

The biogas is used to generate electricity, while the biofertiliser (rich in nutrients such as nitrogen and phosphorus) is used as a soil improver for plants and crops.

This process prevents methane gas - a lead contributor to climate change - being released into the atmosphere and reduces the weight of waste that goes to landfill, saving money that can be used for other essential public services.

All residents who use the kerbside Recycle for Dorset service can take advantage of weekly food waste collections by using their brown food bin and their smaller kitchen caddy.

The larger outdoor food bin has a locking lid to prevent spillages and stop animals getting into your waste when left at the kerbside. The smaller kitchen caddy is designed to stop unpleasant odours and is best kept inside so it is convenient to use.

Compostable kitchen caddy liners (which display the correct logo) are widely available at all supermarkets and many local shops.

Newspaper can also be used to line your caddy.

Food waste placed in your brown bin doesn’t go to landfill. This is better for the environment and saves your council money.

Dorset-based funeral directors, Tapper Funeral Service, are about to open a state-of-the-art crematorium at Harbour View, their woodland burial ground at Randall’s Hill, Lytchett Minster. The woodland burial ground has proved popular and the Tapper family have invested heavily in developing the site, with impressively redeveloped farm buildings at the heart of the complex. The existing service hall, reception areas and chapels of rest are to be joined by the new crematorium in the Autumn of 2017.

Based on the concept of a long barrow, the crematorium is integrated into the landscape and features a sedum (grass) roof. It is surrounded by a moat and the reception areas enjoy spectacular views across Poole Harbour and towards the Purbeck hills. Inside the ceremony hall, the walls are finished in a wrap-around dry stone wall made from Purbeck stone.

The Tapper family made the bold move to add the crematorium to the Harbour View site in response to a growing desire from their customers for a relaxed, contemporary alternative to the traditional funeral, whether it be a cremation or burial.

Steven Tapper, who runs the family business in partnership with his brother Paul, tells us more: What motivated you to build the new crematorium?

“We were keen to offer an alternative to the long-established options for funerals in the area.

Being able to hold a funeral in a beautiful, natural environment is a concept that has already proved popular at Harbour View, so being able to offer cremations on-site seemed like the next logical step.”

What makes Harbour View different to existing funeral facilities?

The beauty of the location and the absence of the traditional funeral feel, much of which stems from the Victorian era, puts people at ease.

We have deliberately created an environment which is relaxing, and because we have a minimum of ninety minutes separation between funeral services, people don’t feel rushed. There should never be a feeling that the next funeral is waiting to happen.”

Is it possible to hold a reception or wake on-site?

“Yes. We’ve worked hard to provide an end-to-end service, so people don’t need to move between, for example, church, crematorium and reception venue. This makes the day less fragmented and potentially less stressful. Guests simply arrive, park on-site, and remain with us until the end of proceedings.”

How does the cost of a burial or cremation at Harbour View compare to the cost of the alternatives available locally?

“Definitely. We encourage families of any faith or of no faith. The nature of the funeral service should be exactly as the family want it to be and not restricted by religious conventions.”
