T
he head of a national foundation offered a candid assessment of San Bernardino on Thursday, urging local leaders to look beyond individual projects and invest in infrastructure, public spaces and stronger neighborhood connections. Rip Rapson, president and CEO of The Kresge Foundation, made the remarks at the Inland Empire Community Foundation’s 2026 Policy & Philanthropy Summit: All Together during a conversation with IECF President and CEO Michelle Decker about lessons learned from American cities. In a follow-up interview with Inland Empire Community News, Rapson said communities must distinguish between major regional systems and the smaller-scale infrastructure that shapes residents’ daily lives. “There's a kind of big infrastructure and there’s community infrastructure,” Rapson said. He credited the Inland Empire with regional infra-
structure, including transit and water and fire management systems, but said the more difficult challenge is building neighborhood-level connections. “What are the ways of reducing heat? What are the ways of managing water? What are the ways of creating connectivity between communities?” he said. Rapson said San Bernardino’s long, wide corridors make that work particularly difficult. He also pointed to the roughly 50acre former mall site downtown as an opportunity to create a development that connects with the surrounding city instead of operating as an isolated project. “You can just plop something down,” Rapson said. “But wouldn’t it be tremendous if you all could figure out a way to make that genuinely connect into the rest of the community and make it a public asset, not just private housing and a taco chain?” His comments came one day Summit cont. on next pg.

McDonald’s (cont.) - northwest corner of Baseline Street and Sierra Way, sits within the city’s Commercial General and Transit Overlay District zones. The approval marked the latest turn in a months-long process. The Planning Commission rejected the project 3-2 on March 10, concluding that the drive-thru did not sufficiently advance the Transit Overlay District’s goals of promoting walkability, supporting transit-oriented development and reducing automobile dependence. The commission formally ratified that denial in a 6-3 vote April 14. The applicant appealed, but the City Council voted 4-3 on June 17 to uphold the denial. Councilmember Mario Flores, who had voted against the project, subsequently requested reconsideration. On July 15, the council voted 6-1 to bring the proposal back for another public hearing. Drive-thru restaurants are generally prohibited within the Transit Overlay District, which is intended to encourage infill, redevelopment, transit use and a mix of land uses while reducing reliance on automobiles. City regulations, however, allow exceptions through a conditional use permit when an applicant can demonstrate measurable economic benefits. City staff supported the McDonald’s, estimating the restaurant could generate between $4.5 million and $5 million in annual sales while creating dozens of jobs. The developer also agreed to improvements including reconstruction of sidewalks surrounding the property and pavement replacement along Baseline Street. The site was previously occupied by Dollar Tree and a check-cashing business and has remained vacant for several years. Zeeshan Yunis, who told the council he was representing the McDonald’s project, argued that securing alternatives such as grocery stores can be difficult and said the development would transform a long-vacant property. “Forty to 60 jobs will happen at this site and they will be consistent,” Yunis said. “This is an opportunity to bring change to the city.” Ibarra questioned whether another fast-food restaurant represented the best use of
the property and urged consideration of businesses offering healthier food options. “That’s why I’m trying to propose something that’s healthier,” Ibarra said. “Why we’re promoting the McDonald’s right now, I’m not sure. Especially in that neighborhood.” Several residents also opposed the project, arguing the city should prioritize healthier food choices, locally owned restaurants, housing and mixed-use development. Ward 1 resident Yvette Romero, who said she lives directly across the street from the proposed restaurant, criticized the repeated reconsideration of the project after earlier votes against it. “At what point does an appeal process become a tool for exhausting the community?” Romero said. “How can residents trust a civic process when a decision can be reconsidered repeatedly until the applicant receives the outcome it wants?” Romero also cited city reports she said document a high concentration of fastfood and convenience stores compared with full-service grocery stores, arguing that land-use decisions should consider community health.
Summit (cont.) - after IECN attended a contentious San Bernardino City Council meeting where residents repeatedly urged city leaders to prioritize infrastructure and community needs over corporate development. After appearing before the Planning Commission and City Council multiple times, a proposal for what would become San Bernardino’s ninth McDonald’s was approved 5-1. Council member Sandra Ibarra cast the sole dissenting vote. Rapson viewed the project site while traveling through the city. He did not address its technical merits, but used the debate to illustrate that infrastructure includes more than roads, utilities and buildings. “There’s hard infrastructure and then there’s soft infrastructure, too,” he said. Rapson described block clubs, community organizations and local journalism as civic infrastructure that helps residents participate in public decisions. “How does this development group actually make the case to a city council that the last thing we need is a McDonald’s?” Rapson asked. When told the restaurant would be the city’s ninth McDonald’s, Rapson said he had counted several others while driving through San Bernardino. “I don’t mean to be critical,” he said. “None of my business. But I just think there is a real need to become much more fine-grained in how we think about infrastructure.” Rapson also offered an unvarnished impression of downtown San Bernardino, saying its concentration of government offices does not by itself produce the activity needed to attract residents and visitors. “When you go into downtown San Bernardino, it’s all government stuff, right?” he said. “I can’t imagine that’s the kind of vibrancy that a young person would want.”
