Russell Benford

Vice President Government Relations, Americas Royal Caribbean Group

Russell Benford is a highly respected leader who has served in significant roles in the public and private sector. He has also distinguished himself for years in community and civic affairs. In his current role with Royal Caribbean, his professional footprint and responsibilities has expanded internationally into the Caribbean.

Russell Benford currently serves as Vice President of Government Relations, Americas, for Royal Caribbean Group. Russell is responsible for the Group’s government relations throughout North, Central, and South America and the Caribbean.

Russell’s professional experience includes more than 20 years in government. Most recently, he served as Deputy Mayor of Miami- Dade County. During his six-year tenure, he had direct oversight of Police, Fire Rescue, Corrections and Rehabilitation, Medical Examiner, Public Housing and Community Development, Community Action and Human Services, and Juvenile Services.

Before his role at Miami-Dade County, Russell held several leadership roles within Florida, including City Manager of the City of North Miami and City Administrator of the City of West Park. Mr. Benford also served as Village Manager of Hawthorn Woods, Illinois.

Russell is actively involved in community organizations, serving on the Board of Directors of the Jessie Trice Community Health System Foundation, FIU Center for Leadership, Achieve Miami, and the Bahamas Feeding Network. He is also a member of the Orange Bowl Committee, 100 Black Men of South Florida, and the 5,000 Role Models of Excellence Project.

E-RoadMap Corporation (ERM) is a 501(c)3 nonprofit organization devoted to enriching and empowering young minds to build sustainable and community-based solutions that work to eradicate food deserts in low-income and marginalized communities.

E-RoadMap has four focus areas as we strive to improve various suppression conditions. Entrepreneurship- youth entrepreneurship boot camps teach youth how to make a profit from their passion; Etiquette- etiquette academies teach a myriad of skills from table setting, conversation starters, proper posture, and more; Financial literacy- financial courses created to teach youth how to understand best what to do with a dollar, household budgets, digital currency, and debt; Health and Wellness- our flagship initiative Operation No Food Gap works to create sustainable solutions to help eradicate food deserts in marginalized communities.

Chief Executive Officer, Memorial Hospital West Memorial Healthcare System

Vedner Guerrier is Chief Executive Officer for Memorial Hospital West, one of six hospitals of the Memorial Healthcare System in Hollywood, Florida. He has 24 years of experience working in healthcare as a caregiver and administrator. He also served as the Chief Executive Officer for Memorial Hospital Miramar. Before his CEO role, he served as the Vice President of Oncology Services at the Memorial Healthcare System, where he was the administrative lead for the Quality Oncology Practice Initiative (QOPI) at the Memorial Cancer Institute.

Mr. Guerrier applies his clinical knowledge to help guide patient-centered care to an array of process improvements and quality care initiatives. Mr. Guerrier has led various process improvement projects in Medical Oncology focused on reducing oncology patients’ emergency room visits, patient triaging, and chemotherapy patient flow improvement. He has completed projects in Radiation Oncology centered on patient safety, treatment delivery, and patient satisfaction.

He is a board member and coach for the Quality Training Program in the American Society of Clinical Oncology (ASCO). Through ASCO, Mr. Guerrier coaches physicians nationally and internationally to use Lean Six Sigma methodologies to promote collaboration and improve quality and patient care.

Mr. Guerrier received a Master of Business Administration in Healthcare from Florida International University—a Bachelor of Applied Science in Supervision and Management from Broward College. Certifications include Registered Radiation Therapist (RT. T) from The American Registry of Radiologic Technologists and Certified Lean Six Sigma Black Belt (LSSBB) from Florida International University.

Rodney Jacobs is a City Executive and Social Catalyst. He is the Assistant Director of the City of Miami Civilian Investigative Panel, a police oversight department in the City of Miami, which purpose is to conduct independent Investigations of police officers involved in misconduct. Rodney completed his B.A. from Hiram College and a master’s degree in Public Health and Public Administration from the University of Miami. He earned his Law Degree from the University of Dayton School of Law. Rodney is formally a Military Intelligence Officer for the United States Army Reserve and currently a Captain Company Commander for the Headquarters and Headquarters Company Unit of the 436 CA BN. In the United States Army Reserve, he advises foreign and domestic key leaders on government, economics, safety, health, and social remedies/policies. He serves on the executive board as Vice Chair of Engage Miami, promoting civic leadership and engagement while supporting youth civic training for personal and professional development. Also, he efficiently mobilizes resources for innovation and positive change within the legal, health, and policing profession through his leadership positions with the United Way of Miami and Board Member for the National Association of Civilian Oversight of Law Enforcement (NACOLE). Also, with his dynamic skills and versatile understanding of the legal landscape, he is a noted speaker and columnist for multiple organizations on policing, law, health, and society throughout the country. He enjoys playing tennis and time at the gym. His most significant accomplishment has been marrying his wife Ramona and fathering his son Regin.

