CHAIRMAN’S COMMENTARY IBWA: ON THE ROAD

They say all politics is local. Well, for me, some of my IBWA chairmanship duties are too. Since beginning my tenure as IBWA chairman, I have attended several state and regional (S&R) bottled water association meetings to update their members (many of whom are also IBWA members) on the invaluable work IBWA is doing on behalf of the entire bottled water industry. This also allows me to hear firsthand what issues are important to IBWA and S&R association members. IBWA’s commitment to work closely with S&R associations on the legislative and regulatory proposals that pose threats to members of both IBWA and S&R associations has never wavered. To ensure our success on matters of mutual interest, we must continue to work together—combining national and grassroots efforts—to educate communities and state and local legislatures on bottled water facts. Listed below are a few ways that IBWA works with S&R associations: •

IBWA continues to provide information and assistance to S&R associations on all state and local legislation or regulations that would impact IBWA member bottled water companies. This includes researching, preparing, and presenting testimony and comments on bills and regulations. When submitting comments and testimony, IBWA staff coordinates with S&R associations to make joint submissions. In addition, IBWA retains lobbyists in some states to ensure constant and expert representation of industry positions.

IBWA continues to provide the S&R associations with our legislative action bulletins and access to the Bottled Water Matters online advocacy tool. This is done through IBWA members who are also members of the state and regional associations.

IBWA remains committed to ensuring that our Certified Plant Operators (CPOs) are able to keep their status current. While IBWA staff no longer attend S&R association meetings due to budget and resource restrictions, IBWA continues to approve continuing education unit (CEU) credits for educational seminars given by non-IBWA staff at S&R association meetings.

I appreciate the hospitality the regionals have shown to me, and IBWA appreciates the work that is performed by all of the S&R associations. In fact, our S&R Association Committee serves as a valuable forum for S&R representatives to share information on the legislative, regulatory, and other issues impacting them. We are able to use that communication to identify the important issues facing our respective memberships and look for innovative ways to ensure our pro-bottled water message is heard at the state and local level. If you are a member of an S&R association, there’s only one thing to remember: Wherever there is a legislative or regulatory proposal impacting bottled water, IBWA is there to support the industry!

Since 1977, bottled water volume has steadily increased, ultimately making bottled water America’s favorite packaged beverage in 2016—a title we still hold today. As documented in this issue’s “Bottled Water 2017: Staying Strong” article by John G. Rodwan, Jr., executive director of Beverage Marketing Corporation (BMC), bottled water volume has grown every year since 1977, except for two small reductions during the Great Recession of 2008-2009. According to BMC statistics, the industry saw double-digit volume growth 17 times during that 40-year span. Since resuming growth in 2010, bottled water volume has increased at steady single-digit percentage rates. To what can we attribute this growth? Consumer demand. That’s because consumers view bottled water as a safe, healthy, and convenient beverage. Want to learn more? Read Rodwan’s article, starting on page 12. To support such unprecedented growth, the bottled water industry needs suppliers that are knowledgeable about our issues. Fortunately for IBWA, our supplier members invest a lot of time getting to know our bottler members' needs and requirements— and they research our issues to find solutions that work. In this issue, we present the 2018 IBWA Buyers’ Guide (p.23) to help bottlers locate IBWA member suppliers that can assist them with products and services that can help them achieve their business goals. If you are looking for a supplier who is an expert in all-things-bottled water, look no further than the IBWA Buyers’ Guide. The columns in this issue cover several interesting topics. Our Government Relations column (p.58) reviews a few of the issues that will impact the elections this November 6, 2018. The Communications column (p.60) uses facts and figures to show that even though more bottled water products are being consumed that doesn’t mean the environment suffers. One reason is the innovative measures the industry has undertaken to reduce its water and energy use ratios. Lastly, the Technical Update column (p. 62) discusses how IBWA is working to ensure that water continues to be recognized as an important part of a healthy diet and to put water on the MyPlate nutrition graphic. Just like bottled water, this issue has a little something for everyone. We hope you enjoy it! EPA Awards Flint Water Researcher $1.9 Million Grant to Study City Water Systems In 2016, Virginia Tech researcher Marc Edwards, PhD, spoke at the IBWA annual conference about his work to expose the high levels of lead found in the water systems of Flint, Michigan, and Washington, DC. Now, after nearly two decades of investing his time and money, he has been awarded a $1.9 million grant by the U.S. Environmental Protection Agency (EPA) to study other American cities where lead-tainted water is suspected but residents are struggling to get help from the government. This announcement, made on April 25, 2018, signals an important change: In the past, Edwards and the EPA had an adversarial relationship—with Edwards revealing that the EPA and other federal and local government agencies had lied to the public, claiming that lead levels in both DC and Flint water did not pose a health risk. But now, the EPA is asking Edwards to help it fix the problem. The grant will

enable Edwards and his team, which includes researchers from Virginia Tech, Louisiana State University, North Carolina State, University of Iowa, and Texas A&M, to conduct research in an effort to ultimately create a model to predict what American cities are most likely to have lead problems in the future and help those communities protect themselves. The grant will also give Edwards the means to develop a plan to help private well owners manage their own water quality. He has found, “on average, their lead problem is as bad as Flint was during the height of the water crisis.” (For more, visit bit.ly/ EPA_Grant_Edwards.) In addition, the Drinking Water Research Foundation (DWRF) partially funded a study being conducted by Edwards and his Virginia Tech team to survey background metals and microbial levels in private well water and home plumbing systems in North

Carolina. The study will assess Legionella pneumophila occurrence in groundwater from private wells. Edwards’ work was further acknowledged on May 12, 2018, when Clarkson University awarded him an honorary doctor of science degree. Edwards received this recognition for “his dedication in educating the next generation of scientists and environmental engineers and promoting ethical thought and practices, and for pursuing science as a public good through work on important but underfunded topics that laid the groundwork for uncovering the Flint Water Crisis and the D.C. Lead Crisis.”

