f it’s too good to be true, it generally is. That is the message that the Federal Trade Commission (FTC), California Attorney General’s Office, the Better Business Bureau (BBB) and Riverside County District Attorney’s Office underlined during a virtual meeting hosted by Ethnic Media Services aimed at warning the community of prevalent scams as well as new ones generated by the pandemic. “People are far more likely to avoid a scam if they hear about it,” FTC Associate Director Division of Consumer Response and Operations Monica Vaca noted.

The top reported scam in the Inland Empire is online shopping orders never arriving; those include critical items such as face masks and hand sanitizers, Vaca indicated. Additional scams involve treatments and tests, revenue opportunities, fabricated tracking information of online orders, and threats of eviction. Chief Deputy District Attorney of Riverside County Kelli Catlett warned consumers fraudsters will attempt to charge up to $185 for fake tests – rapid or blood – and offer to meet in a medical facility’s parking lot to administer the test, promising results in under an hour.

Richard Zaragoza, spokesman for the Alliance and retired engineer with over 40 years experience in mega projects whose resume includes Black and Veatch Engineering and Parsons Corporation, maintains the developer, Modern Pacific Homes, is proposing a lot line adjustment to be reclassified as a Hillside and Cluster Development due to noncompliance of the city’s R1 Ordinance that requires minimum lot sizes of 5,445 square feet and

minimum property frontage of 60 feet. Zaragoza, who recently returned to the home on Bostick Ave. where he was raised, explained homes on the proposed development will be built on 5,000 square feet lots with some frontages less than 50 feet per the tentative map. “Low density standards can be reduced with a Conditional Use Permit (CUP),” explained Colton Development Services Director Mark Tomich. “The intent is to cluster units and the goal is to preserve the hillside and open space.” Zaragoza, who has pored over project documents with fellow engineers, contends the hydraulic report is flawed and flooding will inevitably occur, adding that Fred Minagar, the city’s traffic engineer consultant, informed city officials during the July 28 meeting

that the developer’s traffic impact analysis report failed to adequately address the future traffic impact to the area, and recommended that an Environmental Impact Report be conducted or reduce the number of proposed residential units. “We’re not trying to stop development, we just want a project that’s neighborhood-friendly and compatible to existing lot sizes,” Zaragoza indicated. Average frontage of homes in the neighborhood is 80 feet, and the smallest lot sits on 9,580 square feet. “We are willing to accept 60-foot frontages.” The Zoning Code stipulates a minimum 20% slope for hillside properties, and after studying the CUP for Cluster Development to Deviate from General Plan, Zaragoza points out 90 – 95% of the lots will be at less than 10%

“This would give the residents the opportunity to say something, because of the virus we were using Zoom, and it didn’t give residents the chance to show the committee what they want,” noted Planning Commissioner Tom Archuleta. “We want (residents’) input because this project affects them.”

Resident Celeste Carlos reiterated residents do not object to the 88-home development, but are concerned over the eventual devaluation of their properties due to clustered and HOA housing. “We just want new development to follow the guidelines of the city; now that we have an engineer (Zaragoza) all of a sudden it’s brought to our attention that we have a lawsuit, ” she stated. “We do not feel that we are acting entitled or opposed to progress.” During the September 8 Planning Commission meeting, the item was postponed until October 13 to allow residents the opportu-

Western Region Los Angeles Maricela Segura informs consumers to be cautious of companies that make claims of ready-to-ship PPEs. There are recorded complaints of packages not arriving, companies providing false tracking information, and claims that products are en route. Consumers report receiving text messages and emails with hyperlinks within them claiming a package is ready, loyalty rewards card loaded with money ready to be delivered, or opportunities for profit. “Don’t touch on the hyperlinks, be it a text message, be it from Wells Fargo, just don’t touch on a hyperlink that comes your way,” warned FBI agent Bill Murdoch. “I got a text message asking me if I want to put a Bud Light sticker on my vehicle for $500, maybe it’s legit, I don’t know, but I’m not going to touch on that hyperlink.” Due to the pandemic some landlords are taking advantage of renters by threatening eviction and deportation for nonpayment of rent, and lying to tenants about their right to make partial rent payments.

