City Attorney Eric Vail told the council the proposal arose after campaign finance training done earlier this year after the implementation of the Levine Act revealed uncertainty over when California law permits candidates to begin raising money for elections.

“The reason that we’re suggesting this is . . . there’s no really good definition for what an election cycle means in terms of when a candidate can start . . . receiving campaign contributions for a particular election cycle,” Vail said during Tuesday night’s meeting. He added that the resolution would establish an annual contribution cycle while maintaining the state’s existing contribution limit and would provide a “more uniform system of when contributions can be made each year for elections.”

Vail acknowledged concerns raised during public comment but said he believed the council should act before the filing period for the November election closed.

“I felt compelled to bring this resolution to the council before the deadline for people, for candidates, to file their papers,” he said. “No one asked me to do this. I did it on my own initiative . . . trying to . . . give you all clear guidance as to when you could receive money for a particular election.”

Baca questioned both the timing of the proposal and its practical effect.

Noting that Vail has served as city attorney since 2020, Baca asked why the issue had not been raised earlier rather than during an election cycle. He argued that allowing candidates to receive the maximum contribution during each calendar year would disproportionately benefit incumbents, who already possess established donor relationships.

“The persons in office have a better advantage because we deal with quite a lot of individuals,” Baca said before moving to table the item until after the November election. The motion died for lack of a second.

Speaking with Inland Empire Community News after the meeting, Baca said his objection was about fairness.

“I felt that was politically motivated. It shouldn’t have been brought up. It’s not fair to any individual who is running for public office,” Baca said, adding that a newly elected council could have revisited the issue after November.

In Baca’s view, the language adopted in the resolution provides incumbents the chance to raise more money due to overlapping cycles.

“If a person had already maxed out [their contribution

limit] and gave me $5,900, I couldn't get any more under this cycle,” Baca said. “But because there's going to be another cycle that's coming up, I could get that $5,900.”

Beyond Baca, opposition included community advocates and longtime Rialto residents Brenda Parker and Ana Gonzalez.

Supporters of the measure, however, rejected assertions that the resolution benefits incumbents.

During public comment, Parker urged the council to “table” the resolution until after the election, arguing that residents deserved an opportunity to understand the proposal before the council voted.

“The community should be given the opportunity to take a look at this, to read it, for us to understand it, and for us to either support it or not support it,” Parker said. “But we should be able to weigh in on it because this is our city, and you all serve us.”

Echoing that request, Gonzalez reminded councilmembers that Rialto unanimously voted in 2020 to follow California’s campaign contribution limits under Assembly Bill 571. She argued that if the city intended to establish its own campaign finance ordinance, residents should have a meaningful opportunity to help shape it.

“If we were to adopt our own ordinance or rules for campaign financing, then it should include the majority of the residents that are interested in inputting language for a resolution,” Gonzalez said.

In separate interviews, both Parker and Gonzalez said their principal concern was the process by which the council adopted the resolution.

Parker repeatedly questioned why the measure required immediate action rather than waiting until after the election.

“The main issue is that once again, here we are, the community is asking to be included . . .

We the citizens live here and you still don’t hear us out,” she said. “Why is it of such urgency?”

Gonzalez argued the state’s regulations are clear and that the resolution creates additional fundraising opportunities for candidates with established donor networks, making it more difficult for grassroots candidates who rely on smaller contributions from residents and local businesses.

“The state regulation is pretty basic and it's, you know, clear . . . they [the council] reworded the language to allow folks to raise $5,900 every year, when it typically is $5,900 per election,” Gonzalez said. “So there’s a lot of people that want to run for office but they don’t because they see that they're up against big-dollar candidates.”

Longtime Rialto resident Linda Chapman likewise criticized the council for moving forward without additional public outreach.

“It would not have hurt them to table [the resolution], so everybody in the city under-

“It needed to be corrected and fixed,” Scott said. “The state rules are really not very good,” adding that he believes the entire campaign contribution framework, from the state to the national level, needs to be reworked.

Scott also disputed the claim that incumbents will have an advantage under the newly adopted resolution.

“I don’t see any big advantage from one person to another person because we adopted the same resolution that many cities around us have adopted and the county has also adopted, ” he said, adding that challengers may also establish campaign committees and raise funds under the same rules.

Montoya said the guidance he received regarding California’s campaign finance rules was unclear and convinced him the city needed greater clarity. He explained that he sought answers from elected officials, the city attorney and other sources but received conflicting interpretations of when an election cycle actually begins.

