WHERE THE MONEY GOES At the base of the Sawtooth Range sits Stanley Elementary, home to 24 students and the most scenic school library in America. In 2023 during a Bucks for Books delivery, the Lottery discovered the school’s “library” was in the former boy’s shower room. During a building expansion project in 2024, the school asked their District how much it would cost to add a library. After community fundraising efforts, which began with a generous donation from the 1996 Christmas Eve Powerball winner, Janice Seagraves Foundation, the citizens raised enough funds to add the new library.

Fast forward to the spring of 2025. The school additions were complete with two new classrooms and a brand new library space. The Idaho Lottery then granted a special Classroom Wishlist award for $9,038 to provide bookshelves and furniture to complete the Library.

Lottery players and winners are truly making a difference for public education in Idaho.

The Idaho Lottery completed its 36th year in 2025 by returning the third largest dividend in its history of $75 million to the people of Idaho. Since 1989, the Idaho Lottery has returned $1.348 BILLION to benefit our good causes: public education and the state’s permanent building facilities like our campuses and universities.

Here is a breakdown of where the money goes: Prizes 68% Dividend 19%

DIVIDEND DISTRIBUTION The Idaho Lottery continues to benefit public school facilities, students, and the property taxpayers of Idaho. The Permanent Building Fund receives 3/8 of the annual proceeds which they use for approved deferred maintenance, repair, and capital projects to the state’s owned and occupied permanent facilities.

The Department of Education receives 5/8 of the dividend each year for the purpose of construction or renovation of school facilities.

In 2024 legislation enacted a waterfall hierarchy for Idaho public school districts to use the funding in the following order of priority: 1.

Reduce the levy for voter-approved school bonds authorized before July 1, 2025.

2.

Payments required to comply with providing safe Idaho public school facilities.

3.

Reduce the levy for voter-approved school bonds authorized after July 1, 2025.

4.

Reduce the levy for voter-approved temporary school supplemental school levies.

5.

Reduce the levy for voter-approved school plant facility levies.

6.

Once bonds and levies are paid, any remaining funds may be used for construction, renovation, or maintenance needs, used to secure/make payments on a new school facilities bond, or may be reserved for future school facility construction or renovation needs.

DO GOOD PROGRAMS Beyond the annual dividend, the Idaho Lottery offers additional resources for individual school and classroom needs though four Do Good initiatives: Love Your School, Bucks for Books, Classroom Wishlist, and Scratch for Schools. These participatory ventures provide specific resources for classroom needs and libraries. The combination of these four programs reached 626 public schools with a total of $383,225 awarded for individual classroom and library needs.

Schools are very creative at stretching their budgets and $1,000 from the Idaho Lottery can make a huge difference. Created in FY2024 and now in its first full year, the Idaho Lottery started the Love Your School program where players get to be the hero for the school!

Using the Lottery’s VIP Club, players use their points to get an entry into a drawing. At the end of each month, the Lottery selects one player and that player gets to give a $1,000 award to the school they LOVE the most.

A record 500 schools participated in one of eleven Scratch for Schools events this year, claiming $172,470 for individual classroom needs.

At each event, schools received 200 unscratched tickets, an entire package of the promotional game Teacher’s Pet, a fun, school themed ticket created specifically for Scratch for Schools.

After its 24th year, the original and longest running Do Good initiative has hosted 196 events and awarded nearly $2 million for specific classroom and school purposes since October 2001.

For the sixth year, the Idaho Lottery worked with the Idaho Commission for Libraries to deliver this year’s Bucks for Books awards to elementary school libraries. From Paris to Old Town, crisscrossing the state, excited students are thrilled to receive new books they’ve requested from their librarian. It’s like an early Christmas. Bucks for Books is making a difference for early education literacy in Idaho.

There were seventeen recipients for a total of $50,000 this year. Since 2019, Bucks for Books has awarded 126 schools with a total of $325,000 for new book acquisition.

Syringa Middle School’s instructional coach Kristy Rudan asked for “wish items” for each of the 40 teachers she supports in her school that serves 700 students. Using a utility van full of boxes, the Lottery delivered something for everyone including flexible seating stools, a whiteboard, an entire classroom set of headphones, and a 3-D printer, along with many other boxes of supplies and classroom needs.

In FY 2025, Classroom Wishlist interacted with 97 schools and delivered supplies and equipment for a total of $148,755. Since the program began there have been 376 school projects funded worth $586,797.

In November of 2024, the Idaho Lottery delivered a Classroom Wishlist project to Alex Sandoval’s 5th grade classroom at North Gem School in Bancroft. For their science curriculum, the students were going to study space. For their project, each student built a working rocket to launch in the spring.

“Besides how to build a rocket, we’ve learned about practice, patience, and perseverance, especially while launching our rockets.”
