11 13 15 Having completed our first very busy year laying the groundwork for the new Midsomer Norton Town Council and our first initiatives, a wide range of projects are now beginning to be delivered which will take the town forward as never before. At the Town Meeting in May, we presented our three core objectives – encouraging community, building civic pride and running a sound council. The Diamond Jubilee event in June saw almost 1,000 local people come together for a fantastic day in the marquee at West Clewes and Midsomer Norton Fayre Day was bigger and better than ever this year. We now have over 100 community groups registered with the Council, a number of which have taken advantage of our small grants programme. In recent months we’ve begun working closely with the new Welton Village Group on projects to enhance the green at the centre of Welton. In the short term initiatives include ensuring that the grass is cut but moving forward we're looking at the installation of new bins, benches and improvements to the river. In this way we want Welton as an area to benefit in the same way as Midsomer Norton Town centre has in recent years. Our programme to encourage civic pride has seen the installation of new town gateway signs as well as new signage at West Clewes, the allotments and sites within the town centre. A new twinning charter has been signed with Ambarès et Lagrave and our Community Alcohol Partnership has been launched and we’re now working on a Street Marshals scheme and a Designated Public Place Order to reduce alcohol related antisocial behaviour in the town centre. In terms of running a good council we are in the process of setting up two new charities as part of our buildings and green spaces strategy. We’re funding the Midsomer Norton Forum to prepare the town's first Community Plan and the Midsomer Norton Economic Development Partnership is looking at ways to regenerate the town centre. Our community is working together as never before to help deliver the town's full potential for all its residents.

GIFT TO PAULTON HOSPITAL

New and replacement hospital equipment is always welcome by specialists and nursing staff working in our local hospitals and Sue Padfield, Chairman of Paulton League of Friends mentioned this when she contacted Radstock and Midsomer Norton Lions Club with a request for a number of items required. These included 2 cross trainer physio exercise bikes and a software package with patient exercise programmes, dry wipe magnetic notice board, reality games board and 2 Sonicaids for the maternity department. Thanking the Lions for their help and donations of this new equipment Sue said "it is very welcome and would be used extensively for the benefit of the patients from the local community." The money was raised with donations from the 2011 golf tournament organised by Geoff Moore and many Lions.

1ST MIDSOMER NORTON SCOUT GROUP

The Scout Association has an aim to help the young people of Midsomer Norton and district to achieve their full physical, intellectual, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and international communities. The group welcome young people of both genders between the ages of 6 and 14. Midsomer Norton Scout Group has 7 sections, a Beaver colony aged between 6 and 8, 3 Cub packs aged 8 to 10½ and 3 scout Troops age 10½ to 14. At least one section meets on each evening of the week from Monday to Friday at The Scout Hall on Radstock Road. Everyone involved enjoys active participation in a range of activities including sailing, canoeing, caving, climbing, walking and camping as well as other skills training. SUCCESS REAPS REWARD

On 10th March the Midsomer Norton and Radstock Silver Band travelled to Torquay to play in the National Brass Band West of England Regional Championships. This is only the second time they have entered this competition since 2006 and last year after a break of 4 years and with new musical director Joanne Sykes entered and came a pleasing 14th out of 22 bands. However this year after what was described by the adjudicators as ‘a very coherent musical performance’ they came away as winners in a field of 25 bands. This is an amazing result and is something that many players never achieve in a life time of playing. Their reward is an invitation to attend the National Finals at Cheltenham in September to compete against the other regional winners in an attempt to become the fourth section champions of Great Britain. The band is really keen to accept this invitation and compete in the Nationals, however this would involve a considerable cost approximately £3000 to £5000. This is made up of the entrance fee for the competition, extra rehearsals incurring rental costs, a weekend workshop with a professional conductor and transport and accommodation. Radstock and Midsomer Norton Lions Club are pleased to be able to sponsor this group of mainly young people. The band has actually been entertaining the local community for the last 100 years or so. CHAIRMAN VISITS

The Chairman of B&NES came to serve dinners at St. John's Primary School on Thursday 14th June. All the children loved his visit and he enjoyed chatting to them as he served them. His visit was related to his interest in healthy schools. As St John’s Primary School has won the Food For Life Gold award and is a healthy school he came to see the work they have been doing.

OF WELTON Midsomer Norton and Welton grew together as settlements in the 19th century - to the point today where the two communities are literally joined. However, it is important to recognise the contribution Welton and its residents have made to the development of the area. How many residents of Midsomer Norton and Welton realise it was the generosity of Ann Harris of Welton in the 18th century which laid the foundations of our local education system? Anne Harris lived in a thatched cottage in the centre of Welton and on her death bed in 1719, at the comparatively young age even then of 22, she left a generous bequest in her will for the building of a Charity School. It was to be used for the benefit of 40 poor children where they might be instructed ‘in …reading of the English Tongue and in writing and arithmetic’. Following the creation of a Trust, work started on the construction of the school premises in 1721 on a site in the Island in Midsomer Norton. Research by Norman Voake in his history of St John's School reveals, “George Bakley, the mason, supervised the building of the school house.

Constructed with free stones, paved and an outside toilet, known in those days as ‘a necessary house, was added. Also a stone with an inscription carved by Joseph Cheeseman was placed over the entrance to the school, the carpenters raised the rook beams and rafters and finally the house was thatched. Once completed the inside was whitewashed, Henry Moses the carpenter made seats for the scholars, books were purchased and a schoolmaster, a Mr Hodges, was appointed at an annual salary of £20”. From these beginnings, as the town’s population grew so too the original school was extended and then eventually replaced by bigger and bigger structures. Although the original school and her idyllic cottage at the centre of Welton were swept away in the name of progress in the 1960’s, it is staggering to think not only how many children have benefited since 1721 thanks to Anne Harris’s generosity. Even later school sites including St John's School and Norton Hill were built on land owned by the Anne Harris Trust.

