time of year for those of us in Zone 5b! MAY GARDEN PLANNING IN ZONE 5B: When you are a gardener, planning and making adjustments is an ongoing process. Your journal can be your best friend when it comes to creating and maintaining your gardens. Here are some things to make a note of as May rolls in: •Check with your local extension office for a soil test if you haven’t done so already. Ask them any questions and consult with the experts to determine

ideal planting times for your county. •Horrocks Garden Center is brimming with plants, containers and everything garden-related. Do you have anything on your May garden wish list? Keep a garden shopping list in your garden journal and jot down any supplies that you still need at the garden center. •Walk around and assess what pests are presenting themselves in your yard right now and note any traps or companion planting options that can help you combat them. •Ensure that your garden has the

flowering plants it needs to lure beneficial pollinators and predatory insects to the garden. Use your sketched-out garden design plans and dream boards to figure out where your newly acquired plants and seedlings will go. •If you constructed new raised garden beds over the winter and haven’t set them out yet, now is the time! Fill them with raised bed soil or compost and lots of organic matter. •Calculate the amount of soil that you will need to fill up your garden beds. Are your raised beds very deep? Consider layering soil in your raised beds by adding tree logs and setting them in the bottom of the trough. Layer compost and raised bed soil on top. The organic matter will break down over time and save you money by taking up square footage, so you can use more raised bed soil and compost elsewhere. •Decide what you still need to fill gaps in your garden. This is best to do before you head to Horrocks Garden Center, so you know what you are looking for. Take pictures of the problem areas and bring them in to us at Horrocks.... We will help you! HOW TO PREPARE & MAINTAIN THE GARDEN By the time May rolls around, it is best to have garden beds prepped and ready to go so that you can plan what plants you want to fill the space. Here are some housekeeping items on the May Garden Checklist for Zone 5b that will get your gardens in tip-top shape and boost your spring gardens. •Remove cold winter protection from outdoor cool-season crops. •Identify pests in the garden. Proactively set out sticky traps to catch common
insect pests like whiteflies, aphids, leaf miners and thrips. •Pull up early weeds before they establish themselves or use organic weed control methods to eliminate them. •If you plan to use a drip irrigation system, ensure that hoses are installed and functioning properly. •Divide and transplant perennials that have overtaken their space in the garden beds. It’s a great way to create new garden beds. •Assess if your spring bulbs will need dividing. Digging up and dividing bulbs should only be done after the foliage has withered and browned. •Plant your summer flowering bulbs and bare root plantings. •Once the soil warms and tender veggies have been hardened off, cage your tomatoes, peppers and eggplants as you plant them in the ground or raised bed. •It’s time to assemble your artistic annual planters! Wash out your planters and containers and fill them with premium potting soil from Horrocks Garden Center before planting. •Spread and organic fertilizer around shrubs and perennials. Be sure to use an organic fertilizer to treat the soil and microbial life rather than just the plants. Horrocks Garden Center has organic fertilizers for every type of plant, shrub or tree. •Add compost around fruit trees. MULCHING AND AMENDING THE GARDEN Mulching and amending can be the difference between a prolific garden and a mediocre one. Just as mulch insulated your garden beds over the winter and early spring, it will keep your plant roots cool as the temperatures begin to heat up. Adding a couple of inches of mulch
to your garden beds can also help stomp out reseeding weeds and regulate moisture. It also will help keep your soil from eroding during bouts of heavy rain. •Once your soil test results are in, add compost and any other necessary soil amendments to help build healthier soil. •Support microbial life by using organic fertilizers and mulches like fish or seaweed fertilizer and organic matter. Horrocks Garden Center has a great selection of certified organic composts including lobster and mushroom compost. OUTDOOR SPRING GARDEN PLANTING May is planting time for us in Mid-Michigan, zone 5b. Plant your bare root plants in the ground if you haven’t done so already. Once you have amended your garden soil and pulled all weeds, you can start sowing some seeds outdoors. Sow vegetable such as: Beets, Peas, Beans, Corn, Lettuce, Kale, Spinach, Swiss