Foreword As an NMO President, or Vice President of External (VPE) or International (VPI) Affairs in your organisation, you know that there are many tasks, responsibilities and deadlines to be fulfilled and many discussions, assignments and meetings to participate in IFMSA. This Manual provides you with the basic information about your tasks, and useful advice of your colleagues from the previous terms. Detailedly explaining all IFMSA procedures is out of the scope of this document, and for that information we kindly refer you to the other IFMSA Manuals: Presidents’ Manual, GA Preparations’ Manual.

This one, however, includes all the very essentials, and we hope it will help you in being involved and bringing IFMSA closer to your NMO throughout your term.

This Manual differs from many IFMSA’s publications. It was initiated by a group of IFMSA Members, European NMO Presidents, who later worked together to create this document for their successors, you. From the Members to the Members.

II. IFMSA Work Must read: the NMO Presidents’ Manual

II.I. What does IFMSA do?

Programs • Centralized streams of local committees’, NMOs’ and IFMSA’s activities, maintained by program coordinators; • Each program gathers projects in one specific field, often transversal to standing committees; • Every NMO is invited to enroll their activities in these programs and to fill in a report form to share them with other NMOs and learn from others’ experiences; • See also, the Presidents’ Manual pages 9, 10.

Meetings • General Assemblies (March Meeting and August Meeting), Regional Meetings; • The agenda of these meetings includes Standing Committees’ sessions, presidents’ sessions, and transversal times (like theme event, trainings, social program…);

Additionally, there are Sub-Regional Meetings and Trainings organised by the NMOs of a region; Team of Officials meets 5 times a year in Team of Officials’ Meetings (TOM); See also, the Presidents’ Manual pages 20-24.

External representation, policy and advocacy • The stance of IFMSA on many topics related to global health is defined in policy documents and statements, approved by the IFMSA EB and the NMOs; • Liaison Officers work is, together with the Vice-President for External Affairs, to transmit these statements to the externals (e.g. WHO and other Student Organizations); • Advocacy priorities are chosen every year, at international and regional level; • IFMSA contributes regularly to discussions in a lot of high-level meetings, by sending delegations; • See also, the Presidents’ Manual pages 41-45.

Capacity Building and Training Sessions • Organised in separate events at international meetings, or even in separate trainings; • Every standing committee has its specific training events, and a lot of more transversal trainings exist as well; • See also, the Presidents’ Manual pages 31-40.

II.II. What does an NMO President do?

IFMSA Membership • Fulfilling all the requirements to keep NMO’s membership in IFMSA (click here) Follow-up on your work • Make an Annual Working Plan (AWP) for your term as the (Vice) President. It also serves as your self follow-up document. It should be in line with the AWP of your NMO, and filled at least monthly.

NMO Members: Promoting and participating IFMSA • Forwarding IFMSA Opportunities to members (meetings, events, trainings) • Promoting IFMSA meetings (General Assemblies, Regional Meetings, etc.)

• Coordinating Delegations to General Assemblies and Regional Meetings • Representative role during IFMSA Plenaries at internationals meetings • Giving input from members to IFMSA for e.g. agendas of meetings, feedback for the IT/TO. • NMO Folder: This is where all the important documents are. Make sure you have access to it, and you know how to navigate on IFMSA Drive / NMO Folder.

Communication • Following and participating in the discussions on the NMO Server and mailing lists • Reading the minutes of IFMSA Meetings and IFMSA e-Newsletters • The official email address of your NMO is: [NMO]@ifmsa.org

Deadlines Checklist The procedures of being part of the IFMSA Must do’s to maintain: Membership Status

Fill in the NMO Report, twice a year: DLs: 1.2. (for MM) & 1.7. (for AM) Update NMO information at ifmsa.org after 1.2. (for MM) & 1.7. (for AM) DL two hours before the start of the 2nd plenary of MM/AM Submit a signed and stamped Credential Form (CF) to the Constitution Credential Committee (CCC) before the start of the 2nd plenary of MM/AM Your NMO should have less than 10 $ debt to IFMSA Submit a signed and stamped (1) Data Processing Addendum and (2) Standard Contractual Clause for the August Meeting (or March Meeting in case you are applying for Candidate or upgrading in the GA), 2 hours before the 2nd plenary of MM/AM. This is the official deadline, but you will be asked to attach it to the NMO report by July 1st so that we can verify the documents.

NMO Report: Share the NMO report with your EB and National Team, and ask them to fill it in at least two weeks before the deadline (shared at latest: 10.1. (MM) & 10.6. (AM)).

• NEOs and NOREs Report: Make sure their report is filled in as well, in order to have voting rights for exchanges.

• Membership Fees: The invoice is sent to your NMO email, or the treasurer, by 10.6. (at latest) each year. Set a reminder not to miss it!

- If the membership fee is not paid on time, the NMO will be suspended for the next IFMSA term, hence lose the possibility to attend GAs, Regional Meeting and access to other benefits that IFMSA brings. After two years of suspension, the NMO will lose its membership status.

- Make sure you have no debt to IFMSA. • Updating Membership Status: You shall receive clear and detailed instructions by email, on how to sign in to the ifmsa.org platform to update the Membership Status.