“Nobody has any clear answers, and we need some clear answers because it’s not fair to any of the candidates,” Montoya said.

While Montoya acknowledged residents’ concerns regarding public notice, he said that delaying the vote would move the controversy to another election.

“All this offers me is clarity,” he said.

Even so, while Resolution No. 8551 is written to apply neutrally, critics and supporters remain split on its practical effects: Does the shift from “per election” to “per calendar year” merely clarify state law or does it inadvertently permit candidates to increase the amount they may legally raise for their campaign?

Councilmembers Carrizales and Perez did not respond to IECN's interview requests.

Likewise, at the time of publication, City Attorney Vail has not responded to requests for comment.

IECN sought clarification from Kaufman Legal Group in Los Angeles. At the time of publication, they have yet to respond.

Healing Garden (cont.)

- Superintendent Alejandro Álvarez said the garden had been under development for more than five years and was made possible through contributions from local, state and federal partners, along with a major financial commitment from the district.

The project received $2 million in American Rescue Plan Act funding through a collaboration involving Baca, Rialto Unified and the office of Rep. Pete Aguilar. Gómez Reyes also helped secure $1 million through the California state budget while serving in the Assembly. District funding accounted for an estimated additional $5 million, bringing the project’s overall cost to about $8 million, Álvarez said.

The district already owned the property, which was not large enough to accommodate another school campus. Before construction, Álvarez said, the site contained no buildings or other facilities.

“All this was just an empty lot with weeds growing,” Álvarez said. “There was no building, no structure.”

The completed garden includes instructional spaces, walking areas, restrooms, landscaping and sections featuring plants associated with different ecosystems. Álvarez said it will give students an opportunity to step away from classroom screens and participate in more handson lessons.

“This is really an opportunity to get them outside the classroom, outside the setting, to get more hands-on interactions with our students,” Álvarez said. He added that students will be able to learn about local plants, California history and vegetation while engaging with the natural environment.

Juanita Chan-Roden, Rialto Unified’s director of science and career programs, led attendees through areas representing native grasslands and desert environments. She said the garden can help students understand tree-canopy coverage, climate resilience, carbon sequestration, biodiversity and the distinguishing characteristics of native plants. highlighted Chan-Roden yarrow, a native flowering plant traditionally used by Indigenous communities, including the Yuhaaviatam of San Manuel Nation, for medicinal purposes.

She explained that leaves from the plant were used to create poultices that could help stop bleeding and support wound healing.

The garden also features native grasses, monkey flowers, sage, ephedra and desert plants. ChanRoden said monkey flowers could connect to genetics instruction through the district’s partnership with Cal Poly

Pomona, while the birds already visiting the property offer another avenue for scientific observation.

“We’re already noticing that the native bird populations are really enjoying this space,” Chan-Roden said, adding that the activity creates opportunities to introduce students to ornithology and examine bird populations as a measure of biodiversity.

District officials spent the end of the previous school year and the summer developing a plan for student access. Schools will be able to schedule visits, and the district has worked on curriculum connected to the garden’s plants and environmental features. Álvarez said the space could be especially valuable for special education classes and students who feel overwhelmed in a traditional school environment. Although every district campus has a wellness center, he said, the garden provides an additional setting where students can learn, reflect and receive support.

“If students aren’t mentally well in the classroom, they’re not going to learn,” Álvarez said. “Whatever is happening at home or in their personal lives, whatever that roadblock is, the mental support we provide is going to be significant to ensure that they’re in the classrooms learning.”

Baca Jr. called the garden an example of what coordinated public investment can accomplish.

“This project is a direct representation of what we can achieve for our local communities when federal, state, and local leaders come together,” Baca said. He congratulated the Board of Education and Álvarez while recognizing the district’s commitment to student success, environmental wellness and outdoor instruction.

The district plans to add features, including awnings for outdoor classroom areas, as it expands use of the site. Officials also hope to eventually partner with the city to make the garden available to the broader community.

The opening comes as Álvarez begins his first full school year leading Rialto Unified. He said the district’s “You Belong Here” initiative will focus on ensuring students, families and employees feel connected to their schools.

“Academics is key, but once again, if people don’t feel they belong here, if our students don’t feel a sense of belonging, they’re not going to learn,” Álvarez said.