Chard, Potatoes, Squash, Melons. Additionally, toward the middle to end of May, you can begin to harden off tender vegetables like peppers, tomatoes, cucumbers, eggplant and more. Place them outdoors gradually in a protected location for at least one week before transplanting them outdoors. Always pay close attention to the forecast, as spring weather can be unpredictable at best, even in May. Be prepared with row covers or protective plant domes if erratic weather is predicted and protect your garden crops. Stop in and see the girls at Horrocks Garden Center..... We are here to help you! † ALLEN Lisa Diana Allen, age 57, † KINGSLEY Charleene Elaine Kingsley, age 83, of Saranac formerly of Ionia, passed away passed away on April 23, 2022. She was born on October 14, Wednesday, April 20, 2022. 1938 in Ionia, the daughter of Wayne and Ethel (Seybold) Zander. Charleene married Judson (Jud) Kingsley on November 14, 1958 † BENNETT in Ionia and he preceded her in death in 2004. Jerry D. Bennett, age 85, of Her father’s work as a telegraph operator with Western Union Lake Odessa, passed away meant that she and her family moved frequently, living in Mt. Pleasant Sunday, April 24, 2022. and South Haven before moving to Ionia. Starting in her junior year † FINKBEINER of high school, she worked as a telephone operator for Michigan Derek Michael Finkbeiner, age Bell in Ionia until her marriage, when she moved to Saranac with Jud and they started their family. Step-grandchildren: Kristana Beard, Jamie Beard (Cam Hockenberry), and Daniel (Whitney) Beard. Great-granddaughter: Kylie AnnMarie Kingsley. Step-great-grandchildren: William Beard, Rosswell Beard, Drew Beard, Evelyn Beard, and Estelle Beard. Brother and Sisters-in-law: Pat Zander of Saranac and Jim and Judy Kingsley of Springport. Numerous nieces and nephews. She was preceded in death by her parents, husband, brother Robert Zander, and step-grandson Ron Beard. Cremation has taken place and Memorial Services was held at the Saranac Community Church, Friday April 29th at Noon with Pastor Mark Hall officiating. Interment Saranac Cemetery. There will be a visitation at the church from 11 a.m. until the time of services. Those wishing to make memorial contributions may make them to Saranac Community Church Food Pantry. ORDINANCE #2022-02 (MARIHUANA ESTABLISHMENTS)
An Ordinance to provide a title; to define words; to authorize the operation of and provide regulations for recreational (adult use) marihuana establishments in the Village of Lyons pursuant to Michigan Regulation and Taxation of Marihuana Act, Initiated Law 1 of 2018, MCL 333.27951, et seq., as may be amended; to provide for an annual fee; to provide penalties for violation of this ordinance; to provide for severability; to repeal all ordinances or parts of ordinances in conflict therewith, and to provide an effective date. THE VILLAGE OF LYONS ORDAINS: Section 1. Title This chapter shall be known and cited as the Village of Lyons Marihuana Establishments Ordinance. Section 2. Purpose The purpose of the ordinance is to regulate recreational ( adult use) marihuana establishments in the Village in order to protect the public health, safety and general welfare of the Village’s residents, to provide reasonable regulations regarding Village licensing of recreational ( adult use) marihuana establishments, to provide a method to defray administrative costs of such establishments, and to coordinate Village regulations and license approval with laws and regulations enacted by the State of Michigan. It is not the intent of this Ordinance to restrict or abrogate the protections for recreational ( adult use) marihuana found in the Michigan Regulation and Taxation of Marihuana Act, Initiated Law 1 of 2018, MCL 333. 27951, et seq., as may be amended. Section 3. Definitions A. As used in this chapter, the following terms shall have the meanings indicated: 1. “Act” means the Michigan Regulation and Taxation of Marihuana Act, 2018 IL 1, MCL 333.27951 et seq., as amended. 2. “Village” means the Village of Lyons. 3. “Clerk” means the Clerk of the Village of Lyons. 4. “Council” means the Village Council of Lyons. 5. “Department” means the Michigan Department of Licensing and Regulatory Affairs. 6. “Marihuana Establishment” means a Marihuana Grower, Marihuana Safety, Compliance Facility, Marihuana Processor, Marihuana Micro business, Marihuana retailer, Marihuana Secure Transporter, or any other type of business licensed by the Marijuana Regulatory Agency to operate under the Act. 7. “Marihuana Grower” means a person licensed to cultivate marihuana and sell or otherwise transfer marihuana to Marihuana Establishments. 