Stephanie Jones, a native of Miami and a graduate of Miami Jackson Senior High (Class of 1986), is a uniquely qualified, goal-oriented executive with over 30 years of healthcare experience. Following graduation from Nova Southeastern University in 1992, Stephanie immediately began her career in healthcare, working as an Account Manager and an Underwriter for Cigna.

Stephanie quickly progressed her career, moving up the ranks into leadership roles for major healthcare organizations, including Vista Health Plan, Coventry Healthcare, and UnitedHealth Group. Stephanie joined Convey Health Solutions as the head of its newly formed Managed Care business. She progressively assumed more responsibility over the years, now serving as President of the Advanced Plan Administration operating unit.

As President, Stephanie has P&L accountability for approximately 20% of the Company’s $400 million in annual revenue, management of strategic client relationships, and operating responsibility for over 1,500 employees in the US and the Philippines. Stephanie has a proven know-how for gaining client trust through consistent execution, customer service, operational execution, and a solutions-based approach to program oversight. She can add impactful value to the organizations and clients she serves by building relationships and delivering results. Stephanie is a strong leader and developer of global operating teams in the US and the Philippines. Stephanie has been married to her college sweetheart, Morshee, for 30 years, and they have two children, Mikel and Miles, who live in Los Angeles. Cullen Medical Supplies became a full-service disposable medical supply and equipment company that grew into a recognized supplier of quality medical products and services throughout south Florida.

Using a vertical integration model, McCormick formed and developed Cullen Home Health Pharmacy, a specialized home delivery pharmaceutical service company. Within three years, he grew that company into one of the most respected and successful home delivery companies of I.V. Medications and Prescription Drugs, serving monthly over 4,000 patients diagnosed with Cancer and HIV/AIDS in south Florida. He’s a well-respected philanthropist and has given his time and money to various charitable efforts.

Sandra McLean is currently the Chief Nursing Officer for West Kendall Baptist Hospital (WKBH). Sandra joined WKBH in 2012 as Assistant Vice President of Nursing. She joined Baptist Health South Florida (BHSF) in 2004. In her current role, she is accountable for nursing practice across WKBH, delivery of care in the inpatient setting, capacity management, evidence-based practice, quality initiatives, performance improvement, and patient experience.

Sandra is accountable for nursing practice across WKBH, developing and implementing the strategic goals for nursing, design, implementation, and continuous improvement of patient care, employing evidence-based practice, and recommending strategies to improve services and drive the accomplishment of established goals. Sandra’s diverse practice experience serves her well as an advocate for patients, nurses, and the profession. To continue fostering youth, he founded Dibia DREAMi in 2014 to spark change through STEM for school-age children who may not have otherwise been exposed to or felt confident enough to participate in the sciences. Honorable Jackie Powell

County Court Judge 17th Judicial Circuit

Judge Jackie Powell was elected to the Broward County Court Bench in 2018. She currently serves in the county civil division. Judge Powell earned a Bachelor’s Degree in English from Florida Atlantic University and Juris Doctorate from Nova Southeastern Law Center.

Before law school, Judge Powell worked as a paralegal with a local law firm. She was encouraged by her employers, attorneys Barbara Heyer-Gold and now retired Judge Marc H. Gold, to enroll in law school. At that time, married with two minor children, she enrolled in law school full-time while working part-time. Judge Powell has been a member of the Florida Bar for 20 years. Judge Powell practiced with the Broward County Public Defender’s Office for almost seven years, serving as a division attorney and later as a supervising attorney.

After leaving the Public Defender’s Office, Judge Powell joined a private civil firm where she served as supervising litigation attorney representing major financial institutions. She subsequently started her own firm representing clients in family law matters.

Outside of the legal arena, Judge Powell enjoys mentoring young people and has done that for over 20 years through her local church and other community organizations. She currently serves as a board member for Voices for the Children of Broward County, an organization that supports children in foster care. She is also a monthly volunteer empowering students at Dillard High School through the My Future Is Now program.

Judge Powell has been recognized numerous times for her outstanding community involvement. Most recently, she received the Zebedee Wright Judiciary award from the T.J. Reddick Bar Association for 2022.

Rising to this level has been no easy feat for Judge Powell, but with drive and determination, she believes anything is possible.

Rashad D. Thomas is the Regional Director for AT&T Florida, overseeing local and government relationships in Miami-Dade and parts of Broward County. Before his new role at AT&T, he worked on Strategic Partnerships and Community Relations for PortMiami, the busiest port in the world. He was also the Assistant to Deputy Mayor Maurice Kemp in the Office of Mayor Carlos Gimenez. In this role, he was responsible for the COVID-19 Response Team, where he addressed all matters regarding essential and non-essential businesses, the Senior Meals Program, and New Normal Tactics related to the reopening of Miami-Dade County.
