After convincing Texas to join the East in the fight against the Allied States of America, Robert Hawkins receives a message from John Smith, the mastermind of the September attacks, asking for help. Believing Smith will be an asset in the coming civil war, Hawkins and Jake Green sneak back into hostile territory and free Smith from a maximum security prison. With Allied States Director Valente close on their heels, Smith leads Hawkins to "The Precipice," a top secret software program that could turn the tide of the war back in the East's favor. Meanwhile, Valente nominates Mr. Palmer to hunt down Smith and Hawkins, wherever they go next...
