Binay hands over certificates of lot awards to Cavite settlers Vice President Jejomar C. Binay recently distributed Certificates of Lot Awards (CeLAs) to some 3,279 families in Cavite pursuant to the Executive Order No. 48 signed in 2001.

Of the total, 1,516 families are from Municipality of Tanza. Another 1,100 beneficiaries come from Kawit while 644 from the City of Bacoor.

The Executive Order No. 48, entitled “Declaring Non-Core Properties of the Philippine National Railways (PNR) as Socialized Housing Sites and Providing for the Disposition of the same Bonafide Occupants,” invokes the Article IV, Section 8 of Republic Act No. 7279.

In the said Article, otherwise known as the Urban Development and Housing Act of 1992 (UDHA), provides that government-owned lands which have not been used for the purpose for which they have been reserved or set aside for the past ten (10) years from the effectivity of

Lani Revilla and Mayor Strike Revilla assisted him in the distribution of lot awards.

In his remarks, Binay said that most of the beneficiaries have occupied PNA properties as informal settlers for more than ten years or so.

With the CeLAs, these families now have the right to acquire the properties. He encouraged the land certificates awardees to fulfill their obligation including the payment of monthly amortization and to continue to protect and value their lands which will eventually be transferred to them.

Philhealth includes cancer coverage This is a big relief for patients and relatives as treatment for cancer is very expensive nowadays.

Patients suffering from the dreaded disease can now avail of PhilHealth benefits, Dr. Nilda Pe, Philhealth Benefits Section Head, recently disclosed during a forum.

According to Pe, Philhealth Individual paying members with nine straight monthly contributions are entitled to the benefits.

This is in support of President Noynoy Aquino’s Health Agenda for Universal Health Care coverage, also known as Case Type Z benefit package or the comprehensive treatment package directed to improve and expand benefits for catastrophic conditions especially the poor and marginalized sector of the

society.

Initially, the "Z" benefit covered childhood acute lymphocytic leukemia in children, early stage breast cancer and low to intermediate risk prostate cancer.

The complete treatment package costs for these cases are P210,000 for all , and P100,000 each for breast and prostate cancer.

Member who avail of outpatient treatments and procedures such as urgeries, dialysis, chemotherapy and radiotheraphy in accredited hospitals and clinics are also covered.

Under the new scheme, chemotherapy’s maximum allowance for medicines is P28,000 while P1, 200 doctors’ professional daily fee during confinement and visits may be availed.

Cavite Provincial Library Guide

Brief History

As early as 1975, the Extension Division of the National Library had been negotiating with the local officials of the province regarding the organization of a provincial library.

On July 29, 1976, the Sangguniang Panlalawigan passed Res. No. 206 which is about the organization of the Cavite Provincial Library and

was approved by Gov. Dominador M. Camerino.

The town of Noveleta was chosen as the temporary location of the library since there was no available place in the Provincial Capitol for the purpose.

This proposal was presented to Mayor Jose O. Salud and on December 14, 1976, Res. No. 15 was passed and approved during the Special Session of the

Sangguniang Bayan. The library was accommodated at the ABC Hall in Noveleta.On February 07, 1977, the Director of the National Library, Serafin D. Quiason, assigned Mrs. Socorro b. Grey to discharge the duties of the Provincial Librarian. With the initial allocation of 860 books from the National Library, Thomas Jefferson Cultural Center, the Asia Foundation, National Historical Institute and private citizens, the Cavite Provincial Library was inaugurated on February 14, 1977.After surviving from the three (3) super typhoons that devastated the town of Noveleta, the Cavite provincial Library was transferred on April 16, 2008 at the Legislative Bldg., Provincial Capitol, Trece Martires City.

Vision

Library service shall be provided with the highest degree of efficiency and integrity keeping in mind that the public is a service agency of the government for the people. The library shall reflect the needs of the community which includes books, pamphlets, ephemeral materials, non print materials classified and catalogued according to the standards for easy access and retrieval.

Mission

As one of the catalyst in planning for the community development and in the continuous education of the people, the Cavite Provincial Library serves as an integrated, non-partisan and non-sectarian agency of information. Public library services shall be free and be made available to everyone.