In addition, beware of individuals offering to help pay rent for a fee. A prevalent scam before the pandemic hit is the Grandparent Scam where individuals pose as the victim’s grandchild, niece or nephew asking for bail money in a pretense of distress. “Never send money in an unrecoverable form right away… call family members to check out if the story is real,” Segura advised. “Pass this on to your communities, when you get a call that claims to be in distress, don’t rush

to wire money or buy the gift cards and send over the numbers. Take a moment.” Another scam to avoid is paying an upfront fee to an individual who claims they can help you get out of debt. That is not the case. According to Akers, for-profit colleges and trade schools, namely Corinthian Colleges that operated as WyoTech, Everest, and Heald schools in San Bernardino, swindled thousands

of students out of quality education. “The school invested millions in marketing, making false promises about job placement and graduation rates to lure students, and they’re particularly targeting veterans and GI Bill benefits,” Akers revealed. “Students didn’t get the education they were promised and many ended up saddled with student loans that they could not afford.

“The Attorney General, district attorneys, and other agencies have prosecuted cases up and down the state against scammers that lied and stole their clients’ money, made false promises, or provided incompetent service or bad advice,” Akers said. “If you need immigration help, don’t go to somebody who calls themselves a ‘notario’ or immigration consultant, they cannot legally provide immigration advice.” Instead, Akers noted, individuals

ov. Gavin Newsom today signed a trio of bills by Assemblymember James C. Ramos (D-Highland) advancing Native American causes on the day celebrating California’s Indian culture and history. All three measures become law on Jan. 1, 2021. Ramos—elected in 2018 as the state’s first Native American legisfrom the lator—hails Serrano/Cahuilla tribe and is a lifelong member of the San Manuel Indian Reservation in San Bernardino County. He expressed his appreciation to the governor for his approval of AB 275, AB 2314 and AB 3099 on a significant day. “Great news on California Native American Day. Thank you, Gov. Newsom for moving California Indian issues forward,” Ramos said.

AB 2314 requires the California Secretary of State to convene an advisory task force to recommend strategies for increasing Native American voter participation. Ramos said even after 1924, when Native Americans were granted U.S. citizenship, full voting rights for Indians were not guaranteed. It was not until 1962 that all states allowed Native Americans to enjoy full voting rights. “Native Americans were denied American citizenship and voting rights until the 20th Century and that history still has a chilling effect on electoral and civic participation,” Ramos said. The task force will consist of the Secretary of State, his or her designees and additional members he appoints. All members of the panel would be required to have experience with voting rights or be county election officials. Task force members would be asked to make recommendations for recruiting Native American poll workers, improving the availability of election materials such as voter information, public service announcements and other means of increasing Native American voter participation. California Secretary of State Alex Padilla said, “This new law will strengthen collaboration between California’s elections officials and Native American tribes. California tribes face unique challenges to participating in our elections. I look forward to working together to develop and implement best practices to improve voting access for California’s Native Americans.” Chrissie Castro (Diné and Chicana), co-founder of the California Native Vote Project, said, "California is the state with the largest Native American population in the whole country. Yet we are disenfranchised from full access to the vote. The passage of this bill is an important step in a long battle towards improving Native American voting rights and access in California. We applaud Assemblymember Ramos and Secretary Padilla for their leadership on this bill. This is why representation matters."

REDUCING RATES OF MISSING AND MURDERED INDIGENOUS WOMEN AND GIRLS AB 3099 will assist the California Department of Justice (DOJ), tribal governments and local law enforcement, including tribal justice systems, in improving their data collection and collaboration. It authorizes funding for DOJ to assist tribal police in the reporting of statistics, training, outreach and procedures relating to crime issues on tribal lands and in Native American communities. Aid would include, but not be limited to, missing persons cases involving Native American women and girls. Finally, the bill would require DOJ to coordinate education and outreach between tribal police and state and local law enforcement agencies. Assemblymember Ramos said about his AB 3099, “Murder rates of Native American women can be ten times the national average on some reservations. These cases are a shameful national tragedy; the cases do not receive the scrutiny and attention they deserve,” Ramos continued. One recent report by the Sovereign Bodies Institute indicated that only nine percent of murders of indigenous women in California have ever been solved. “Many suspects are non-Indian, but confusion over which law enforcement agency has jurisdiction helps perpetrators avoid facing justice.” Jurisdictional confusion has occurred because of a 1953 federal law, Public Law 280, Ramos added. It removed federal criminal jurisdiction over most major offenses committed on reservations. Public Law 280 also limited state civil jurisdiction in Indian Country to six states, including California. More states were added in later years. He noted that a critical issue in solving cases is confusion over jurisdiction among tribal, federal, state and local sheriffs or city police departments. “This confusion causes delays and makes it difficult for law enforcement to share information. The result is that these victims and their loved ones do not receive justice,” Ramos observed.

