Dear Reader, We are pleased to present you with Idaho Housing and Finance Association’s (IHFA’s) 2017 community report. In this annual report, we share our accomplishments, partnerships, and community engagement from the past year as we continue our work to help improve the lives of Idahoans.

IHFA’s broad spectrum of business activities produced a $1.53 billion investment in Idaho’s economy, bringing significant improvements throughout the state. Included among these investments are:

$1.3 billion for new home loans helping more than 8,000 families $96 million to assist renters and build new affordable rental housing $6.8 million to help combat homelessness $115 million to finance the growth of 78 small businesses, supporting 4,733 jobs, and six nonprofits.

To help illustrate the impact of IHFA’s investment, our report contains personal stories about families now living in new homes, new affordable rental housing to help address a statewide shortage, small businesses empowered to expand and provide more services, nonprofits supported in their efforts to help those in need, and strong schools that ensure our children receive the best education possible.

We are grateful to our employees, board members, community partners, and financial investors for their boundless energy, talents, and dedication. It is a privilege to work alongside these stakeholders to strengthen communities, promote self-sufficiency, and foster economic development throughout Idaho.

Giving Hope to the Homeless

One of our core missions at IHFA is to make housing available to every Idahoan. For this, our homelessness programs address Idaho’s need for more affordable housing and economic development in our communities, as well as helping individuals become more self-sufficient. IHFA invested $3.5 million in federal funding and $575,000 in IHFA resources for statewide programs that help provide temporary and permanent housing and shelter. Partnerships with communities and nonprofit service providers help resolve the underlying issues of homelessness and lift families and individuals out of poverty.

A New Path Home

for Boise’s Homeless

IHFA CONTRIBUTIONS An exciting partnership is underway to construct New Path Community Housing, which will rapidly house the chronically homeless and help residents work to resolve underlying issues of homelessness.

This monumental project is made possible through the involvement of many community partners. IHFA and the city of Boise are funding the development and construction. Tom Mannschreck, founding board member of Northwest Integrity Housing Co. and Caleb Roope, president of Pacific West Communities, Inc. are the developers, Erstad Architects and Pacific West Architecture are the designers, and Pacific West Builders is the general contractor.

“New Path Community Housing is a tremendous project. We are thrilled to be part of the team and to have the opportunity to manage its development,” said Roope. “I’m confident this Housing First site is going to make a real difference by helping to reduce homelessness in Boise and Ada County.”

Additional partners are committed to provide onsite case management and supportive services designed to help

residents recover and achieve stability. Ada County, St. Luke’s Health System, and Saint Alphonsus Health System are funding service programs provided by Terry Reilly Health Services and C.A.T.C.H. (Charitable Assistance to Community’s Homeless). Tenant rents will be subsidized by project-based vouchers from the Boise City/Ada County Housing Authority.

“What’s different about New Path is the collaboration and camaraderie with all the developers and service providers,” according to Mannschreck. “Whether tenants struggle with chemical dependency, mental health, or an inability to find a job—all of which contribute to homelessness—we think we have the bases covered.”

Avenues for Hope:

Opening Doors in Moscow Sojourners' Alliance, the only housing nonprofit in the Moscow community that houses single men, lost its federal funding in September of last year and was forced to shut down. Steve Bonnar, executive director of Sojourners’ Alliance did not deviate from his calling and set out to find the funding needed to reopen. Along came the Avenues for Hope Housing Challenge in December, helping Sojourners’ raise more than $42,000 and reopen its doors in February 2017.

“Avenues for Hope provided the financial support we needed to reopen our doors. Every year, I’ve witnessed increased campaign donors and donations,” said Bonnar “Without the money from this campaign, I don’t think we would be open again, serving the disenfranchised men in our community.”

The annual Avenues for Hope Housing Challenge has raised nearly $1.5 million in six short years for housing nonprofits like Sojourners’ Alliance. Avenues for Hope, coordinated by IHFA’s foundation, the Home Partnership Foundation, is an online-giving campaign that helps fund Idaho nonprofits that provide critical assistance to low-income individuals and families in need of safe, stable, and affordable housing.