EDITORIAL

Sharing the joy of reading in print A gazette is a public journal, a newspaper of record, or simply put

a newspaper.

Even at this Internet time and age, we still believe that everyone needs something in print. Something to tuck into one’s arm, read and bring home. In a way, Internet has changed the way people get information but it would take sometime for others to switch from what they have been used to - reading news on paper.

All over the world, newspaper ranks second to television when it comes to information. It has always been and will always be the best and available source.

Yes, one can easily browse the internet but not everyone has access to computer. Not everyone is computer-literate. Experts say that will take another decade or so.

Cavite Gazette would like to share the joy of reading in print. We want to be able to capture in texts and photos the everyday’s happenings. It believes newspaper readers want to get first hand what’s happening around them. It is the easy way to get informed. There may be other information which may not be readily available in the Net. Indeed, there’s such a thing as “local color” news looming over everything.

For others it is more by force of habit of sort, of being able enjoy and sip a good cup of coffee to start the day.

So there’s nothing like newspaper which you can get hold from a newsstand . There are still a lot of good things everybody can get from reading the newspapers.

Notes for the Young & the Young at Heart

I want to share some insights and thoughts about achieving a peaceful co-existence.

This was inspired by the basic principles in living that were shared by Dr. Francis Kong, a noted author and speaker about life's perspectives. He was the guest speaker at an event hosted by the Noveleta Magdiwang Rotary Club held at the General Trias Convention Center recently, where he spoke before hundreds of high school students and youth leaders from the Jaycees and Rotaract Clubs.

Continue to Study. Don't waste time as students, it is best to focus on studying your lessons well and not to waste precious time on things that will only distract you from achieving your main goal.

Most parents would always want the best for their children and responsible parents would always do their best to secure a better future for their children. Read books that will add useful information to the stock knowledge you have. Maximize the use of information technology to learn more about your country's history, local and national heroes, and current events. It is best to learn new things that will help develop your personality.

Your attitude is more important than your skills. According to Francis Kong, try to think of someone whom you believe is an ideal person. List down the qualities of that person. Check whether those attributes and qualities are skills or attitude and you will realize that the basic ideals that you think a person should possess are classified under attitude more than skills.

Be responsible for your own life. As young people, you are very prone and vulnerable to experiment on things that may hinder you later in achieving your goals in life.

These include, among others, romantic relationships. Nowadays, it is very common to see young people as young as 13 years of age who are already "romantically attached" to a boyfriend or a girlfriend. While other young people would say that they are in relationships because they want to be inspired because they want to make good in their studies, Francis Kong recommends the 7Bs to the females ( Books before boys..because boys bring babies ). Another version of the 7Bs is Books before babies because babies bring bankruptcy. He further reminds the young women to be conscious of taking care of themselves from being victims of young men's advances by following these steps (1) Say

NO when the males start to be manipulative with their hands touching different body parts (2) Ask the question " why are you doing these to me?" (3) Ask again, "am I good enough for you?" (4) If the answer is yes, then say, " If I am good enough for you, then I am worth waiting for". It is always best to control your emotions.

Stop focusing on yourself. Start focusing on others. Dr. Kong further emphasizes that if one wants to achieve success, it can be achieved by being of service to others. Volunteer your time, effort and resources to doing good things for others instead of harboring the "crab mentality".

Personally, the psychic income and the priceless satisfaction that you feel when you know that you did something to make a person, a friend, a family member, a classmate, a teacher, a colleague and many others during the time that they needed help ( excluding copying during exams and being generous in sharing "kodigos" ). Small things count a lot.

Life does not give you all you want.

Life always gives you what you deserve. As Dr. Kong puts it, what you sow, is what you reap. If we share goodness and if we share the best of what we are, then we surely will reap the best.

Lastly, let me add that our values define who we are. Let not the negative environment influence us to be passive and apathetic. Apathy has no room in the hearts of people who want to achieve peace. And if we aspire for peace, then let us allow peace to reign in our hearts and minds.

No, it’s not about the idiom but hitting the lawn and getting soiled.

Get into the shove business there’s nothing like it and best of all, it’s free!

