he Rialto Unified School District’s Family and Community Engagement (FACE) team is reaching new heights with its new Parent Ambassador program, where more than 500 parents/guardians have already signed up to serve as volunteers for various RUSD schools.

FACE, which is implementing this program for the new school year, is working in partnership with the District's Human Resources and Safety Services. The program provides parents and guardians with training and, through State and federal law, the clearance to serve as volunteers at schools across the RUSD. The response from the community has been extremely positive. FACE’s orienta-

tion sessions have attracted as many as 100 to 120 families at a time. During each session, participants learn important rules and regulations, explore opportunities to support their children’s schools, and engage in thoughtful conversations with District administrators. RUSD (cont.) - FACE, said the District is ready to take family engagement to even greater heights. “The goal was set at 500 volunteers at the beginning of the school year, but now we plan to surpass that goal by activating 1,000 family and community volunteers,” Williams replied. “Parents and guardians are ready to assist in their children’s education, because as we know, strong schools do grow from strong families.” Williams is also a parent of two young elementary students in the District, which makes him more closely connected to the family and community engagement work. The sessions have been well-received by parents who are eager to support the students and the schools they attend. Penny Vergara, a mom with two current students in the District and a recent graduate, attended an orientation session in August. She said that the Parent Ambassador pro-

gram has helped her understand her role as a volunteer and inspired her to become more involved. “Volunteering, for me, wasn’t something I was very interested in initially,” Vergara stated. “Now, with the Parent Ambassador program and the involvement of Rialto Unified, it has motivated me to get more involved. I will be on the lookout for new volunteer opportunities. From teachers to staff, everyone in the District is so kind and motivating. That has inspired me to go above and beyond. If they need me, I’m there.” To meet the growing interest, Rialto USD has scheduled additional Parent Ambassador Orientation sessions throughout September, October, November, and December 2025. San Bernardino County Board of Supervisors Approve Eliminating Homeless Encampments by Adopting Ordinance Community News

he San Bernardino County Board of Supervisors took an important step toward humanely eliminating homeless encampments by adopting an ordinance that seeks to protect individuals experiencing homelessness by transitioning them out of environments that are considered unsafe from both a public health and safety standpoint. The ordinance prohibits camping on county public property where individuals are exposed to dangers such as flooding, wildfire, extreme cold, extreme heat, rail collisions and traffic accidents. “The number of encampments on county public property has increased over recent years,” said Board of Supervisors Chairman and Third District Supervisor Dawn Rowe. “These conditions threaten not only those living within the encampments, but also the broader community. The goal of this ordinance is to address critical health and safety risks, while also ensuring that people experiencing homelessness have access to the care and support they need.”

The ordinance aligns with an executive order issued by Gov. Gavin Newsom in July 2024 encouraging local governments to adopt policies to address homeless encampments and take action to humanely remove encampments. “Passing this ordinance is an important step in our proactive approach to addressing homeless encampments,” said Rowe. “It also ensures that people experiencing homelessness have access to the appropriate supportive services.”

He passed away 2.5 years ago and it’s something we’ve talked about for that long.” Dr. Garcia’s wife, Dottie, expressed both emotion and admiration for the center’s progress. “My son Tim knew a persimmon tree is one of the trees that Ernie would have really wanted, and I did use to bake persimmon bread years ago when we had a tree,” she said. “I am impressed with everything I saw today and the leadership and board are doing a great job. It looks like the center is thriving.” Garcia Center Board member Robert Vidaure said the ceremony reflected the Center’s mission of inspiration. “Today is a way to show how one person can make an impact in their community and inspire others to do the same, and that is exactly why I joined the board,” Vidaure said. “I think it’s much needed in San Bernardino to create and have a space to collaborate in the arts.” Executive Director Michael Segura added that the persimmon is just the beginning. “We have a garden map that has been drawn out, and that whole side, where the persimmon tree was planted, is going to be food,” he said. “So, there are different crops and they will be seasonal…so they’ll be rotated out.” As the garden grew in memory, Mercado 536 blossomed with possibility. The co-op store held its soft opening, offering a platform for artists and makers to showcase and sell their work. “There are currently 18 artists that have signed the agreement to be a part of the mercado. Today is day one, it’s a soft opening,” said Crystal Ramirez, Mercado 536 volunteer manager and Garcia Center board

