San Bernardino County Seeks Volunteers in Rialto for Jan. 22 Point-In-Time Homeless Count By Manny Sandoval
S
an Bernardino County is asking volunteers in Rialto to help conduct the 2026 Point-in-Time Count of sheltered and unsheltered people experiencing homelessness on Thursday, Jan. 22, 2026, as part of a countywide count scheduled during the final 10 days of January.

The point-in-time count is a one-day, locally planned survey required by the U.S. Department of Housing and Urban Development for Continuums of Care that receive HUD homeless-program funding. In San Bernardino County, the count is sponsored by the San Bernardino County Homeless Partnership in collaboration with the Office of Homeless Services and in consultation with the Institute for Urban Initiatives.

County officials said the updated approach requires coordination and volunteers from every city and all unincorporated areas. Volunteers may include local government repre-
sentatives, social service providers, law enforcement, municipal agencies, educational institutions, faith-based organizations, businesses, civic groups, neighborhood associations, nonprofit agencies, and people who are currently or formerly homeless. The count is made up of an unsheltered component and a sheltered component and uses HUD’s definition of homelessness, covering those living in places not meant for human habitation as well as people in emergency shelters, transitional housing for individuals who came from the streets or shelter, and HUD-defined safe havens. Volunteers also conduct a brief subpopulation survey, using questions from the county’s Homeless Management Information System, to identify HUD-required subpopulations such as chronically homeless individuals and families, veterans, unaccompanied youth under 18, people with mental illness, substance use disorders, and survivors of domestic violence. esidents and activists from across the Inland Empire flocked to downtown Riverside Saturday evening, Jan. 3, to protest what organizers described as an illegal U.S. attack on Venezuela, condemning the Trump administration’s foreign policy and broader U.S. intervention in Latin America. The demonstration comes amid renewed national debate over U.S. foreign and
executive overreach, international law, regional precedent and the human costs of unprovoked military action abroad. The move has drawn criticism from lawyers, scholars and foreign governments, many of whom argue it violates international law governing the use of force against sovereign states. That this coincides with rising political and economic turmoil at home is a growing concern for local activists.
Jag Arreola, a Riverside based hip-hop artist who attended the rally, said the protest was an act of solidarity with Venezuela and a rejection of U.S. imperialism. “We are demanding an end to the criminal attack that happened on Venezuela,” Arreola said. “We say no war with Venezuela: not one more life lost for the greed and interests of the ruling class of Protest, cont. next pg.

Gammoh described the U.S. intervention as illegal under both domestic and international law and argued that decisions of this magnitude should not be made unilaterally by a president. “No single person in this country should be able to launch decisions like this on their own,” he said. “There should be a democratic process.” For Arreola and Gammoh, their emphasis resides in democratic rhetoric used to justify military action. Office of Traffic Safety Awards $24,000 Grant to the Rialto Police Department for “Ride to Live” Motorcycle Safety Training Program Community News

he Rialto Police Department announced today that it has received a grant from the California Office of Traffic Safety (OTS) to promote motorcycle safety awareness with free, hands-on rider trainings led by local law enforcement. The grant program runs through September 2026. “The ‘Ride to Live’ motorcycle training program will allow us to provide critical safety education, empowering riders with the skills and knowledge they need to stay safe on the roads,” Rialto Police Chief Mark P.
Kling said. “Education is the key to preventing crashes and creating safer roads for motorcycle riders, drivers, passengers, bicyclists, and pedestrians.” Grant funds will pay for a series of free motorcycle safety classes that allow riders to practice braking, turning, steering, entering traffic and other skills that help avoid crashes and improve rider safety. “By supporting motorcycle safety education and collaborating with dedicated law enforcement partners, we are creating a future where riders and all road users can travel safely on California roads,” OTS Director Stephanie Dougherty said. “Every class, training, and
awareness effort helps foster a strong road safety culture.” Classes will be held on the following dates: February 21, 2026, March 28, 2026, May 30, 2026 and September 12, 2026. enator Eloise Gómez Reyes (D–Colton), introduced legislation that aims to prevent federal immigration agents from disrupting regularly scheduled court appearances with unannounced and indiscriminate arrests. SB 873, once amended in the coming weeks, will provide legal assurances that Californians are safe from immigration agents in and around the grounds of a courthouse. “The issue is clear cut,” said Senator Reyes. “One of the core
responsibilities of government is to protect people – not to inflict terror on them. California is not going to let the federal government make political targets out of people trying to be good stewards of the law. Discouraging people from coming to court makes our community less safe. As a result of this tragic day, more than 100 police officers were injured and several lost their lives. I want to thank the Capitol Police officers and other law enforcement
agencies who responded that day for their extraordinary bravery and commitment to protecting the public and defending the United States Constitution and the rule of law. Five years later, the January 6th attack remains a stain on our nation’s history and Americans are less safe because of President Donald Trump. “Rather than keeping his promise to lower costs on day one, Donald Trump pardoned and released 1,500 violent criminals who participated in the attack back into communities across the country on the first day of his second term as president. This included individuals who were found guilty of beating police officers with flagpoles and fire ex-
tinguishers, and many who already had long criminal records, including rape, domestic violence and child abuse. Many of these pardoned individuals have since reoffended, threatening public safety and forcing law enforcement to spend time dealing with violent criminals who should have never been released in the first place. “Now, nearly a year into his second term, Donald Trump has done nothing but make our country less safe and more expensive. ontana High School’s (FOHI) award-winning Advancement Via Individual Determination (AVID) program, dedicated to ensuring students thrive after graduation, received the firstever AVID 2025 Site Team of the Year award during the inaugural AVID Global Achievement Awards ceremony on Dec. 11.
Since starting its AVID program more than 20 years ago, FOHI’s commitment to providing opportunities for underrepresented students to achieve their dream of attending college has netted them a series of honors, including being named an AVID National Demonstration School and AVID Site of Distinction.
The FOHI AVID site team has grown considerably over the years. 10 New California Laws in Effect Jan. 1, 2026, From Plastic Bags to IVF Coverage, and Minimum Wage By Manny Sandoval

