Welcome to North Royalton When it comes to planning for

success, some want it to happen, some wish it would happen, and others make it happen. The latter is the mark of effective leadership. Greetings and welcome to the 2024 Edition of the North Royalton Magazine & Community Guide. I am Larry Antoskiewicz, Mayor of the City of North Royalton. As I said in my annual State of the City, which can be viewed at northroyalton.org/stateofthecity, good leaders are strong watchguards and visionaries, who do not simply dream up ideas and wish for them to materialize. They work relentlessly to put them to paper and follow through to painstakingly implement them for the betterment of the community. Simply put, solid leaders take their organizations where they want to go. That’s what we strive for with each and every project, contract and endeavor. Our ultimate goal is to move our community forward. We are a bustling community that holds true to our rural, farmland roots, while continuing to progress and move into a bright future. We are a soughtafter community in which to live, work and play, thanks to our excellent schools, variety of housing options, growing recreational spaces and thriving business opportunities.

Yes, North Royalton truly is a hidden jewel with our beautiful park space, sprawling countryside and up-andcoming cityscape. But, there is always room for improvement. To that end, we created a master plan for Memorial Park and have landscaped the pond, replaced its bridge, replaced the upper pavilion, added a shade structure and installed our Memorial Park Splash Pad that opened in the summer of 2023 to rave reviews. Work began in the fall of 2023 on the new walking trail around the pond. In other areas of the City, we’ve seen new dining options with the addition of Fire 45, Jolly’s Pizza, In the Weeds, and coming soon, Chipotle. The new owners of the former Carrie Cerino’s are also in the midst of revamping this event center. We completed quite a few infrastructure projects, including several major road repairs, and are currently connecting the multi-purpose path along Bennett Road to the Valley Parkway. We also anticipate having a new, modern senior center for them to enjoy at the former Royal View Elementary. Though we are growing and advancing, as a community, we are ever mindful of the taxpayer dollar. In 2023, we were presented with the 2022 State Auditor Award for excellence in financial reporting, an award that

indicates we earned a clean audit that did not contain any outstanding issues such as findings for recovery, material citations, material weaknesses, significant deficiencies, single audit findings or questioned costs. Yes, we are committed to growing our community, while also being good financial stewards and accounting for every penny. This magazine is a biennial tradition published in partnership with Image Builders Marketing. It’s filled with information to familiarize you with all North Royalton has to offer, so I hope you take time to look through it at your leisure. Here at City Hall, we are always looking for ways to communicate information to our residents and businesses. North Royalton a Hidden Gem

North Royalton, said Mayor Larry Antoskiewicz, is a

“hidden jewel.” “A lot of people still look at us as a farming community, but we’re a city with more than 31,000 people,” Antoskiewicz said. “We’re on the rise in new amenities like new restaurants and other businesses, but along with our neighborhoods and commercial areas, we still have a lot of rural areas. With our diverse housing, you can live in a nice development, and if you want to have a little more land our southern end has people with horses and apple farms. North Royalton can offer pretty much anything people would want.” That, Antoskiewicz said, is one reason why people stay in — or move to — North Royalton. Other draws include low taxes relative to other Cuyahoga County communities and responsive safety forces.“We have the fifth or sixth lowest property tax rate in the county,” the mayor noted. Royalton Township was founded in 1818 and named after Royalton, Vermont, the native town of settler Knight Sprague, according to the North Royalton Historical Society. The township’s name was later changed to North Royalton before it became a village in 1927 and a city in 1961. Today, North Royalton’s strategic location provides convenient transportation for businesses, and also makes it easy for residents to do their shopping, visit the country, and access interstate highways all within minutes of home, Antoskiewicz said. “North Royalton is truly a bustling suburb that has managed to maintain its quaint rural

feel over the years, and that’s something we all want to preserve as we move forward,” he said. “It’s vital that our business community expand, but we also want our charming picturesque qualities to remain intact.” The mayor noted that North Royalton is a desirable place to live, work, and raise a family. It also is a “great place to play. One of my top priorities has been to beautify and expand our recreational amenities and the overall image of