While visiting the skate park can be a rewarding and beneficial physical activity for children and adults, it is not without its dangers. Choosing to skate in a supervised and well-maintained skate park may provide a safer experience, but skaters should also be aware of some basic guidelines regarding skateboard park safety.

ETIQUETTE

Observe the rules of skate park etiquette to ensure a safe riding experience for yourself and your fellow park skaters. Wait your turn and use a clear hand signal to alert those around you before beginning a trick. If your board flies out of your control, yell “board!” to alert other skaters. When you’re not skating, stay out of the way of other riders. If you need to take a break, sit just outside of the park, away from active skaters. Look carefully in all directions before passing through the park. Don’t sit on the edge of a bowl or ramp.

Though many youngsters frequent skate parks, this sport can be dangerous for small children. Paediatricians do not recommend skateboarding for children 5 years of age or younger and recommends the activity for children aged 6 to 12 only under supervision by an adult or trusted older adolescent. Beginning skaters should try to practise in the mornings, when parks are less crowded.

GEAR

You should always wear protective gear in a skate park, regardless of whether the park requires it or not. A properly fitting skateboard helmet is essential in order to protect against head injuries, and should be certified. Check the inside of the helmet for a safety sticker to ensure your helmet has a certification. Knee pads, elbow pads and wrist guards are also recommended. Also make sure your shoes fit properly and have rubber soles that grip the board without slipping.

SAFELY

All skateboarders fall occasionally, and knowing how to fall safely can help reduce your risk of injury. You should try to crouch down if you’re losing your balance to reduce the impact of the fall. Try to fall on the fleshy parts of your body instead of your arms or head. Though your natural reaction may be to stiffen your body, you should instead try to relax your muscles and roll into the fall.

SOMERSET AND DORSET RAILWAY TO EXTEND AGAIN The Somerset & Dorset Railway (S&D) is probably the best-loved of the UK’s lost railways. Whilst past attempts to restore parts of this historic line foundered, substantial progress has been made at Midsomer Norton renovating the station and creating a growing operational heritage railway. The operational running line is set to extend again during 2013. Potted history The original S&D station at Midsomer Norton opened on 20th July 1874 as part of the railway’s extension to Bath from Evercreech Junction on its Wimborne to Burnham route. With wonderful scenery, varied motive power and frequent double-heading of trains, plus many viaducts, tunnels and dramatic earthworks, the line became a Mecca for steam enthusiasts and lovers of the countryside. To its loyal staff – who seemed to know each other like an extended family – it deservedly earned the nickname of ‘The Family Line’. Sadly, the good times didn’t last. British Railways Western Region took control and ran the line down from the late 1950s. Its remaining passenger routes closed from March 7th 1966, while some short goods links lingered for a few more years. Most of the S&D formation was sold off, redeveloped, removed or left to nature. At Midsomer Norton, the station lost its goods services on 15th June 1964, track was lifted in 1968 and Silver Street bridge demolished in 1969. The rest of the station was rescued on the verge of demolition in 1968 before being purchased by Wansdyke District Council as a potential tourism facility in the mid-1990s. In 1996 the Somerset & Dorset Railway Heritage Trust took out a first lease to restore the station to its early 1950s condition.

The Project The Trust has done a truly fantastic job restoring the station. Track-laying there is complete, with the running line now extending southwards towards Chilcompton. The signal box has been rebuilt and is being equipped to take over full control of the railway later this year. The old stable now houses a museum and the famous greenhouse has been replaced. Visitor facilities include: • Catering in the static buffet coach • Museum with displays and sales area • Patio and picnic area • Well-stocked shop with current and second-hand railway items • World War II pillbox with wartime displays News Update The railway is preparing to start extending its line further south this autumn, following award of planning permission in May. By the 2013 season, this should take the operating line to nearly two thirds of a mile from the station and close to the Mendip District boundary. Passenger trains should then have a two-mile round trip to and from a halt near Tunnel Lane, Chilcompton. It’s hoped to have a steam-hauled service with vintage carriages operating by 2013/14, with the current diesel trains as back-up. A welcome Come and absorb the spirit of this legendary railway. The station is open Sundays and Mondays between 10am and 4pm. Please note that parking at the station is limited and that Norton Hill School kindly allows visitors to use its parking area just opposite the station on Charlton Road. Services and facilities are expanding and the project is always looking for more volunteers in all departments. LOLLIPOP PATROL SHORTAGE – APPLY NOW

Lollipop people are urgently needed by Bath & North East Somerset Council to fill six vacancies and help young people and parents cross the road safely outside local schools Over recent times, the Council has had an excellent coverage of lollipop patrols outside 42 local schools district-wide. But an exceptional period of maternity leave and sickness absence has left schools short at Chandag Juniors, Combe Down, St Martins Garden Primary, Midsomer Norton Primary, Widcombe Infants and Bathampton Primary. At Midsomer Norton Primary relief School Crossing Patrol Sharon Mead said, “I help about a hundred people cross the road every morning and afternoon. It is rewarding doing a job at the heart of the community and I feel valued by the school, parents, and Council. Excellent training is provided so that you can do the job confidently at a fair rate of pay. Happy smiles from the first 3 ladies who have joined the Radstock and Midsomer Norton Lions Club. This is the first time ladies have joined the club in its 36 year history, moving with the times which is welcomed. Midsomer Norton Football Club has 5 teams in its youth divisions, divided into under 7’s, under 8’s, under 10’s, under 11’s and under 13’s. Each team has a dedicated trainer and coach and encourages all its players to play regular matches to ensure every player gets a chance to play both home and away. ambulance service