Industry and NBA Legends to Speak About Effective Leadership and Management at IBWA Conference in New Orleans Former IBWA Chairman Charlie Norris and NBA legend Byron Scott will give the keynote presentation at the 2018 IBWA Annual Business Conference and Trade show, November 12-15, 2018, at the Hyatt Regency, New Orleans, Louisiana. Norris is a former CEO and president of McKesson Water and Deer Park Spring Water. He served as IBWA chairman in 1991. Norris currently has an investment portfolio of five companies where he plays an active board role, including Freshpet, where he is chairman of the board. Scott is a former NBA player and coach who won three championships as a member of the “Showtime” Los Angeles Lakers and coached the New Jersey Nets to two NBA Finals. He is now an analyst for ESPN. In 2017, the two wrote a business management book on leadership, Slam-Dunk Success: Leading From Every Position on Life’s Court. The book—which grew from their unlikely friendship and realization that two men from completely different backgrounds could have the same leadership ideals—breaks down their keys to motivating others, negotiating deals, and creating prosperity from scratch. IBWA Members Build and Strengthen Congressional Relationships During Annual Hill Day On June 6, 2018, IBWA members met with members of Congress and their staff on Capitol Hill to seek continued support for policies that will promote the growth and consumption of bottled water, the world’s healthiest packaged beverage. IBWA members held meetings with numerous House and Senate offices, briefing legislators on industry issues and facts, including the importance of clear, accurate, commonsense product labels; healthy hydration and the Dietary Guidelines for Americans; and transportation issues.

STAYING STRONG U.S. AND INTERNATIONAL DEVELOPMENTS & STATISTICS By John G. Rodwan, Jr. Having emerged as the No.1 U.S. beverage category by volume in 2016, bottled water solidified its preeminence in 2017, when strong growth put greater distance between it and the erstwhile leader, carbonated soft drinks, which again declined. Overall bottled water volume grew from 12.8 billion gallons in 2016 to 13.7 billion gallons in 2017, an increase of 7 percent. While this represented a slowdown from the rate of growth recorded the year before, it nevertheless remained remarkable for a beverage of such substantial size.

In fact, except for a couple of small reductions in 2008 and 2009— years when most other beverage categories declined—bottled water volume has grown every year since 1977. That span included 17 double-digit annual volume growth spurts. Since resuming growth in 2010, bottled water volume has consistently enlarged at solid single-digit percentage rates. As a result, per capita consumption exceeded 42 gallons in 2017, while average intake of carbonated soft drinks dipped to less than 38 gallons.

The contrast between the two biggest packaged beverages is striking. Bottled water’s rocket-like rise coincided with, and contributed to, pronounced shifts in consumer preferences for refreshment and rehydration. As the quintessential portable and affordable beverage, bottled water introduced new usage occasions and habits. Suitable for consumption at any time of day or night, and not necessarily in need of being kept cold, bottled water simply became the preferred beverage not only for consumers aiming to reduce caloric intake or lessen artificial sweetener usage but also for consumers of all kinds.

Plastic bottles in single-serving sizes continue to be the most popular option, propelling overall growth of the category and holding the majority of its volume. Yet all other segments— including larger, multi-serving bottles as well as home and office delivery (HOD), sparkling water, and imports—also registered growth in 2017. Domestic sparking advanced at a double-digit rate for the fourth year in a row, and imports moved in advance of the total bottled water market, though both grew from comparatively small bases. Before the economic downturn at the end of the century’s first decade, bottled water enjoyed a notable run of fast volume growth, as documented in U.S. Bottled Water through 2022, Beverage Marketing Corporation’s latest yearly analysis of the market. During the 2000s, bottled water volume charted double-digit percentage growth rates in two years and advanced at rates close to that level in several others. Bottled water volume grew by close to 12 percent in 2002, and after growing by nearly 11 percent in 2005, it enlarged by 9.5 percent in 2006. Departing from the pattern of preceding years, bottled water volume declined by 1.0 percent in 2008 and then by 2.5 percent in 2009. JUL/AUG 2018

Domestic sparking bottled water advanced at a

double-digit rate

for the fourth year in a row. Unlike carbonated soft drinks, which followed a number of years of slow growth with several volume reductions, bottled water showed that its two consecutive losses were exceptions rather than the start of a new stagnant phase. When bottled water volume resumed growth in 2010, it effectively restored volume to where it had been prior to the declines. Even stronger growth ensued in subsequent years. By 2017, volume reached a new volume record— almost 5 billion gallons higher than it had been in 2007. Soft drinks, on the other hand, underwent their thirteenth consecutive year of volume reduction in 2017. Bottled water producers’ revenues fell in both 2008 and 2009 as well, and did so more sharply than volume, but they also bounced back. Bottled water wholesale dollar sales first exceeded $6 billion in 2000. By 2007, they neared $12.2 billion. Category sales declined by more than 3 percent to $11.8 billion the following year and then by 5 percent to $11.2 billion in 2009. They inched upward in 2010 and 2011 and moved above $12 billion again in 2012. Wholesale dollars topped $13 billion in 2013 and exceeded $14 billion in 2014. They neared $15.5 billion in 2015, surpassed $17 billion in 2016, and hit $18.5 billion in 2017. Upward movement in per capita consumption demonstrates definite, ongoing enthusiasm for a product that 14