our city. It’s important, too, that we not only have a growing business base and a variety of housing options, but residents also want to have ways to make memories with their families and neighbors right here in our own backyard without having to look outside our borders.” Among the most notable recreational areas are the Cleveland Metroparks’ Mill Stream Run reservation on the city’s western border and the city’s Memorial Park on Route 82, east of Route 3. “The green spaces are a big reason why people move here,” Antoskiewicz said. “Nine percent of North Royalton’s area consists of parkland.” The city is in the beginning stages of implementing a newly adopted master plan for the parks. “As part of the master plan, we’ve added a new pavilion and a splash pad for the kids at Memorial Park,” Antoskiewicz said. “We fixed up the bridge, planted 50 new shade trees and we’re in the process of putting in a new walking trail. New tennis and pickleball courts are expected to be among the next projects.” With the improvements, Memorial Park has become a venue for an increase in community activities, like outdoor movie nights. “We replaced the upper pavilion and all the pavilion furniture in the park,” the mayor said. Future park plans include the completion of an all-purpose walking trail that will include 1,100 feet of new trail around the pond area and the resurfacing of 630 feet of existing trail. The goal is to create a complete walking loop for the park.

Meanwhile, the commercial areas of the city continue to grow. “Many of our businesses are small businesses owned by people who also are residents of the city,” Antoskiewicz said. “Running a business in your own city shows a real commitment to the community.” North Royalton, Antoskiewicz said, is a business-friendly city. “We work to support our businesses,” he said. “When business owners look for a community to operate in, they want to feel like it’s a good investment. in North Royalton is very good, so when you make that investment, you’re making an investment in a community that is very solid and stable. Nobody wants to invest a lot of money in a community where things aren’t being properly run.”

Antoskiewicz notes that seniors are a growing part of the city’s population. That’s why the local government is expanding its senior services. “We’re leasing around 9,000 square feet of the former Royal View Elementary School building to repurpose into our new senior center,” he said. “We want to create a space where seniors can truly feel at home. For years, I’ve heard seniors say that they have no real place to go within the city limits to be comfortable and enjoy some time with friends. That’s what we’re trying to achieve with this new project.” In April 2023, Antoskiewicz kicked off Muffins with the Mayor, a monthly event for seniors. “It gives the seniors a chance to sit down and talk informally,” he said. “I can listen to what they have to say, good or bad, and see what else we can do to help them and try to take some of their ideas and see what we can do.”

Along with the new senior center, the city also has embarked on a variety of street and infrastructure projects, including the installation of a sewer line down Abbey Road. “We have well over 100 acres of commercially zoned property that has never been developed because there’s never been

any infrastructure there,” he said. “The new sewer line will open it up for commercial development, which will be a huge boost to the city’s tax revenue and will allow us to keep taxes down.” Existing businesses can take advantage of the Storefront Renovation Rebate Program. “The program has assisted several commercial properties to make a dramatic improvement to the exterior of their buildings, thereby improving the appearance of our entire commercial district,” Antoskiewicz said. “As of the end of 2022, the city has approved $64,706 in storefront program funding.” Through the program, the local government is offering a 50% rebate for exterior renovations with a limit of $10,000 rebate per building. Solid finances, the mayor said, “are the foundation that enables us to accomplish everything we do. It’s a testament to sound practices in guarding our taxpayer dollars over the years. Just like any household, we strive to live within our means, accomplishing what needs to be done while also saving for the future.” In 2022, he said, income tax receipts were more than 16 percent greater than in 2021, increasing from $17.4 million to $20.2 million.