member. “You’re only seeing about seven artists’ inventory today. Within the next week we will be filling up our walls and shelves with a lot more inventory to represent all signed 18 artists.” Ramirez said the center plans to expand the marketplace into a neighboring second room within a month, welcoming up to a total of 40 artists. “The artistic and vendor community is already challenging, but to provide a space like this with a deep sense of community is great because you get to build on that,” she said. “There is a lot of excitement. You’re seeing more of these co-ops and consignments popping up, but now here in San Bernardino, where we have a thriving artist community, people are excited about this.” Current offerings include prints, jewelry, reclaimed clothing, stationery, homegrown flowers, and natural body care products. Ramirez, who runs Stellar Herbs & Body Care, described her mission as both personal and communal. “It’s important for me to serve my community by providing all-natural holistic body care products that are non-toxic to make it easier for us to take better care of ourselves,” she said. Attendees also enjoyed community flavors thanks to Sweet Blyss Co., a local coffee cart serving espresso, americanos, and lattes. The cart’s brown sugar latte and dulce de leche brew quickly became crowd favorites, adding warmth and energy to the morning. Segura said the response to the co-op reflects a renewed vibrancy for the Garcia Center as a whole. “The response about the mercado has been positive and people are saying it’s lively, it looks brand new and the paint job is helping,” he said. The day’s events embodied the Center’s purpose: honoring the past, nurturing the present, and planting roots for the future.

The board adopted the ordinance on Sept. 9. Following adoption, the county will prioritize flood channels and other areas that expose inhabitants to critical health and safety dangers and humanely relocate individuals while connecting them to housing and supportive services. The county has consistently conducted homeless outreach events to engage individuals, and these efforts will continue prior to any encampment clearing.

ollege is often seen as the ultimate proving ground for independence – you’re setting your own schedule, managing classes, navigating new relationships and adapting to a new environment. For many, it can also be the first time living away from home. These many new experiences may lead to stress, anxiety, even depression. Dealing with mental health challenges on your own may only be unrealistic, it may be harmful. Findings from UnitedHealthcare’s College Student and Graduate Behavioral Health Report revealed that nearly twothirds of college students self-reported experiencing mental or behavioral health concerns. And while the overall incidence of concerns is down over the past three years, rates of serious issues like eating disorders, suicidal ideation and intent, and substance abuse disorder remain consistent. Remember, you don’t have to go through any of this on your own. The same report found that more frequent conversations with both parents and peers about mental health are associated with positive outcomes. So, while independence is an important part of the college journey, prioritizing your mental health should never be something you do alone. Here are five tips to consider for your well-being this school year – with help from the support systems already around you: Make Talking About Mental Health With Your Friends A Habit Findings from the report also revealed that nearly half of students self-reported that talking to a friend influenced their willingness to seek mental or behavioral health care. If you think you know someone who may be struggling, check in on them – and if you’re the one who needs support, consider reaching out to a friend for help. Being open about what you’re going through may help normalize mental health conversations on campus. Sometimes, all

it may take is one conversation to spark powerful action. Don’t Be Afraid to Talk With Your Parents While mental health may seem like a daunting topic to bring up at home, letting your parents or caregivers know how you’re really doing can go a long way. They can serve as a trusted resource in finding you the proper support you need – especially since nearly half of college students remain on the family health plan. Know What’s Available on Campus and Through Your Health Plan Familiarizing yourself with your mental health resources before you need them can make a significant difference. Look into what’s available through your campus counseling center, student health plan, or your family’s health plan. Some insurers, such as UnitedHealthcare, offer a range of options from digital tools including the Calm wellness app to virtual and in-person visits to 24/7 mental health support lines. Whether you’re feeling overwhelmed, anxious, or just not like yourself, knowing where to go for help makes it easier to take that first step. Seek Professional Help When Necessary If feelings of stress, anxiety or depression persist, don’t wait – get support. Make an appointment with your campus health center or talk to your primary care physician (PCP) if you have one. If you don’t have a PCP, now is a good time to establish care. Your provider can help guide you toward the right support or refer you to a specialist if needed. Keep the Conversation Going After College Staying in the habit of checking in on your mental health – and talking about it with friends – may help you navigate future transitions like a new job, a move, or financial independence. No one expects you to figure everything out on your own, especially when it comes to your health. So, be sure to make space for your mental wellbeing this school year and remember: asking for help is not a sign of weakness, but rather a step toward resilience.

Health Experts Urge: Don’t Skip Your Flu Shot This Season By Kaiser Permanente, Southern California

f you’re thinking about skipping the flu shot this year, you may want to reconsider.

Health officials are preparing for a potentially active flu season in the United States in the coming months, based on recent trends and updated vaccine formulations. For the 2025– 2026 flu season, health officials anticipate a gradual increase in flu activity starting in October, with a peak likely between December and February. While current respiratory virus activity is low, the Centers for Disease Control and Prevention (CDC) is urging proactive planning due to the risk of another high-impact season. The flu vaccine is recommended for everyone aged 6 months and older, especially those at a higher risk. “Studies show that getting an annual flu vaccine is your best defense against contracting influenza, a disease that can cause severe complications to your health,” said Dr. Edward Blews, regional physician chief of infectious diseases at Kaiser Permanente Southern California. “Influenza infection causes significant inflammation in the body which can lead to major cardiovascular events. The annual flu shot significantly reduces the risk of someone having a heart attack or a stroke” he notes. “For these reasons, getting your flu shot is very important to protect your health and to protect the health of others around you,” said Dr. Blews, who based in San Bernardino County. “Flu viruses change each year, so getting an annual flu shot is imperative. Each year’s flu vaccine is updated to target the most prevalent virus strain.” One indicator of how severe the flu season will be in the U.S. is the observation of Australia’s flu season, which is often an indication of what we may experience in the U.S. later in the year. Australia, where it is currently winter, has faced one of its most challenging flu seasons in a decade this year, with several key developments that could offer insights for other countries. According to health officials, the flu season in Australia began alarmingly early, with a surge in cases starting in