consumers see as a healthy alternative to other beverages. U.S. residents increased their annual consumption by more than 13 gallons from 29 gallons per person in 2007 to 42.1 gallons a decade later. During the same period, per capita consumption of carbonated soft drinks dropped by about 11 gallons. Per capita consumption of major beverage categories like milk and fruit beverages also fell. Other types, including coffee and tea, were characterized by stability, though the ready-to-drink versions of both categories made gains. Those beverages associated with beneficial properties and functional benefits—a group that includes packaged water as well as energy drinks, sports beverages, and ready-to-drink tea—were the most resilient elements of the beverage market after 2009. Even so, average intake of ready-to-drink tea and sports beverages remained fractions of bottled water’s per capita consumption level. Indeed, bottled water added more gallons to its per-person consumption rate in ten years than either ready-to-drink tea or sports beverages reached by the end of that period. (Ready-to-drink intake stood above 5 gallons per American in 2017, while sports beverages remained below that level.) Bottled water proved itself to be not only a key component of the U.S. liquid refreshment beverage market but also appeared to be on track for additional increases in per capita consumption in the future. Beverage Marketing predicts that it could climb higher than 50 gallons within just a few more years. Multiple qualities contribute to bottled water’s continuing attraction for U.S. consumers, including its associations with healthfulness, convenience, safety, and value. Various packaging types, ranging from bulk to single-serve, facilitate a broad array of uses. Among

commercial ready-to-drink beverages, bottled water is fairly inexpensive, and aggressive pricing—especially in the retail PET segment (named for its bottles made from polyethylene terephthalate)—made it more and more affordable. Consumers’ interest in beverages that boast benefits beyond refreshment alone also played a part in the fundamental hydrating beverage’s rise in the beverage rankings. Bottled water’s lack of calories and artificial ingredients appeals to conscientious consumers. Even where tap water may be safe, many people prefer bottled water, which they deem as better tasting. The easy availability of packaged water wherever beverages are sold also meaningfully differentiates bottled water from tap.

Though it has occasionally been compared with tap water, bottled water actually achieved its position by enticing consumers away from other packaged beverages. Some consumers may have shifted away from regular, full-calorie sodas in favor of their diet versions, but many others opted for bottled water instead. As some consumers became leery of artificial sweeteners, they foreswore diet sodas as well as regular counterparts.

Category Developments Domestic non-sparkling water persists as the largest individual segment of the U.S. packaged water business. Domestic non-sparkling water’s 12.7 billion gallons represented 92.5 percent of total volume in 2017. In total, domestic non-sparkling saw slower volume reductions than the overall market in 2008 and 2009 and then outperformed it again in 2010. It moved very slightly slower than the total market in following years, including 2017. The non-sparkling category includes diverse components that usually perform quite differently from one another. In 2017, for the seventh consecutive year, all four segments grew, but they did so at dissimilar rates. Throughout most of the 1990s and 2000s, the retail premium segment—consisting of still water in single-serve PET bottles—drove the overall category’s development. Indeed, the PET segment enlarged by a double-digit percentage

rate 16 consecutive times through 2007. Growth slowed considerably in 2008 before it halted in 2009. Yet PET’s 0.9 percent reduction was far less than the 2.5 percent loss measured for bottled water in general. Moreover, 2009 PET volume of almost 5.2 billion gallons stood more than 4.1 billion gallons higher than it had in 1999, and its share of total bottled water swelled from 24 percent to more than 61 percent during that ten-year period. In 2010, PET experienced the strongest growth of any bottled water segment, advancing by 6.8 percent to 5.5 billion gallons, which boosted its share above 63 percent. Growth slowed in 2011 but remained well in advance of the total market: volume greater than 5.8 billion gallons flowed from growth of 5.3 percent, which pushed PET’s share to 64 percent. In 2012, the segment saw its strongest showing since 2007, increasing by more than 8 percent to 6.3 billion gallons, which represented 65 percent of the overall market. Greater than 6 percent growth in 2013 pushed volume up to nearly 6.7 billion gallons—essentially two-thirds of the total. In 2014, the segment advanced at an even greater rate than in 2012, catapulting volume above 7.2 billion gallons and market share to 66.2 percent. Still another year of acceleration in 2015 drove PET volume to nearly 7.9 billion gallons and share to almost 67 percent. In 2016, the singleserve segment enlarged by more than 9 percent to reach 8.6 billion gallons, which gave it still more market share. PET volume slowed in 2017, but with volume of close to 9.2 billion gallons, the segment still accounted for roughly 67 percent of U.S. bottled water volume. Retail bulk volume experienced some reversals as numerous consumers picked convenient PET multipacks in large format retail channels instead of larger (1 to 2.5 gallon) sizes. Its share slid from nearly one-quarter of the category volume at the beginning of the century to less than 9 percent by 2017, largely due to competition from PET.