The 2016 campaign, held December 8-31, was the single biggest year so far for Avenues for Hope raising $501,439 for 40 Idaho nonprofits. A large part of the success was a record number of corporate sponsors with more than 30 businesses across the state stepping up to provide more than $200,000 in campaign prizes and matching funds.

Sponsor contributions provided an additional 38 cent match on every dollar donated by individuals.

“Year after year, I am inspired by the generous support our participating nonprofits receive,” said Deanna Ward, director of development for the Home Partnership Foundation.

“These nonprofits work hard to meet the housing needs in their communities, and Avenues for Hope funds help ensure those housing programs and services remain available.”

The Avenues for Hope Housing Challenge fosters community and partnerships in support of safe, stable, and affordable housing throughout Idaho. We look forward to raising millions more to help homeless Idahoans and the nonprofits who serve them.

Increasing the Supply of Affordable Rental Housing Rental Housing Assistance

The need for affordable rental housing continues to grow. IHFA offers several financing alternatives to help build affordable rental housing, including the allocation of lowincome housing tax credits, construction and gap financing, and the Federal Housing Trust Fund. These programs help address current housing dynamics such as extremely-low rental housing availability and escalating rents. IHFA also administers $3.5 million in HUD vouchers and project-based rental assistance that help subsidize the monthly rents paid by Idaho’s elderly and those struggling to make ends meet.

Developing Affordable Workforce Housing Through

Unique Partnerships Residents in McCall, Idaho are excited about the completion of 36 new units of affordable workforce housing at the Springs II. This beautiful mountain development boasts of its spacious design, including four studios, eight one-bedroom units, 18 two-bedroom units, and six three-bedroom units.

With the addition of these new units and the existing units at the Springs I, this development now provides 72 units of much needed housing in this area.

Through a unique partnership, Valley County donated the land to IHFA and The Housing Company for the purpose of building additional workforce housing that was so desperately needed in the McCall area. Because of this partnership, The Housing Company was able to secure financing through a $4.2 million construction loan and $5.4 million of Low-Income Housing Tax Credits from IHFA. This provided the needed equity through LP Capital from Enterprise Communities and Optum Bank and permanent financing from U.S. Department of Agriculture Rural Development. It is public-private partnerships such as this that serve as the catalyst to bring workforce housing to higher-cost resort towns around the state.

positive difference in this community, our state, and in the lives of those who will benefit from this beautiful housing,” said Gordon Cruickshank, chairman of the Valley County Commissioners.

Recognized for its superior energy efficiency, the development is able to pass monthly utility savings on to its tenants in addition to reducing its outdoor lighting energy costs.

This helps contribute to the philosophy that housing isn’t affordable unless both rents and utilities are within reach of the residents.

“Valley County is proud to have assisted with expanding workforce housing and providing quality, affordable homes to individuals and families who work, live, and support the local community,” said Cruickshank. He adds that this beautiful new community will add to the quality of life of the residents of Valley County and will benefit the region for generations to come.

The Springs is a successful addition to McCall’s rental housing market. In addition to affordable rents and the efficient green-building elements, it is a long-term sustainable option for workforce housing in Valley County.

Expanding Affordable Rental Housing Through

An Untapped Financing Option Maryann and Todd Prescott, developers in North Idaho, are taking advantage of an untapped financing option to expand affordable housing. Through the use of IHFA’s four percent Tax Credit, the Prescotts’ developed and built Pointe Apartments, a beautiful new 75-unit affordable housing community in Post Falls, Idaho.

