Chapter 296: An Act to Promote and Enhance Civic Engagement The new Massachusetts Civics Education Law, Chapter 296, and the History and Social Science Curriculum Framework are making civics education a priority in our state. This important shift brings many benefits to our schools, but it also brings potential challenges to teacher practice, requiring more accessible, effective resources and more guidance for meeting the new expectations, such as project-based, student-led civics projects.
Who is the Massachusetts Civic Learning Coalition (MCLC)? The Massachusetts Civic Learning Coalition is comprised of civic education nonprofits, school districts, youth engagement groups, museums and research institutions that all share an enduring commitment to equity and racial justice.
Our mission is to advance civic education and engagement by convening a broad range of stakeholders to build support for innovative legislation, funding, and policies that will ensure high-quality and equitable learning opportunities for all students, particularly those who all too often lack a voice in our civic life.

Ensuring Key Resources to Help You Build and Implement Civic Learning in the Classroom The MCLC has the expertise and support network that Massachusetts educators need to meet the expectations of the state civics law and history and social science curriculum framework. We work directly with educators, school districts, and collaborate closely with legislators, funders and the Massachusetts Department of Elementary and Secondary Education (DESE). Educators are encouraged to explore MCLC’s free classroom resources compiled at: macivicsforall.org/remote-resources. The resources are optimized for remote learning or hybrid classrooms and they are categorized by grade span to make it easy for teachers and parents alike to navigate the information to find content, curriculum and activities for every student. Educators can also visit the resource library to view free on-demand professional development webinars covering topics such as, engaging students in a virtual classroom and managing civics projects during remote learning.