April and May, well ahead of the usual June to September window. This early onset caught many healthcare providers off guard, straining resources and prompting urgent public health responses. “Getting a flu shot not only helps keep you healthy, it also will protect those around you who may be at higher risk for flu complications,” said Dr. Bradley Jacoby, pediatrician at Kaiser Permanente Riverside County. “That includes children, people age 65 and older, pregnant women and people with chronic conditions such as asthma, diabetes, heart disease, cancer and HIV.” Dr. Jacoby noted that a common misconception is that a flu shot will give you the flu. “Nothing could be farther from the truth,” he stressed. “You cannot contract the flu from getting a flu vaccine. Side effects, when they do occur, are typically mild. However, if you don’t get vaccinated, you put yourself and those close to you at greater risk of getting the flu, which causes serious illness, hospitalizations and thousands of deaths each year.” Dr. Blews also noted the flu virus will weaken your immune system, making you more vulnerable to catching other respiratory infections, including COVID-19, and that’s why getting vaccinated is so important. According to the CDC, during the last flu season, the estimated number of hospitalizations ranged between 470,000 and 670,000 nationwide. The 2024–2025 flu season also resulted in approximately 28,000 to 36,000 deaths due to influenza-related complications. This places it among the more severe seasons in recent years. n August 31, 2025, at approximately 6:25 PM, the Colton Police Department Communications Center received reports of a traffic collision near 1990 W. Agua Mansa Road in the City of Colton. Upon arrival, officers discovered a 2006 Saturn Vue involved in a singlevehicle traffic collision. The driver was found unresponsive inside the vehicle. Life-measures were provided, however the driver, who was identified as Maykel Enrique Salazar Olmos of Riverside, CA, was pronounced deceased at the scene. The Inland Empire has one of the largest concentrations of Veterans in California, according to the two-county Veteran Counts. LGBTQ+ Senator Sabrina Cervantes Files Claim Against Sacramento Police Alleging False DUI Arrest, Falsified Reports, Retaliation By Manny Sandoval

alifornia State Senator Sabrina Cervantes (D– Riverside), an openly LGBTQ+ Latina lawmaker, has filed a government claim against the City of Sacramento alleging that police falsely arrested her for DUI, falsified reports, and retaliated against her over legislation to curb police surveillance. The claim, filed Sept. 8, stems from Cervantes’ May 19 arrest following a traffic collision near the State Capitol. According to the filing, Cervantes was the victim of the crash — another driver allegedly ran a stop sign and struck her vehicle — yet Sacramento police focused their investigation on her. A blood test later confirmed she was sober, and the Sacramento County District Attorney declined to prosecute.

The document alleges starkly different treatment between Cervantes and the at-fault driver. The responding officer allowed the other driver, described as a “young white woman,” to finish a phone call before questioning her, did not ask her to leave her car, and even prompted her with “No alcohol today, right?” The driver was not breath-tested, not asked to show a license immediately, and was questioned for less than three minutes. By contrast, Cervantes, who had left the scene for medical treatment, was questioned at length at Kaiser Hospital. Officers pressed her with detailed questions about the accident and injuries, asked whether she had been drinking, and dismissed her offer to provide hospital test results proving her sobriety. The filing names Officers Daniel Williams, Bailey Foster, and Kevin Lucas, and Sergeant Kristen Beal as involved. Officer Foster allegedly told a supervisor by phone, “I DO think she

is intoxicated – the state senator,” while leaving out that Cervantes had volunteered a blood test. According to the claim, Foster later made false statements that she slurred her words and that her account “did not add up,” even though security video and body camera footage confirmed her clarity. Despite Cervantes’ willingness to undergo a blood test, the officers pursued a warrant anyway. The sworn affidavit, signed under penalty of perjury, claimed she had refused testing and appeared intoxicated. The claim argues those assertions were false and points out that even Officer Williams admitted at one point he had only a “reasonable suspicion” and “a wild guess,” not probable cause.

she introduced SB 274, legislation to curb the misuse of Automated License Plate Reader systems, which was strongly opposed by law enforcement groups, including the Sacramento police chief. The claim also asserts her treatment was motivated by “animus due to her ethnic background and sexual orientation.”

