Brothers and Sisters, I hope 2022 is off to a great start for you and your loved ones. We here in New England know these winter months to be the coldest, darkest, and what sometimes feels like the longest part of the year, and the insurgence of the Omicron COVID-19 variant certainly added an unwelcome twist, but there are many reasons to feel positive about 2021 and the year ahead in 2022. We're coming out of another season of giving where the generosity of IBEW Local 103 members really shined. We recently worked with our NECA partners to donate a van filled with new electrical equipment and supplies to Madison Park Technical Vocational High School (page 16) in Roxbury, where students are laying the ground work for a bright future in the electrical industry. In honor of Martin Luther King Jr. Day, Local 103 volunteers stepped up to the plate in a Day of Service (page 15), cleaning and stocking eight community refrigerators across the City of Boston. Our members recognize how important it is for us to give back to the cities that give us so much, and I couldn't be more proud. Looking ahead, IBEW Local 103 is thrilled to officially endorse one of our most dedicated allies — and one of the most staunch advocates for working people's justice nationwide — Attorney General Maura Healey, for Governor of Massachusetts (page 5). We know that Maura will take the same grit and fortitude she has shown throughout her eight years as Attorney General of Massachusetts, and bring her fight for justice all the way to the State House.

We have three years of reserves in our health benefit plan and we're approaching 12 years without an increase in hourly contribution rate, the longest in the history of the fund. We also find hope in the science which shows us that although very contagious, the Omicron variant has symptoms that are typically far less severe than other strains, perhaps signifying that COVID's grip on the world is weakening. Still, to keep our communities safe and to avoid another shutdown, we must continue to adopt safe COVID practices at work and at home. Use extreme caution in crowds, mask up when necessary and get vaccinated if you're able to. Our mission remains the same: to serve our community, to support our families and to continue building and sharpening our brand as the premier option for electrical services in Greater Boston. Massachusetts Lifts Mask Mandates in Schools Governor Baker and the Department of Early and Secondary Education (DESE) lifted the statewide mask requirement for K-12 schools on February 28.

City of Boston Vaccination Mandates Due to recent improvements in Boston's COVID-19 public health data, Mayor Wu on February 18 lifted the citywide proof of vaccine mandate which required patrons and staff of certain indoor spaces to show proof of vaccination against COVID-19. The FDA has authorized COVID-19 booster shots for vaccinated individuals ages 12 and older. If you received the Pfizer or Moderna vaccine, you are eligible for a booster shot five months after your second vaccination date. During a recent visit to the Boston JATC, Healey promised IBEW Local 103 union members that she will never forget who she is elected to serve.

RATIFY FIRST UNION CONTRA CT IBEW Local 103 congratulates our hard working members at Encore Boston Harbor Resort and Casino, who recently ratified their first union contract! In October 2020, 100 Encore employees — including electricians, Fire Control Center dispatchers, and slot machine and A/V technicians — joined IBEW Local 103 for better wages, benefits and working conditions. This organizing victory represents a historic win for the Encore employees and for Local 103, which has become the first IBEW local to represent all trade workers in a casino. Encore technical and maintenance employees work hard to provide casino guests with a safe and memorable experience and IBEW Local 103 is proud to have successfully negotiated with management to deliver a strong first contract to our members. Additionally, we are proud of the determination and unity that these members have shown throughout the organizing and negotiating process. Congratulations to all of our Encore employee members!

AVALON BAY When we fight, we win! IBEW Local 103’s steady business development efforts have paid off at the AvalonBay residential project in Allston-Brighton, the electrical portion of which will now be executed in full by IBEW Local 103 union members. The nonunion shop originally working on the project, D&D Electrical Contractors, was removed from site for inability to perform due to Local 103’s aggressive organizing campaign. Local 103’s T&T Electric was awarded the remainder of the project. This victory is meaningful for our union’s ongoing efforts to preserve

community standards and Local 103 job hours in our best market, the City of Boston. The project will create two new residential buildings on site, one offering 180 new rental units, and the other offering 55. Fifteen percent of the units are affordable units, exceeding the City’s requirements by two percent. The project will also create 228 new parking spaces IBEW Local 103 is proud to fight and win for workers, for our communities and for the highest possible standards of safety and quality in construction.