alifornia’s annual January law changeover is here. After the Legislature sends bills to the governor and they are signed, most “regular session” statutes take effect on Jan. 1 of the following year unless a law sets a different date or is passed as an urgency measure, according to the California Secretary of State. In 2025, Gov. Gavin Newsom signed 794 bills into law, according to a CalMatters tally of measures that reached his desk — though not all of those changes take effect on Jan. 1, and some have later start dates written into the bill text. Here are 10 of the most significant, debated or widely felt changes scheduled to begin Jan. 1, 2026: 1) Plastic checkout bags: the rules tighten again (SB 1053, 2024). California is moving to a stricter phase of its bag law. Under SB 1053, stores that charge for checkout bags will be limited to recycled paper carryout bags that meet state requirements. This builds on California’s earlier singleuse bag restrictions — notably SB 270 (2014) — and is aimed at reducing litter and waste while standardizing what qualifies as an allowable “checkout bag.” 2) IVF and infertility coverage: delayed, then expanding (SB 729, delayed by AB 116). One of the most closely watched health-policy changes is SB 729, which requires large-group health plans in California to cover infertility diagnosis and treatment, including in vitro fertilization. The requirement was pushed back to Jan. 1, 2026 after lawmakers and the governor approved a delay through AB 116 (a budget-related measure), with supporters arguing the change would expand access to care that is often financially out of reach. 3) State minimum wage rises again (annual adjustment under California minimum-wage law).
California’s minimum wage will increase to $16.90 per hour starting Jan. 1, 2026, under the state’s minimumwage framework that includes an annual adjustment. State labor officials say the update is designed to keep pace with economic conditions while providing a statewide wage floor for employers. 4) CARE Act eligibility expands to a new diagnosis category (SB 27). California’s courts will broaden eligibility for the Community Assistance, Recovery, and Empowerment (CARE) Act beginning Jan. 1. Under SB 27, eligibility will include individuals who have bipolar I disorder with psychotic features, expanding beyond the program’s earlier diagnostic categories. Supporters describe the change as a way to reach more people living with severe mental illness who may cycle through crises without stable treatment.
The existing “move over” rule is getting broader. AB 390 expands the requirement to slow down and move over when approaching a stationary vehicle to include any stationary vehicles displaying flashing hazard lights or other warning devices, including certain maintenance vehicles. The goal, state safety agencies say, is to reduce roadside crashes that endanger workers, stranded drivers and emergency responders. 8) License plate “blockers”: new penalty targets California manufacturers (AB 1085). California is cracking down on devices designed to defeat plate readers and toll cameras. AB 1085 makes it an infraction — with a $1,000 fine — to manufacture in California a product intended to obscure or interfere with the visual or electronic reading of a license plate. State officials describe the law as a response to toll evasion and other crimes linked to plate-obscuring products.
5) Red-light camera tickets shift to civil penalties (SB 720).

Under SB 720, local governments can use an alternative automated red-light camera program where violations are treated as civil penalties. State summaries describe the approach as allowing tickets to be tied to the vehicle captured by the system rather than treating the incident like a traditional criminal-style infraction, and it is intended to reshape how automated enforcement is administered.
Under AB 544, electric bicycles must have a rear red reflector or a red light with a built-in reflector during all hours of operation, not only after dark. The measure also allows completion of a CHP-developed online safety course to satisfy certain training requirements tied to youth helmet violations. The change is aimed at improving visibility and safety as e-bike use grows.
6) DUI ignition interlock program extended through 2033 (AB 366).

California is extending its statewide ignition interlock device framework for certain DUI offenders. AB 366 keeps the program in place until Jan. 1, 2033, continuing the approach that allows eligible drivers to seek restricted driving privileges if an ignition interlock device is installed. State transportation officials describe the extension as part of an effort to reduce repeat impaired driving.
Beginning Jan. 1, California will require many e-bikes, powered mobility devices, batteries and charging systems to meet specified safety standards verified by accredited laboratory testing, and products must be labeled to show compliance. State safety officials say the intent is to reduce hazards such as battery fires and electrical malfunctions by keeping noncompliant products out of the marketplace.
7) “Slow down, move over” expands to more stopped vehicles (AB 390).
