Joan Ferree Stilwell Cremer was born on April 14, 1952 in Vermillion, South Dakota, to Gladys Louise (Ferree) Stilwell and Wilber Moore Stilwell, the third of three daughters.
Joan received her degree from the University of South Dakota in Computer Science. While working at the USD computer lab as head of database management, she met her future husband, Roger Cremer. They were married January 2, 1986. During their almost 39 years of devotion to one another, Joan and Roger were blessed with two daughters, Jacqueline Stilwell Cremer and Sarah Stilwell Cremer. Although Joan achieved great success in her career as a software asset manager, earning international recognition in her field, her work accomplishments were secondary to her family life. She was a dedicated and affectionate mother, encouraging her daughters in their explorations and growth, nurturing a close and foundational relationship throughout their time together.
In Joan’s earlier years, she was passionate about horses, learning Western style riding and dressage. Her love for animals continued throughout her life; she was known for fostering and adopting animals affectionately described as “high needs.” She supported the Ionia County Animal Shelter and enjoyed drawing, antiquing, DIY projects, art (especially art museums), and family travels. Joan spent many hours along with her sisters organizing, cataloguing, and preserving artwork by their father, Wilber Moore Stilwell, a well-known South Dakota artist and educator, and their mother, Gladys Ferree Stilwell, an artist and inventor.
Those who knew Joan describe her as loving, compassionate, warm, welcoming, comforting, genuine, kind, humble, logical, strong, and generous, with a quiet determination. Her strength of mind and spirit, love of family, and support from those that loved her carried her through 4 ½ years of aggressive treatment for sarcoma, a rare cancer.
Joan’s family is deeply grateful to the sarcoma specialists at Northwestern Memorial Hospital Lurie Cancer Center’s Developmental Therapeutics, the University of Michigan Rogel Cancer Center, and Memorial Sloan Kettering Cancer Center, along with many other healthcare providers, friends, and family whose support has been invaluable.
Joan was preceded in death by her parents, Wilber and Gladys Stilwell, and Roger’s parents, Leonard and Anita Cremer. Joan is survived by her loving and steadfast husband, Roger Cremer; her two daughters, Jacqueline Cremer (Tate Kirgis) and Sarah Cremer (Richard Galasso); her beloved grandchild, Sloane Kirgis; her sisters, Mary Van Loan (Charles) and Elizabeth Brechtel (Jon); seven Cremer siblings and their spouses; as well as many nieces, nephews, and great-nieces and nephews.
Joan’s Celebration of Life will be held on Saturday, April 26, 2025 from 1:00-3:00 pm at Tower Hall, 208 W. Main St, Ionia, MI 48846. In lieu of flowers, memorial contributions may be made to the Ionia County Animal Shelter (https://www.icas.pet/waysto-help.html) and the Sarcoma Foundation of America (https:// curesarcoma.org/).

Beverly Ellen Fisher, age 79 of Saranac went to be with her Lord and Savior on March 29, 2025. She was born August 4, 1945 in Grand Rapids, MI the daughter of Cloyd and Eleanor (Blough) Noon. Beverly married Terry Fisher June 8, 1963; he preceded her in death September 4, 2021.
She was an active member of Galilee Baptist Church for years and loved to gather for worship and Sunday School with her church family. She loved to ride her bike, to play cards, putting puzzles together and getting together with all her family.