After several declines, the segment did grow each year from 2011 to 2017. Even so, retail bulk’s 3.5 percent uptick was much slower than the overall bottled water market, or the non-sparkling sub-set, in 2017. Much like retail bulk, direct delivery faced competition from handy PET bottles. The segment, which was the largest of them all as recently as the mid-1990s, accounted for a little more than 10 percent of total volume by 2017. U.S. home and office delivery (HOD) volume slipped from close to 1.4 billion gallons in the early 2000s to around 1.2 billion gallons a few years later before inching back up to about 1.4 billion gallons again in 2017, when volume enlarged by 1.3 percent. The comparatively small, mostly regional vending segment consisting of refillable jug containers saw some growth even when total bottled water volume did not. Its low cost during economic difficulties undoubtedly had something to do with vending’s positive results. It continued to grow in 2017, but at a slower pace than the domestic still water market or the bottled water market as a whole (though it did grow faster than both retail bulk and HOD). The two segments outside the domestic non-sparkling space grew in 2017; one did so forcefully, while the other slowed significantly but still outshined the overall market. Imported water, the smallest segment of them all, is prone to fluctuations. In the 2000s, it registered double-digit percentage growth in some years, and equally sizeable contractions in others. After one of those up years in 2007, imported water’s volume fell sharply in 2008 and then plummeted precipitously in 2009. It continued to shrink in 2010 before inching up modestly in 2011. In 2012, imports notched their first double-digit growth rate since 2007. Growth rates remained at similarly high levels for a few years until 2017, when imported volume enlarged by

Sparkling water held a small share of bottled water volume but grew at an even more explosive rate than imports, let alone retail PET, for several years, and 2017 was another one of them. As usual, domestic non-sparkling water accounted for almost all per capita bottled water consumption in 2017. Sparkling water volume worked out to about 2.4 gallons per person. (With imports, the figure translated into about three-quarters of a gallon per U.S. resident.) In the key PET portion, average intake moved from 17.3 gallons in 2007 to nearly 28.2 gallons ten years later.

International Developments Bottled water emerged as a beverage industry phenomenon not only in the United States—which until fairly recently ranked as the No.1 market in terms of volume—but also in practically every region of the world. Bottled water first became a sizeable, mainstream commercial beverage category in Western Europe, where consumption of it has long been part of many residents’ routines. It later grew into a truly global beverage. Several Asian markets achieved strong growth to become major bottled water markets during the 2000s. In fact, Asia itself became the largest regional market in 2011, edging out North America and easily outshining Europe. After having moved ahead of Mexico to claim the No.2 position in 2012, China surpassed the United States to take the lead in 2013. By 2017, China accounted for more than one-quarter of the world’s bottled water volume. Global bottled water consumption is estimated to have reached nearly 100 billion gallons in 2017, according to data from the latest edition of Beverage Marketing’s The Global Bottled Water Market. Total consumption swelled by more than 7 percent during the year. Per capita consumption of more than 13 gallons represented a gain of close to 3 gallons over the span of five years. Of course, per capita consumption by individual region or country can diverge significantly from the global average. For instance, several Western European countries have per capita consumption levels far above 25 gallons, and the No.1 market had average intake of more than 67 gallons in 2017. Simultaneously, much of the developing world, where the majority of the world’s population resides, finds its per capita consumption figures still in the singledigit range. Although the global per capita consumption figure can obscure significant regional variations, bottled water’s international growth signals demand for it in all types of markets. Consumers have shown a thirst for it in highly developed markets, in less developed ones, and in econo-

mies in transition. Bottled water tapped into differing consumer trends around the globe. In developed countries such as the United States and Canada, bottled water became a particularly dynamic major commercial beverage category by registering as an attractive option for healthconscious consumers. Marketers positioned bottled water as a virtuous alternative to carbonated soft drinks and fruit juice drinks (some of which comprise sizeable portions of their own product portfolios). In the developed world, some people viewed bottled water not only as a way of achieving hydration but also as a functional beverage. Simultaneously, bottled water serves at least as a partial solution to the problem of often-unsafe water found in many economically developing countries. Much of the world’s bottled water market is still highly fragmented and controlled by local brands, but consolidation has occurred. Four companies came to dominate much of the market. Swiss food and beverage giant Nestlé and France’s Danone are the traditional leaders of the bottled water pack. Both companies originally centered their operations around the core markets of Western Europe and the United States. However, as water growth is increasingly coming from the developing world, Nestlé and Danone expanded their initiatives to the competitive fields of Asia, Latin America, and other areas. Danone stepped back from the U.S. market to focus instead on some of those other markets. Soft drink industry leaders Coca-Cola and PepsiCo also entered the bottled water arena. After reaching solid positions in the United States, both companies directed resources and energy to expanding their global bottled water businesses. North America contains two of the three largest individual bottled water markets with the United States and Mexico, which together represented 22.5 percent of the world’s packaged water market in 2017. The U.S. bottled water market had been a catalyst for much of the global expansion up until the mid-2000s, and its ongoing growth JUL/AUG 2018

