On a crisp autumn morning at Centennial Elementary in Lewiston during a Bucks for Books delivery, one young student shared her love of books. “The library is where I go first thing in the morning and after school. I love books. I have books all over my room. When I grow up, I want to become a librarian.”

This is why the Idaho Lottery exists. To make a difference in funding for Idaho’s students and future leaders.

The Idaho Lottery celebrated 33 years, onethird of a century of fun and entertainment, by returning a record-setting annual dividend of $73 million to the People of Idaho. Since 1989, the Idaho Lottery has returned over $1.1 billion to benefit our good causes: public education and the State of Idaho’s permanent building facilities, like our public university and college campuses.

Beyond paying winners and commissions earned by a network of 1,182 brick-andmortar retailers, Lottery proceeds stay in Idaho, supporting our workforce and businesses in 165 communities across the Gem State.

The Idaho Lottery continued its trademark performance of rigorously managing their budget. Here is a breakdown of where the money goes:

Do gooD PROGRAMS

Benefiting education is the quilted fabric of the Idaho Lottery.

Beyond our annual dividend, the Idaho Lottery is reaching teachers and schools through on-theground, grassroots programs. Scratch for Schools, Classroom Wishlist, and Bucks for Books are the three Do Good programs available to Idaho public schools. In FY22, we reached 479 public schools and funded a total of $308,000 for individual classroom and Do Good program needs.

SCRATCH FOR

We hosted our 21st annual Scratch for Schools event in 2021. We added a few more in-person events to help accommodate some of Idaho’s more rural schools and to allow for COVID-19 protocols. We rounded out the tour with 14 events, 10 days, and 379 participants! Lincoln High School in Idaho Falls used their $198 in Scratch for Schools winnings to support their Hope Squad (LHS’s suicide prevention program) and fund Student Council activities to bring hope and raise school spirit. The fastest scratching school this year was Buhl Middle School who scratched 206 tickets in five minutes. The biggest winning school was Betty Kieffer Elementary in Rathdrum who claimed $647 in prize winnings from the event in Coeur d’Alene.

The Idaho Lottery introduced Classroom Wishlist in FY2019 as a pilot program to fund supplies for individual Idaho schools. This program allows teachers to propose needed projects. Wishlists are then voted on monthly, and our VIP Club members fund the wishlist with their donated VIP points. In FY22 Classroom Wishlist awarded 61 schools a total of $114,780 in teaching supplies, curriculum aides, technology, and furniture.

The Idaho Lottery raised funds with VIP Club members and partnered with Barnes & Noble Booksellers to support a collaborative initiative with the Idaho Commission for Libraries. In Fall 2021, this program provided $105,000 in financial awards, delivering thousands of books to thirty-nine schools in need.

Idaho Lottery Contribution to Bond Levy Fiscal Year 2022:

Since Fiscal Year 2009, the Idaho Lottery has consistently contributed to the Idaho Department of Education’s Bond Levy Equalization Fund. This Fund is used to help local school districts meet their financial obligations and assist in paying the interest on qualifying, voter-approved school bonds. Money expended through this Fund are dollars that do not have to come from the local taxpayers. Since 2009, the Idaho Lottery has contributed $152,425,000 to the Bond Levy Equalization Fund. Here is a representative look at the Idaho Lottery’s contribution to the interest payments for current bonds, by district, during Fiscal Year 2023.

The 300 students at Frontier Elementary in west Boise represent dozens of nationalities and speak 26 different languages. The school’s Hall of Flags leads directly to the library and proudly displays the assortment of home country flags for all the students –including from places as remote as Nepal and Burundi. The librarian, Carolyn Knan, received a Classroom Wishlist award for new library tables to replace the original ones which had been well used in the school’s 38-year history. “I want to get students reading and I felt our students needed a better library experience,” she said.

This year’s annual dividend ceremony occurred at White Pine Elementary School in southeast Boise. The Idaho Lottery presented Idaho Speaker of the House of Representatives Scott Bedke with the dividend check for $73 million. Using their dividend dollars, the Boise School District updated White Pine’s carpet and paint as part of a regular, district-wide maintenance schedule.

The Idaho Lottery began on July 19, 1989. Three-eighths of the Idaho Lottery’s annual dividend goes to the Department of Education for operations and maintenance, like the new paint and carpet at Boise’s White Pine Elementary. Another threeeighths of the dividend goes to the Department of Administration’s Permanent Building Fund for projects like a remodel of the Pharmacy building at Idaho State University in Pocatello. The final one-fourth of the Lottery’s dividend goes to the Department of Education’s Bond Levy Equalization Fund that helps pay the interest on qualifying, voter-approved school bonds. Dividend distribution occurs annually in July. The Department of Education handles distribution at the district and charter school level based on average daily attendance. Permanent Building Funded projects are approved the Permanent Building Fund Advisory Committee and the Idaho Legislature.