The claim also highlights gaps in evidence, including allegations that Officer Foster turned off his body camera for five minutes during a critical discussion about whether to seek a warrant — a violation of Sacramento Police Department policy — and that no body camera footage was produced from Sgt. Beal despite requests.

Her attorney, James Quadra, added: “Members of the Sacramento Police Department violated the law in an effort to destroy the reputation of an exemplary member of the State Senate. This claim seeks to hold the City of Sacramento accountable for the egregious misconduct of its police officers and to reaffirm that no one is above the law—including law enforcement.”

In addition, the filing accuses Sacramento police of submitting a false sworn statement to the Department of Motor Vehicles, claiming Cervantes had refused a chemical test. That triggered proceedings that could have suspended or revoked her license. Cervantes ultimately had to hire counsel, and a DMV hearing officer set aside the suspension after reviewing body camera footage that showed she had not refused any test. The claim further alleges that Sacramento employees leaked false information to the press before the investigation concluded, resulting in headlines across California and beyond stating she had been cited for DUI. Cervantes contends that the officers’ actions were also driven by retaliation. Earlier this year,

“This is not only about what happened to me—it’s about accountability,” Cervantes said in a statement. “No Californian should be falsely arrested, defamed, or retaliated against because of who they are or what they stand for. The abuse of power that I endured undermines public trust and cannot be ignored.”

The claim seeks damages for false arrest, violation of California’s Bane Act, intentional infliction of emotional distress, and defamation. Filing a government claim is the first step required before suing a public entity under California law. Cervantes has also reserved her right to pursue federal civil rights claims under 42 U.S. Code § 1983. Cervantes, elected in November 2024 to represent Senate District 31, is the immediate past Chair of the California Latino Legislative Caucus. She has had 49 bills signed into law and has secured more than $650 million in state investments for the Inland Empire.

The analysis also reported that suicide were reduced on the Golden Gate Bridge by 73% since installation of a barrier in 2024 and attempts were reduced by 34%.

Supreme Court Ruling on ‘Roving’ Immigration Arrests Sparks Condemnation in Inland Empire

he U.S. Supreme Court has cleared the way for immigration agents to resume ‘roving’ arrests in Southern California, a move that has sparked outrage from immigrant rights groups and Democratic leaders. The 6–3 ruling overturns a lower-court order that limited the types of stops agents could make, lifting restrictions that had barred officers from considering factors such as race, ethnicity, language, or place of employment when targeting undocumented immigrants The Trump Administration filed an emergency appeal last week to overturn the decision made by Judge Maame Ewusi-Mensah Frimpong in July to issue a Temporary Restraining Order (TRO) due to a “mountain of evidence” that sweeps were racially profiling people. The Ninth Circuit of Appeals Court later upheld her ruling. But the Supreme Court’s conservative majority — through Justice Brett Kavanaugh — ruled Monday that agents may question people based on all observations and information available at the time of a stop.

U.S. Attorney Bill Essayli praised the decision, saying the previous court order was interfering with immigration enforcement. “We argued the order was overly broad, aiming to hinder our ability to apprehend and remove illegal immigrants in Los Angeles,” he posted on X. “We are a nation of laws. In contrast, Eva Bitran of the ACLU of Southern California called the ruling unconstitutional and warned that it could put immigrant communities at risk. She urged residents to know their rights and connect with local Rapid Response Networks to protect themselves. “We are advising folks to be in touch with and know the Rapid Response Network in their area,” said Bitran, “to make sure that they are taking care of one another and that they know their rights if they encounter immigration enforcement in the streets.” Immigrant rights groups argue their communities have already experienced the consequences of aggressive enforcement. Javier Hernandez, Executive Director of the Inland Coalition for Immigrant Justice, said the ruling could worsen these incidents. He cited recent incidents in Ontario, San Bernardino, and Riverside, including hospital break-ins, attacks on family vehi-

cles, and the detention of a mother with her U.S. citizen children “This is not simply about immigration enforcement; it is a thinly veiled effort to instill fear in our neighborhoods,” Hernandez said. “The Supreme Court’s decision undermines constitutional protections and puts millions of people in Southern California at risk.” Meanwhile, state leaders have voiced mixed reactions to the ruling. Democrats largely condemned the decision. Governor Gavin Newsom called it a “parade of racial terror in Los Angeles.” Rep. Mark Takano (D–Riverside) wrote on social media, “The ‘party of free speech’ just made speaking Spanish a valid reason for ICE to detain you.” Rep. Norma Torres (D–Pomona) also weighed in: “The MAGA Supreme Court just legalized racial profiling in Los Angeles. ICE can now target you for being Brown, speaking Spanish, or standing on the wrong corner. This isn’t law enforcement. It’s statesanctioned harassment.