Rapson described that approach as “democratizing public space” — creating accessible places where people can gather and participate in civic life. “We used to have libraries. Now we have private online book sales,” Rapson said. “We used to have public swimming pools. Now they’re country clubs.” Drawing from Kresge’s work in Detroit, Rapson said parks, food trucks, recreation, arts programming and support for neighborhood businesses can help turn underused areas into destinations. “You want to be in a place that is fun to walk, fun to look around, has things to do,” he said. “I think that placemaking matters.” Rapson also cautioned against treating the Inland Empire as a single uniform community. Transit, water management, parkland and open space cross city boundaries, he said, while housing, health and human service needs differ from one city to the next. “How do you execute a health disparities agenda across San Bernardino and Riverside counties? I don’t know how you would do that,” Rapson said. “But I do think you can figure out how to do that in San Bernardino.” He praised IECF for establishing a regional framework around economic mobility and racial and health disparities, but said implementation will require choosing specific communities where philanthropy, government and local organizations can begin producing results. “Pick some places to get started and then hope that they add up and begin talking to one another,” he said. The Kresge Foundation is a private national philanthropy that works to expand opportunity in American cities through community development, health, education, arts and culture, and human services. Its Detroit work has included long-term investments in neighborhoods, public spaces and civic institutions.
He said successful downtowns need open space, walkability, bicycle access, transit, restaurants and nightlife that give people reasons to remain after work.
For San Bernardino, Rapson’s message was that development should be evaluated not only by what is constructed on a parcel, but by whether it improves quality of life, strengthens civic participation and advances a broader vision for the city.
PHOTO MANNY SANDOVAL San Bernardino resident Michael Segura speaks against the proposed McDonald’s, urging city leaders to instead pursue locally owned restaurants, culinary businesses, housing and mixed-use development that he said would better strengthen the community.
PHOTO MANNY SANDOVAL San Bernardino resident Luis Ojeda speaks in support of the McDonald’s proposal, arguing that consumers should have the freedom to choose where they eat and that approval would send the right message to the development community.
Resident Michael Segura similarly urged the council to focus on local restaurants and developments that could contribute to the city’s cultural identity, rather than another national fast-food chain. Other speakers viewed the proposal as an economic development opportunity. Resident Luis Ojeda said consumers should be able to decide whether to patronize the restaurant and argued approval would signal that San Bernardino welcomes private investment. “If you want to send the right message to the development community, you need to approve this project,” Ojeda said. City staff determined the project would not significantly affect surrounding roads or intersections. Plans also call for new landscaping, pedestrian improvements and redevelopment of the deteriorated vacant property. With the council’s Aug. 5 vote, the applicant now has approval of the subdivision and conditional use permit needed to move forward with development of the McDonald’s.

R
ialto police officers used an airway clearance device to help save a 3-year-old boy who was choking and unable to breathe during a medical emergency Aug. 5, according to the Rialto Police Department. Police said the child’s mother called 911 at about 12:10 p.m. after realizing her son was choking on vomit while she was driving. She pulled over in the 300 block of East Foothill Boulevard and called for emergency assistance. Responding officers arrived and found the child suffering from a life-threatening airway obstruction and unable to breathe, police said. Officers immediately began lifesaving measures and used a LifeVac airway clearance device to remove the obstruction. According to the department, the of-
ficers were able to clear the child’s airway and restore his ability to breathe. Rialto Fire Department personnel later arrived and transported the boy to a local medical center for additional evaluation and treatment. Police said the child made a full recovery. The incident underscores the role specialized emergency equipment and medical-response training can play when officers arrive before paramedics during a critical medical emergency. The Rialto Police Department credited the responding officers and Rialto Fire Department personnel with helping bring the incident to a successful conclusion. Body-worn camera footage released by the department shows portions of the officers’ response and is available through the Rialto Police Department’s Instagram page.