Medi-Cal Is Changing. Here’s What to Do if You’re Worried About Coverage

As California Heats Up, Risks to Heart Health Are Rising

I

t’s a tumultuous time for healthcare.

Federal and state budget cuts are changing the rules for public benefits. Most people with Medi-Cal won’t be affected, but it may be confusing to figure out whether your benefits will change.

The two most important things to do: Update your contact information with your county benefits office, and keep an eye out for any letters mailed from the county or state. You can update your information by calling your local county office or online with a BenefitsCal account.

Here are the key changes, what they mean, and where to get help.

Changes for immigrants Non-citizens — undocumented immigrants, refugees, asylum seekers, and people with pending immigration cases — are the group most affected, even those with a green card. The state has an immigration status chart to help you check whether these changes apply to you. If they do, you’ll get a letter.

Undocumented Immigrants As of Jan. 1, immigrants over age 19 without legal status can no longer apply for Medi-Cal (children remain eligible).

Those already enrolled keep benefits if they renew on time. If they miss the renewal deadline and coverage ends, they have three months to reapply. After that window, they cannot sign up again. Anyone who loses Medi-Cal may apply for emergency services. Those are limited to pregnancy, emergency visits and nursing home care.

Starting Jan. 1, 2027, this group moves to “fee-for-service” Medi-Cal that limits some coverage. Doctors visits, prescriptions, and mental health treatment won’t be affected. Confirm your doctor accepts this Medi-Cal type, or find a new doctor by calling 1-800-541-5555.

Adults ages 19-64 must also prove they are working or volunteering at least 80 hours a month. Students, people with disabilities and parents with young children are exempt from the work requirement.

Starting July 1, 2027, adults lose dental coverage. Those 19-59 will also pay a $30 monthly fee. Children and pregnant individuals will remain eligible for Medi-Cal. Refugees, Asylum Seekers, Some Green Card Holders Starting Jan. 1, 2027, refugees, asylum seekers, humanitarian parolees, and survivors of domestic violence or trafficking move to “fee-for-service” Medi-Cal. They will still be able to see the doctor, pick up prescriptions and see the dentist, but they will no longer have a health insurance plan. Call 1-800-541-5555 to find a new doctor if your current one does not accept it.

Six months later, this group will lose full-scope Medi-Cal and dental benefits, keeping only pregnancy and emergency care. Promotoras, community health workers and legal aid groups can help answer questions about this.

Adults Without Children About 5 million Californians gained Medi-Cal coverage when the Obama administration expanded eligibility to child-

less adults and those earning slightly above the federal poverty level. Now this group faces stricter requirements in order to keep their health coverage.

Work Requirements Beginning Jan. 1, adults 19-64 and many immigrants must prove at least 80 hours each month of working or volunteering, or half-time schooling.

Who’s exempt: children, seniors, pregnant people, those who are disabled or have serious health conditions or addictions, people on Medicare, those recently released from prison, American Indians and Alaska Natives populations and some former foster youth.

The state will mail a letter if this applies to you. Most renewal packets come in a bright yellow envelope, but notices may look different. Respond quickly.

More Frequent Renewals Beginning next March, the state will check Medi-Cal eligibility every six months for adults ages 19-64 and many immigrants, verifying income, work status, and other requirements. Renewal may happen automatically; if it doesn’t you will receive a letter asking for more information.

Seniors (65+) and People with Disabilities Starting July 1, 2027, seniors (65+) and people with disabilities cannot own more than $21,000 in assets, including savings accounts, cash and property other than a home and a car. For couples it’s $31,000 total. This limit also applies to non-citizens. Your county benefits office or a local legal aid group can clarify what counts; the state also has an FAQ about the new limits.

If You’re Afraid of Losing Coverage, Do These Things Right Now Not everyone will be affected, and some people won’t need to do anything. If you’re required to report work hours or other information, you’ll receive a notice in the mail or through the BenefitsCal online portal if you have an online account: Check both regularly.

The state doesn’t yet have a timeline for initial notices, but advocates say the best move now is simply keeping your information current. This is especially important because the rules keep changing.

“It’s so vital they watch the mail, look out for communications from the county, and are responsive to requests for information,” said Jack Dailey, director of health policy at the Legal Aid Society of San Diego.

If you get a notice: You should have plenty of warning before benefits are terminated – respond promptly to any notice of action. If you get a notice that your benefits will be cancelled and you disagree with that decision, you can appeal and request a state hearing, which “allows you to temporarily freeze an adverse action and keep your benefits while your appeal is being reviewed,” says Alicia Emanuel, a staff attorney with the National Health Law Program.