Surviving are her children, Laura (Steve) Mallon of Wisconsin, Lisa (Scott) Ferguson of Lowell, Kevin (Tina) Fisher of Saranac and David Fisher (Sandy Smith) of Wyoming, Michigan. Grandchildren, Samantha Mallon, Aundrea (Jordan) Dennis, Angela (Ronel) Race, Abigale Ferguson, Tristin Fisher (Cole Stearns), Bryce Fisher (Alissa Emelander), Brenton Fisher and Brooklyn Fisher (Kenny McBain). 12 great grandchildren. Siblings, Sam (Laura) Noon of Lowell, Jill (Rick) Perry of Saranac, Pam (Mike) Kline of Gowen and Randy (Stacy) Noon of Hastings. Sister-inlaw, Judy Dausman. Brother-in-law John Fisher. Funeral Services will be at the Galilee Baptist Church in Saranac on Thursday, April 3rd at Noon with Pastor Ryan Morter officiating. Luncheon directly following service. Visitation will be at the Church in the Walker room from 10:00 a.m. until the time of services. Interment Pinckney Cemetery at 2:30 pm. SECTION I TITLE
AN ORDINANCE TO ESTABLISH A BASIS FOR REIMBURSEMENT OF CHARGES, COSTS AND FEES INCURRED BY THE BERLIN - ORANGE TOWNSHIP FIRE
DEPARTMENT. FOR PROVIDING CERTAIN EMERGENCY RESPONSE SERVICES AND TO PROVIDE FOR THE COLLECTION OF SUCH CHARGES, COSTS AND FEES; TO ESTABLISH EXEMPTIONS FROM LIABILITY; TO ESTABLISH A PROCESS FOR APPEAL OF THE IMPOSITION OF SUCH COSTS OF EMERGENCY RESPONSE SERVICES WITHIN THE SERVICE AREAS OF THE BERLIN - ORANGE TOWNSHIP FIRE DEPARTMENT.
This Ordinance shall be known and may be cited as the Emergency Response Cost Recovery Ordinance.
SECTION II PURPOSE
Pursuant to the authority granted under by Michigan Public Act 33 of 1951, as amended, (Compiled Law 41.801 et seq), this ordinance is adopted for the purpose of providing reimbursement to Berlin - Orange Township Fire Department for cost and expense of certain emergency responses within the service area of the fire department.
SECTION III DEFINITIONS
“Township” shall mean the Township of Berlin, Ionia County, its Board and Officers.
“Fire Department” shall mean the Berlin - Orange Township Fire Department.
“Police Department” shall mean the Ionia Co. Sheriff Department, Michigan State Police.
“Service Area” Shall mean the Township of Berlin, Ionia County, and specific areas of neighboring townships that contract with the Township for firefighting and emergency medical and rescue services.
“Emergency Response” shall mean providing, sending or utilizing firefighting, emergency medical and rescue services, police or related services and personnel by the Township or by any other municipality, corporation or individual operating at the request or direction of the Township to an incident which threatens the public health, safety, welfare or property within the fire department’s service area, including:
1. Traffic accidents, vehicle fires and medical assistance responses.
2. Second in all subsequent responses to any premises within the service area required by unauthorized open burning incidents or by a violation of a local ordinance.
3. (a) The individual(s) responsible for any intentional false alarm causing a response by the Berlin-Orange Township Fire Department.
(b) The third and all subsequent responses to anyone building within any twelve (12) month period required by any type of alarm caused by mechanical failure.
4. Releases or threatened releases of hazardous or toxic materials.
5. Bomb threats.
6. Threats of harm to oneself or others.
7. Overhead power, electrical, transmission, telephone or cable wires owned by non-governmental entities.
“Hazardous Material” Shall mean any material that poses an unreasonable risk to the health and safety of the public, environment or emergency personnel if not properly controlled during handling, storage, manufacture, processing,
packaging. Use disposal or transportation and shall include but not be limited to: explosives, pyrotechnics, flammable gas, flammable compressed gas, non flammable compressed gas, flammable liquid, combustible liquid, oxidizing material, poisonous gases, poisonous liquid, poisonous solid, irritating material, etiological material, radioactive material, corrosive material, or liquefied petroleum gas.
“Building” shall mean Any structure used or intended for supporting or sheltering any use of occupancy.
“Premises” shall mean any lot or parcel of land, exclusive of building within the service area.
“Owner” shall mean The record title holder or their purchaser by contract, or a person or a corporation having vested or contingent interests in the premises, container, building, or vehicle in question.