St John Ambulance teaches people first aid – about 800,000 last year alone – so they can be the difference between a life lost and a life saved. They teach young people in schools and encourage activities and they also teach people in the workplace and in the community. They also teach people who become volunteers, these people offer their skills and time to be the difference right in the heart of their community – at public events, as first responders or providing back up to local ambulance services. As a charity, they are committed to making sure more people can be the difference between a life lost and a life saved. Our local community has its very own division of St John Ambulance for both adults and children. Norton Radstock Cadets welcome juniors aged between 10 and 17 and they meet at the St John Hall, Radstock Road, Midsomer Norton every Thursday between 6.30pm and 7.45pm in term time only. The cadets is the part of St John Ambulance that teaches young people first aid along with a variety of subjects to ultimately achieve the Grand Prior which is the highest award a cadet can achieve. They also have the opportunity to attend social events and extra training courses and camps as well as enjoying guest speakers and an annual presentation to celebrate the achievements of all cadets. Norton Radstock Division welcomes adults from the community to learn first aid to be able to attend duties in the local area. They also have a variety of guest speakers attending the unit and there is the opportunity to attend major events and duties within Bristol, once qualified. The division meets every Thursday from 8pm to 9.30.pm all year at the St John Hall, Radstock Road, Midsomer Norton.

NEW PRESIDENT

Radstock and Midsomer Norton Lions Club recently held their annual Presidential handover dinner where Lion Robert Briggs accepted the chain of office and the honour of leader of the club. Retiring President Richard Munden thanked the sections, chairman and members for their help and encouragement during his year of office and summarised the events and achievements obtained. Lion President Robert Briggs lives in Hallatrow and enjoys water colour painting, gardening and cruising. Robert has been a member of the Lions club for 14 years and he has served on all committees and is currently the clubs almoner. In accepting the honour of president he emphasised the social side of the Lions and also the promotion to both men and women.

Diamond Jubilee Event

Bigger and better than ever before, Midsomer Norton Fayre day this year included events and activities not just in the town centre but also the Skate and Adventure Play Park and the Somer Centre. Despite this summer’s weather the show went on and a good time was had by all.

Thanks to a massive marquee, Midsomer Norton’s Diamond Jubilee day went ahead despite the weather with over 650 people attending the Big Jubilee Lunch and 350 people joining in the Family Party in the evening. A huge thanks to all those community groups on the committee whose hard work made the event possible.

The Americana Festival This year the Americana festival visited Midsomer Norton thanks to sponsorship from B&NES. The fabulous cajun dance group packed out Welton Rovers with over 120 local people.

LITTER ...

everyone has a role to play In common with towns around the country Midsomer Norton faces a litter challenge – and the only way we are going to tackle it, is as a community. B&NES Neighbourhood Team On a daily basis the B&NES Neighbourhood Team are in the front line of tackling litter in Midsomer Norton. Whilst recognition has been given to those volunteers who clear the river and walk the streets picking litter, the work of these B&NES employees is largely taken for granted by the majority of people who live and work in the town.

Every morning, seven days a week, they literally sweep through Midsomer Norton – starting at 5am. First comes the road sweeper, then follows a hand brush and litter pick of those difficult to reach places. Finally, the bins are emptied. How many Nortonians are aware just how bad our town looks in the early hours on a Saturday and Sunday morning after the revelers have gone home from the town centre? Pictures of the ugly truth quite frankly bring shame on our town. “We acknowledge that some litter will always find its way onto the street but we probably at a very rough estimate get 20 tons a year from the streets of Midsomer Norton. That’s a lot of rubbish and if people could use the bins then more time could be spent focusing on other aspects of keeping the whole town looking tidier”, said Wayne Honey – our Neighbourhood Manager for B&NES. The Town Council has already run two Big Litter Picks – but going forward we want to stop it being dropped in the first place and ultimately show more respect for those whose job it is to keep Midsomer Norton clean and tidy.

The B&NES Neighbourhood Team deserve a huge thank you for doing such a great job and they need our support. So next time you see a bottle lying on the pavement, spare a thought and pick it up and pop it in the nearest bin.

New Litter Bins It is true many people do use the bins – but a problem has been there aren’t enough or they get full too soon. So the Town Council has begun a programme of installing additional bins. So far we’ve installed 6 at a cost of £3,722, with 2 more yet to be sited. The feedback from residents has been so positive we’ve allocated another £2,500 and B&NES has installed a number of larger bins in the town which are able to take pizza and other fast food boxes. The new bin locations include: • 4 on the cycle way (each end and either side of the pit path) • 1 at the end of Rackvernal Road • 1 outside Martin’s where the existing bin will also be replaced by a new one • The remaining 2 will be located on the Greenway in Welton.

One of the biggest problems is seagulls ripping open waste bags on collection day containing food and the contents spilling out onto the street. Litter eyesores would reduce hugely if people simply recycled their food waste into a secure container. If you don’t have one, get in touch with Council Connect.

MIDSOMER NORTON METHODIST CHURCH Saturdays - the second one each month - Men’s Breakfast Fellowship meet. Meeting in various locations, September starts with a cooked breakfast at 8am in St. Nicholas Tea Rooms at Radstock [book on 413473]. A speaker commences at 8.30 am and after a question time the meeting will close at 9.30am. All men are welcome. Gener8 and Saturday Night Praise are monthly regular features - the first on second Sundays starting at 9.30am and the other on the third Saturday at 7.30pm. Both are a contemporary form of worship.