8. “Marihuana Micro business” means a person licensed to cultivate not more than 150 marihuana plants; process and package marihuana; and sell or otherwise transfer marihuana to individuals who are 21 years of age or older or to a Marihuana Safety Compliance Facility, but not to the other Marihuana Establislm1ents. 9. “Marihuana Processor” means a person licensed to obtain marihuana from Marihuana Establishments; process and package marihuana; and sell or otherwise transfer marihuana to Marihuana Establishments. 10. “Marihuana Retailer” means a person licensed to obtain marihuana from Marihuana Establishments; process and package marihuana; and sell or otherwise transfer marihuana to Marihuana Establishments. 11. “Marihuana Safety Compliance Facility’’ means a person licensed by the Department to test marihuana, including certification for potency and the presence of contaminants. 12. “Marihuana Secure Transporter” means a person licensed by the Department to obtain marihuana from Marihuana Establishments in order to transp01i marihuana to Marihuana Establishments. 13. “Marijuana Regulatory Agency” means the marijuana regulatory agency created under Executive Reorganization Order No. 2019-2, MCL 333.27001. 14. “Ordinance” means this ordinance and any amendments thereto. 15. “Person” means any firm, person, partnership, association, corporation, company, or legal entity of any kind. Section 4. Recreational (Adult Use) Marihuana Establishments. The following recreational (adult use) Marihuana Establishments may be authorized to operate within the Village by the holder of a state operating license, and the Village may issue a Village license for the same, subject to compliance with the Michigan Regulation and Taxation of Marihuana Act, MCL 333 .27951, et seq., as may be amended, the Rules promulgated thereunder, and this Ordinance: 1. Marihuana Growers (Class A, B and C) shall be authorized in the Village. 2. Marihuana Processors shall be authorized in the Village. 3. No Marihuana Secure Transporters shall be authorized in the Village. 4. No Marihuana Safety Compliance Facilities shall be authorized in the Village. 5. No Marihuana Retailers shall be authorized in the Village. 6. No Marihuana Microbusinesses shall be authorized in the Village. 7. No special licenses shall be authorized in the Village. A special license shall include a designated consumption establishment license, an excess marihuana grower license, a marihuana event organizer license and a temporary marihuana event license.
8. No other license types as may be established by the Rules promulgated pursuant to the Michigan Regulation and Taxation of Marihuana Act, MCL 333.27951, et seq., as amended, shall be authorized by the Village. Section 5. License Required for Operation. A. All applicants for a Village recreational (adult use) Marihuana Establishment license shall be pre-qualified by the State of Michigan Marihuana Regulatory Agency, and shall provide proof of such approval from the State prior to or upon applying to the Village of Lyons for a Village of Lyons license. B. Once the requirements in Section 5 (A) are met, all applicants are to obtain a License from the Village Clerk. C. The Council may establish, by resolution, an appropriate nonrefundable license application fee, not to exceed five thousand dollars ($5,000.00), to help defray application and administrative costs. Section 6. License Application Submission A. Applications for a license shall be made in writing to the Clerk. All completed applications submitted to the Clerk shall be considered for issuance of a license. Completed applications shall be considered in the order in which they are received by the Clerk. B. An application for a license required by this Ordinance shall be made under oath on forms provided by the Village, and shall be deemed to be complete only if it contains all of the following: 1. The appropriate nonrefundable permit fee in the amount set by Council resolution pursuant to Section 5; 2. If the applicant is an individual, the applicant’s name, date of birth, mailing address, email address, and one or more phone numbers; 3. If the applicant is an entity, the names, dates of birth, mailing addresses, email addresses, and one or more phone numbers of each individual with an ownership interest, including designation of one such individual as the primary point of contact; 4. The name and physical address of the proposed Marihuana Establishment; and 5. One of the following: (a) proof of ownership of the entire premises wherein the Marihuana Establishment is to be ordered; or (b) written consent from the prope1iy owner for the use of the premises in a manner requiring licensure under the Act along with a copy of the lease for the premises. C. Nothing in this Ordinance shall be read as prohibiting a person from obtaining multiple licenses under this Ordinance. An individual or entity must apply for a license for each Marihuana Establishment that the individual entity intends to operate in