15-Year-Old Shot at Rialto Shopping Center; Police Say Attack Was Targeted By IECN Staff

15-year-old boy was hospitalized after being shot in the back Thursday afternoon in a Rialto shopping center parking lot, according to the Rialto Police Department. Officers were dispatched at about 4:20 p.m. Aug. 6 to the shopping center at 211 W. Baseline Road following reports of a shooting. Police said officers found the teenager suffering from a single gunshot wound to the back. He was conscious and breathing when officers arrived. Rialto Fire Department personnel transported the boy to a local medical center for treatment, where police said he remained in stable condition.
Detectives with the Rialto Police Department’s Investigation Bureau responded to the scene and took over the investigation. Based on preliminary information, investigators believe the shooting was targeted and does not appear to have been a random act of violence, police said. Detectives are working to identify and locate the person responsible while investigating the circumstances that led to the shooting. Police had not released additional suspect information as of Tuesday. Anyone with information about the shooting is asked to contact the Rialto Police Department at 909-820-2550. Two Arrested in Riverside Poly High School Shooting That Killed San Bernardino Man By IECN Staff
T
wo men have been arrested in connection with a July shooting that began along Central Avenue and continued into the parking lot of Riverside Poly High School, leaving a 33year-old San Bernardino man dead, Riverside police announced. Riverside police identified the victim as Robert Moore, 33, of San Bernardino. Officers responded to the high school parking lot at about 5:05 a.m. July 5 after receiving reports of a disturbance involving vehicles and possible gunfire. When officers arrived, they found evidence of a shooting and traffic collision, along with Moore suffering from a gunshot wound. Moore was transported to a local hospital, where he was later pronounced dead, according to police. Detectives with the Riverside Police Department’s Robbery-Homicide Unit and Gang Unit, along with forensic technicians, took over the investigation. The department’s Crime Analysis Unit also assisted. Investigators determined that a car-to-car shooting initially occurred in the 3300
block of Central Avenue before continuing into the parking lot of Riverside Poly High School. Police said the vehicles involved then collided in the parking lot, where a second shooting occurred. Detectives ultimately identified two suspects they allege were responsible for initiating and carrying out the shooting that resulted in Moore’s death. The suspects were identified as Arthur Henderson, 27, of Las Vegas, and Omarey Henderson, 20, of Ontario. Both men were arrested and booked into the Robert Presley Detention Center on suspicion of murder and attempted murder, along with additional related charges, according to police. Bail was set at $1 million for each suspect. Police emphasized that the shooting occurred while school was not in session. Investigators determined that neither Riverside Poly High School students nor staff members were involved in the incident. The investigation remains ongoing.

tate Sen. Sabrina Cervantes of Riverside has been elected chair of the California Legislative LGBTQ Caucus, with Assemblymember José Luis Solache of Lynwood selected as vice chair, marking the first time Latino lawmakers will simultaneously hold the caucus’ top two leadership positions. The leadership transition will take place during the Legislature’s fall 2026 interim recess as the caucus prepares for the 2027-28 legislative session. Cervantes, a Democrat representing the 31st Senate District across portions of Riverside and San Bernardino counties, will succeed Assemblymember Chris Ward of San Diego, who has chaired the caucus for the past two years. “Thank you to my colleagues for the trust they placed in me to lead this Caucus during a pivotal moment in our history,” Cervantes said. “Today, LGBTQ+ Californians, especially our transgender youth, are facing unprecedented attacks on their rights, dignity and safety.” Cervantes said she plans to work with Solache and other caucus members to protect existing rights while advancing additional LGBTQ+ policies. “The challenges before us are significant, but so is our resolve,” Cervantes said. First elected to the state Assembly in 2016, Cervantes won election to the Senate in 2024. She also serves as chair of the Senate Appropriations Committee. Her legislative work has focused on voter protections, privacy rights, maternal mental health, student financial aid and protections for sexual assault survivors. According to the caucus, Cervantes has helped secure more than $650 million in state investments bene-
“Having served in local office in South East Los Angeles, I understand how representation from diverse communities truly matters,” Solache said. Solache has focused on education, working families, immigrant communities and LGBTQ+ issues. He is the lead author of Assembly Bill 908, known as the LIFT Act, which seeks to strengthen implementation of state requirements for inclusive instructional materials. Ward said he is confident Cervantes and Solache will continue the caucus’ work. “I am confident that Senator Sabrina Cervantes and Assemblymember José Luis Solache will build on this foundation and continue California’s legacy of leading the nation in the fight for LGBTQ+ equality,” Ward said. During Ward’s tenure, the caucus supported legislation involving student privacy, health protections and transgender rights while helping preserve state funding for LGBTQ+ health programs, community centers and college resource centers. The caucus also expanded outreach efforts into communities including the Coachella Valley, Imperial Valley and Inland Empire and launched new fellowship and scholarship initiatives. Under Cervantes and Solache, the caucus said its priorities for the 2027-28 legislative session will include health care, housing, education, civil rights and privacy protections, along with efforts to expand LGBTQ+ representation and leadership opportunities statewide.