September in Midsomer Norton’s Methodist Church sees the restart of its regular meetings: Mondays - fortnightly [from the 10th Sept] The Guild meets. It is open to all and has a varied programme. Also in the evenings Monday Clubs for the young - two age groups, check with Reception for details. Tuesdays - ‘Stop-Off ’ lunches are back on ‘full menu’ and would welcome any local folk who want a meal and have a chat with other regulars, or just come in for a coffee. Also - fortnightly [from the 4th Sept] Women’s Fellowship meet at 3pm, usually with a guest speaker. Wednesdays - fortnightly [from 12th Sept] Wives’ Group meet again with a varied programme. Fridays - ‘Pop-In’ between 10am-12noon for coffee or tea and a biscuit. ‘Worldwide Wares’ are there to sell Traidcraft goods, and a stall offering greeting cards and ‘recycled books and magazines’. Also - on the third Friday each month there is a Hearing Clinic for batteries and minor repairs.

Looking ahead, in October on Saturday 13th at 7.30pm, there is a concert by Mendip Male Voice Choir and Midsomer Norton & Radstock Silver Band. Both are very popular, so a date not to be missed. TOWN PLANTING ...

looks to the Spring

Many local residents and visitors to the town have contacted Midsomer Norton Town Council to say how much they have appreciated the work undertaken to bring floral colour to the High Street this summer, The Hollies Gardens, Rackvernal Road and South Road. Certainly the town has looked stunning.

The Town Council is therefore encouraging residents to get involved by nominating potential new areas for bulb planting outside the town centre. Bulbs and planting advice will be provided to volunteers and the plan is to create a fantastic display of spring flowers next year.

But we cannot rest on our laurels and so work is set to continue. As summer blooms come to an end, plans are already under way to look at areas which might benefit from spring bulb planting.

GUIDES, BROWNIES AND RAINBOWS

Girl Guiding UK is the United Kingdom’s largest voluntary organisation for girls and young women, with around half a million members including about 100,000 trained volunteer adult leaders and supporters. Midsomer Norton has a thriving Group of Guides, Brownies and Rainbows that meet on a weekly basis in Rock Hall, Midsomer Norton. Rainbows are aged between 5 and 7, Brownies are 8 to 10 years old and Girl Guides are from 10 to 14. Midsomer Norton also has a senior section who are aged from 15 to 26. The aim of guiding is to help girls and young women to develop emotionally, mentally, physically and spiritually so that they can make a positive contribution to their community and the wider world. MIDSOMER NORTON & RADSTOCK COMMUNITY SERVICE VEHICLE TRUST

The trust was formed in 1967 to provide a vehicle for the use and benefit of handicapped, disabled and infirm persons resident in Norton-Radstock and including voluntary organisations whose major activities are carried out in the district and surrounding areas. ‘The purpose is to bring the blessing of mobility to people, enabling them to leave their own homes to attend clubs, functions and outings, and so meeting old and new friends, thus keeping in touch with the community at large’. The vehicle now being used is a specially adapted Renault Master 2.5 van with an electric hoist at the rear and can accommodate up to 12 passengers, though fewer if a wheel chair is transported. Organisations may supply their own drivers, who must comply with the requirements of the Trustees and their Insurers. Volunteer Drivers are always welcomed!. WELTON ... village group Our newest local organisation is Welton Village Group. Newly formed, the group is focusing on all aspects of Welton village life and they are looking for support from local residents. The group has a regular team of stalwarts who carry out a litter-pick on the first Sunday morning of every second month and they welcome people to come along and join in. In addition they are currently planning to tidy up around the bench on Millards Hill and organise the painting of the railings along the edge of the river. If you have ideas for projects to make Welton an even better place to live, then join the Welton Village Group. The group is also looking for a web designer, archivist, facebook group monitor and some help with press and publicity. If you think you can help with any of this, please get in touch.

Midsomer Norton Town Council sees grant-making as an important element in its portfolio of measures to improve the well-being – economic, social and environmental – of Midsomer Norton. Since the Midsomer Norton Town Council small grants scheme was launched in the spring of 2012, £18,535 has been granted to Community Groups serving our community. Organisations based in Midsomer Norton or which benefit residents of the town can apply for grants. An organisation in this context is a non-profit making organisation such as clubs and societies or voluntary organisations. Grants cannot be made to individuals. The Council is happy to receive bids from £50 to £5,000. Bids for larger sums will be considered in exceptional circumstances. Funding rounds are advertised each quarter in the press.

MIDSOMER NORTON ...library Children and young people of all ages are welcome at any library. You can join on-line or by calling in to the library in person. If you are under 15 you must have the permission of a parent or guardian to join the library. Midsomer Norton library has specific areas, items and computers for children and run regular monthly events. Children under 5 do not pay fines and they do not charge for loss or damage to picture books and board books borrowed on an under 5s card, childminder’s card or by early years settings. Computer and internet access You can access many information websites free of charge at your local library. If you want to use the computers to access your email, software packages or entertainment sites, you now need to pay to use these services.