I’ve said it before, but it’s important to me that we not only have a growing business base, excellent schools, strong financial footing and a variety of housing options, but I also want residents to be able to find ways to make memories with their families and neighbors right here in our own backyard without having to look outside our borders. Recreation is one of the more enjoyable components of community and public service. I wanted to serve residents by providing ample opportunities for them to enjoy their families and neighbors, and our community, together. So, I assembled an Events Committee that is comprised of the following members: Jackie Canter, General Manager of BlueLine Classics; Ward 2 Councilwoman Linda Barath; Ward 3 Councilwoman Joanne Krejci; the Fire Department’s Administrative Assistant Kathy Salvo and myself. This group has planned and will execute these events in 2024: • Solar Eclipse Bash on April 8, in conjunction with the North Royalton School District • George Modock Jr. Memorial Fishing Derby on June 7 • Two movie nights on June 14 and July 19 • Parkapalooza on June 22 and Sept. 21 • Touch-a-Truck/National Police Night Out on Aug. 6 • Community Car Show on Aug. 10 • Halloween Madness and Trick or Treat Street on Oct. 19

• The Annual Health and Family Expo/ Bear Run on Nov. 2, in conjunction with the Schools, UH and Southwest General • Holiday Lighting Ceremony and Parade on Dec. 1. All events are subject to change. The North Royalton Chamber of Commerce has

been promoting and growing the local business community since 1918 for the purpose of advancing and developing the commercial, industrial, civic, cultural, and general interest of the city and its trade area. The Chamber organization strives to promote a positive and productive connection with our area businesses, city leaders, and the community. The Chamber is a member of the Northern Ohio Area Chambers of Commerce, and is, therefore, able to offer its members many tangible benefits to save them money. A Total Eclipse of the Sun An eclipse is an awe-inspiring celestial event that changes the

appearance of the two biggest objects we see in the sky: our Sun and Moon. When the Moon moves between the Sun and Earth, and is perfectly aligned, the Moon blocks the light of the Sun from reaching Earth. The result is a total solar eclipse. The track of the Moon’s shadow across the Earth’s surface is called the Path of Totality. In order to see the Sun fully eclipsed by the Moon you must be in the path of totality. On April 8, 2024, a total eclipse of the sun will occur across a large portion of the United States including Northeast Ohio and the Greater Cleveland region. According to NASA, North Royalton will experience the Path of Totality from approximately 3:13 p.m. until 3:17 p.m., with a total eclipse time of roughly 2 1/2 hours. The City of North Royalton is planning a Solar Eclipse Bash on April 8 in conjunction with the North Royalton School District. The event will take place at Serpentini Stadium, and will include food trucks, entertainment, and educational activities. Turning a Dream into Reality ! In August 2023,

Blossom Hill Inc., a nonprofit serving individuals with disabilities, unveiled its greenhouse and activity center during their ribbon cutting ceremony. In attendance were Mayor Larry Antoskiewicz, Ward 3 Councilwoman Joanne Krejci, and individuals served by Blossom Hill. “We would like to thank our generous supporters who have been advocates for this project from the beginning, especially our partners at Good Shepherd Foundation for turning this dream into a reality,” Lisa Kristosik, CEO of Blossom Hill, said in remarks at the event. The project was largely funded through a grant from the Columbus-based Good Shepherd Foundation for $160,000, the largest in the foundation’s history. The indoor and outdoor spaces will provide a haven where individuals can develop new skills, achieve their goals, and grow in the community together. Blossom Hill also hopes that the Greenhouse will be a way to engage the larger North Royalton community through volunteering opportunities. Activities may include growing food, developing work and management skills, and sharing responsibilities for the maintenance and upkeep of the greenhouse and surrounding gardens. Blossom Hill serves approximately 36 individuals in residential facilities in North Royalton, Westlake and Parma and approximately 15 individuals in Cuyahoga County through its Supported Living services. Greetings to Luna the Goldendoodle As School Resource Officer for

North Royalton Schools, Alexandra Jezior has seen a lot of children struggle to make it through the school day due to mental health issues. “After speaking with others who had K9s at their school districts across the state of Ohio and officers who had them for their police departments, I felt that having a therapy K9 would be a wonderful addition,” said Jezior. “I believed that adding a K9 as a resource would be very helpful in assisting the students and staff. In July of 2022, I submitted a proposal to the Chief of Police requesting to obtain a therapy dog, primarily to be used at the schools in North Royalton, but also in the overall community,” stated Jezior. In June of 2023, Jezior adopted Luna, a Goldendoodle, from the Franklin County Animal Shelter through their partnership with the Franklin County Sheriff's Office Therapy Dog Program. She was five months old at the time. Luna started work right away, attending the last session of 2023 Safety Town for the incoming kindergarteners, and making daily appearances since the start of the 2023-2024 school year in August. Jezior states “The reception from the students and staff has been very positive. As of right now,