continues to contribute to the overall market’s enlargement. Its compound annual growth rate (CAGR) of 7.1 percent for the five-year period ending with 2017 was faster than the 6.4 percent CAGR achieved by the global market in the same timeframe. Mexico alone accounted for 8.7 percent of the global volume with nearly 8.7 billion gallons in 2017. With a five-year CAGR of 2.9 percent, however, it grew much more slowly than either the United States or the world market. Besides the United States, China was the only other country that could claim a double-digit share of global volume, with 29.5 billion gallons and a percentage of the total market higher than the combined shares of the second and third largest markets in 2017. where it is traditionally served with meals. eral consecutive years, registering an 11.8 percent CAGR for the period from 2012 to 2017—the highest rate among the ten biggest bottled water markets. Fourth-place Indonesia moved well ahead of the international market, as did India, the No.3 Asian market, which ranked sixth overall. Thailand also ranked as a top-ten bottled water market, but it grew more slowly than China, Indonesia, and India. Though Europe can no longer claim to have any of the biggest bottled water markets, it does have several major ones, including three of the ten biggest. These are firmly established markets, which means their growth tends to be slower than those where bottled water has less of a tradition. Some of the most prominent continental countries experienced only very slight growth. For example, during the five-year period ending with 2017, Italy’s volume grew by a CAGR of just 0.1 percent. Germany, the eighth largest bottled water market in the world, had a CAGR of 0.7 percent, and tenth-place France moved recorded a CAGR of 1.3 percent. As a group, the trio of leading European bottled water markets accounted for 8.5 percent of the world’s total volume in 2017—less than the share Mexico held by itself. Still water accounts for the majority of bottled water sales in much of the world. Sparkling water sales are strong in several countries, such as Argentina, Chile, Uruguay, the Netherlands, and Germany, where sparkling water is often served with meals. On a global level, sparkling water accounts for an estimated 10 percent of the total volume, with still water accounting for the remaining 90 percent. Plastic packaging is preferred over glass in almost every country. Even in Germany and other countries, such as the United Kingdom, where glass has a strong presence, PET is the most dynamic and rapidly growing segment. At about one-third of global volume, HOD, or bulk water, still accounts for a minority of global bottled water sales. Yet it is a vital segment in many countries, such as Mexico,

where it accounts for more than two-thirds of the volume. Mexico regularly leads the world in bottled water per capita consumption, and that remained the case even after China surpassed it in absolute volume. Average intake in Mexico went from 62.2 gallons in 2012 to 67.2 gallons five years later. Per capita consumption in China stood almost four times lower, at 18.4 gallons, in 2017. The not-long-ago leader in average intake, Italy, consumed the equivalent of 48.2 gallons per person in 2017, which put it in third place behind Thailand, which in 2012 consumed the equivalent of 46.9 gallons per person but had upped average intake to 57.5 gallons by 2017. Several Middle Eastern markets rank very highly in per capita bottled water consumption. With the equivalent of more than 30 gallons for each resident in 2017, Saudi Arabia had the eleventh highest level of bottled water consumption in the world. In addition to Saudi Arabia, the Middle East region had the United Arab Emirates in the top 20 in per capita bottled water consumption. At slightly more than 20 gallons per resident, both Kuwait and Lebanon also consume bottled water at rates greater than the global average, though neither made it onto the 2017 top-20 list. Although Europe no longer held the top spot in volume per capita, nine of the top 20 bottled water consumers on a per person basis were European countries as of 2017. The consumers of the combined market of BelgiumLuxembourg imbibed more than 35 gallons each, a rate that tended to inch upward over the years. Germany, France, Spain, and Italy were the other European countries with per capita consumption greater than 30 gallons, while Hungary came close to that level. French consumers quaffed more than half a gallon more bottled water in 2017 than they had five years earlier. In 2017, Germany and Spain had per capita consumption rates of 37.9 gallons and 32.6 gallons, respectively, putting them in fifth and ninth JUL/AUG 2018

Hungary, which ranked thirteenth, also increased its bottled water consumption, though only slightly. Other European markets among the top 20 were Austria, Switzerland, and Poland. Though Asian nations attained prominence among the world’s bottled water markets when measured in total volume, the most populous countries generally do not have high per-person intake levels. The Chinese special administrative region (SAR) of Hong Kong made the list for the first time as its average intake approached 22 gallons in 20

2009 and continued to increase per capita consumption subsequently, climbing to 29.5 gallons in 2017. Despite its status as the largest market, mainland China did not rank among the top 20 markets in per capita consumption in 2017, although intake had climbed above the global norm by that point. Americans’ 2017 per capita bottled water consumption put the United States in the No.4 position among the countries of the world, right behind Italy but ahead of Germany.

Looking Ahead Beverage Marketing expects bottled water to continue transforming the U.S. multiple beverage marketplace, enlarging its market share in the process. The total quantity of liquid Americans annually imbibe will remain stable, resulting in overall volume growth commensurate with population increases. Bottled water is poised to grow much faster, unlike carbonated soft drinks or fruit beverages, which will in all likelihood lose share points. Other major beverage categories, such coffee and tea, are expected to grow but do so much more slowly than bottled water. Thus, building on its already noteworthy history of growth, bottled water appears virtually certain to put more distance between itself and carbonated soft drinks, the beverage category it deposed as the biggest in volume in 2016.

Election 2018: The Issues By J.P. Toner, IBWA Director of Government Relations

Nowadays, every Election Day is deemed to be the most important one ever. The reason is because recent elections have had a major impact on the makeup of Congress and state houses, the political direction of the nation, and disclosing the issues that matter most to voters. This year will be no different. After two years of the Trump Administration, this November 6 will be the first real opportunity to gauge how Americans view the work being done by this president. That said, you can’t really rely on polling. After the twist and turns of the 2016 presidential election, few now trust any polls. But there’s another 58

barometer that can shape voter attitudes—and likely votes: the top-line issues that are making headlines. Let’s look at a few of those to reveal some of the issues that could shape voters’ opinions in the upcoming election.