lance family as we prepare to San the serving begin Bernardino community,” Gayk said. “Each brings valuable experience, operational expertise, and a strong commitment to public service.” Seib brings nearly 30 years of emergency medical services and leadership experience. He previously served as a division manager for a large private ambulance provider, overseeing a multimillion-dollar division and more than 500 employees, according to Priority Ambulance. His experience also includes emergency management, incident command and disaster response. In his new role, Seib will oversee ambulance service delivery in San Bernardino County and coordination between Priority Ambulance and CONFIRE JPA. Jansen brings more than 20 years of EMS experience, including work as an emergency medical technician, paramedic, logistics supervisor, advanced life support operations supervisor and operations manager. As West Valley operations manager, he will oversee ambulance response and coordinate with pub-

The supportive housing units were intended for people with qualifying behavioral health needs, with seniors and veterans among those prioritized. The development also was expected to include on-site case management, property management and security services.
Housing advocates are renewing calls for the Riverside City Council to reconsider University Terrace, a proposed 114-unit supportive and affordable housing project on University Avenue that the council rejected earlier this year.
The City Council voted 4-3 on Jan. 13 to reject approximately $20.1 million in state Homekey+ funding for the project and declined to commit roughly $9.5 million in additional federal and state funds.
The Affordable Housing Organizing Network of Riverside said its members planned to address the council during public comment Tuesday, Aug. 11, asking the city to revive the project as a state civil rights investigation into the January decision continues. University Terrace was proposed for the former Quality Inn at 1590 University Ave. Plans called for converting the motel into 114 studio apartments, including 94 permanent supportive housing units and

Councilmembers Philip Falcone, Chuck Conder, Sean Mill and Steven Robillard voted against the proposal. Councilmembers Clarissa Cervantes, Jim Perry and Steve Hemenway supported it. Councilmembers who opposed the project raised concerns during the January discussion about its location, the Housing First model and whether Riverside was taking on a disproportionate share of the region’s supportive housing. Residents and business owners also expressed concerns about the proposal and its potential effect on the University Avenue corridor. Supporters argued the development would provide permanent housing and services for some of Riverside’s most vulnerable unhoused residents while expanding the city’s limited supply of deeply affordable housing. The decision later became the subject of a complaint to the California Civil Rights Department alleging the council’s rejection was influenced by discrimination against people with disabilities and prospective residents experiencing homelessness. The department opened an investigation into the complaint in May. The investigation does not constitute a finding that the city violated state or federal civil rights laws. The allegations remain under review. Dan Hoxworth, chair of the Affordable Housing Organizing Network of Riverside, said the organization was informed that the city has requested mediation through the Civil Rights Department regarding the
complaint. The organization said mediation is expected Friday, Aug. 14. The group is asking the council to pursue another opportunity to fund University Terrace and contends that state funding could remain available for the project. Whether Riverside could obtain the same amount of funding through a new application has not been independently confirmed. The renewed debate comes as Riverside continues working toward its state-assigned housing production goals. Under the city’s Housing Element, Riverside was allocated 18,458 housing units for the 2021-29 Regional Housing Needs Allocation cycle, including 4,861 units designated for very-low-income households. Housing advocates have pointed to the city’s production of lower-income housing as one reason University Terrace should be reconsidered. They also argue that a shortage of permanent affordable housing can make it more difficult for people to move out of shelters and transitional housing programs. The Affordable Housing Organizing Network has also criticized Riverside’s broader approach to housing development, arguing that production has favored higher-income housing while falling short in lowerincome categories. Those assertions reflect the organization’s position and were included in its request for the council to reconsider the project. The University Terrace proposal has remained a point of contention since the January vote, with supporters describing it as an opportunity to expand permanent supportive housing and opponents questioning the project’s location, funding and approach to homelessness. The City Council has not approved a new University Terrace funding application.

