& APPROACH
PROJECT undersTanding: WhaT We KnoW abouT The Frolio school The Frolio Middle School project is a major step in implementing Abington’s vision for revitalization of its school facilities. As such, it represents an opportunity to accomplish a number of important goals: ▪ Modernize and improve or replace a school building that, although extremely well maintained, is undersized and inadequate for current and future needs . ▪ create new educational space and transform existing space to meet the current needs of education that the existing building is ill-suited for. ▪ look at possible changes in educational delivery at the Middle School (and possibly high School) level(s), and provide long-term flexibility for changes in approach to teaching and learning in the building. The need to address the Frolio Middle School Building has been discussed for many years, and the Town has recently won MSBA approval to proceed with Feasibility Study and Schematic design and Town approval to fund the work. Based on the published enrollment certification, as an option to a new middle school, MSBA may be open to the possibility of a combined Middle and high School project (grades 6-12).
Given the apparent interest in being able to take a project for Town votes in the spring of 2014, we have outlined a schedule to reconcile the MSBA requirements and milestone dates to allow this possibility. In the sections that follow, we will illustrate some of the educational planning issues that are part of designing a 21st century Middle School or Middle/high School and will also show how some of these might apply to possible design approaches for a new Frolio School.

PlAnnInG MIddle School TeAM cluSTeRS Middle School educational planning is typically based on educational teams, and we understand that the Frolio School is configured in a teaming structure. In many schools, however, including the Frolio, a team approach to teaching exists in the confines of a building designed for an older educational model, which can limit the effectiveness of team teaching. Purpose-designed middle schools can more effectively accommodate team teaching by providing classroom configurations that are readily combined into team clusters, with science rooms included in individual team clusters. As an example, the Pepperell Middle School, of which a grade wing is illustrated here, is designed as a team-taught middle school for grades 6, 7 and 8. The plan of a single grade wing shows how classrooms and science rooms can be combined into team clusters. This allows the creation of individual “home bases” for teams, within the larger context of the wing that houses the entire grade. The grade Frolio Middle School, Abington, MA -1-

wing also includes toilets, a computer/Technology, Special education space, so that it functions as a selfcontained educational community within the larger school. Teacher team planning is encouraged to take place within the educational team space.
PlAnnInG ThAT SuPPoRTS A FocuS on STeM current secondary educational thinking emphasizes the importance of bringing a unified approach to the teaching of Science, Technology, engineering and Mathematics (STeM). The Middle School team cluster approach lends itself well to this. The traditional high School, typically designed around a strict division of departments, is less well configured to support this. Recent thinking on High School design reflects elements of the middle school team cluster design, with spaces created for smaller learning communities that include science labs, flexible classrooms and other kinds of flexible learning spaces. Team planning space is typically provided within the cluster to encourage teambased planning. The illustration of a prototypical STeM cluster shows one way of achieving this. A detail from our plans for the new essex north Shore Agricultural and Technical School (currently under construction) shows how this can be incorporated into a new secondary school. We have been able to achieve similar results (with some modifications) in our planning for High School renovations as well.
FlexIBle clASSRooM deSIGn A key element of 21st century School design is the creation of Flexible classrooms. This term refers to classrooms that are configured and equipped so that they are readily adaptable to different approaches to instruction, including lecture mode, small group arrangements, project arrangement, seminar arrangement and others. The success of the Flexible Classroom is dependent on the configuration and detailing of the room itself and on the use of furnishings and movable equipment.

ISSueS FoR A coMBIned MS/hS TAunTon exAMPle For many school districts, particularly those with modest enrollment numbers, combining the middle and high schools into a single complex offers opportunities to both save money and provide richer facilities. At the same time, this approach can generate concerns about the impact of mixing middle-grade students and high School students in the same building. There are a number of design strategies for addressing these concerns. Plans for a combined MS/hS building will often provide separate academic wings with separate entrances and separate administration areas for Middle School and high School. decisions are required regarding which major spaces (including cafeterias, libraries, auditoriums and gymnasiums) might be shared and which need to be provided separately for MS and hS use. These decisions need to reect both cost concerns and community attitudes as to what degree of spacesharing is acceptable. The Taunton Middle and high School, a recently completed additions and renovations project, shows one approach to addressing these concerns. In the plan diagram included here, middle school and high school academics are housed in separate wings with separate entrances. Because this is a large (2600) school, many of the major spaces, including gymnasiums, libraries, and cafeterias, are provided separately for the middle and high schools. The auditorium is shared, and a 3rd major entrance is provided for community use.