The Prescotts were familiar with using IHFA’s nine percent Tax Credit to develop affordable housing. This is a competitive resource that covers about 70 percent of the low-income unit construction costs of a development with applications submitted once a year through a Qualified Allocation plan. In looking to continue to build affordable housing in their community without having to wait for the competitive round, they tapped into IHFA’s four percent Tax Credit. This non-competitive resource covers 30 percent of the low-income unit construction costs with applications submitted any time. For the Prescott’s, the four percent Tax Credit worked well with their development strategy for Pointe Apartments. They looked at several key factors such as high land costs, demand for larger number of units, and Area Median Income (AMI) between 50 and 60 percent to help determine if this development would be successful.

“IHFA’s four percent Tax Credit is another resource to consider in helping to supplement and bring more affordable housing to the state in larger quantities, especially in communities where it makes sense,” said Maryann.

“For us, the market dynamics were there. Structuring the four percent Tax Credit financing was the hardest part. You really need an experienced team of professionals including IHFA who understand these types of transactions,” said Maryann. As a result, the Prescotts were highly effective in bringing a large project like Pointe Apartments to market without having to apply for the competitive nine percent Tax Credit.

Pointe Apartments is located in a growing area of Post Falls along the state lines of Idaho and Washington. The tenants living in this new development enjoy the ease of walking to local amenities including the convenience of a nearby Walmart. In fact, several of the tenants work there, and some earn more than 50 percent AMI, but until now, they were unable to afford the increasing costs of rents in the area. For these tenants, this is an ideal affordable place to call home, close to work.

Growing Families “Everyone is in a unique situation when looking to buy a home,” said Tony. “What is so nice about Idaho Housing is they offer a plethora of home loan programs that allow borrowers to meet their specific needs with a great mortgage that seems almost customized for them. Even someone ‘moving up,’ such as us,” said Tony, a returning customer with Idaho Housing home loans.

Tony and his wife Chavon recently bought a new home to accommodate their growing family of three children. The couple knew Idaho Housing offered quality home loans for first-time homebuyers, and they were pleased with the superior customer service they received on their first home mortgage. Tony and Chavon were delightfully surprised to learn from their lender, Kim Zweiger with Premier Mortgage Services, that Idaho Housing also had a terrific home loan program for their second home, helping them to move up.

“We were a little daunted about coming up with the down payment to buy a more spacious home,” said Tony. “In only

two years, we had built some nice equity in our first home, but we didn’t think it would be enough to secure a larger home loan.”

The couple was pleasantly surprised when Kim presented several Idaho Housing home loan options. They did have enough for the down payment and also qualified for discounted mortgage insurance, which lowered their monthly home loan payment considerably. “The loan was perfect for them because it offered the lowest interest rate available with the added benefit of lower mortgage insurance,” said Kim. Tony, Chavon, and their kids love their new home and are thrilled to still be with Idaho Housing. “If we ever have a question, they are always nice and easy to work with,” said Tony. This high-touch customer service is valued not only

Homeownership Attainable Cameron started thinking of buying a home while living with his sister and seeing how successful she was at homeownership, even at a young age. “I had moved around a lot over the years, so I was really interested in putting down roots close to family,” said Cameron. Having just married his wife Carli, he thought it was a great time to settle into a home of their own.

Finally Home! Homebuyer Education taught Cameron about the homeownership process. His loan officer, Kim Demma with Guild Mortgage Company, suggested it. “The course really made me think about all the different things that go into owning a home,” said Cameron. “I learned so much, very quickly and easily through the online course.”

Cameron’s next step was to work with Kim to qualify for an Idaho Housing home loan. “The Freddie Mac Home Possible HFA Advantage 2% Bonus loan is perfect for young couples, with low incomes, who are just stepping into homeownership,” said Kim. Cameron qualified for down payment and closing cost assistance, which significantly reduced his upfront costs for the home. He also received annual tax credits, through the Homebuyer Tax Credit program, that will save him $2,000 every year for the life of the 30-year mortgage.

“Without these programs, we wouldn’t have been able to afford the type of home Carli and I wanted,” said Cameron. The unique combination of mortgage programs used by Cameron and Carli are only available through Idaho Housing.