Make every single thrust of spade a fair share to nurture the ground.

The last time I clutched a spade, got into your backyard lawn and sown some seeds was just a few minutes back before I sat in front

of my computer and started writing this article.

I see to it each morning to do some gardening as I start the day. There are a bunch of benefits from gardening. One personal benefit I get from gardening is its therapeutic effect. It tends to bury all my worries and pains. Clearing the unwanted weeds, for the plants to get soil’s nutrients, under the morning sun is for me a form of exercise. Looking how the crops grow each day is a sight to behold.

It is always fun and easy to get started. Just find time,

that’s it. Of course, good planning is essential to ensure bountiful harvest. Good seeds on good soil yield enormous crops. Once done, all you need to do is wait, water and wane. No investment but sweat and time.

Gardening may not be a money-saving-activity but generating one. After sometime you need to dispose the seedlings if you opt not to wait until it bear fruits or flowers. I would bring my readyto-be-re-planted seedlings to peddlers in the nearest market.

PNoy lauds Media’s move vs corruption From p. 1

“Business and industry have already undertaken such endeavors; and I am glad to see the beginnings of similar measures in your industry here—that you have adopted “Corruption in Media” as its theme,” the President said.

By adopting this year’s summit theme, the President noted that media acknowledges the problem as an indication that it is an issue which needs to be addressed. He stressed that a concerted industry-wide effort is necessary for it to be attained and more effective.

The President noted the lack of common standards or an ombudsman as in government, in media for erring media men. While the lack of standards that apply throughout your industry does not directly lead to corruption, it does make it easier for corruption to take place.

LRT COMING TO CAVITE SOON

Cavite commuters will soon enjoy traffic-free and reduced travel time.

The construction of the P60-billion Light Rail Transit (LRT) Line 1 Cavite extension will start second quarter of next year.

“We will award this in April. We will try our best to get this train running before the President steps down from office. It would be tough but that would be the goal,” according to Transportation Secretary Joseph Emilio Abaya.

Abaya also said the project will be awarded by April after an auction in January 2013.

The LRT Cavite extension project will extend from Baclaran to Niog in Bacoor, Cavite or an extension of 11.7 kilometers from 20.7 to 32.4 kilometers. This will include

eight (8) news stations plus a provision of additional two (2) stations for future extension.

These are the MIA Road, Asia World, Ninoy Aquino, Dr. Santos, Manuyo Uno, Las Piñas, Zapote,Talaba, and Niog stations.

About 10.7 kilometers will be elevated and 1.2 kilometers are on the ground. To beef up the existing coaches or trains, the national government has set aside P30 billion pesos for the purchase of up to 39 new coaches.

The extension will have a future expansion up to Imus and Dasmariñas City. It will also open LRT services to about four (4) million Parañaque and Las Piñas residents.

Once completed, it is expected to increase from the current 500,000 a day to 700,000 passengers.

Freddie: KO Victory for Pacman

Coach Freddie Roach looks at a knockout victory for Manny Pacquiao when he faces Juan Manuel Marquez on December 8, 2012 at MGM Grand Garden Arena, Las Vegas.

He anticipates a short but exciting fight and there will be no more fifth match to expect.

“It has to be a knockout,” Roach said as he finalizes the plans to cement Pacquiao’s victory over Marquez, longtime ring foe.

“That’s what we are working on the gym,” said Roach, stating that Pacquiao has time and again proved in the past that he has the punching agility to pin Marquez down.

“Scoring a knockout win over somebody like Marquez, the only fighter who has made Pacquiao shed off his Superman qualities, will be very difficult but is definitely doable,” Roach said.

Cali TKOs Tagle, Retains PXC Crown

Ale Cali emerged victorious and retained his flyweight belt by stopping Erwin Tagle in the third round via Technical Knockout during the recently concluded Pacific X-treme Combat (PXC) 34 at the SMART Araneta Coliseum.

Cali, 21, showed fists power over 34-year old Tagle, who is making a comeback after long silence from the octagon.

The bout is Cali’s first title defense when he beat Guam’s Jesse Taitano in the PXC 29 early this year.