An important part of our Feasibility Study is the ShARed AudIToRIuM development and evaluation of multiple alternate
approaches to solving middle school space needs. This requires looking at a wide range of possible options, from reuse of the existing building to multiple options for construction of a major new facility. In the section following, we will discuss some implications of these approaches as they impact the Frolio School project and will show a few diagrammatic examples of how these might be approached.
1. RenoVATIon And/oR exPAnSIon oF The exISTInG FRolIo School For the sake of completeness, it is necessary to address this option. however, depending on the grade structure chosen, a new Frolio Middle School may range in size from 90,000 to 110,000 GSF. The existing building, at 51,000 GSF, is too small to house a Middle School for Abington without substantial expansion as well as a thorough renovation. It is also a concern that the site is very small, and it appears there is little likelihood of expanding the building onto adjoining sites. For these reasons, it does not seem likely that this approach will yield a viable solution.
2. Re-uSe oF AnoTheR exISTInG BuIldInG FoR The FRolIo School
Frolio Middle School, Abington, MA -3-
It is necessary to investigate the possibility of using another existing building, including, but not limited to, other school buildings to house the Frolio School. however given the size requirements of Frolio, it is unlikely that (with the possible exception of the existing HS building) there exists a suitably configured building of an appropriate size.
3. cReATIon oF A neW 3-GRAde FRolIo MIddle School
RooF
4. cReATIon oF A neW 4-GRAde FRolIo MIddle School A very similar kind of thinking applies to the design and siting of a 4-grade middle school. The conceptual plan for a 3-grade school can be readily adapted for a 4-grade school, and it can be used as a tool for the same kind of site evaluation studies. Because this is so similar, we are not illustrating it separately.
siTe Plan - neW 6-8 middle school
This appears to be a strong option for the Frolio Middle School. As part of our approach to developing options, we are including a preliminary plan diagram of a possible new school. This plan illustrates, for a school the size of a new 6-8 Frolio, some of the concepts we described earlier as important aspects of middle school planning.
5. cReATIon oF A neW MIddle School/hIGh School second Floor Plan- neW 6-8 middle school
We know that site studies have been undertaken to determine a possible best site for a new school, but it appears that this process has not led to a consensus as to a best approach or best site. Because we do not have a specific site for a new school, we are showing the new building with a conceptual generic site plan. The building plan itself can be treated as a programmatic kit of parts and can be reconfigured to adapt to specific site constraints. For this reason, it is a very useful tool for testing the suitability of different possible sites to house a new Middle School.
Recognizing the potential advantages and efficiencies that can be realized in a combined Middle-high School, it may be desirable to at least conceptually explore this option. Assuming a new site, this approach has the advantage that a new school could be built with virtually no disruption to the ongoing operation of the existing Middle School and high School. on the negative side, this approach has the potential to be expensive. It also has the disadvantage that, if pursued, the Town would need to identify a use for a vacant high School building. Program legend MS AcAdeMIc ScIence SPecIAl ed

6. cReATIon oF An ABInGTon MIddle School/hIGh School By RenoVATInG exISTInG hIGh School WITh A neW MIddle School WInG This has the potential to be an attractive viable option, and it has a number of distinct advantages: ▪ It puts the new middle school on a townowned site with potentially reduced site costs and minimal potential abutter issues. ▪ It gives the town the benefit of a renovated high School along with a new Middle School. ▪ It allows for inherent efficiencies of construction and operation. We are including here a preliminary plan diagram of a possible middle school addition to the existing high school. We have configured this to reflect the planning principals discussed above for combined middle/high schools, including separate academic wings for middle school and high school with separate entrances. The site plan has also been configured to reflect this organization. Because we have not had discussions with educators and parents, we have had to make some assumptions about what parts of the school might appropriately be shared. For this exercise, we have assumed separate libraries, separate new gymnasiums, a new shared auditorium created from the existing gymnasium, and a shared cafeteria divided into separate lunchrooms for middle school and high school. This plan assumes construction of all-new gymnasiums at both Middle and high School level. other approaches are possible that require less construction and therefore less cost.
siTe Plan - eXPanded ms/hs
It is important to note that building on an already developed school site will potentially save the town a large amount of money. MSBA guidelines typically allow reimbursement on site costs up to 8% of building construction cost. Since most schools built on new sites will require higher site costs, it is common for new building projects to have substantial site costs that the town pays for 100%. new school projects that build additions to existing schools typically have smaller site costs, and this site cost differential is likely to be a 100% savings to the Town. Additionally, since existing Abington schools are on town sewer and new sites may not be, the substantial cost of on-site sewage disposal, if required, is a potential unreimbursed cost to the town.