MEN’S BREAKFAST ... fellowship This Ecumenical Men’s Group will be starting its Autumn programme on Saturday 8th September. The Group meets on the 2nd Saturday morning of each month (excluding July and August) with the venues varying between Midsomer Norton, Radstock and Westfield. Attendees enjoy an occasional ‘full English’ breakfast! Meetings are advertised in the Journal, local Church magazines and on Somer Valley 97.5FM through Julian Sheppard (Religious Features Editor). Occasionally, items from Men’s Breakfast feature on the 9am Sunday Morning FaithTime programme which is repeated the following Saturday at 8am or can, with previous programmes, be downloaded for future listening via Somer Valley FM Website. The Group aims to address the ‘issues of the day’ from a Christian perspective and invites speakers who are knowledgeable in their particular field to do just that. There is an occasional discussion session within the group of men attending. A synopsis of the 2011-12 programme follows: Starting in September, Peter Van Peborgh from Radstock recounted his Holy Land Trip, while Jacob Rees Mogg told us of his faith and work as an MP representing this area. The Group shared their own faith experiences in November and in December Rev Stephen Burrow from

Chilcompton told us of his call to the Ministry. Sam Holliday then Editor of the Somerset Guardian asked whether Good News existed or was it just the name of a Bible. Terry Mears in February led us through hospice care and the work of Dorothy House where he was formerly Chief Executive, and the following month two ladies from Bath Samaritans told us about the work they do in our area listening to peoples’ problems. Other mornings have included the visit of Bath & North East Somerset Councillor and Midsomer Norton Mayor Paul Myers who spoke about the local community scene and possible developments, and Rev Philip Simpkins from Keynsham who presented the ‘Challenges of Christianity in 2012.’ The final Breakfast meeting in June was addressed by former local GP, Dr Stephen Rye on ‘Medicine – Present & Future.’ He touched on some of the trends in diagnosing and treating illnesses and also the ethical issues concerned with the start and end of life. His message – ‘Don’t put off going to the Doctor early on with a medical problem,’ – all readers of this article, especially men, take note! SPIDER’S WEB WHOOPIE PIES Ingredients: For the pies 125 g butter, or margarine, softened 200 g dark brown sugar, or Molasses sugar 1 large egg, beaten 1 tbsp treacle 400 g plain flour 1 tbsp ground ginger 1 1/4 tsp bicarbonate of soda 1/2 tsp salt 150 ml low fat butter milk For the topping 2 sachets white fairy cake icing writing icing, to decorate For the filling 150 g unsalted butter, softened 250 g icing sugar few drops blackfood colouring

Method: 1.Preheat oven to 180C/160C fan/gas 4. Line 3 large baking trays with baking parchment. 2. For the pies: in a mixing bowl, cream the butter or margarine and sugar together until pale and creamy then beat in the egg and treacle. 2. Sift the flour, ginger, bicarbonate of soda and salt into another bowl. Gradually add spoonfuls of the flour mixture to the creamed mixture, stirring well after each addition, along with sufficient buttermilk to make a smooth, thick cake mixture. You may not need to use all of the buttermilk. 3. Using a 5cm diameter ice cream scoop, drop 6 scoops of the mixture on to each baking tray, spaced well apart to allow room for spreading. Bake in the oven for 12-14 minutes until risen, lightly golden and firm to the touch. Cool for 5 minutes on the trays before transferring to a wire rack to cool completely. 4. For the topping: spread the fairy icing over the peaked side of half of the cold pies, smoothing the icing with the back of a knife. Pipe on a spider’s web and spider using writing icing and allow to set on a wire rack for a few minutes. 5. For the filling: put the butter in a mixing bowl and beat until soft. Gradually sieve in the icing sugar, beating well after each addition, to make a smooth, spreadable icing. Add a few drops of black colouring to colour. Spread thickly over the flat sides of the remaining pie halves using a knife. 6. When the iced tops are set, carefully sandwich them on to the filled pie halves to finish your whoopie pies.

COMMUNITY BUILDINGS ... and green spaces strategy As a town we are blessed with a number of community buildings which volunteers give their time and energy to keep going for the benefit of all. Sadly when it comes to green spaces Midsomer Norton is less well blessed with very few open spaces. The Town Council has been looking at ways to support the town’s network of community buildings as well as increasing the amount of green spaces available for people of the town to enjoy. Although in its early stages a policy has been developed which should transform Midsomer Norton in the coming years. Community Buildings The Town Hall (run by the Sarah Ann Trust), the Orchard Hall (run by the Orchard Community Association) and the Somer Centre (run by the Midsomer Norton Community Association) all offer spaces for community groups and individuals to hire. In addition, there are additional spaces run by the churches and community groups such as St John Ambulance, scouts, guides etc.

Whilst community volunteers run buildings like the Town Hall, they are leased from Bath & North East Somerset Council who owns them. With increasing pressure on costs, the days of pepper corn rents and subsidies are fast becoming a thing of the past. Add to this a changing world where fewer people are willing to devote their lives to community service and there is a danger that Midsomer Norton, in common with communities around the country will lose its community buildings unless a new model is developed. Having carried out a study the Town Council is looking to develop a strategy of the halls working together. Negotiations have been opened with B&NES for long leases on the Town Hall whose lease has run out and the Orchard Hall which urgently needs investment. Two new charities are being set up by the Town Council: Midsomer Norton Town Trust – will hold the leases for the buildings in trust for the town – following the model of the Midsomer Norton Recreation Ground Trust for the West Clewes Recreation Ground. The Town Trust will be responsible for maintaining the fabric of the buildings and develop a capital sinking fund over time to cover


the cost of repairs. The 11 Town Councillors will be the trustees. Midsomer Norton Community Trust – will be a community interest company responsible for running the Town Hall and Orchard Hall buildings on a daily basis. With a board of trustees consisting of members of the public and a minority of councillors the community trust will look to not only rent the halls out but also encourage events and activities to help make Midsomer Norton more vibrant than ever before. The Town Council is working with the Trustees of the Sarah Ann Trust and the Orchard Vale Community Association, who will relinquish their leases if and when agreement can be reached with B&NES in the coming months. Green Spaces In terms of green spaces, as well as investing in ground services in the town to improve floral displays, in the long term the Town Council is looking to take over formal responsibility for the town’s green spaces, increasing the number of green spaces open to the public in the town where possible. So far the Town Council has agreed heads of agreement terms for leases on: The garden at the rear of the Church of the Holy Ghost (behind Casswells): Renamed the Garden of Friendship this area offers a wonderful oasis of green at the heart of the town centre. Once the lease is concluded, the aim is to fit new gates to meet disability access requirements, repair the boundary fences and then open this to the public. St Chad’s Well (at the top of the Island): Featured in the first issue of Midsomer Norton LIFE and pictured here. This area is a true hidden gem and has huge potential. Negotiations are in hand between the Town Council and the Midsomer Norton Schools Partnership to take a lease on St Chad’s Well. Once leases for green spaces have been agreed the intention is they will also eventually be held for the town under the Midsomer Norton Town Trust.

