9 October 2015 Diane Cotter, C.P.M. Senior Contract Officer University System of New Hampshire 5 Chenell Drive, Suite 301 Concord, NH 03301 Reference: USNH RFQ/P Solicitation #13012-0001 Dear Ms. Cotter, As of the Fall 2017 semester, we understand that Plymouth State University (PSU) seeks to have students moving into “a 300 to 350bed residence hall that will set a new standard for future residential – life living / learning facilities at PSU.” DiMella Shaffer is poised to team with you to deliver this exciting and ambitious initiative. After designing 6,500 student beds in the last decade, many of those on fast-track schedules, we meet and exceed the respondent qualifications outlined in Section 4.3.1. With this acknowledgement and understanding, we write to express our interest and submit our qualifications for the PSU New Residence Hall. Our strong student residence hall experience is manifested in the team we are proposing for this project – the same team that designed and managed more than 500 beds for the University of New Hampshire System as well as other, more recent residence hall projects. Steve Keyser, Don Klema and I lead the teams that designed and managed the UNH Fairchild Hall (260 beds), the UNH Gables Hall (400 beds), and the Marsh Hall (535 beds) at Salem State University. As such, this team is familiar with USNH processes and procedures and will be supported by a quality in-house design team. Almost 40% of our staff has been with DiMella Shaffer for over ten years. This provides our clients with consistency of personnel and institutional knowledge that instills confidence that the project will be delivered to the desired standards and schedule. Given the strength of our leadership team, DiMella Shaffer is able to engage a consultant team specifically tailored for each project. We have a stable of trusted consultants with whom we have worked with consistently and successfully. We like to collaborate with you, understand your experience with particular consultants, and choose the consultants that will best serve the project, together. Experience and knowledge of the community and campus, the current workload of the consultant, and their experience in the particular building type are all important factors that we consider. You will find in Section 4, a list of potential consultants that we would like to review with you to determine who will best serve the needs of the PSU New Residence Hall project. The current workload at DiMella Shaffer will allow us to deliver this fast-track project for PSU and we have the experience to know that it’s achievable. For example, we were hired for the Gables Residence Hall project on December 11th and were in the ground in March, delivering 400 beds in 19 months. DiMella Shaffer continues to refine its ability to deliver high quality design within accelerated schedules and various delivery methods. We designed and delivered three sequential 400-525 bed projects with mixed-use programs for the Massachusetts State College Building Authority on three different campuses. These projects won numerous design and sustainability awards, while also keeping change orders under 3%. As an early proponent of the design/build delivery system, we have completed multiple projects totaling over 1,500 beds for the University of New Hampshire, the University of Hartford, Wheelock College and Brown University with no design or construction team change orders to the owners. This experience demonstrates our ability to deliver high quality design within tight budget and schedule constraints for both public and private institutions, regardless of the delivery system.

An integrated design process complemented by the use of Building Information Modeling technology has redefined our design and project delivery processes. Building Information Modeling (BIM) technology is integrated into every project at DiMella Shaffer and is changing the way in which buildings are designed, estimated, constructed and managed by owners. Our integrated design approach using REVIT as the primary tool to build the BIM facilitates more informed decision making and to tightly integrate consultant team input. By creating a single database of information shared by the entire design team from the outset of the project, we are able to identify and communicate the synergies between the design solutions, create efficiencies, determine environmental advantages, and anticipate incompatibilities. While all projects integrate what we call “smart sustainability,” more than 2,500 of our student beds are rated LEED Silver or higher. Our leadership in sustainable design is exemplified by the numerous LEED certified projects for both private enterprise and higher education clients, including the Commonwealth of Massachusetts’ first zero-net-energy public building, North Shore Community College’s Allied Health Building. This 60,000 gsf project was selected as an experimental prototype for future state buildings with regard to sustainable strategies. We recently completed the Fraunhofer Institute, Center for Sustainable Energy (CSE) Research Laboratory, involving highly sophisticated multi-discipline research laboratories to further the research and development of photovoltaic and building envelope technologies. The Fraunhofer CSE provides access for research leaders to learn new methods of sustainable technologies. Our residence halls have benefitted from the cross fertilization of ideas, utilizing chilled beams, photovoltaic, and solar thermal technologies, as well as sustainable site development and storm water approaches. We are able to distinguish our services by providing the optimum balance of all the necessary skills required for your project. Through the team’s complementary talents, we are able to deliver creative planning and programming, award winning building design, and lead a wide, and often varying, constituency in a common direction. We set our ego aside to collaborate with each stakeholder in a partnership focused on your end goal. We believe that when you evaluate the skills required for this project, the challenges ahead, and knowledge and expertise that we will deliver, you will agree that DiMella Shaffer is the optimum choice to partner with you on the PSU New Residence Hall project. Warm and Best Regards,

Ed Hodges, AIA Principal

EAST VILLAGE RESIDENCE HALL NORTHEASTERN UNIVERSITY

WHO WE ARE Founded in 1965, DiMella Shaffer is a privately owned, Boston & Seattle based architectural planning and design firm whose talented staff of 70 architects, planners, and interior designers create innovative, inspiring college and university projects for student life, learning and recreation. We are known for delivering highperformance, sustainable buildings that create long-term value for our clients through continuous operational cost savings, while at the same time improving the local and global environment in which we all live. Following a pragmatic approach, we focus on teamwork, strong management leadership, and innovative thinking to ensure our academic planning and architectural vision meets each client’s needs, goals, and budget.