the Village. D. To the extent permissible, all information submitted in conjunction with an application under this Ordinance is confidential and exempt from disclosure under the Michigan Freedom of information Act, 1976 PA 442, MCL 15.231 et seq. Section 7. License Application Evaluation A. Upon receipt of a completed application meeting the requirements of this Ordinance, the Clerk shall refer a copy of the application to each of the following for their approval: the Building Inspector, the Electrical Inspector, and the Mechanical & Plumbing Inspector. B. No Application shall be approved unless: 1. The Building Inspector, Electrical Inspector, and the Mechanical & Plumbing Inspector have inspected the proposed location for compliance with all laws and ordinances for which they are charged with enforcement. C. If written approval is given by each individual identified in subsection B, the Clerk shall issue a license to the applicant. D. Licenses issued under this ordinance may not be transferred to another person without the approval of the Clerk. For purposes of this subsection, a change in, transfer of, or acquisition of control of the licensee is not considered to be a transfer. In order to receive approval to transfer a permit to a different person, the licensee must make a written request to the Clerk, indicating the current licensee and the proposed licensee. The Clerk shall approve the transfer of a license to a different person if the Department approves the transfer. The transfer fee is $500.00. E. Licenses issued under this Ordinance may not be transferred to a different location without the approval of the Clerk. In order to receive approval to transfer a license to a different location, the licensee must make a written request to the Clerk, indicating the current location and the proposed location. The Clerk shall refer a copy of the application to each of the following for their approval: the Building Inspector, the Electrical Inspector, and the Mechanical & Plumbing Inspector. The Clerk shall approve an application to transfer a license to a different location if: 1. The Building Inspector, the Electrical Inspector, and the Mechanical & Plumbing Inspector have confirmed that the proposed new location is in compliance with all laws and ordinances for
which they are charged with enforcement. Section 8. License Generally. A. No consumption of marihuana shall be permitted on the premises of a Marihuana Establishment, and a sign shall be posted on the premises of each Marihuana Establishment indicating that consumption is prohibited on the premises. B. A licensed recreational (adult use) marihuana establishment shall only be operated within the Village by the holder of a state operating license issued pursuant to Michigan Regulation and Taxation of Marihuana Act, MCL 333.27951, et seq., as may be amended and the Rules promulgated thereunder. The facility shall only be operated as long as the state operating license and Village license both remain in effect. C. The license required by this Ordinance shall be prominently displayed on the premises of the Marihuana Establishment. D. A Marihuana Establishment receiving a license under this Ordinance shall be subject to inspection by the Village Law Enforcement Agency at any time. E. All necessary building, electrical, plumbing, and/ or mechanical permits shall be obtained from the Village or other applicable governmental authority. F. All persons working in direct contact with marihuana shall conform to hygienic practices while on duty, including, but not limited to: 1. Maintaining adequate personal cleanliness. 2. Washing hands thoroughly in adequate handwashing areas before starting work and at any other time when the hands may have become soiled or contaminated. 3. Refraining from having direct contact with marihuana if the person has or may have an illness, open lesion, including sores, or infected wounds, or any other abnormal source of microbial contamination, until such condition is resolved. G. Litter and waste shall be properly removed and the operating systems for waste disposal are maintained in an adequate manner so that they do not constitute a source of contamination in areas where marihuana is exposed. H. Floors, walls, and ceilings shall be constructed in such a manner that they may be adequately cleaned and kept clean and in good repair. I. There shall be adequate screening or other protection against the entry of pests. Rubbish shall be disposed of so as to minimize the development of odor and minimize the potential for waste becoming an attractant, harborage, or breeding place for pests. J. Any buildings, fixtures, and other facilities shall be maintained in a sanitary condition. K. Marihuana that can support the rapid growth of undesirable microorganisms shall be held in a manner that prevents the