MIDSOMER NORTON SOCIETY

The Midsomer Norton Society is a group of volunteers researching and appreciating our town's history and influencing the present and future developments. Recognising the ever changing nature of town's and cities, the aim of the Society is to link our town’s rich history with the town as it is today and influence the way it develops in the future. The Society has run a number of projects including the River Somer Project, Jubilee Lamp and Fountain and the Midsomer Norton Fair day to name but a few. New members are always welcome, annual membership is £8 per person for those in full time employment, couples £11 and concessionary rates for those not in full time employment are £6 per person and £9 for couples. Membership runs from June to June and there is an attendance fee of £2 for members and £4 for visitors and guests. You can also join one of the volunteering sessions to help clean up the town from picking up litter to weeding and planting. The Norton Radstock Photographic Society started in 1976 by a group of enthusiasts following an advertisement in the Somerset Guardian for interested amateur photographers, one of the original members Mike Witcombe is still a member of the society and is the current secretary. The Society is affiliated to the Photographic Alliance of Great Britain as a member of the Western Counties Photographic Federation (WCPF). The society meets every Thursday night at 7.30pm (except during August) at the Midsomer Norton Social Club. In the summer months there are evenings out to various local places of interest plus an annual trip. There is also an Annual Exhibition in Midsomer Norton every year at the Methodist Hall. RADSTOCK MUSEUM

The Radstock Museum is run by a team of dedicated volunteers who have searched the history books, archives and memories of local people. Radstock Museum celebrates the lifestyle of the typical coalminer. The museum illustrates not only the home life of the mining families but also the vibrant social, commercial and industrial structure of the past two hundred years. Dedicated areas demonstrate the coalface and the miners' hard, dangerous working conditions. The museum has been described as the jewel in the West Country’s crown. You can also enjoy a cup of Fairtrade Tea or Coffee and some locally home-made cakes in the tea room and browse the shop where you will find an extensive range of books, DVDs, souvenirs and other merchandise. The museum is open Tuesday to Friday 2pm–5pm, Saturday 11am-5pm, Sunday 2pm-5pm, Closed on Mondays apart from Bank Holidays when the museum is open 2pm-5pm. SILVER STREET LOCAL NATURE RESERVE

The Friends of Silver Street Nature Reserve was formed in 2005 and is supported by B&NES, a group of volunteers dedicated to enhancing the woodland on the edge of Midsomer Norton. The group involves the local community as much as they can in their work as well as working with Fosseway, Norton Hill, Somervale and Rackvernal Schools. The Reserve consists of a woodland, a series of springs, an old stone spring head and a pond. Originally this was part of the estate connected to Norton House which was demolished in 1930. Heavily involved in the regeneration of the pond the volunteers helped to clear the pond area as well as stabilise the bank and have recently been very busy planting. The group has had a full programme of events consisting of a Bird Song walk, Butterfly and Bug walk, Summer Herb walk, Owl Prowl and many more. All of the events are advertised locally with posters around the town or you can also contact Lucy or Jim on 01761 411292 for further information. SOMER VALLEY WHEELS

Cycling is one of the best forms of exercise and is a good way to improve health and fitness, Somer Valley Wheels provides the opportunity for you to enjoy cycling for a healthier lifestyle. New members are always welcome and the group is aimed at those riders who don’t cycle yet or who are relatively inexperienced riders and wish to gain confidence. Rides are with an experienced leader along local cycle paths or quiet lanes, the routes are selected to suit the ability of the riders who are currently aged between 16 to over 70 and the leader ensures that noone gets left behind! The experienced leader will repair any punctures so all you need to do is enjoy the ride. There is one mid week ride on a Tuesday or Wednesday and another ride on the second and fourth Saturday of each month. Whilst virtually every town in the country faces alcohol issues, Midsomer Norton has taken a first step towards changing behaviour by launching a Community Alcohol Partnership (CAP) on 16th July 2012. Based on successful trials in a number of areas around Britain, the Midsomer Norton CAP will focus mainly on the area surrounding the High Street and is being put in place to help cut incidents of underage alcohol sales and promote responsible drinking for all ages.

youth groups to educate young people and families on the health implications of under aged drinking, enforcement being carried out with Trading Standards working with its partners, including police, local retailers and other partners and also increased training provided for retailers and publicans.

The aim is to reduce under aged drinking of alcohol and irresponsible adult drinking of alcohol by building on the existing work already being undertaken by various organisations within the town. Together the partners will work more closely to inform and advise people on sensible drinking limits and help the local community to tackle alcohol-related problems making Midsomer Norton an even safer place to live, work and play.