she is still currently in training and so we are mostly at the high school with the older children. However, we have made appearances at the middle school, elementary school, and St. Albert the Great. Luna has successfully resolved multiple incidents of students in an active emotional crisis, especially at the middle school.” Luna's presence has helped these students relax and put them in a much better place emotionally so they can resume their school day. Previously, these situations have taken much longer to resolve. The presence of an animal has a wonderfully calming effect. Jezior also believes that having Luna around fosters a more positive and safe environment overall. “I see so many of the kids light up and smile just seeing her as they walk by in the hallway, come to pet her at lunchtime, or when we stop by a classroom for a few minutes to say hello. As of now, I believe Luna is off to a successful start!” said Jezior. Luna’s veterinary care is provided by Dr. Hechko, North Royalton Animal Hospital and her food is provided by the Natural Pet Enrichment Center. The K9 Therapy program has also received generous donations from the North Royalton Lions Club, The Calvetta Brothers (Floor Show), and Las Americas restaurant in Bedford Heights. These donations help to cover the cost of her training and other supplies necessary for her care.

Vital Services for Our Residents The North Royalton Food Pantry provides food items and toiletries for those facing food insecurities. Appointments are scheduled during the day and can be made every 30 days. Firsttime recipients must provide photo identification. North Royalton residents in need of assistance may call Royal Redeemer Lutheran Church at 440-237-7958, ext. 140. The pantry is also blessed to receive food and monetary donations throughout the year from individuals, community organizations, and businesses. For example, The NorthEast Care Center Community Garden in North Royalton has donated over 2,000 pounds of fresh produce over the years. Donations are always appreciated.

North Royalton Meals on Wheels is for homebound seniors or adults with disabilities along with those recovering from illness who are alone and cannot manage food shopping and meal preparation but can otherwise maintain themselves in their own home. Meals are delivered Monday – Friday between the hours of 10:30am and noon. Two meals are provided each day for $6.50 and include one hot and one cold meal plus beverage OR one hot meal for $5.50. program in the nation – The 4-H Program – has deep roots in the city – and is growing steadily each year. The city’s first 4-H program appeared in 1920 when agriculture was an integral part of the city. The 4-H program helps youth, ages 5-18, gain knowledge, develop life skills, and form attitudes that enable them to become self-directed, productive, and contributing members of society. The program relies on adult volunteers to teach youth, and some Homesteader Club alumni now run the program, including Bruce Kucharski, Jr., whose father, Bruce Kucharski, Sr., alongside Dave Peth, grew the Homesteaders program during the late 1980s and 1990s. The Club’s recent success in 2023 certainly reflects those deep roots, with Homesteader Club members setting records at the Cuyahoga County Fair Market Show, earning seven Grand Champion awards and three Reserve Grand Champion awards, recognizing their excellence in raising high-quality projects. Homesteader club members took these award-winning projects to auction, where local businesses and individuals rose to the occasion, supporting the youth and contributing to record-setting sales of $76,000, topping last year’s record ($62,000). Greystone Veterinary Hospital + Urgent Care led the way with a recordsetting purchase of $16.50/lb for the Grand Champion Black Angus steer (1425 lbs), for a total of $23,512. “I love to see that agriculture is alive and well — and that youth interest in 4-H in the county is growing. I encourage

all local businesses to step up to support these 4-H youth as they bring more livestock projects to auction and take part in this experiential learning program,” said Lindsay Kostal, DVM, owner of Greystone Veterinary Hospital + Urgent Care. Research shows that 4-H members are four times more likely to give back to their communities, making investments in these 4-H youth a sound one. The Club has had the consistent and generous support of individual longtime buyers and local businesses who recognize that these youth go on to not only become their workforce, but also contribute positively to their communities.