In short, it’s about building strong, vibrant communities supported by a flourishing economy. IHFA offers a variety of bond and low-cost financing programs for small businesses, nonprofits, and manufacturers to help grow and strengthen Idaho’s economy.

The Village Charter School Unifies in New Facility with

the Help of IHFA Bonds

When the 2017 school year kicked off, the nearly 500 students and 20 teachers and staff at The Village Charter School reported to a new school site in Boise, courtesy of tax-exempt education bonds from IHFA. “Coming together on the first day of school was a great homecoming,” said Ben Greenwood, Village Charter School’s board chair. “Everyone—students, teachers, staff, and parents—is very excited about the new facility, all its features, and most of all, to be united on one campus.”

When The Village Charter School was established in 2011, its founders knew the initial building was going to need upgrading within three years. “The challenge of maintaining the service levels promised in our charter goals while also securing the financing for a new facility stretched out to six years. For the last two years, we’ve operated out of two separate campuses, which was incredibly inconvenient,” Greenwood said. “Having all our students and staff together again is a massive advantage.”

Charter school funding can be difficult, and there is little to no monetary support for facility costs. IHFA’s nonprofit/ education bonds can be a great funding resource because they provide lower-cost, tax-exempt financing for qualified grade schools, colleges, and other nonprofit organizations. A quality education imparted in a well-planned and built facility is fundamental to healthy and prosperous families—part of IHFA’s mission is to strengthen Idaho communities, and supporting excellent schools is one of the ways we do that.

The new school encompasses two buildings that include 21 classrooms, a music arts room, computer lab, gymnasium, and a fun outdoor play area. “Our school family is ecstatic about our new facility and the opportunity to come back together under one roof,” says Greenwood. “This year our student enrollment increased by 47 percent. We are excited about how our new facility positions us for continued growth and service within our community.”

Helping a Visionary Veterinarian

Heal More Pets Boise’s WestVet Animal Emergency and Specialty Center opened the doors of its new state-of-the-art veterinary hospital in December 2016. It is one of 78 businesses to receive financing through the Collateral Support Program (CSP) of IHFA. The statewide program supports small businesses and helps them thrive. In the case of WestVet, CSP financing helped build the new facility, which brought about a business expansion, the hiring of additional staff, and new service offerings to more pets and their owners.

WestVet Animal Emergency and Specialty Center is the vision of Jeff Brourman DVM, MS, DACVS who recognized an opportunity to grow his veterinary business a couple years ago. In 2016, working with Washington Trust Bank and backed by IHFA, he secured a loan to help finance his dream of a multispecialty, 24-hour emergency veterinary hospital.

“Building this facility was an essential part of providing a high-level of pet healthcare,” says Dr. Brourman, WestVet Founder and Chief of Staff. “I am grateful for the support of IHFA and Washington Trust Bank. Together they made the process very easy, allowing me to stay focused on the daily demands of the hospital.”

The WestVet Animal Emergency and Specialty Center is one of the largest pet care facilities in the Northwest. Its state-of-the-art treatment capabilities include 16 exam rooms, five surgery suites, an anesthesia recovery area, and a feline-only treatment area. The additional services and increased business afforded by the new facility require a larger pet care staff, which grew from 115 to 140.

“Our bank frequently utilizes the Collateral Support Program because, like with the WestVet project, it results in a win-win for all parties,” according to Alex Westfall, vice president, commercial team leader of Washington Trust Bank.

“After 39 years in the banking industry, I believe it is one of the best loan credit enhancement programs available. The IHFA team is great to work with and always finds creative ways to get the most velocity of their limited cash fund.”

The CSP supplies cash collateral accounts for business owners to help secure financing to start or grow their businesses. Last year IHFA’s program generated $48 million of private loans for Idaho businesses in the manufacturing, construction, retail, medical/professional, and service industries. These 78 businesses in turn were able to create or retain 629 jobs.

Board of Commissioners IHFA is governed by a seven-member board of commissioners. The Governor appoints members to four-year terms and designates the chairman of the board. The board members elect a vice chairman and secretary/treasurer.