growth of those microorganisms. L. Marihuana Establishments shall be free from infestation by insects, rodents, birds, or vermin of any kind. M. A Marihuana Establishment shall continuously monitor the entire premises on which they are operated with surveillance systems that include security cameras. The video recordings from such systems shall be maintained in a secure, off-site location for a period of fourteen (14) days. N. No Marihuana Establishment shall be operated in a manner creating noise, dust, vibration, glare, fumes, or odors detectable to normal senses beyond the boundaries of the property on which the Marihuana Establishment is operated. O. Disposal of marihuana shall be accomplished by a manner that prevents its acquisition by any person who may not lawfully possess it and otherwise in conformance with the Act and the rules promulgated thereunder. P. It shall be prohibited to display any signs that are inconsistent with this Ordinance, local ordinances, the Act, or rules promulgated thereunder. Q. It shall be prohibited to use adve1iising material that is misleading, deceptive, or false, or that is designed to appeal to minors. R. No Marihuana Establishment shall be located (i) within any residential area, (ii) within any area zoned exclusively for residential use, (iii) within 1,000 feet of a pre-existing public or private school, or (iv) within the boundaries of the Village business district. S. No person under the age of twenty-one (21) years shall be permitted within a Marihuana Establishment. T. All distances under this Ordinance shall be measured along the center line of the street or streets of address between two fixed points on the center line determined by projecting straight lines, at right angles to the center line, from the part of the school building nearest to the contemplated location of the Marihuana Establishment and from the part of the Marihuana Establishment nearest the school building. U. Any Marihuana Secure Transporter who has been granted a license under the Act may transport marihuana or money associated with the purchase or sale of marihuana through the Village, but may not store marihuana or money associated with the
purchase or sale of marihuana in the Village. V. In addition to the License application fee established in Section 5, the Council may establish, by resolution, an appropriate nonrefundable annual license fee, not to exceed five thousand dollars ($5,000.00), to help defray application, administrative, and enforcement costs associated with the operation of Marihuana Establishments in the Village. W. An applicant or licensee shall notify the Clerk of any changes in the information submitted in Section 6(B) within two (2) business days of such changes occurring. Section 9. License Renewal. A. The term of each license shall be one year. Within thi1iy (30) days of the expiration of a license, the licensee shall apply to renew its license. Applications to renew a license shall be made in writing to the Clerk. If a licensee fails to file an application to renew a license prior to the date that license expires, the license shall be deemed forfeited. B. An application to renew a license required by this Ordinance shall be made under oath on forms provided by the Village, and shall contain substantially the same information as required in Section 6(B), as well as the appropriate nonrefundable annual license fee in the amount set by Council resolution pursuant to Section 8(V). C. Unless the Clerk finds that denial of a renewal application is warranted pursuant to Section 10, the Clerk shall grant a renewal license to a licensee as long as the licensee has a valid state license issued by the Department to operate that Marihuana Establishment. Section 10. Denial and Revocation. A. An initial or renewal license application shall be denied if it does not meet the requirements of this Ordinance. B. A license issued under this Ordinance may be revoked after an administrative hearing at which the Clerk determines that any grounds for revocation under subsection C of this section exists. Notice of the time and place of the hearing and the grounds for revocation must be given to the licensee at least seven (7) calendar days prior to the date of hearing, by first class mail, to the address given on the license application. C. A license issued under this Ordinance may be revoked for violation of this Ordinance. If a license issued under this Ordinance is revoked, the Clerk shall notify the Department of the revocation within seven (7) calendar days. Section 11. No Vested Rights A property owner, lessor, license applicant, or licensee shall not have vested rights or nonconforming use rights that would serve as a basis for failing to comply with this Ordinance. Section 12. Penalties Any person in violation of any provisions of this Ordinance