The Feasibility Study and Schematic Design Process
Cost Control as part of the study process
The Study Schedule The necessary steps in the Feasibility Study (FS) and Schematic Design (SD) process are clearly spelled out in MSBA Guidelines (Modules 3 and 4). The RFS for the Frolio School identifies durations for the FS and SD phases that appear targeted to allow MSBA Board approval of Schematic Design at its January 2014 meeting, allowing the possibility of Town votes in April 2014. The schedule for MSBA projects at the FS and SD level must take into account that that each phase requires formal approval by the MSBA’s Board of Directors, which meets only 6 times a year. Phase completion deadlines must meet specific submission dates established for the intended Board approval date. With this in mind, we have tentatively identified some critical milestone dates.
FS Submission (preferred SD Report) for MSBA Board Approval
June 13, 2013
MSBA Board Approval - Preferred Schematic Report
July 31, 2012
A major goal of the FS and SD process is to reconcile the appropriate project scope with an acceptable budget. Our practice, in the 30 years we have been designing schools, is to make cost control and cost estimating a key element of the design process. To this end, we work with our cost estimator (with whom we have a 25 year relationship) to develop rough project budgets for comparison purposes during the FS phase and a fully developed and detailed construction cost estimate and project budget at the SD phase. These are reconciled with cost estimates produced by the OPM to provide an agreed on project budget for going forward.
Identifying Community Concerns We know that community outreach is of critical importance to this project. Gaining support from the community will require an ongoing process of public communication, both providing information and responses to concerns and, of equal importance, engaging in processes to ensure that community concerns are heard and understood, and that the project is developed in a way that is responsive to those concerns. The Abington RFS has made clear that identifying community concerns relating to both community and taxpayer impact and educational

Essex North Shore Design Group Meeting impact is a point of major focus. Our work will include an early public involvement process to identify those concerns. We believe that a successful school project for Abington depends on establishing a relation with the public that incorporates openness, honesty, trust and credibility. This means not just persuading, but truly engaging key stakeholders to define the goals, priorities and concerns of the public, so that he project is shaped by their perception of what is appropriate and acceptable. In such an engagement, it is our task to provide material that explains the need for the project. This will be in the form of both graphic material and narrative information and data. One of the things we pride ourselves on as a firm is our process for the evaluation of alternatives and development of solutions. We organize material in such a way that the required decision processes are clear and readily explainable in subsequent discussions. This approach facilitates the creation of materials for use in explanation of the project to the public. It is part of our service to participate in the public process, both to take part in presentations and, equally important, to listen to concerns from the public. This includes participation in public forums, community meetings and Town meeting.

addition and renovations rejUvenate a camPUs and alloW For dePartmental academic strUctUre... c h a l l e n g e : Provide 21st Century spaces for a 2,600 student high school
through 450,000 SF of renovation and 65,000 SF of new construction while replanning a building originally designed to support a house structure to a departmental space arrangement.
s o l U t i o n : To provide space for additional high school population and
a learning environment dedicated to the specific needs of the middle school. The new wing, constructed in Phase 1, allowed the middle school to vacate its space within the high school generating “swing space” so 100% occupancy could be maintained during construction.
A thorough restructuring of spaces and systems of a large facility originally designed for a different era and a different educational structure. The new mechanical and electrical infrastructure provides an additional 40 to 50 year life span while upgraded spaces, technology and equipment rival those of a newly constructed school. In addition the Parker Middle School now proudly “owns” its own purpose-built, selfcontained wing.
