As the trusted leader and definitive voice of the U.S. cattle and beef industry, NCBA has a proven track record of building strong relationships in Washington, D.C., to represent the best interests of cattle producers across the country. This past year brought a new administration and one of the most partisan political environments I can recall in recent times. This on top of proposed tax hikes, the continued battle to defend beef’s reputation, as well as efforts to mitigate supply chain issues, resulted in a chaotic year.

LEADING THE CHARGE FOR SOUND TAX POLICY
While President Joe Biden’s announcement of the American Families Plan was the administration’s effort to provide relief and assistance to those in need, in reality, the proposed tax hikes

would have caused devastation to the people that the administration claims to support – members of family-owned businesses, including farmers and ranchers.
When these proposals were announced, NCBA led the charge to fight back. As a result of our involvement in several coalition efforts, relationships built with key lawmakers and more than 1,800 letters sent by NCBA members from across the country to elected officials, we successfully preserved key provisions in the federal tax code in the House version of the Build Back Better Act.

the future. While the Senate continues debate, we are working with key lawmakers to ensure the best interests of the U.S. cattle and beef industry are at the forefront.
SECURING CRITICAL INVESTMENTS FOR INFRASTRUCTURE
Last year, Congress was responsible for the reauthorization of a surface transportation bill. Typically, this legislation focuses on traditional infrastructure investments such as roads and bridges. However, during the reauthorization process, the legislation became entangled in the broader Build Back Better conversation.
While the process fell victim to partisan politics and gridlock throughout the course of conversations, our government affairs team remained focused on ensuring the final piece of legislation included critical provisions
that benefit the U.S. cattle and beef industry. Finally, in November, President Biden signed the Infrastructure Investment and Jobs Act into law.
This legislation includes provisions that will allow the U.S. cattle and beef industry to remain efficient, relevant and competitive in a global marketplace. In addition to the 150-air-mile exemption on the destination of livestock hauls that we have long advocated for, the bill included funding for roads and bridges, rural broadband and wildfire mitigation. DEFENDING PRODUCERS’ CONTRIBUTIONS TO SUSTAINABILITY
Historically, the cattle industry has been painted in a negative light by farleft politicians and mainstream media in regard to our impact on the environment. Throughout the year we made it a priority to reset the narrative on the cattle industry’s environmental impact by setting sustainability goals and providing science-based, data-driven proof that the conservation work being done by cattle producers is an integral part of achieving the environmental goals set by President Biden.
From promoting voluntary conservation as a key component in the president’s “30x30” conservation plan, to defending grazing on public lands and pushing back against harmful Waters of the United States (WOTUS) regulations, we are determined to help decision-makers understand how conservation of land and natural resources is a factor in the daily decisions made on farms and ranches across the United States.
WORKING TO FACILITATE MORE TRANSPARENT CATTLE MARKETS
At the end of the day, NCBA’s top priority is to increase producer profitability. As we focused on facilitating a more viable business climate for producers, we continued our efforts to return leverage to producers and increase transparency within cattle markets.
Throughout the course of last year, we saw an increase in negotiated trade volumes that several trusted market analysts directly correlated to the work done to fulfill our voluntary price discovery framework. In addition, we successfully worked with a bipartisan group of members in the House to pass the Cattle Contract Library Act and reauthorize Livestock Mandatory Reporting (LMR), both fundamental tools for producers as they enter negotiations with packers.
This year, we are working with the Senate to ensure these bills continue to move through the legislative process.
As we begin a new year, our team is committed to ensuring that elected officials and other leaders making decisions in Washington understand the unique needs of the U.S. cattle and beef industry.