If you’ve already lost coverage: You have 90 days to restore benefits without filing a new application. Submit the requested information in that window and, if you still qualify, you shouldn’t see a coverage gap. After 90 days, you’ll need to reapply from scratch.

xtreme heat is often treated as an uncomfortable but unavoidable part of summer in California. We plan around it, adjust our schedules and wait for temperatures to fall.

But extreme heat is more than a seasonal inconvenience. It can place serious strain on the heart, particularly for older adults and people living with cardiovascular disease.

When temperatures rise, the body must work harder to remain cool. The heart pumps faster, blood vessels adjust and the body loses fluids through perspiration.

That additional workload can become dangerous for people with underlying health conditions and may increase the risk of heat-related illness, heart attack, stroke and other cardiovascular complications.

Many people understand the dangers of dehydration and heat exhaustion.

Fewer recognize what prolonged exposure to high temperatures can do to the cardiovascular system.

Dehydration can reduce blood volume, increase the heart rate and disrupt the electrolytes that help regulate normal heart function. During a heat wave, those changes may place already vulnerable individuals at even greater risk.

Adults 65 and older should be especially cautious. People with heart disease, heart failure, high blood pressure or a history of stroke may also face greater risks. The same is true for outdoor workers, athletes and first responders who spend extended periods in high temperatures.

Some medications, including diuretics, beta-blockers and ACE inhibitors, may affect how the body responds to heat.

Patients should not stop taking pre-

scribed medications on their own, but they should speak with their health care provider about how extreme temperatures could affect an existing condition or treatment plan.

Fortunately, basic precautions can reduce the risk.

People should drink water throughout the day, even before they feel thirsty, and seek air-conditioned spaces whenever possible.

Strenuous outdoor activity should be limited during the hottest part of the day, generally between 10 a.m. and 4 p.m. Lightweight, light-colored clothing and frequent breaks in shaded areas can also help the body manage heat exposure.

Community awareness is just as important as individual preparation.

Check on older relatives, neighbors and others who may be more vulnerable, particularly during prolonged heat waves. A phone call, a bottle of water or transportation to an air-conditioned location can make a meaningful difference.

Residents should also recognize the warning signs of a possible heat-related emergency. Dizziness, nausea, a rapid heartbeat, confusion, fainting or difficulty breathing may signal that immediate attention is needed.

California’s summer heat is not going away. That makes preparation, early action and public awareness essential.

By staying hydrated, reducing exposure during peak temperatures and recognizing warning signs before they become severe, residents can better protect themselves and those around them.

Extreme heat should not be dismissed as simply uncomfortable weather. For many people, it can be a genuine threat to heart health.

SEIU State Workers Picket in San Bernardino Over Wages, Benefits and Telework

M

ore than three dozen state employees picketed in 104-degree heat Wednesday, July 29, outside the Rosa Parks Memorial State Building in downtown San Bernardino, joining a statewide campaign for a new labor contract.

The 11:30 AM to 1 PM demonstration was part of SEIU Local 1000’s “Holding the Line” informational pickets. It was not a strike or work stoppage.

The union’s contract expired June 30 as negotiations continued with Gov. Gavin Newsom’s administration.

Local 1000 is seeking a 20% general salary increase over three years — 7% in 2026, 7% in 2027 and 6% in 2028 — along with lower health care costs, targeted salary adjustments, recruitment and retention measures, and stronger telework protections.

The union says the state rejected its proposed raises and economic proposals, offering no additional general salary increase for 2026. A negotiated 3% raise scheduled for July 1, 2026, was deferred until July 1, 2027, under a 2025 side-letter agreement.

Gonzalez told IECN. “Imagine your employer telling you, during the highest inflation we’ve witnessed in our lifetime, that you do not deserve a single percentage in your wage increases.”

Gonzalez called the state’s position “a slap in the face” to SEIU workers.

On July 22, Local 1000 filed an unfairpractice charge alleging the state delayed responses, rejected numerous proposals together and failed to bargain meaningfully over wages, benefits and working conditions.

The Public Employment Relations Board has not ruled on the allegations.

CalHR has said it remains committed to good-faith negotiations but generally does not publicly discuss active bargaining.

The dispute includes opposition to a return-to-office requirement that took effect July 1 for Local 1000 employees and generally requires four in-person workdays each week.

