269-249-6960 Rep. Calley takes action to rein in out-of-control severance payments

House unanimously approves measure limiting confidentiality agreements State Rep. Julie Calley and the Michigan House have unanimously approved a measure to rein in severance payments for state employees and prevent taxpayer dollars from being used to fund hush-money agreements. Calley, of Portland, said no government leader – now, or in the future – should be allowed to use taxpayer dollars to buy the silence of former employees. “These types of hush-money agreements represent a huge breach of public trust,” Calley said. “I’m committed to ensuring taxpayer money is never again used to hide important information from the people I represent.” Earlier this year, it came to light that former Department of Health and Human Services Director Robert Gordon was given more than $155,000 as part of a separation contract through the

state, an amount equal to nine months of pay. Former DHHS Deputy Director Sarah Esty and former state Unemployment Insurance Agency Director Steve Gray also received separation deals. Director Gray’s agreement included almost seven months of salary. House Bill 4591 would generally limit severance pay to 12 weeks of compensation for employees of the legislative and executive branches. It also prevents the state from entering a contract that prohibits a state employee from disclosing factual information about an alleged violation of the law or any information about the performance of their official duties. The measure now advances to the Senate for further consideration.

The United States flag was first imagined after the signing of the Declaration of Independence in 1776. The Continental Congress authorized creation of the first national flag on June 14, 1777. It was decided that the flag should have 13 stripes, alternating red and white, to represent the original 13 colonies, and that the new union be represented by 13 white stars in a blue field to signify a “new constellation.” Francis Hopkinson, one of the signers of the Declaration of Independence, is most often credited with the original design. Today there are 50 stars on the flag to represent the 50 states, while the 13 stripes still represent the 13 British colonies that became the first states. While this may be common knowledge, Public Law 94-344, known as the Federal Flag Code, may not be as widely known. The code dictates that the flag is to be treated with respect and proper etiquette. The code is extensive, but the following guidelines can help private individuals interested in displaying their flags do so in accordance with the law. • Flags should only be displayed in public from sunrise to sunset, unless the flag can be properly illuminated during darkness. In this instance, it may be displayed at all times. • When displayed with other flags, such as on a single staff or lanyard, the U.S. flag should be above all other flags. If flags are displayed in a row, the U.S. flag goes to the observer’s left. • State and local flags are traditionally flown lower than the American flag. • During marching ceremonies or parades with other flags, the U.S. flag should be to the observer’s left. • The flag should be displayed at every public institution and at schools during school days. • When displayed vertically and not on a staff, the union should be on the left when observed. It should be suspended so its folds fall freely as though the flag were staffed. • The flag should be hoisted briskly and lowered ceremoniously. • The flag is often displayed at half-staff on days of mourning,

the staff. • On a vehicle, the U.S. flag should be displayed from a staff firmly fixed to the chassis. It should not be draped over the hood, top, sides, or back of a vehicle. • The flag should never touch anything beneath it, such as the ground, the floor, water, or merchandise. It also should never have anything placed on it. • A flag in poor condition should be destroyed with dignity, preferably by burning. Most American Legion posts and local including Memorial Day. The flag should first be hoisted to Boy Scouts troops will have the peak for an instant, then the resources to retire flags lowered to half-staff position, accordingly. Many will host anwhich is half the distance be- nual flag retirement ceremonies tween the top and bottom of on Flag Day.

Great gifts for today’s grads By the time students reach graduation day, many have taken hundreds of tests, written scores of essays, worked through thousands of pencils, and made dozens of friends along the way. Such realities only underscore the notion that graduation is worthy of celebration. Though not everyone may be able to gather this year for a blowout graduation party, thoughtful gifts can show graduates their accomplishments have not gone unnoticed. The following are nine graduation gift ideas. • Keepsake blanket: A blanket featuring school colors that’s woven with photos or data about the graduate and graduating class makes a great keepsake. • Engraved compass: Finding one’s new direction will take time, and a symbolic compass with inspirational words can help guide graduates on their future quests. • Jewelry: Gift-givers may want to offer to pay for a school ring or can opt for different jewelry. For example, a necklace with the infinity symbol can represent infinite possibilities ahead. Those who collect charms for bracelets or necklaces can be gifted a graduation-themed charm. • Dorm room essentials: Graduates going on to college will need a starter pack of essentials. A personalized tote bag filled with

toiletries, linens and more will help graduates outfit their dorm rooms in style. • Inspirational art: Graduates may want to revamp their bedrooms or decorate new dorm rooms. Framed inspirational verses, sayings or images can make ideal gifts. • Blue-blocking eyeglasses: Blue-blocking lenses protect eyes from the harsh effects of blue light emitted from screens, a big benefit in an era when students and professionals spend ample time with their devices. • Meal subscription service: In addition to gifting a cooking appliance like a slow cooker or air fryer, giving grads a subscription to a meal delivery service may help them transition to life without mom’s cooking or the dining hall. • Streaming service: Graduates can benefit from any number of streaming television and movie services to stay entertained while commuting or relaxing around the dorm with friends. • Luggage: Whether students intend to take a gap year before college or enjoy a summer break before looking for their first job out of school, young adults will always get use out of a set of luggage or a carry-on bag. Gifts for grads evolve throughout the years, but many gifts have withstood the test of time.