President Trump Without a doubt, President Trump will be the focal point of the 2018 election. Love him or hate him, he is a lightning rod for both the left and right. However, it is commonplace for a sitting president to lose seats in Congress in a mid-term election. Going back to

1938, only twice has that not occurred. So, it would seem likely that this will happen again in 2018. The questions is this: how many seats will the Republicans lose? Of the 35 Senate seats up in 2018, 26 are currently held by Democrats. Of those 26, 10 are in states where Trump defeated Hillary Clinton. Even so, Democrats are still hopeful that they will retake seats and create a more balanced Senate. On the House side, all 435 seats will be up on Election Day, but without a very strong Democratic voter turnout, it is unlikely the House will switch control.


GOVERNMENT RELATIONS Retirements The fact that a number of members of Congress plan to retire is another reason Democrats are hopeful they will inch closer—or actually become—the majority in Congress. As their terms come to an end, legislators have offered a number of reasons why they decided to retire: tired of gridlock, scandal, health, appointments or nominations, or running for a different office. No matter the reason, 2018 will be one of the biggest years for incumbents to step down. Seats that were once considered locks due to the incumbent presence are now being deemed toss-ups or possible swings as the big names drop out. And there are many big names that won’t be on the ballot this November. From the House side, we see Paul Ryan, John Conyers, Joe Barton, and Darrell Issa stepping down; from the Senate side, Orrin Hatch, Al Franken, and Jeff Flake, just to name a few. Overall, Republican retirees are outpacing the Democrats, and that could be the opening the minority party is looking for. Another factor playing into all of this is redistricting. Headline battles in states like Pennsylvania and Texas could throw may races into chaos.

Immigration and Trade Two top issues of the Trump Administration have drawn fire from all sides and continue to shape public opinion both in the United States and around the world: immigration and trade. Efforts to impose a travel ban, the DREAM Act, and lack of action on immigration reform has deeply divided U.S. citizens and communities around the world. Voters will undoubtedly have this on their minds when they head to the polls in November. President Trump’s decision to place tariffs on numerous imported products, along with the reciprocal actions by foreign countries, has shaken the manufacturing industry around the globe.

Concern and uncertainty stretches from farms in Middle America to Wall Street. Trade reform also affects water bottlers, so IBWA has waded into the issue because water coolers and manufacturing equipment has been targeted by tariffs.

Remember: Your Vote Matters While the issues discussed above are only a sampling of the issues important to Americans, they are making headlines—and possibly those headlines affect how Americans will vote. No matter what your opinion is on trade, immigration, or President Trump, only one thing matters on Election Day 2018: That you head to the polling stations and vote!

Is Bottled Water’s Rise in Popularity Bad for the Environment? We Say, “No.” By Jill Culora, IBWA Vice President of Communications

As we predicted, news that bottled water is now America’s favorite packaged beverage is attracting backlash from industry opponents and media alike. While it should be a time to celebrate the fact that more often consumers are reaching for a refreshing bottle of water instead of consuming less healthy sugary drinks, IBWA is actively dealing with an onslaught of concern over the perceived environmental impact of our products. It’s the volume of water (13.7 billion gallons in 2017) and 60

plastic packaging that is being used in arguments against the industry. So, let’s just set the record straight. Bottled water has the smallest environmental footprint of all packaged beverages. All bottled water containers are 100 percent recyclable, and, as an industry, we support strong community recycling initiatives and recognize that a continued focus on increased recycling is important for everyone. In addition, bottled water containers are the most common item

found in curbside recycling programs, recycled at a rate of 53.9 percent. The industry is always looking for ways to strengthen existing recycling programs and help expand those efforts further. However, even when they are not properly recycled, bottled water containers make up only 3.3 percent of all drink packaging in U.S. landfills. Carbonated soft drink containers make up 13.3 percent, and aluminum cans make up 7.9 percent. Bottled water also has the lowest water- and energy-use ratios of all packaged beverages. On average, it

takes only 1.32 liters of water to produce 1 liter of finished bottled water (including the 1 liter of water consumed), which is the lowest water-use ratio of any packaged beverage product. Of all the water used in the United States, bottled water uses just 0.01 percent. While bottled water is just one of thousands of consumer items packaged in plastic, the bottled water industry has gone to great lengths to reduce the environmental impact of its packaging, which include using recycled content, reducing the amount of plastic used in caps and shrink-wrapping, and reducing the amount of paper used in labels and shipping cardboard. IBWA member companies are increasing their use of recycled PET (rPET), and many bottled water companies already use bottles made from 50, 75, and, in some cases, 100 percent rPET. Furthermore, the bottled water industry continually develops new ways to reduce its environmental footprint in all stages of production. That development includes “green” bottling facilities, as well as utilization of more fuel-efficient means of producing and transporting product to market. Consumers are choosing bottled water instead of less healthy packaged drinks, which have a much higher environmental impact. Data from the Beverage Marketing Corporation (BMC) shows people are drinking bottled water instead of other less healthy drinks. According to John G. Rodwan, Jr, in the BMC bottled water statistics article starting on page 12 of this issue of Bottled Water Reporter, "Soft drinks underwent their thirteenth consecutive year of volume reduction in 2017.” If consumers are choosing bottled water over other packaged beverages, how does that lessen the amount of plastic in the waste stream? • Continual light-weighting of bottled water’s PET plastic packaging has

seen the average weight drop to 9.25 grams per 16.9 ounce single-serve container. That is almost one-third less than the amount of PET it takes to make carbonated soft drink and other beverage containers, which need to be thicker due to carbonation and manufacturing processes and weigh, on average, 23.9 grams. According to BMC, between 2000 and 2014, the average weight of a 16.9-ounce (half-liter) PET plastic bottled water container declined 51 percent. That light-weighting resulted in a savings of 6.2 billion pounds of PET resin since 2000.