FANTASTIC YEAR FOR MENDIP MALE VOICE CHIOR

Mendip Male Voice Choir is celebrating a fantastic year under the expert guidance of their musical director Kate Courage. It has achieved very high standards to give concerts in some really outstanding venues. Glastonbury Extravaganza had to be the highlight of the year appearing on the same stage as Katherine Jenkins, followed by concerts in the impressive theatre at Writhlington School with Jane Lilley Singers, Keynsham Church with Bel Canto and Bath Forum with Pendyrus Male Choir. The choir's pianist Carl Speck and soloist Hannah Lockwood performed in their usual professional way throughout not only at concerts but rehearsals as well. They both play a significant and valuable role within the choirs structure. Now to the choir's once in a lifetime experience, on Saturday November 3rd members will be singing in front of 5000 people as a part of the Festival of Brass and Voices in the Royal Albert Hall in London. Before the choir sings at the Royal Albert Hall in November there are opportunities to hear them in the following venues: Saturday Oct 6th Radstock Methodist Church concert in aid of Local Parkinson and Crones and the Children’s South West Hospice. TWINNING TWINNING On the 21st August 2012, Midsomer Norton Town Council signed a new Civic Twinning Charter with Ambarès et Lagrave and opened up a new era of relations between the two towns. The first agreement linking the towns was signed in 1982. Following the recent reorganization of local government which resulted in three separate new councils Midsomer Norton wanted to put in place a new agreement in what would have been the 30th Anniversary year. In the event, Radstock and Westfield Councils decided they’d like to make links with new twinning partners whilst Midsomer Norton Town Council was keen to continue with Ambarès et Lagrave. In addition, so as not to exclude anyone who had built friendships over the years who did not live in Midsomer Norton, it was agreed the Town Council would continue to welcome all those who wanted to take part regardless of where they lived.

The Mayor of Midsomer Norton went to Ambarès et Lagrave as part of the twinning exchange last year and laid the groundwork for putting in place the new civic link and the Council subsequently prepared the arrangements for the twinning signing which took place on the 21st August. Commencing with a formal signing ceremony in the Town Hall, both Mayors and twinning families shared declarations of their commitment to working together between not only the two towns but Great Britain and France. At the ceremony Cllr Simon Wellington presented the French Mayor with his painting of Midsomer Norton Town Hall and the High Street. There followed a tour of the town, planting of a commemorative oak tree in the new Midsomer Norton Garden of Friendship (see page 39) rounded off with a traditional cream tea at St John’s Church.


Overall, twinning is not just about signing ceremonies, but at heart is built on the development of lasting friendships between people from our two towns. In the coming year the Town Council will be working with the Twinning Association to develop ever closer links between individuals and also community groups.

FORUM ON ... town’s community plan In order to shape the future direction of Midsomer Norton it is essential that as a town we have a strong Community Plan. However, the key to success lies in local implementation and ensuring the opportunity to interpret and present the output in a range of ways. Rather than getting in consultants, the Town Council has brought together all the 100 community groups in the town to create the Midsomer Norton Forum from which a Steering Group has been formed to carry out a consultation to include everyone – young and old in the town.

MIDSOMER NORTON OLYMPICS

Olympic style fever gripped Midsomer Norton when over seventy children and adults from across the Somer Valley took part in the Rotary Club’s Summer Swimming Event. Held at the South Wansdyke Sports Centre, swimmers from Welton Baptist Church, Midsomer Norton Football Club, South Wansdyke Masters and Norton Radstock Swimming Club took to the water for a fun filled afternoon. The event was organised in celebration of the up and coming 2012 Olympic Games by the Midsomer Norton and Radstock Rotary Club in partnership with the Norton Radstock Swimming Club. Children ranging from 6 to 15 years competed in individual sprint races for gold, silver and bronze medals, which were supplied by sponsors of the event Midsomer Norton Town Council. In addition the organisers, Norton Radstock Swimming Club, took some Olympic events, gave them a bit of a twist and turned them into fun relay events for the children and their parents.

THE GREAT BARRIER REEF COMES TO MIDSOMER NORTON

The children from years 3 and 4 in Saturn class of Midsomer Norton Primary School have been learning about Australia as a class project. They were all tasked with producing a model of the Great Barrier Reef as their project homework and their teacher was overwhelmed with the fantastic models they produced. The children learnt about the fish and aquatic life that live on the Barrier Reef and also discussed the pollution and the threats to the reef too, they all very much enjoyed their topic and would love to visit Australia.

1st MIDSOMER NORTON BEAVERS’ BRONZE AWARDS

The final Midsomer Norton Beaver meeting of the term culminated in the presentation of Chief Scout’s Bronze Awards to four Beavers. The inclement weather had forced a change of venue from the Scout Group’s campsite at Wellow, back to their Headquarters in Radstock Road, but the children still enjoyed an evening of fun during which they cooked marshmallows over a barbecue. The award presentation was made by Jon Stell, the Assistant Group Scout Leader, to seven year-olds Jack, Che, Ben and Sophie. Afterwards the youngsters spoke about what they like best about Beavers. Ben: “I like it when we play with the parachute.” Sophie: “I like playing the games with my friends.” Jack: “I like playing Budge-up Beaver.” Che: “I like everything about Beavers.”

The musicians at St. John’s Primary have been very busy entertaining local residents in the last month. The choir participated in the popular ‘Party in the City’ event, singing alongside other schools to share their passion for Sport and Music, under the direction of Brazilian composer Adriano Adelwale. This was followed by a lunchtime music recital at our link church, St. John’s in Midsomer Norton, where the choir shared more songs, alongside an interesting range of performances by solo instruments, orchestra and recorder players from Year 2-6. The talent and commitment of these musicians was evident to all - we have some future musicians in our midst!