“Expenses of an Emergency Response” shall mean all costs incurred by the fire department and individuals operating at the request or direction of those departments as a result of responding to an enumerated incident, costs shall include reasonable charges for the use of police and fire equipment and vehicles, firefighting, and containment materials used at the scene of the incident, the salaries and wages including fringe benefits of the township and fire department personnel responding to, investigating, and preparing reports concerning the incident and reasonably related costs.. These costs shall also include charges for any disposable supplies and materials used during the incident, the rental or leasing of any special equipment, the replacement cost of any township or fire department supplies, any equipment damaged, lost or destroyed as a result of the incident, reimbursement for any special consulting and technical service, laboratory cost and any cost associated with the preparation for or actual evaluation of the area surrounding the incident. The expense of any emergency response shall also include reasonable attorney fees and any cost incurred in collecting those charges, costs, and fees authorized by this ordinance.
“Resident” shall mean any person having legal residency within the service area. Residency may be established by voter registration or similar public record maintained by the municipalities located in the service area, or by the counties in which the service area lies, or any agency or department of the United States Federal Government.
The term Resident shall also include any individual, firm, partnership or corporation owning real property within the service area.
A. Responsibilities Defined: Unless specifically exempted from liability, the property owner, occupant, or operator of real or personal property, or all individually liable to the Township for the expense of an emergency response. The property owner remains liable for reimbursing the township. For any cost incurred in response to an incident involving his/her/its property, even though the owner has, by agreement imposed on an occupant or operator, the duty to guard against, insure against, or indemnify from any of the charges, costs or fees encompassed by this ordinance.
B. When a particular response by the fire department directly benefits more than one person or property, the owner of each property so benefited in each person so benefited where property protection is not involved, shall be jointly and severely liable for the payment of the full fee or such service herein before outlined. The apportionment of costs among and between recipients of emergency services, interpretation and application of this subsection is hereby delegated to the Fire Chief, subject only to the appeal procedures, set forth in Section VI.
The following properties and services shall be exempt from the reimbursement of charges:
A. Fires caused by railroad trains, which are the specific statutory responsibility of a railroad company to the extent state statutes exempt them from liability.
B. Fires involving Township property.
C. Fire and police services performed under a mutual aid contract: except those services related to releases of hazardous or toxic materials shall not be exempt from the reimbursement of charges.
Any party aggrieved by a charge or an apportionment of charges authorized in this ordinance may appeal the charge or its apportionment as follows:
A. Within the time period for which a bill is payable, the party shall file a written request with the Township clerk setting forth specific reasons alleging why the charge is improper.
B. The clerk shall notify the aggrieved party in writing of the time, place and date, the Township Board will hold a hearing on the appeal.
C. The township board may grant relief on appeal if it finds:
a. The service provided was given as the result of false information or false alarm not caused by the party to whom service was
provided.
b. The charges assessed do not comply with the Township schedule of charges or that the apportionment of said charges is in some fashion inappropriate.
c. For other good causes with sufficient proof to satisfy the Township board or Fire Chief.
D. The Township board may extend the time for payment for a reasonable period of time, but not to exceed one (1) year.
SECTION VIII PAYMENT AND COLLECTION
The Township or its representative shall cause a written bill to the property owner, occupant, and operator for the expenses of the relevant emergency response to be issued as soon as practical after the incident. The bill shall be due and payable within thirty (30) days from the date of mailing.
SECTION IX SEVERABILITY CLAUSE
The phrases, sentences, sections and provisions of this ordinance are severable and a judicial finding that any portion here of is unconstitutional or otherwise unenforceable shall not detract from or affect the enforceability of the remainder of this ordinance.
SECTION X CONFLICTING PROVISIONS REPEALED
All other Township ordinances or parts of ordinances conflicting with any of this ordinance are, to the extent of such conflict, hereby repealed.
SECTION XI EFFECTIVE DATE
This ordinance shall take effect thirty (30) days after publication thereof in a newspaper circulating within the township.