The bottled water industry is firmly focused on helping improve recycling rates. IBWA partners with numerous recycling organizations, including The Recycling Partnership, Florida Recycling Partnership, the Michigan Recycling Partnership, and the Northeast Recycling Council. In addition, our partnership with Keep America Beautiful works on educating consumers about both recycling and reducing litter pollution. One fact we like to use in our educational materials is that making new bottles from recycled bottles uses 84 percent less energy than when using virgin materials. The industry supports strong recycling programs because they encourage people to properly handle all recyclable consumer packaging and goods. Recycling reduces landfill space and saves municipalities in dumping fees. When people recycle their empty bottled water containers, they are doing their part in helping to keep plastic out of landfills and the natural environment. By recycling, they are putting their used plastic bottles to good use because, ultimately, they are helping to create the material that will go on to be used for new beverage bottles, food containers,

toys, clothing, car parts, carpeting, and decking, just to name a few. And we shouldn’t forget that PET plastic is the most recycled plastic in the United States and the world—and PET bottles can be recycled multiple times.

Promoting Our Good Story Our product’s growth is consumer driven, as noted by BMC’s Rodwan: Bottled water’s rocket-like rise [in popularity] coincided with and contributed to pronounced shifts in consumer preferences for refreshment and rehydration. As the quintessential portably and affordable beverage, bottled water introduced new usage occasions and habits. Suitable for consumption at any time of the day or night, and not necessarily in need of being kept ice cold, bottled water simply became the preferred beverage not only for consumers aiming to reduce caloric intake or lessen artificial sweetener usage but also for consumers of all kinds. (See page 12 for more.) Americans are making great efforts to live a better lifestyle by choosing healthier foods and beverages, and drinking water—tap, bottled, or filtered—should be encouraged. With the high rates of obesity, diabetes, and heart disease and lead-contaminated public water systems, our on-the-go society needs bottled water because we provide a safe, healthy, convenient beverage choice. Discouraging people from choosing this healthy drink option is not in the public interest. Please consider sharing the information in this article with your customers, local officials, and media to help educate them about the many reasons why consumers choosing to drink more bottled water is ultimately a good thing.

IBWA Is Working to Ensure Water Continues to Be Recognized as Part of a Healthy Diet By Al Lear, IBWA Director of Science and Research

The 2015-2020 Dietary Guidelines for Americans (DGAs) form the basis for developing federal nutrition programs, nutrition standards, and nutrition education initiatives, and, when the U.S. Departments of Agriculture (USDA) and Health and Human Services (HHS) were developing them, IBWA 62

actively supported those efforts. The current DGAs recommend that the primary beverages Americans should consume are calorie-free beverages— especially water. In fact, the DGAs encourage a shift to healthier food and beverage choices, which “include choosing beverages with no added

sugars, such as water, in place of sugarsweetened beverages.” They also provide strong support for the vital role water plays in the diets of Americans and for increased access to, and availability of, water as a healthy beverage choice. Immediately after the 2015-2020 DGAs were issued, the USDA promoted


TECHNICAL UPDATE water in its “MyPlate MyWins” online nutrition guide. USDA and HHS have begun work on the 2020 update to the DGAs, so we wanted to review some of the new steps of the process.

The DGA Process The process to produce the revised DGAs takes numerous years to complete and includes the following four steps: • Topic and Question Identification • Scientific Advisory Committee Selection • Scientific Advisory Committee Review of the Scientific Evidence • USDA/HHS Development of the Dietary Guidelines. The current process for the 20202025 Dietary Guidelines for Americans began with a webinar in late February 2018, during which USDA Acting Deputy Under Secretary Brandon Lipps mentioned that USDA and HHS were introducing a new step to the development process: requesting comments on the proposed topics and supporting questions. That change was made, he said, to enhance transparency, increase opportunities for public participation, respond to recommendations and feedback, and help identify the expertise required on the Dietary Guidelines Advisory Committee. Development of the proposed topics and supporting questions was led by the Center for Nutrition Policy and Promotion and the Office of Disease Prevention and Health Promotion, with input from the Agricultural Research Service and Food and Nutrition Service at USDA; the Centers for Disease Control and Prevention; and the National Institutes of Health at HHS. Consideration was given to the needs of federal nutrition-related programs and initiatives. Because nutrition is such a broad field with many potential topics and questions of interest, the following four key criteria, which were listed in the February 28, 2018 Federal Register, were

used to identify high-priority topics and questions for comment by consumers and interested stakeholders: Relevance: Topic is within scope of the DGAs and its focus is on foodbased recommendations, not clinical guidelines for medical treatment. Importance: Topic for which there is new, relevant data and represents an area of substantial public health concern, uncertainty, and/or knowledge gap. Potential Federal Impact: Probability that guidance on the topic would inform federal food and nutrition policies and programs. Avoiding Duplication: Topic is not currently addressed through existing evidence-based federal guidance (other than the DGAs). Previously, the DGAs focused on nutrition and food-based recommendations for health promotion and disease prevention for individuals ages 2 years and older. However, when Congress passed the Agricultural Act of 2014, also known as the Farm Bill, it mandated that the DGAs expand to include dietary guidance for infants and toddlers (from birth to age 24 months), as well as women who are pregnant, beginning with the 2020-2025 edition. The USDA/HHS proposed topics and scientific questions for comment based on the following life stages: • Pregnancy and Lactation • Infants and toddlers from birth to 24 months (healthy, full-term infants) • Children and adolescents, ages 2-18 years old • Adults, ages 19-64 years old • Adults, ages 65 and older.

