RECREATIONAL MARIHUANA GROWER OPEN APPLICATION NOTICE

Keene Township Hall 8505 Potters Rd - PO Box 24 Saranac MI 48881

The Keene Township Board adopted amendments to the zoning ordinance and adopted a new regulatory stand-alone ordinance to opt in to Recreational Marihuana for certain grower types at their September 13, 2022 meeting. The ordinances will become effective October 24, 2022.

The Board has set an open time period to accept applications beginning on November 1, 2022 for 60 days thru December 30, 2022.

Applications received during that time span will be saved until the end date. If more applications are received than the number of grower license types, then a competitive process will take place to select the applicants that can go forward with the special use process and submitting any remaining items for the application. The opt-in ordinance, zoning ordinance addition, application form and resolution to set fees and the time period is on the Township website at: www.keenetownship.org. Rep. Calley leads effort to make state’s Open Meetings Act easier to understand

State Rep. Julie Calley is spearheading a plan to update Michigan’s Open Meetings Act to make it clearer and easier to understand.

The Open Meetings Act re quires all meetings of a public body to be open to the public and lays out other require ments like providing notice to the public, the keeping of min utes, and what circumstances must be met to allow the body to hold discussions in closed session.

Calley, of Portland, said the Open Meetings Act is fre quently referenced by public

bodies, the people who serve on them, and the public – yet it currently includes confusing language and complicated legal terminology that can inspire more questions instead of providing clear-cut answers. The solution Calley is offering rewrites the Open Meetings Act using plain language.

“Our current Open Meetings Act is verbose. It features several sentences with more than 100 words, multiple dependent clauses, and an abundance of what could be termed ‘legalese,’” Calley said following a committee

hearing on the legislation. “The goal is to find straightforward language that is easy to un derstand.”

Calley’s House Bill 6423 takes a comprehensive look at the entire Open Meetings Act, making language clearer and more concise and reorganiz ing the information in a format that is easier to digest – all while staying true to the law’s original intent.

It also incorporates clarifying information compiled over decades by the Michigan Attorney General’s Office that is currently offered in the form of a handbook. For

example, the existing statute does not provide guidance on how a public body exits from closed session. This measure clarifies that a majority vote is required.

Calley has worked closely with the Michigan Associa tion of Counties, Michigan Townships Association, Mich igan Association of School Boards, and Michigan Munici pal League, and said she val ues feedback as the measure moves through the legislative process.

The bill remains under consid eration by the House Rules and Competitiveness Committee.

A look at the oldest Halloween traditions

believed the ghosts of the dead returned. Also, Druids made pre dictions about the future at this time of year. It was customary to build large, sacred bonfires and burn crops and other sacrifices to the Celtic deities.

While large bonfires are not typically part of Halloween celebrations today, revelers can light fire pits in their yards that are reminiscent of ancient celebrations.

rest. All-Hallows Eve (Halloween) was a time to pay homage to the dead. Poor children would go door to door in more affluent neighborhoods offering to say prayers for residents’ deceased loved ones in exchange for some food or money. This was known as “souling,” which became the basis for trick-or-treating. Later the tradition became known as “guising” in areas of Scotland, where children would go around in costumes.

Witches

Images of witches riding broomsticks are everywhere come Halloween, and witch costumes remain a standard. Almanac.com indicates that, during the Middle Ages, women who practiced divination were dubbed “witches,” from the An glo-Saxon word “wicce,” or “wise one.” It was believed the witches could go into a trancelike state, and would do so in front of their fireplaces. Superstitious people believed the witches could fly out of their chimneys on broomsticks and terrorize others with magical deeds.

Bobbing for apples

As with many celebrations, Halloween is steeped in tra ditions — many of which can be traced back quite some time. Since Halloween is be lieved to have originated from Celtic pagan, ancient Roman and early Christian events, its traditions are varied. The fol lowing is a deep look at some old traditions associated with Halloween.

Bonfires

Historians trace many tradi tions of Halloween to a Celtic holiday known as Samhain (pronounced sow-in). The Celts lived 2,000 years ago in parts of what is now Northern France, Great Britain and Ireland.

During Samhain, people be lieved that the door between the worlds of the living and the dead was blurred. On Samhain, Celts

Trick-or-treating Christianity spread throughout Celtic regions and blended with other rituals. Pope Greg ory III expanded on a holiday Pope Boniface IV established to honor Christian martyrs to include all saints and martyrs.

All Saints Day on November 1 commemorates the venerable saints, and All Souls Day on November 2 celebrates loved ones who went on to eternal

Bobbing for apples is not quite as popular as it once was, as more people have become con cerned about spreading germs. During the Roman festival for Pomona, which occurred around November 1, Pomona, the god dess of fruit and orchards, was celebrated. Romans believed the first person to catch a bobbing apple with his or her teeth would be the first to marry. It also was believed apple peels contained the secrets to true love.

Carving pumpkins

Removing the insides of pump kins and carving them into funny

or fearsome faces may be messy work, but it’s tradition on Hallow een. Turnips were the material of choice in ancient Ireland, but were replaced by pumpkins when immigrants came to America.

The “lanterns” were made with scary faces and lit to frighten away spirits.

Halloween is full of traditions, many of which have lengthy histories. TF22A386