• Updating NMO info at ifmsa.org: Update your NMO information with all the names and addresses of your National Officers and EB, including any statistical details of your NMO requested by the IFMSA Executive Board.

- If you have any issues with signing in to your account on the ifmsa.org platform (e.g. denied access, or lost password), please kindly approach the Vice President for Public Relations and Communication (VPPRC), as soon as possible and before the DLs: vpprc@ ifmsa.org.

• Credential Form: Handing in the CF at the GA is mandatory to give speaking and proposing rights to your delegates on behalf of your NMO. You can add anyone from your delegation and your NMO on the CF, including Officials or out-of-quota spots. If someone from your NMO is presenting a candidature, their names MUST be on the CF.

International Meetings During each term, there are - 2 General Assemblies (GAs): • one in March (March Meeting, MM) • another in August (August Meeting, AM) - 1 Regional Meeting (RM) for each IFMSA region

II. Signing and stamping the exchange contracts, invitation letters and certificates You should always have the stamp of your NMO with you at GAs During the MM: • If your NMO’s NEOs or NOREs are not present at the March meeting and there are no delegates participating the SCORE or SCOPE sessions it is your responsibility as the Head of Delegation to make sure you give out/pick up the invitation letters and receive all your certificates.

• During the MM:

■ Hard copies of invitation letters often have to be exchanged between NMOs;

■ Certificates for SCORE and SCOPE exchanges are given to each NMO. • Speak to your NEOs and NOREs prior to the GA, as you might have to bring hard copies of invitation letters and the stamp with you, and they can give you all the information needed about this.

During the AM: • If your NMO’s NEOs or NOREs are not present at the AM, it is your responsibility as the Head of Delegation to sign the IFMSA SCOPE and SCORE contracts during the AM.

■ Make sure that your NEOs or NOREs have given you all the information needed for you to be able to sign the contracts:

- number of contracts, list of countries, other additional information (if it is month specific contracts).

■ Make sure that you have your NEO or NORE’s stamps with you.

■ Check with your NEO and NPO if you are going to sign Contracts for Public Health Exchanges and get all the materials/instructions for them in case you are.

■ Tip: prepare the contracts before the GA, but do not stamp and sign them!

Shaping IFMSA by participating in the decision making I. IFMSA Plenaries The Plenary is the highest decision making body in IFMSA. It represents an integral part of the General Assembly as it allows the NMOs to vote on the changes in the Federation.

To know more about Plenaries and voting procedures you can watch a video explaining it thoroughly here. You can also consult IFMSA Constitution and Bylaws, pages 12-17. For a more detailed explanation, we have prepared an overview of the Plenaries, which can be found in the Extensions to this document.

There is a Plenary Simulation organised on Arrival Day and it is highly recommended to attend it so you can familiarise yourself with how the Plenaries are held.

If you ever find yourself lost during voting at a Plenary, you can always take a quick look at the Motion and Debate Maze which shows how motions are passed.

I.I. Voting during Plenaries •

Prior to all Plenary voting procedures the NMOs should have chosen a stance on matters that are decided upon, (finished reading and discussion proposals, candidatures etc.)

The NMO’s original stances can be changed during the GA, if needed, according to the details and extra information presented during the GA. It is very important to have a clear and thought-through stance of your NMO, to be able to vote “in favour” or “against”, instead of “abstain”.

I.II. Statements • •

NMOs can make statements, e.g. if they want to share their perspective, provide some information to the discussion, or address any situation or question.

NMOs are not obliged to make statements on their own, they can also support other NMO’s statements. This is usually done by raising the voting card while the other NMO is reading the statement aloud. NMOs can also write statements together.

II. Giving input to proposals NMOs can give input when they have something to say or add to IFMSA decision making, priorities or practices, e.g. constitution or bylaw change proposals, drafting of priorities, strategies and agendas. In order to make informed decisions as an NMO, the IFMSA email thread discussions regarding decision making processes must be carefully followed by a nominated NMO Official, and shared with the delegation for collecting input.

II.I. Participating in the discussions via emails on the NMO server •

•

Giving feedback and input by replying to the emails through the NMO server is essential, because in this way you can easily reach the IFMSA EB, TO and all NMOs, and make your voice heard.

It is recommended to begin with carefully following the discussions, reading the related documents and attachments, considering other NMOs’ opinions, and drafting the opinion or comment of your NMO in a respective way before sending it to the server.

II.II. Gathering the opinion of all our members in a democratic and representative way • •

The VPE/VPIs are usually the ones responsible for following and sharing the discussions and related information that is relevant to the NMO and its members.

The EB (and TO) of the NMO are the main representative parties of the NMO. However, the opinions of the local officers and general members should be taken into consideration whenever necessary.

Once all the submissions for GAs or Regional Meetings are announced, it’s highly recommended to share them with the rest of the EB and TO of the NMO as well as general members and delegates.

All the input and comments received through the NMO server should also be shared continuously with the NMO EB and Officials. If there are proposals which are not easily agreed on, or if the VPE/VPIs are not fully sure about the stance of their NMO (e.g. topics never discussed or raised in their NMO), they can discuss with the EB and TO or contact their members to collect their opinions, or raise these questions during NMO meetings.