Envisioning a sustainable logistics system By Sherheryar Kaoosji, executive director of the Warehouse Worker Resource Center, Ricardo Cisneros, executive secretary-treasurer of the Inland Empire Labor Council, and Randy Korgan, secretary-treasurer of Teamsters Local 1932 The warehousing and logistics sector is a dominant part of Southern California’s economy and also a large and problematic producer of air and climate pollution and low quality jobs. Since shelter-in-place, e-commerce and its associated activity has seen rapid growth, with hiring sprees and the proliferation of new warehouses in our communities. The industry is booming, but what’s good for the industry is not what’s good for workers or surrounding communities. Warehousing jobs are notoriously grueling and low-paying. Employee misclassification is rampant with global multi-billion dollar companies passing risks and costs onto independent truck drivers. And diesel pollution chokes surrounding communities exacerbating health vulnerabilities. In recent years, labor and community partners have been working to envision what the logistics sector could look like if we had good working conditions and sustainable technologies. We advocated for a strong ACT Rule, and we applaud CARB’s new rules to clean up diesel pollution at ports. We urged the legislature to pass AB 841, which creates good family-sustaining jobs in the accelerated build out of charging stations. Now we are calling for Gov. Newsom to sign this bill and help us lower transportation emissions -- particularly in our communities hit longest and hardest by transportation pollution. To avert lingering environmental injustices, we must invest in a healthy economic recovery - one that prioritizes underserved communities, reduces pollution, and grows good jobs. We can’t slow the growth of the logistics and warehousing industry, but we can make sure that it is cleaner, safer, and better. A new report from the UC Berkeley Labor Center, “Putting California on the High Road,” lays out how we get there. At the state level, California can establish sustainable and equitable standards for our economy. AB 841 presents an immediate opportunity to do this. The bill specifies that new vehicle charging infrastructure will be constructed by workers certified by the Electric Vehicle Infrastructure Transportation Program (EVITP) and that 35 percent of the infrastructure investments will go to underserved communities. AB 841 presents an immediate opportunity to act on UC Berkeley report’s recommendations and support highroad jobs, particularly in underserved areas. Another opportunity is to invest in High Road Training Partnerships in the logistics industry. With limited career pathways for workers in the warehousing and logistics sector,

the state can look to support good employers like UPS who invest in their employees and their skill development. The state can procure goods and services from companies that commit to strong protections for the environment and their employees rather than those companies that enter Black and Brown communities in California looking to extract profits at the expense of workers and their communities. These programs, that invest in local communities, are what is needed in the Inland Empire where in the City of San Bernardino alone four new massive warehouses are going up. We have been working to demand a Community Benefits Agreement (CBA) from Amazon at the Eastgate Air Freight Terminal, a massive project on public property in San Bernardino, the poorest city in the state. A strong CBA can offer greater opportunities for local hiring, living wages, job training, non-discrimination inforcement, and will consider environmental impacts for residents. It is unacceptable for residents to suffer from the increased air pollution that will come from being located on the flight paths and truck routes of this project. Community residents deserve to be able to hold accountable the corporations that reap millions of dollars in profit off of their hard work and they should have the right to more dignified and stable working conditions to better uplift and support their families. We know that a collective push for these agreements and partnerships is an important way to maximize these local returns. Massive projects, subsidized indirectly by public institutions like the Inland Valley Development Authority and San Bernardino Airport Authority, must provide good jobs to the communities where they are located. Among the provisions that CBAs can ensure are opportunities for local workers to be hired and receive living wages and benefits, more access to affordable housing, and funding for community services. The City of Oakland agreed to such terms in a CBA signed with the logistics firm Prologis, and the residents of San Bernardino and other communities deserve the same. Efforts like High Road Training Partnerships and Community Benefits Agreements can complement the Advanced Clean Truck rule, the freight and ports pollution rule, and the EV charging infrastructure deployment envisioned by AB 841 to create good jobs and economic equity and tamp down pollution in our communities. Through efforts like these, it is within the power of our state and local officials to ensure that California’s recovery supports economic equity and carbon neutrality.