IBEW Local 103 is thrilled to congratulate the new MA state senator of the 1st Suffolk and Middlesex District, former City Councilor Lydia Edwards. Lydia, a strong ally to the labor movement, won with a landslide victory in a special primary election in December and was officially elected on January 11. Lydia is the first woman and person of color to represent the district, consisting of East Boston, Revere, Winthrop and parts of downtown Boston and Cambridge. Before being elected to the Boston City Council in 2017, Lydia represented domestic workers as a public interest attorney for Greater Boston Legal Services, coordinating a statewide campaign to pass the Domestic Workers Bill of Rights. As a Boston City Councilor representing District 1, she led efforts to: •

Win a Project Labor Agreement at Suffolk Downs—the largest private development project in Boston’s history

Protect and invest in affordable housing and public housing

Reduce pollution and expand water transportation

Increase community participation development

MARTIN LUTHER KING JR. DAY OF SERVIC E Among many legacies, Martin Luther King Jr. is remembered as a man of service. In his honor on Martin Luther King Jr. Day, IBEW Local 103 cleaned and stocked eight community refrigerators across the City of Boston with hundreds of food donations purchased and collected by the union. The initiative was even more critical in the wake of the COVID-19 pandemic, during which Massachusetts saw the largest increase in food insecurity in the nation, with the rate of food insecure households in Massachusetts leaping from 8.2% pre-pandemic to 19.6% at the peak of the pandemic. “Sometimes we forget that the ongoing pandemic is affecting local families in many, many different ways,” said IBEW Local 103 Business Agent Renee Dozier, who helped lead the organizing efforts. “Food insecurity is a big one that we don’t often talk about, despite food access being one of the most basic building blocks of public health.” Volunteers also donated electrical services, installing new security cameras for Café Juice Up in Mattapan, which provides power to one of the community refrigerators, and wiring three new circuits at Shirley’s Pantry to support its deep freezers.

We have made strides towards a more diverse and inclusive union, and although we have plenty of work ahead of us, we renew our commitment to the process each day. The van – complete with a Madison-Park-branded decorative wrap – was filled with new electrical equipment, tools, and supplies valued at $10k and donated by NECA Greater Boston electrical contractors. The donations were given to Madison Park to support students preparing for careers in the trades. "Madison Park is very grateful for this generous donation," said Madison Park Head of School, Dr. Sidney Brown. "IBEW Local 103 and NECA offer so many amazing opportunities to our students and graduates. Now, they have truly gone above and beyond to support our school and to help us give our electrical program students the best possible education in their chosen field."

HEADER UPDATE JATC Continuing Education The deadline to complete the required 15 hours of continuing education for Massachusetts licenses is July 31, 2022. To date, the Board of State Electrical Examiners (BSEE) has not extended the deadline. Journeyman and Technician in-person and online classes are still available. Master’s Prep Classes We are happy to offer an in-person Master’s Prep Class beginning in March. This 30-hour course is designed to help prepare Journeymen for the Massachusetts Master License examination and will provide a thorough and comprehensive review of the application process, sample test questions and calculations required for the examination. NEW! Apprentice Laptops and Office 365 The JATC is happy to announce that moving forward and beginning this year, all first year apprentices will be issued a laptop with single login to the JATC wireless network, the National Learning Management System and the JATC Canvas classroom management system. Each apprentice will also be issued an @bostonjatc.org email address through Microsoft Office 365 with access to the Microsoft Office 365 applications suite.

Apprentice School Schedule The 2021-2022 school year started late (November) and we’re still playing catch up due to delays associated with COVID-19. The school year will run into the summer again (late July in some cases). We are optimistic that we will be back to normal schedules beginning in September for the 2022-2023 school year.

JATC Applicant Update The JATC received over 2,000 applications in November. Applicants completed their aptitude testing at the end of January. Test results will be mailed out to applicants by April 1, 2022. Those who qualify will be interviewed in mid-April. New apprentice selections will be finalized in May and those accepted will be notified in early June and processed into the program during the summer months.

UPDATE TRUST FUNDS HEADER Health Plan COVID-19 Resources The Local 103 Health Benefit Plan is again offering COVID-19 testing to all Participants at the Trust Funds Office. Testing is available Mondays and Fridays from 9:00am to 1:00pm and Wednesdays from 12:00 to 4:00pm. Tests can be scheduled online at: CVS.com/employertesting The Health Plan is working with our Pharmacy Benefit Manager (CVS Caremark) to provide Participants the ability to obtain at-home COVID-19 tests at no cost to Participants. More information to come very soon on this.

◦ Form 1095-B (the Federal form pertaining to individual Health coverage) were sent out by the Trust Funds

Important Plan Forms & Updates

◦ The annual Medicare Part D election form and notices were sent out last October. If you are a retiree covered under the Health Plan and haven’t yet returned the blue form to the Trust Funds Office, please do so as soon as possible.

◦ The Health Plan sends out billing notices to Participants whose employers reported less than the 144 hours required to maintain Health coverage. These bills are the best way we have to

◦ Deferred Income Plan statements for the year ended November 30, 2021 and were sent out in early February. Please note that there is a new requirement to illustrate what a Participant’s balance could provide in the form of a monthly payment. This is included as an additional page in each statement.