or any provision of a license issued under this Ordinance is responsible for a civil infraction, punishable by a fine of up to five hundred dollars ($500.00) for each violation. Each day that a violation continues to exist shall constitute a separate offense. Nothing stated herein shall prevent the Village from instituting civil proceedings for abatement and termination of any activity in violation of this Ordinance. Section 13. Severability Nothing in this Ordinance is intended to limit an individual or entity’s rights under the Act. The Act or the rules promulgated thereunder supersede this ordinance where this is a conflict between them. This Ordinance and various parts, sections and clauses thereof, are hereby declared severable. If any parts, sections, paragraphs or clauses are adjudged invalid, it is hereby provided that the remainder of this Ordinance shall not be affected thereby. Section 14. Repeal All ordinances or parts of ordinances in conflict herewith are hereby repealed Section 15. Effective Date This Ordinance shall be effective the day after its publication after adoption, April 18, 2022. NOTICE OF PUBLIC HEARING FOR MICHIGAN COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR THE SANITARY PUMP STATION AND WASTEWATER TREATMENT FACILITY IMPROVEMENTS PROJECT. The Village of Muir will conduct a public hearing on May 10, 2022 at 7 PM at the Village Office, 122 W. Superior St. Muir, MI 48860, for the purpose of affording citizens an opportunity to examine and submit comments on the proposed application for a CDBG grant. The Village of Muir proposes to request $1,407,840.00 in CDBG funds to abandon the Villages wastewater pump station, and replace it with a new pump station, the project will also replace 2800’ of wastewater force main from the wastewater pump station to the Village’s Wastewater Treatment Facility, effluent pipe replacement at the Wastewater Treatment Facility, and a generator at the Village’s water tower. The Village of Muir will contribute $268,160.00 from local funding. The project will benefit all residents within the Village and benefit at least 51% low to moderate income persons. No persons will be displaced as a result of the proposed activities. Further information, including a copy of the Village of Muir’s Community Development Plan and CDBG application is available for review. Sparrow Ionia Hospital recognizes volunteers for their decades of service IONIA, MI – During this Volunteer Week, Sparrow Ionia Hospital recognizes the many volunteers who continue to serve as an important part to the organization and have an incredible history of providing care to Ionia-area residents. Sparrow Ionia Hospital currently has 47 volunteers that assist in transporting patients arriving or leaving the hospital and working in the gift shop, welcome center, and surgery lounge. Many of the current volunteers have been with the hospital since it was known as Ionia County Memorial Hospital (ICMH) from 1943-2010. The ICMH Auxiliary was formed in 1955, shortly after the hospital moved to the Lafayette Street location. In the early 1970s, there were 13 different Guilds under the ICMH Auxiliary that raised money for the hospital – Cart N’ Lobby, Ex Libris, Geranium,

Elaine Caswell has been a member of the Ex Libris Guild since 1977. She recalls that the group “held jewelry sales, uniform sales, and decorated Pediatrics with colorful paintings on the walls to make it a fun place for the kids.” The Auxiliary has been vital

in raising contributions for the hospital and its needs. Among others, the Auxiliary organized fundraising projects consisting of charity balls, bake sales, fairy gardens, euchre tournaments, and the hospital gift shop. The volunteers helped fund several renovations at ICMH and Sparrow Ionia Hospital, including the Guild Room, Father’s Waiting Room, Dining Room, Day Room, and Lobby. The Guild was a necessity in funding departments’ “wish list” extras, such as surgical equipment. In addition, the Guild would fund scholarships for nurses. Sandy Olson has been a volunteer since 1999. She volunteers because she says, “It is important to help people and make a difference in this world.” She enjoys helping and interacting with the patients, families, and the hardworking caregivers. “A personal highlight was when I reached 20 years of volunteering at the hospital and received my 20year pin. I am now in my 24th year and hope to make it to at least 25 years!” In 2016, only four Guilds remained – Cart N’ Lobby, Ex Libris, Lafayette, and Yellow Rose. The four Guilds worked together and pledged $50,000 over five years to help in the construction of the new hospital and chose the chapel as their special dedication project. Peg Christopher Fell was a volunteer for 30 years, up until her early 90s. She held various offices and committee chairs,