IBWA Comments on the Proposed Topics and Questions In the comments IBWA submitted on March 30, 2018, we supported the USDA/HHS’ inclusion of water as part of complementary beverages for infants

WHAT ARE THE DGAS? As the foundation for federal nutrition programs and policies, the 2015-2020 Dietary Guidelines for Americans’ (DGAs) recommendations assist consumers in establishing eating patterns that can help prevent diet-related chronic diseases and promote health. The DGAs are mandated to reflect the preponderance of scientific evidence and are published jointly by USDA and HHS every five years in accordance with the National Nutrition Monitoring and Related Research Act of 1990.

and toddlers from birth to 24 months and beverages in the remaining topics for each of the life stages from 2 years to 64 years of age. IBWA also requested that the specific hydration needs related to adults ages 65 and older be considered. While proper hydration is an important consideration for the well-being of everyone, it is of increased importance for older adults due to increased prevalence of chronic diseases, the use of multiple medicines, and a decreased sense of thirst. In addition, IBWA requested that an additional category be considered: “Consumer Education on the Dietary Guidelines for Americans.” Below is the proposed topic and question for this recommended category: Topic: The Dietary Guidelines for Americans will address the current science on the role of food and beverages in a healthy diet at various life stages. The MyPlate nutritional graphic and federal food nutrition education materials are used to inform the public about dietary recommendations. JUL/AUG 2018

Question: Does the MyPlate nutritional graphic reflect the current science on the role of food and beverages (including water) in a healthy diet? The MyPlate nutritional guidance graphic is the most prominent educational tool that the government uses to promote a healthy diet. USDA food guides for consumers have evolved over time to support the DGAs. Reviewing existing Dietary Guidelines educational materials, including the MyPlate nutritional graphic, is important to ensure that the information reflects current science and is beneficial to consumers. To support the recommendation to add water to MyPlate, IBWA submitted examples from at least

48 countries that promote water consumption in their nutrition guidance graphics.

Next Steps in Dietary Guidelines Process On March 30, 2018, the comment period for proposed Topics and Questions for the 2020-2025 Dietary Guidelines for Americans closed. After USDA and HHS finalize the topics and supporting questions, a request for public comments for the Dietary Guidelines Advisory Committee nominations will be posted online. The specific areas of expertise needed will be based on the final topics and supporting scientific questions. IBWA will be monitoring

the process and participating in the nomination process of candidates for the advisory committee. PODCASTS: A BEGINNER’S GUIDE IBWA’s latest communications tool—a podcast called “H2O In The Know”—offers on-demand bottled water education for the masses Podcasts are one of the most popular tools for learning. According to Edison Research, 67 million Americans above the age of 12 listen to podcasts at least monthly—and 42 million listen on a weekly basis (bit.ly/PodcastEdisonStats). Research also shows that millennials are big fans of podcasts because they offer on-demand entertainment that fuses well with their on-the-go, mobile lifestyles (bit.ly/ForbesMillennialsPodcasts). Thus, to reach this important generation—young consumers who offer a lifetime of product loyalty—IBWA launched “H2O In The Know,” a pilot podcast to help ensure the truth about bottled water and our industry issues is available anytime, anywhere, as long as you have a mobile device or computer.

But, what is a podcast? Think of podcasts as on-demand internet radio talk shows. The word “podcast” derives from “pod”— which is a nod to mobile devices like the iPod and implies that the content is portable, so you can listen anywhere, anytime—and “broadcast”—which is the term commonly used to describe the act of making something public via radio or television. Podcasts are typically audio recordings of conversations between a host and a guest speaker, which listeners can access 24/7 with their mobile devices and computers.

What is a podcast episode? Like your favorite TV show, a podcast consists of various episodes that usually cover a subtopic of the podcast’s theme. For “H2O In The Know,” our theme is obviously “bottled water” and our subtopics vary from educational issues (e.g., water resource management, PET and recycling, and healthy hydration) to fun, entertaining storylines (e.g., how to judge a water tasting). IBWA's "H2O In The Know" podcast episodes run between 8 and 15 minutes.

How do I listen to a podcast? Most people listen to podcasts by streaming them on their iPhones or Android cell phones, but you can also use any portable digital device or computer. Some people like to download their favorite podcasts and listen to them later at their convenience. Do I have to be on the internet to listen to a podcast? Quick answer: No. However, you do need to go online and download the episode you are interested in, so you can listen at your convenience later.

Are podcasts free? Podcasts, like IBWA’s “H2O In The Know” podcast, are free. If you haven’t listened to “H2O In The Know” yet, give it a try! We think you’ll be delightfully surprised at how informative the episodes are—and how easy the podcast is to listen to. In addition, IBWA invites you to post about the “H2O In The Know” episodes on your social media platforms to help us share bottled water facts and educate the listening public. Currently, we have six episodes uploaded to iTunes and SoundCloud: “Bottled Water 101,” “Healthy Hydration,” “PET and Recycling,” “The Berkeley Springs International Water Tasting and Its Origins,” “Water Resource Management for Bottled Water,” and “Judging at a Water Tasting.” If IBWA members combine our efforts, we’ll be able to amplify and expand the reach of the pro-bottled water messages found on “H2O In The Know”!