Suppor t freelancers to revive the post-pandemic economy

More than 50 million Americans have filed unemployment claims since the start of the COVID-19 pandemic. And business bankruptcies are expected to rise nearly 50 percent this year. This economic turmoil is pushing both businesses and workers towards a greater reliance on freelancing. Americans are increasingly turning to these flexible jobs and choosing to become their own bosses, rather than search for a traditional 9 to 5 in a soft labor market. And one in every three companies plans to utilize more independent contractors to meet their changing needs, according to research firm Gartner. Freelancers are helping drive the economy's recovery -- and they'll continue to boost the economy long after the pandemic ends. It's time for lawmakers to support this growing share of the workforce by providing freelancers with the same protections that salaried employees have long enjoyed. Freelancers are already an indispensable and growing part of our labor force. Before the coron-

avirus outbreak, the 5.8 million freelancers in the top 30 U.S. markets contributed roughly $150 billion to the economy. In those regions, the number of freelancers grew by 15 percent between 2012 and 2017. COVID-19 has accelerated this shift towards a freelance-centric economy. Forty percent of freelancers said their workloads have either remained consistent or increased. Over half predicted that demand will increase following COVID19. And given the uncertainties about the future, many companies need cost-effective ways to fulfill their business needs. Freelancers' flexibility and skillsets make them well-equipped to meet that demand.

Consider a small business trying to expand their online presence. It doesn't make sense for a bookstore or restaurant to pay someone fulltime to put together a single website. Most small firms don't need a full-fledged marketing department

either -- but they do need help regaining customers after months of closures and lockdowns. Freelancers can step in and provide those services.

Our country's economic revival is linked to the success of these workers. It's time for lawmakers to acknowledge freelancers' value by including them in safety net programs. They can start by making unemployment benefits for freelance workers permanent. Congress temporarily extended these benefits to freelancers through the Pandemic Unemployment Assistance (PUA) program, which will expire at the end of the year. Ensuring access to these benefits long after COVID-19 abates would make the new freelance economy less precarious. An economy supported by independent workers also requires reforms to the nation's healthcare system. One way to provide more -- and better -- insurance options for independent workers is by shoring up the Affordable Care Act, which made it easier for freelancers to get coverage through online insurance exchanges. The law isn't perfect. But there's no reason that Republicans and Democrats shouldn't be able to work together to make the exchanges work better. Expanding access to affordable continuing education is also a necessity. Although acquiring new skills and knowledge in one's field is essential to competing as an independent professional, only a quarter of today's freelancers have used existing educational resources. Student loan forgiveness programs would make using these resources much more affordable. Finally, since freelancers work remotely, an internet connection is invaluable. Yet, over 20 million Americans still lack access to reliable internet. Lawmakers can close that gap by funding the expansion of our country's broadband infrastructure. Policymakers can ensure the rise in freelancing leads to a vibrant economic recovery -- by giving freelancers the basic security they deserve. This is VA’s first major monument honoring American Indian, Alaska Native and Pacific Islander Veterans. “Today is California Native American Day and there is no better way to honor American Indian Veterans than with this groundbreaking ceremony,” said VA Secretary Robert Wilkie. “More Native Americans per capita serve our country than any other demographic. This memorial will honor their sacrifice and service in the

United States military.” The memorial at Riverside National Cemetery consists of a plaza and walkway centered on “The Gift,” a twice life-sized bronze statue representing an American Indian. Construction on the memorial is expected to be completed in the next couple of years. The memorial is being paid for with funds raised by the Riverside National Cemetery Support Committee, with substantial funding from Southern California tribes. Riverside National Cemetery is the busiest cemetery managed by the VA’s National Cemetery Administration. The cemetery was established in 1976 through the transfer of 740 acres from March