LONGVERNAL PRIMARY SCHOOL – CIRCLE OF LIFE

All the pupils at Longvernal Primary School put on a spectacular performance of The Circle of Life with the leavers taking the main roles as they showed off their superb acting skills. Lexie Parfitt aged 10 played Sarabi, Harry Kilburn aged 10 played Mufasa, Josh Kelsey aged 11 played Banzi and Rosie Williams aged 11 played Young Simba. Parents of the pupils showed their support for the production as they involved themselves in the creation of the main backdrop, a wonderful African sunset, which was greatly appreciated by everyone at the school. Pupils put their creative skills to use as they each made wonderful animal masks for the performance. Masks were fantastically made and decorated which set the stage alight with colour. Head teacher Jane Richardson said the production had been a great community success with everyone working together. She said “The Circle of Life is a story of change and we used the story to support that idea. It was a celebration of our year as a school and was a lovely way to end the year”. Well done to all the pupils a fantastic performance!

Keith Masdin from Bathford visited Welton Primary School along with his Olympic Torch and talked to the children about the fantastic work he does for the charity Hope and Homes for Children. Keith has raised over £250,000 for the charity and was selected to run with the Olympic Torch in Oakhampton in Devon. Keith had his picture taken with each child at the school so they would each have a memento of the occasion. The children photographed with Keith are Josh Casling, Shannon Kingman, Jessica Smith, Harry Tomkins, Jenson Brown and Emily Parrott-Pentreath.


TOWN HALL SMARTER The Town Hall is now looking much smarter, thanks to the efforts of the Sarah Ann Trust who have paid to have the outside repainted. It has been some years since the outside had received any attention and paint was peeling off the windows, the gutters full of leaves and the roof covered in moss. “The main element of the ÂŁ14,000 cost of the project, carried out by a local firm, was the scaffolding. So at the same time as painting all the windows and eaves we also had the gutters cleaned and resealed and repaired some areas of the woodworkâ€?, said Doug Benson, Chairman of the Sarah Ann Trust. Interestingly the Trust also chose cream coloured paint for the window frames to compliment the white lias stone and give a much less harsh look than the previous brilliant white. Overall, the Town Hall now stands proud again as it serves as home to the Town Council and over 40 community groups.

The Sarah Ann Trust

The future of the Town Hall was being considered by Wansdyke Council in 1982 and to ensure that the building remained an integral part of community life, the Sarah Ann Trust was formed. The aims of the Sarah Ann Trust are to maintain and improve the facilities for those organisations which regularly use the Town Hall as well as promoting and managing the use of the Town Hall as a centre for community activities in Midsomer Norton. The Town Hall was originally built as the Market Hall in 1859. The weather that year was very hot and the stone masons building the hall were quickly exhausted. A young girl by the name of Sarah Ann watched as the stone masons struggled in the heat and she then decided she could help. She went to the local well and using her pitcher drew water from the well to give to the stone masons. The stone masons were so impressed with Sarah Ann that they decided to honour and commemorate her so they carved her effigy and a water pitcher on either side of the main entrance. These are still visible today and the Sarah Ann Trust took its name from this legend. 53


DIAMOND JUBILEE ... year book In order to mark the Queen’s Diamond Jubilee the Midsomer Norton Town Council wanted to give every child attending a school in Midsomer Norton a memento. All the usual ideas of mugs and pens were discussed until we hit on the idea of producing a Midsomer Norton Diamond Jubilee Year Book with a picture of each school class in the town. Although it proved quite an undertaking –over 4,000 copies were distributed with the help of our schools. We hope that in years to come people will be able to look back on this very special year and enjoy being able to remember school friends with this very personal Midsomer Norton memento of the Queen's Jubilee celebrations.

NEW GATEWAY SIGNS ...

for Midsomer Norton

After many years of discussion, Midsomer Norton Town Council has finally been able to commission and install new gateway signs which befit the town and which not only incorporate their new logo but also note the twinning link with Ambarès et Lagrave. “The aim of the new signs is to not only welcome visitors to the town, but to make a statement of civic pride. It is worth noting they are not strict territorial boundary markers but have been located in the best positions to been seen”, said Cllr Steve Plumley. The new gateway signs replace those installed by B&NES in the immediate aftermath of the Community Governance Review. These were always rather a stop gap measure as they did not give much sense of entering Midsomer Norton as they were so small. Over the weekend contractors and volunteers have worked flat out in order to also put in place rocks and planting underneath the signs to greet Midsomer Norton’s French visitors from Ambarès et Lagrave. This planting space will also come into its own in the spring when the bulbs come up.

A MESSAGE FROM The idea of this piece is to give you an insight into the sometimes perplexing workings of the Council – the ‘whys’ and ‘wherefores’ so you can understand why sometimes seemingly simple things can prove exceedingly tortuous. I call it the ‘Sir Humphrey’ aspects of my job after the infamous Permanent Secretary from the ‘Yes Prime Minister’ TV series those of certain age will remember. Whilst these procedures can be frustrating at times, seemingly putting a brake on progress, they are there for a purpose. They are firstly to ensure the workings of the Council are totally transparent; secondly your money is spent effectively; and lastly the Council acts legitimately. The last one needs some explanation. Currently Parish and Town Councils can only do things for which they have powers granted by Act of Parliament (The implementation of the Localism Act is changing aspects of this, but that’s another story). My role is to ensure the Council is run not just efficiently but also effectively. By this I mean all the Sir Humphrey bits are done with the minimum disruption to the working of the Council. A recent example is the annual return to the external auditor and making provision for public scrutiny of the accounts. This is working efficiently. Working effectively is, however, using the powers the Council has to help achieve the Council’s goals. The content of this newsletter is a testament to the progress which has been made: new gateway signs, new council signage at West Clewes Recreation Ground and the Allotments, new waste bins, the signing of the new civic twinning charter just to begin with!