ontana Unified School District ushered in a new era of education with a ribbon-cutting ceremony for Oak Grove Preparatory Academy on Aug. 4, officially opening the first-of-its-kind institution and adding to an award-winning lineup of high schools built around expanded career exploration and academic opportunities. Incoming ninth-graders welcomed attendees along a walkway leading into the brand-new gymnasium, where an arch of school-colored balloons and Oak Grove banners framed the presentation stage. The Academy's staff, teachers, students, Fontana Unified leaders, community members, and elected officials were the first to fill the gymnasium bleachers, commemorating the official opening of the school to the community. “I see Oak Grove Preparatory Academy as the start of a new chapter in my life, and I feel privileged to begin it at a brand-new school where I can meet new friends and help build a new community,” ninth-grader Madison Baragan said. “I chose Oak Grove because it offers opportunities I may not find at other schools, especially the chance to explore my interest in the medical field and find new ways to care for others.” One unique feature of Oak Grove is their house system, aimed to foster a positive campus culture by building character, strengthening relationships, and promoting school spirit across all grade levels. Students are placed into one of six houses that become their school identity and family, earning points through achievements such as strong attendance, academic success, positive behavior,
“When students first start school, they’re nervous about making friends or learning about their new classes and school,” Assistant Principal Felix Alvarado said. “When students become incorporated into a house, they know that they have a group of people they can always lean on, whether it’s their peers, teachers, or staff.” Oak Grove opened to students in grades six through nine for the 2026-27 school year, and will eventually serve grades seven through 12, adding a new grade level each year and phasing out sixth-grade. The inaugural class will be among the first to build a new campus culture while gaining early access to academic and career opportunities unique to Academy students. Over their six years at Oak Grove, students can complete up to 12 additional semester courses, equivalent to six yearlong classes. During its first year, the Academy will provide career technical education (CTE) programs in cybersecurity, ethical use of artificial intelligence, and coding, with plans to open additional programs including performing arts and video production. Exploratory CTE coursework will allow seventh- and eighth-graders to explore pathways before committing to a program, and with an additional period in their schedule, students can enroll in more than one CTE pathway. College partnerships will also enable students to take college courses early through a partnership with Chaffey College. “I have been part of Fontana Unified for 32 years, and this is a community I hold close to my heart,” Principal Anne-Marie Cabrales said. “One thing we all share is a
dedication to helping the students who come through our doors every day achieve their dreams. By building strong relationships while continuously raising the bar, we can ensure they receive support every step of the way.” The all-indoor campus was designed to support student safety while providing flexible, collaboration spaces for students to connect and engage in an environment that supports their learning needs. Students have access to labs, media production studios, a graphic design studio, outdoor learning areas, and a multi-purpose room. “I want to thank the community members for their investment in the Measure I bond, which turned the vision of this Academy into a reality,” Board of Education President Angel Ramirez said. “It truly takes a village to ensure that our students are provided with the opportunities and resources that will lead them to success in whatever pathway they choose.” The ribbon-cutting ceremony concluded with guided tours of the school’s facilities, giving community partners a firsthand look at the campus before it opened to students. Tours continued in the evening where thousands of students, families, and community members received a sneak peak of their campus before the start of school. “Nearly a decade ago, we recognized North Fontana’s rapid growth and began envisioning a school designed to meet the needs of its students and families,” Superintendent Miki R. Inbody said. “That vision became a reality because our community chose to invest in its future leaders. Beginning with this first class, generations of students will benefit from a campus where they can build lasting relationships while preparing for their future success.”
SBCUSD School Police Urge Caution as Nearly 44,000 Students Return to Campuses Community News
A
s nearly 44,000 students returned to San Bernardino City Unified School District (SBCUSD) campuses for the start of the new school year on Monday, Aug. 3, the District’s School Police Department is urging motorists to exercise extra caution around schools and along student travel routes. As families adjust to new routines and students return to classrooms, traffic is expected to increase significantly during morning arrival and afternoon dismissal. School Police are reminding drivers to slow down, obey posted school zone
speed limits and remain alert for students walking, riding bicycles, skating and using other forms of transportation to and from school, said School Police Chief John Guttierez. “We all play a role in keeping our students safe,” Chief Guttierez said. “As students return to school, I encourage every driver to slow down, stay focused and be patient. A few extra seconds can make all the difference in protecting a child and helping ensure every student arrives safely at school and returns home to their family.”
Drivers are also encouraged to eliminate distractions by putting away cell phones and keeping their full attention on the road. A moment of inattention can have life-changing consequences. To help ensure a safe start to the school year, SBCUSD School Police officers will have an increased presence around campuses and along school routes during arrival and dismissal times. Officers will assist with traffic flow, enforce traffic laws and work alongside school staff to help students arrive safely each day. The District also reminds parents and guardians to use designated drop-off and pick-up areas, follow school traffic patterns, obey bus
zones, avoid double parking and allow extra travel time during the first days of school. These simple steps help reduce congestion and create a safer environment for students, families and school employees. Students who walk to and from school or the bus stop are encouraged to walk on sidewalks or pedestrian bridges when available, cross at marked crosswalks or intersections and obey traffic signals. Pedestrians should also remain aware of their surroundings. Distractions from using cell phones or other devices may lead to accidents.