NBA Finals Preview: Lakers vs Heat

inally, after a long 11 month journey, the NBA Finals are here, and it is not the matchup many expected when we started the season last October. It’s the LeBron James led Lakers versus the Cinderella story Miami Heat. This is a very intriguing matchup, so let’s break it down. Superstars vs Depth The Lakers are led by Anthony Davis and LeBron James, two superstars who both made the AllNBA first team. Meanwhile for Miami, they have no established superstar and are filled with guys who came from nowhere to the biggest stage in basketball. The Heat’s starting guard/forward Duncan Robinson even played division 3 basketball at the beginning of his collegiate career. These teams are complete opposite, and it will be interesting to see whether superstars can beat an all around team with no clear star. Two defensive teams: It is no secret that the Lakers and Heat are two of the best defensive teams in the league. Anthony Davis was voted second for Defensive Player of the Year and the Heat’s defense is anchored by one of the best defensive wings in the NBA Jimmy Butler, and the emerging star that is Bam Adebayo. Defense may ultimately decide who wins the story, and we

will see if either team can figure out each other’s defensive sets. Shooting: The Lakers are known for their struggles to shoot the ball from deep, while the Heat have established shooters such as Duncan Robinson, and the rookie out of Kentucky Tyler Herro, who can go off for 40 points when he is hot. We saw the heat run a zone that shut down the Celtics in the Eastern Conference Finals and made them shoot, and we should expect to see that in the finals, given the Lakers interior presence. If the Lakers fail to shoot the 3 even slightly well, it’s hard to imagine a scenario where they come out on top. X-Factors: Championship teams always need that extra guy to get them over the hump. Both of these

teams have players who can do that. For the Heat it’s Andre Iguadola. The former champion is a big reason why the Warriors defeated Lebron’s Cavs a few years back. Iggy is known to hit clutch shots, and if he comes up big and shows he can hang with LeBron on the defensive end, the Heat’s chances skyrocket. For the Lakers, it’s the former Defensive Player of the Year, Dwight Howard and the youngster Kyle Kuzma. Dwight Howard took Nikola Jokic out of the equation against Denver in the Western Conference Final, and he’ll need to do the same against Bam Adebayo. Meanwhile Kyle Kuzma, who’s struggled in the playoffs, will need to step up, and hit clutch shots. Predictions: While this series will be gritty, I think the Lakers star power will be too much and they will defeat the Miami Heat in 6 games, earning them their record tying 17th championship and adding on to LeBron’s incredible resume. "Our students have direct access to me, our Honors counselor Debbie Bogh, and other Honors students," explains Honors Coordinator Judy Cannon. "Recently, we held our opening social via Zoom, where we had breakout rooms that allowed students to talk to each other. It's a real community within a community." To be considered for admission into the Honors Institute, students must meet certain criteria, like a 3.25 GPA and a base of transferable credits depending on if they are continuing students. Applications are accepted year-round, and once a student is accepted, the benefits - like open communication with its other members - are tremendous. The program has grown by over 50 percent during the last few years, with 124 students being enrolled in the program last spring. Thirty-nine students completed the Honors program requirements and graduated in May 2020, with 38 transferring to four-year institutions, including UCLA, UC Berkeley, UC Irvine, UC Riverside, UC Santa Barbara, UC San Diego, University of Redlands, Cal Poly Pomona, and CSU San Bernardino among others. Students who transferred have been replaced with new students over the summer, and more students are expected to join during the fall and spring semesters as the program continues to expand. Anthony Abate, a 29-year-old

Crafton alumnus from Beaumont, heard about the program through a flyer he saw on campus. Abate said when he started at Crafton, he came onboard with a 10th grade education and the mindset that he couldn't succeed. That negative thinking didn't last long, he said.

n Saturday, March 14, 2020, the Humane Society of San Bernardino Valley (HSSBV) received a cruelty report, with the now viral video of a man shooting a coyote with a pellet gun while the coyote was in a trap at the Sierra Lakes Golf Club in Fontana. The video was recorded on March 6, 2020 and shows suspect, Lowell Miller, shooting the coyote repeatedly for over two minutes. The reporting party who captured the video stated that the shooting had begun before they took their phone out to record.