DESIGN EXCELLENCE Design excellence is found in projects that inspire, challenge and respond to diverse criteria. We, as a firm, see the role of architecture to ask questions and suggest answers. Buildings are reflections of the great aspirations of a diverse group of players including owners, builders, users, and designers. Design excellence is created through collaboration drawn from diverse sources. Good design invites us to challenge what we know and then strive for a better response to the questions asked. Each university, site, client, budget, and social environment is unique. We measure our success in how well we balance the triple bottom line approach (social, environmental and economic) for each of the project participants and how well the future users are inspired by the results.

9

OUR PHILOSOPHY FOSTERNING INTERACTION Design that transforms the student experience is represented through our work with state college systems and private universities. Our design approach is focused on delivering student life facilities and learning enviroments that foster interaction among students, strengthen social connections, encourage the learning experience to continue outside of the classroom and to invigorate open-spaces. The buildings visually compliment the campus, shape and support social interaction, and are tuned to support the life and needs of the whole student. Our experience is in creating unique state-of-the-art student facilities that meet the social, economic and environmental aspirations of universities and students.

We believe that in the major challenges of a project also lie the opportunities for a truly inspired solution—a richly-layered solution that evolves directly from a response to the program, the site and context, the building materials, the economic constraints, and the local building traditions. The result is award-winning designs that enrich communities and fulfill business needs. Our designs have been recognized nationally by professional organizations including the American Institute of Architects, Boston Society of Architects, National Builders Association, and publications such as Architectural Record, Multi-Family Housing News, New England Home, Progressive Architecture, Real Estate & Construction Review, Residential Architect, and The New York Times Magazine.

DEVELOPING COLLABORATION As a design team, we are committed to a collaborative and rigorous

EAST VILLAGE AT NORTHEASTERN

LIVING AND LEARNING TUCKED INTO THE CITY

To alleviate the housing crunch, Northeastern University turned to a private development partnership to create student housing on part of the former YMCA gymnasium site in the historic Fenway district of Boston. The new 17-story, 734bed residence and academic hall houses freshman Honors Program students in traditional double bed units sharing a bath and upperclassmen in suite-style apartments. Four classrooms are located at the basement level to help meet the increasing demand for educational space on campus. Student lounges are located on each floor, with the largest spaces at the ground floor and on the 17th floor, offering dramatic views of downtown Boston. This project is currently pursuing a LEED Silver rating from the USGBC, taking advantage of its urban setting, access to public transportation, and on-site bicycle storage.

RESIDENTIAL PROJECTS

SENIOR LIVING PROJECTS

OUR CAPACITY

WORKLOAD OF PROJECT MANAGER

Our team’s core strength is in higher education facilities. Our experience in educational programming and design covers a broad range of student life and learning environments. We bring a collective depth of experience to our clients. Our team members’ understanding and knowledge of campus planning and student housing design encompasses projects that span decades of practice and contributes to their comprehensive understanding of design today.

Don Klema is currently working part-time on two projects (a quarter of the time each), both of which are in Construction Administration. South College Academic Facility at the University of Massachusetts at Amherst and University of New Hampshire Hamilton Smith Hall total $75.1 Million in construction. The timing of the PSU New Residence Hall will work well with Don’s schedule, as the need for his time will increase following the initial programming and design effort.

We propose a unified design team with complementary strengths for this project. The hands-on DiMella Shaffer team of academic designers will be led by Principals Ed Hodges, AIA, Steve Keyser, AIA LEED AP and Don Klema, AIA who have worked together for more than a decade on many major student residence projects.

OFFICE LOCATION The design services solicited will be performed out of DiMella Shaffer’s headquarters in Boston, Massachusetts

Currently our workload is such that this project would fit perfectly with our staffing and capabilities. Work will intensify toward the end of this year and the beginning of next and then taper down. As of the time of this qualifications statement, we can commit the leadership team outlined in the Respondent’s Team section and can assure you that an internal team will be available to support them should we be selected for the project.

CURRENT PROJECTS DiMella Shaffer currently has 8 projects in various stages of design worth $170 million and 10 projects in construction worth $252 million. We are currently seeking work beginning in design.