Newsom has said in-person work improves collaboration, innovation and accountability, while workers have cited commuting, parking, child care, office capacity and reduced flexibility as concerns.

No strike has been called, although the union is conducting strike-preparedness training as bargaining continues.

San Bernardino, Caltrans Partner to Address Homeless Encampments Along Freeways Community News

T

he City of San Bernardino and the California Department of Transportation have finalized an agreement that authorizes the City to address homeless encampments, litter, debris, and graffiti located along State freeway corridors within its city limits.

San Bernardino joins twelve other cities across California that have taken over this responsibility from the State.

The Encampment Delegated Maintenance Agreement, which was approved by the San Bernardino City Council on June 3 and signed by Caltrans on July 17, allows the City to perform cleanup and maintenance services on Caltrans-owned right-of-way along Interstate 10, Interstate 215, State Route 210, and other designated State highway corridors, including State Highway 18, Route 66 and a portion of Highway 330.

The State will reimburse the City of San Bernardino up to $400,000 for work performed under the agreement.

“This agreement represents an important step forward to address homeless encampments along our freeways,” Mayor Helen Tran said. “For too long, jurisdictional barriers have limited our ability to address these areas.”

In addition to removing encampments and improving the appearance of freeway corridors in San Bernardino, the City will coordinate outreach efforts to connect individuals experiencing homelessness with shelter, housing, and supportive services before encampments are removed whenever feasible.

Until now, the City has been unable to address encampments located on Caltrans-owned property. The new agreement gives the City the authority to perform maintenance and encampment abatement activities along freeway corridors while following State guidelines and safety requirements.

The agreement authorizes the City to remove both Priority Level 1 encampments, which pose an immediate threat to life, health, safety, or critical infrastructure, and Priority Level 2 encampments in accordance with State guidelines. City crews will also be empowered to remove

litter, debris, and graffiti from designated State right-ofway areas to improve the cleanliness and appearance of San Bernardino’s major transportation corridors.

To help support the program’s implementation, San Bernardino intends to partner with the Center for Employment Opportunities, providing workforce assistance while creating employment opportunities for individuals re-entering the workforce.

Caltrans will reimburse the City for eligible costs including labor, contracted services, equipment, disposal, hazardous material handling, traffic control, outreach coordination, and documentation. The City will work closely with Caltrans and the California Highway Patrol to ensure cleanup operations are conducted safely and in compliance with State requirements.

“Residents deserve clean, safe freeway corridors, and people experiencing homelessness deserve the opportunity to connect with services that can help them move toward stable housing,” Tran said. “This partnership allows us to do both by combining compassionate outreach with timely action to restore these public spaces.”

YMCA Camp Edwards Gives Inland Empire Children a Screen-Free Mountain Adventure

ess than an hour from Redlands, families looking to escape the Inland Empire heat can find cooler temperatures, towering oak trees and a different pace of life at YMCA Camp Edwards in Angelus Oaks. There, children can put down their devices, reconnect with nature and spend the day learning, playing and building friendships.

Located at 42842 Jenks Lake Road, Camp Edwards recently welcomed children from the Redlands Day Camp for a day in the San Bernardino Mountains.

Campers participated in archery, kickball, volleyball and camp cooking. Other activities offered at the camp include painting, arts and crafts, and outdoor recreation.

The visit was part of a broader collaboration connecting YMCA programs serving Redlands, San Bernardino and Highland with the mountain camp. Camp Edwards offers day camp opportunities that provide working par-

ents with a structured option for their children while giving campers an experience far removed from a typical day at home.

For Lia Pila, executive director of YMCA Camp Edwards, one of the most important parts of the experience is giving young people space to disconnect.

Camp Edwards is also working to welcome more families and community members beyond its youth programming. The camp plans to expand its offerings through family camps, community days and other events, creating additional opportunities for Inland Empire residents and former campers to spend time in the mountains.

“We live in a very technological age nowadays,” Pila said, noting that children can have difficulty stepping away from their devices. “Camp has always been a great space for just that, disconnecting and making really close interpersonal connections.”

That opportunity can feel especially valuable amid the quiet scenery of the San Bernardino Mountains. Instead of spending the day in front of screens or following their usual routines, campers can learn new activities, talk face to face with their peers and enjoy time outdoors.

Pila said experiences such as these have become increasingly important as technology occupies a larger
